'Reputation laundering' is lucrative business for London PR firms

Oppressive foreign regimes are often such valuable accounts that they are considered worth the risk of a backlash

From foreign governments of dubious repute and dictators looking for an image overhaul to propaganda videos and fake Wikipedia entries – if there is a PR brief of dubious ethical nature that needs a fix then more often than not it is one of London’s big-name agencies that gets the call.

Bell Pottinger’s public vilification and expulsion from its own trade body for running a social media campaign to stir up racial tension in South Africa for the wealthy Gupta family has lifted the lid on the secretive and highly lucrative business of representing controversial clients.

Over more than three decades in the business Tim Bell, Margaret Thatcher’s favourite PR man, who left Bell Pottinger last summer, has amassed something of a who’s who of what could charitably be called sensitive clients.

These have included the Pinochet Foundation and the governments of Bahrain and Egypt, and there was a $500m (£384m) contract to make fake al-Qaida videos in Iraq for the US government.

“You say words like Pinochet and ‘oh my god that is bad news’, but I don’t accept that,” Lord Bell said. “There are two sides to every story and you have to handle it so your side is prevalent. I don’t know why they are [considered] risky clients. They are only risky if what you are trying to promote an idea that isn’t sound.”

He cited Alexander Lukashenko, the Belarusian president who has been called Europe’s last dictator, as an example of when taking on such clients went wrong. “There are lots of people I regret having got involved with. Lukashenko went well for six months then changed his mind [about the strategy], behaved differently and I resigned the account.”

Foreign governments with oppressive regimes are often such valuable accounts that they are considered worth the risk of a potential PR backlash.

The Portland agency, founded by Tony Blair’s former adviser Tim Allan, has previously advised Vladimir Putin and worked with Kazakhstan, Jordan and Morocco.

A contract with Qatar, which has been heavily criticised for its record on human rights, is focused on building a government affairs function. Portland declined to comment but Allan has previously said such work is about “openness and engagement” and that opening up secretive nations is “not an affront to democracy”.

Late last year the PR guru Matthew Freud picked up a hugely valuable brief from Saudi Arabia, which has executed more than 150 people in each of the last two years.

The account, led by deputy Crown Prince Mohammed bin Salman, was pitched to a number of corporate PR firms in London. The PR agency Freuds declined to comment but at the time of winning the business said it was focused on a “programme of economic, educational and cultural modernisation to help diversify the economy and create a sustainable and prosperous future for Saudi’s young people.”

A senior PR executive said: “Tyrants, dictatorships and governments that may not be democratic, or are sliding into one-party states, tend to come to places like London, New York and Washington effectively for reputation laundering. If you are cynical about it, that is what it is.”

A number of senior PR executives agree that Bell Pottinger working for the Gupta family, which has been accused of benefiting financially from its close links to the South African president, Jacob Zuma, is not in itself a PR crime.

But stoking racial tension in a country that has struggled to achieve balance in a post-apartheid era is a particularly egregious strategy to have pursued, and not one that is rife among the dark arts employed by UK agencies.

“I think that Bell Pottinger’s work is an outlier,” said Danny Rogers, editor-in-chief of PR Week. “They are accused of creating fake news and blogs, a serious transgression. It is not typical of what the British PR industry does. Work varies from what you would consider to be institution-building and opening communications by governments to the extreme end of the sort of work Bell Pottinger was doing for the Guptas.”

Francis Ingham, director general of the trade body PRCA for the last decade, said the UK industry was “overwhelmingly ethical and professional”.

“There is always the occasional rogue element and our role is to punish them,” he said.

Ever the risk-taker, Lord Bell, after leaving the agency he co-founded, immediately looked for more of the same, setting up Sans Frontières, the same name as the arm of Bell Pottinger that handled sometimes controversial geo-political work.

Bell, who has also represented clients including the News UK chief Rebekah Brooks and the entertainer Rolf Harris, said the Bell Pottinger scandal would prompt the industry to take cover for a while but then it would be business as usual.

“There will be a lull for a while, then people will forget the controversy and people will come back,” he said.

Yet, even the hard-bitten Bell admitted there were some clients beyond the pale even for him. He turned down representing Zimbabwe’s president, Robert Mugabe, as well as the Labour party (“I wouldn’t have done a good job”).

“I wish we hadn’t taken the Guptas,” he said. “And I would like to have worked for BP, to have handled the Deepwater Horizon incident. As long as there is controversy about things there will be controversial characters. You can’t spend your life regretting what you do.”

Britain is no paragon of sporting virtue – let’s stop pretending otherwise

As the latest scandal involving the ex-England manager Sam Allardyce and questions over cyclists’ drug exemptions show, the UK plays no fairer than anyone else

It started on the Iffley Road running track in Oxford, with Roger Bannister and the four-minute mile. It continued with Chariots of Fire, the filmed version of the same, and it was reinforced in the national consciousness with London 2012, the glorious festival of sport that everyone thought was going to be a disaster, but wasn’t.

Along the way came England’s victory (over Germany) in the 1966 World Cup, whose anniversary has been celebrated this year with mawkish nostalgia. And when the medals kept on coming, in this year’s Olympics and the Paralympics in Rio, the self-image of the UK as a highly successful and, of course, squeaky clean sporting nation seemed secure.
That image has been thoroughly discredited this week with the departure, by mutual consent, of the new England football manager, Sam Allardyce, after a mere 67 days. He was the subject of a Panorama exposé 10 years ago – and even I, as a football ignoramus, had caught the drift – which helped to explain why this “obvious” candidate for the England job had never been offered it before.

But now there he was, on camera, courtesy of a classic journalistic sting (by the Daily Telegraph), setting out how the rules of the transfer market could be circumvented, and considering a nice little supplement to his salary.

Nor, it would appear, is he alone in regarding the Football Association’s rules as an inconvenience to be challenged rather than a standard to be upheld. At least eight more guardians of the supposedly “national” game, it is claimed, agree with Sam Allardyce that ethics are for others upright or unambitious enough to heed them. The real pros know different.
If dubious practices were unique to football, that would be one thing. After all, everyone knows – do they not? – that there is far too much money sloshing round in the game generally, not least in England’s Premier League – money that is taking ticket prices out of reach of ordinary families and stifling the growth of homegrown talent.

We also know about the rot that set in long ago at Fifa, the headquarters of international football, so it is hardly surprising if something putrid also contaminates national organisations – including, alas, our own.

But it is not just English football, is it? Football may be the richest and most egregious example, but revelations in recent weeks suggest that question marks hang over other areas of UK sport. Nothing illegal, mind, nothing so crude as the“state-sponsored doping” we so loudly deplore in others, but little tweaks here and there, and especially close readings of the rule book that identify the opportunities between the lines.

So it is that the stellar success story of our times, Britain’s emergence as a world leader in cycling, looks slightly less glorious now that hacked reports have revealed the chemical help some cyclists were receiving – quite legally, it must be stressed – in order, as the people’s hero and multiple Olympic gold harvester Bradley Wiggins put it, to ensure “a level playing field”. Is a doctor’s note now to be considered part of sportsmanship?

And on the eve of the Rio Paralympics, there were reports of unhappiness within the British camp over allegations that classifications were being – how shall we say? – manipulated in the pursuit of more medals. We are sticklers for observing the letter of the law, it would seem, where the spirit of sport is concerned. But the story is starting to look a little different.

The shock here – if it is a shock – should not be that UK sports officials are as adept at playing the system as anyone else – within but sometimes also outside the law. It should rather be the persistence of the myth that only foreigners (especially Russians) cheat, and that British sport across the board – just because it is British – is cleaner, more honest and, yes, more innocent than everyone else’s. It isn’t.

Gujarat Shining - An Alternative Opinion

Why does Gujarat have indifferent social indicators, in spite of having enjoyed runaway economic growth and relatively high standards of governance?

Gujarat’s development achievements are moderate, largely predate Narendra Modi, and have as much to do with public action as with economic growth.
As the nation heads for the polling booths in the numbing hot winds of April, objective facts and rational enquiry are taking a holiday and the public relations industry is taking over.
Narendra Modi’s personality, for one, has been repackaged for mass approval. From an authoritarian character, steeped in the reactionary creed of the Rashtriya Swayamsevak Sangh (RSS) and probably complicit in the Gujarat massacre of 2002, he has become an almost avuncular figure — a good shepherd who is expected to lead the country out of the morass of corruption, inflation and unemployment. How he is supposed to accomplish this is left to our imagination — substance is not part of the promos. The Bharatiya Janata Party (BJP), too, is being reinvented as the party of clean governance, overlooking the fact that there is little to distinguish it from the Congress as far as corruption is concerned.

Similarly, Gujarat’s image has been spruced up for the occasion. Many voters are likely to go the polling booths under the impression that Gujarat resembles Japan, and that letting Mr. Modi take charge is a chance for the whole of India to follow suit.
Some of Mr. Modi’s admirers in the economics profession have readily supplied an explanation for Gujarat’s dazzling development performance: private enterprise and economic growth. This interpretation is popular in the business media. Indeed, it fits very well with the corporate sector’s own view that the primary role of the state is to promote business interests.
However, as more sober scholars (Raghuram Rajan, Ashok Kotwal, Maitreesh Ghatak, among other eminent economists) have shown, Gujarat’s development achievements are actually far from dazzling. Yes, the State has grown fast in the last twenty years. And anyone who travels around Gujarat is bound to notice the good roads, mushrooming factories, and regular power supply. But what about people’s living conditions? Whether we look at poverty, nutrition, education, health or related indicators, the dominant pattern is one of indifferent outcomes. Gujarat is doing a little better than the all-India average in many respects, but there is nothing there that justifies it being called a “model.” Anyone who doubts this can download the latest National Family Health Survey report, or the Raghuram Rajan Committee report, and verify the facts.
To this, the votaries of the Gujarat model respond that the right thing to look at is not the level of Gujarat’s social indicators, but how they have improved over time. Gujarat’s progress, they claim, has been faster than that of other States, especially under Mr. Modi. Alas, this claim too has been debunked. Indeed, Gujarat was doing quite well in comparison with other States in the 1980s. Since then, its relative position has remained much the same, and even deteriorated in some respects.
An illustration may help. The infant mortality rate in Gujarat is not very different from the all-India average: 38 and 42 deaths per 1,000 live births, respectively. Nor is it the case that Gujarat is progressing faster than India in this respect; the gap (in favour of Gujarat) was a little larger twenty years ago — in both absolute and proportionate terms. For other indicators, the picture looks a little more or a little less favourable to Gujarat depending on the focus. Overall, no clear pattern of outstanding progress emerges from available data.
In short, Gujarat’s development record is not bad in comparative terms, but it is nothing like that of say Tamil Nadu or Himachal Pradesh, let alone Kerala. But there is another issue. Are Gujarat’s achievements really based on private enterprise and economic growth? This is only one part of the story.
When I visited Gujarat in the 1980s, I was quite impressed with many of the State’s social services and public facilities, certainly in comparison with the large north Indian states. For instance, Gujarat already had mid-day meals in primary schools at that time — decades later than Tamil Nadu, but decades earlier than the rest of India. It had a functional Public Distribution System — again not as effective as in Tamil Nadu, but much better than in north India. Gujarat also had the best system of drought relief works in the country, and, with Maharashtra, pioneered many of the provisions that were later included in the National Rural Employment Guarantee Act. Gujarat’s achievements today build as much on its ability to put in place functional public services as on private enterprise and growth.
Misleading model
To sum up, the “Gujarat model” story, recently embellished for the elections, is misleading in at least three ways. First, it exaggerates Gujarat’s development achievements. Second, it fails to recognise that many of these achievements have little to do with Narendra Modi. Third, it casually attributes these achievements to private enterprise and economic growth. All this is without going into murkier aspects of Gujarat’s experience, such as environmental destruction or state repression.
At the end of the day, Gujarat poses an interesting puzzle: why does it have indifferent social indicators, in spite of having enjoyed runaway economic growth for so long, as well as relatively high standards of governance? Perhaps this has something to do with economic and social inequality (including highly unequal gender relations), or with the outdated nature of some of India’s social statistics, or with a slackening of Gujarat’s earlier commitment to effective public services. Resolving this puzzle would be a far more useful application of mind than cheap propaganda for NaMo.

If Gujarat is a model, then the real toppers in development indicators, like Kerala and Tamil Nadu, must be supermodels

In an earlier article published on this page (“The Gujarat Muddle,” April 11, 2014), I pointed out that Gujarat’s development achievements were hardly “model” class. This is pretty firm ground: the same point has been made by a long list of eminent economists. Yet confusion persists, so I decided to take another look at the data, just in case I had been carried away.
Summary indexes

This time I looked at a bunch of summary indexes based on multiple development indicators. One advantage of summary indexes is that they make it harder to “cheat” by focussing selectively on particular indicators that happen to suit one’s purpose. The Human Development Index (HDI) is a good starting point. The latest HDI computations for Indian states, presented by Reetika Khera and myself in Economic and Political Weekly, place Gujarat in the 9th position among 20 major States — very close to the middle of the ranking. In the same paper, we also looked at a summary index of child well-being, nicknamed Achievements of Babies and Children (ABC), which is based on four indicators related to child nutrition, survival, education and immunisation respectively. In the ABC ranking, too, Gujarat occupies the 9th position among 20 major States.
Another useful summary index is the Multidimensional Poverty Index (MPI). Briefly, the idea is that poverty manifests itself in different kinds of deprivation — lack of food, shelter, sanitation, schooling, health care, and so on. Starting with a list of basic deprivations, a household is considered “poor” if it has more than a given proportion (say one third) of these deprivations. There is some inevitable arbitrariness in the specification of basic deprivations, but nevertheless, the MPI is a very useful supplement to other poverty indicators. In the latest MPI ranking of Indian States, by Sabina Alkire and her colleagues at Oxford University, Gujarat comes 9th (again) among 20 major Indian States.
A new entrant in this family of summary statistics is the Composite Development Index devised by the Raghuram Rajan Committee. This index has ten components related to per capita consumption, household amenities, health, education, urbanisation, connectivity, financial inclusion, and so on, based on the latest available data. Looking at the list of component indicators, an unsuspecting reader of the mainstream media might expect Gujarat to emerge pretty close to the top of the State ranking. Alas, not. Here again, Gujarat scores 9th among 20 major States!
There is something almost uncanny about this pattern, since the summary indexes are based on very different indicators. And it’s not that I am selectively focussing on particular rankings where Gujarat happens to rank 9th out of 20. I have reported all the recent summary indexes I know of. If you don’t like them, we can always fall back on the Planning Commission’s standard poverty estimates based on per capita expenditure. But then Gujarat slips from the 9th to the 10th position among 20 major States, according to the latest estimates for 2011-12.
The Raghuram Rajan Committee also devised another interesting index: the Performance Index, which captures the progress that States are making over time in terms of the Composite Development Index. This is an important indicator, because some proponents of the Gujarat model argue that what we should look at is not the level of Gujarat’s development indicators, but how they change over time. And that is precisely what this index does. Further, it focusses on performance in the decade of the 2000s, when Gujarat was supposed to be at its best. Surely, Gujarat will fare well this time? On the contrary, it slips from 9th to 12th in the ranking of 20 major States.
In short, whichever way we look at it, Gujarat looks less like a model State than a “middle State” — far from the bottom in inter-State rankings, but far from the top too. If there is a Gujarat model, then there must also be a Haryana model and perhaps a Karnataka model. Incidentally, Maharashtra does better than Gujarat on all the summary indexes mentioned earlier. Why, then, is Gujarat held as a model and not Maharashtra? Your guess is as good as mine.
If Gujarat is a model, then the real toppers, like Kerala and Tamil Nadu, must be supermodels. Indeed, not only do Kerala and Tamil Nadu routinely come at — or near — the top in rankings of summary development indexes, they also surpass other States in terms of the speed of improvement. For instance, Kerala and Tamil Nadu do better than any other major State in terms of both level and change of the Composite Development Index. Of course, if you believe the touching story whereby Kerala’s achievements are actually based on the Gujarat model, then we are back to square one.
Why this image?

An interesting question arises: how did Gujarat acquire an inflated image? No doubt, this optical illusion partly reflects Narendra Modi’s outstanding ability to confuse the public (with a little help from his admirers in the economics profession). But perhaps it also has something to do with the fact that our perception of India is over-influenced by the large north Indian States — the former “BIMARU” States, which have dismal infrastructure, awful public services, and abysmal social indicators. Gujarat certainly shines in comparison — but so do many other States.
Mind you, the “G spot” (9th out of 20) may be auspicious. The number nine, according to Wikipedia, “is revered in Hinduism and considered a complete, perfected [sic] and divine number.” The Chinese, for their part, associate the number nine with the dragon, “a symbol of magic and power,” which also “symbolises the Emperor.” If the numerologists got this right, NaMo is well placed.

A spinner's flight plan

 

The great spinners visualised their wickets and deceived the batsmen in the air. But why are today's bowling coaches almost always fast men?

In my first over in Test cricket, to Colin Cowdrey at The Oval in August 1968, I appealed for lbw decisions for the first four balls. The fifth ball was the decider. Cowdrey went well back and the ball cannoned into his pads halfway up middle stump. Umpire Charlie Elliott raised his index finger, and "Kipper" touched the peak of his England cap and said to me, "Well bowled, master."

In hindsight Cowdrey was a pretty good wicket, given that he had conquered the spin of Sonny Ramadhin and Alf Valentine at a time when I was trying to track down an ice-cold Paddle Pop in Perth.

Test cricket is the ultimate challenge for the spin bowler. Sadly Twenty20s and ODIs bring mug spinners to the fore. They skip through their overs and bowl "dot" balls, which their legion of hangers-on believe to be something akin to heaven. Test spinners are all about getting people out. After all, the best way to cut the run rate is to take wickets.

Before getting into big cricket I felt the need to have a coaching session with Clarrie Grimmett. I was 21, living in Perth, and Clarrie, a sprightly 76, was based in Adelaide. To my mind a spinner cannot be doing things all that brilliantly if he thinks he is a pretty good bowler but doesn't get many wickets. That was my lot, and I sought Clarrie's advice. Two days in the train from Perth to Adelaide, then a short bus ride to the suburb of Firle, found Clarrie at home. He was up the top of an ancient pepper tree.

There he had hung a ball in a stocking. He handed me a Jack Hobbs-autographed bat, and having dismissed my protestations that I wanted to learn spin bowling, not batting, he said with a broad grin: "Well, son, there was a youngster I taught to play the square cut on the voyage to England in 1930 and… Don Bradman was a fast learner."

Clarrie swung one ball towards me and I met it in the middle of his bat. We then went to the nets. Clarrie had a full-sized turf wicket in his backyard. He wandered to the batting end. He wore no protective equipment - no box, no pads or gloves. Just his Jack Hobbs bat. "Bowl up, son," he cried.

My first ball met the middle of his bat. He called me down the track. "Son," he said, "Give up bowling and become a batsman… I could play you blindfolded."

As it happened I had a handkerchief in my pocket. He put that over his horn-rimmed glasses and my second ball met the middle of his bat. When he had stopped laughing he proceeded to give me the best possible lesson on spin bowling. He talked about spinning on a trajectory just above the eye line of the batsman. 

Eighteen months later I was playing a Test match in India. The Nawab of Pataudi was facing, and while he was not smashing my bowling all over the park, he was clearly in control. I had to find a way to arrest the situation, so I thought of Grimmett and the necessity of getting the ball to dip acutely from just above the eye line.

It worked. The dipping flight fooled him to the extent that he wasn't sure exactly where the ball would bounce. Pataudi pushed forward in hope rather than conviction, and within four balls Ian Chappell had grabbed another bat-pad chance at forward short leg.

A spinner needs a plan to get wickets at the top level. Even a bad plan is better than no plan at all, but it is not about reinventing the wheel.

Grimmett had many a plan. He told me that he often saw the image of a batsman he was about to dismiss in his mind's eye. When the wicket fell, he was nonchalant, for this was the action replay. Nowadays visualisation is an official part of cricket coaching.

The key to spin bowling is how the ball arrives. If the ball is spun hard and the bowler gets lots of energy up and over his braced front leg, he will achieve a dipping flight path that starts just above the eye line and drops quickly.

Grimmett firmly believed, as does Shane Warne, that a batsman had to be deceived in the air. Warne's strategy at the start of a spell was to bowl his fiercely spun stock legbreak with subtle changes of pace. Similarly my idea was to stay in the attack. There is nothing worse for a bowler than to go for 10 or 12 runs in his first over. Psychologically you are then playing catch-up to make your figures look reasonable.





If a spinner doesn't plan he doesn't change his pace and thus does not break the rhythm of the batsman. It is crucial to a Test spin bowler's success that he attacks with subtle changes of pace





As an offspinner I found if my off-side field was in order the rest fell into place. My basic plan against a right-hander was to have the ball arriving in a dangerous manner: spin hard and drive up and over the braced front leg. And I wanted to lure the batsman into trying to hit to the off side, against the spin, to look at the huge gap between point and my very straight short cover. When a batsman hit against the spin and was done in flight, the spin would take the ball to the on side - a potential catch to bat-pad or short midwicket. Sometimes this plan doesn't work - the batsman might be clean-bowled, or if the ball skipped on straight, caught at slip, or it would cannon into his front pad for no result.  (Also a leg spinner's plan to a left hand batter)

I had played 10 Test matches and taken 46 wickets when Bob Simpson, the former Australia opening batsman and Test captain, sidled up to me and said: "You need a straight one."

I eyeballed Bob and said that some of my offbreaks went dead straight and "they don't pick them". He went on to say that I needed a ball that, to all intent and purpose, looked as if it would turn from the off but would skip off straight. I could "bowl" what they call a doosra today, but when I played, offspinners did not have ICC carte blanche to throw the ball. I felt it was wrong to throw, so I discarded the whole thing.

In Tests a batsman is challenged by pace and spin. My aim was to take 100 Test wickets in 20 Tests. But I got there in my 23rd - the same as Shane Warne, Glenn McGrath and Garth McKenzie - after which circumstances changed. Dennis Lillee and Jeff Thomson joined forces, and man, you tried to grab a wicket anyhow while those two were on the hunt. My next 15 Tests brought little in way of wickets, but my experience helped me in a coaching sense. I knew how unloved and untried spinners felt.
Somehow the cricket world brought forth a bunch of national coaches who didn't know the difference between an offbreak and a toothpick. Some were celebrated ones, like South Africa's Bob Woolmer. His idea of combating spin was ludicrous. He had blokes trying to hit sixes against Shane Warne's legspin. As splendid as he was against any opposition, no wonder Warne excelled against Woolmer-coached sides.

It is amazing that all national sides pick ex-fast bowlers as their bowling coaches. At least in England, Andy Flower, easily the best coach in world cricket, recognises the role of the spin coach. Mushtaq Ahmed, the former Pakistan legspinner, teams with David Saker, the fast-bowling coach, to help the England bowlers.

For years Australia have floundered in the spin department. Troy Cooley, the bowling coach, is a fast-bowling man, not one for spin. Australia has suffered; a lot of the blame can be attributed to the stupid stuff going on at the so-called Centre of Excellence in Brisbane.

Australia have had three great spinners: Grimmett, Bill O'Reilly and Warne. If Grimmett had played 145 Tests, the same as Warne, he would have taken 870 wickets. Different eras, of course, but you get the idea of how good Grimmett was. However, the best offie I ever saw - by a mile - was the little Indian Erapalli Prasanna. Now there was a bowler.

So you thought Britain wasn't corrupt?

Anyone who had expected to drowse through the Home Secretary's Commons statement on the Metropolitan Police might have awoken with a start when she began with "allegations about police corruption". It was the flat, almost casual, way in which Theresa May appeared to accept at least the possibility, that surprised and the use of the actual words "police corruption". She went on to announce a review of "instances of undue influence, inappropriate contractual arrangements and other abuses of power in police relationships..."

The reason this bald catalogue shocks is that Britain has long projected an image of itself as a paragon of good governance and the rule of law, to the point where experts on such matters earn a good living advising other countries how to emulate our standards. It also happens to be an image that the vast majority of its citizens share. We regard ourselves as mercifully free of the sort of corruption that blights the lives of, say, Nigerians, Egyptians or Russians, and a cut above most southern Europeans.

That may be how we see ourselves, but it is not quite how others see us. Transparency International, an independent organisation which monitors this sort of thing, places the UK 20th in its latest (2010) corruption perception index. Overall, this may not look so bad – 178 countries are listed. Look closer, though, and you will see that the UK comes well below all the Nordic countries, below Luxembourg, Ireland and Germany, and just below the small Gulf state of Qatar. It is only marginally ahead of the United States, France and Spain. Is this where Britain should be – in 20th place, and falling?

Corruption, of course, takes many forms. In some countries, bribery is so prevalent as to be tantamount to a tax. Indeed, a theory has recently been advanced that this is how it should be regarded and that it is perhaps not so reprehensible after all. In others, an unofficial tariff – ranging from a box of chocolates to a luxury holiday – dictates access to the best educational establishments, the best hospitals, the best flats. In yet other countries which would not generally be regarded as particularly corrupt, contributions to political parties constitute a perennially murky area in which even otherwise distinguished politicians have come to grief, such as the former German chancellor Helmut Kohl. You might argue that the US system of lobbying is a form of legalised corruption.

Generally, these are not ills that afflict the UK. If you live here, you can probably be fairly confident that you will not have to offer teachers a backhander for admitting your child or ensuring a decent grade. (Although I have heard tell of quite lavish gifts offered.) You will not have to pay a doctor for decent NHS treatment or a fast track up the transplant waiting list. (Although, again, there is apocrypha that hints at exceptions, and it was once intimated to me that a consideration might keep my husband classified as a UK resident when we were living abroad, so that he would still qualify for expensive drugs on the NHS.)

And you probably won't find a speed cop or parking warden suggesting that a small transaction "between us" would "fix it" before he writes out the ticket, or a frontline immigration officer nodding through someone with some crisp banknotes, but no visa, in his passport. Or election officers stuffing ballot-boxes after the polls have closed.

But you will find ways in which Britain falls very far short of Scandinavian-level probity; areas where complacency has meant a blind eye is turned to abuses, and grey zones where transactions take place that are not actually illegal, but which would – and should – embarrass one or both parties if they became public.
Several such instances emerged earlier this week when the Commons Home Affairs Committee questioned the Commissioner of the Metropolitan Police, Sir Paul Stephenson, and the Assistant Commissioner, John Yates – both of whom had just resigned – as well as the head of public affairs, Dick Fedorcio. The most blatant was Sir Paul's acceptance of hospitality from Champney's health farm.

The commissioner may have been recovering from very serious illness (as he was), he may have declared the gift in the register as required (which he said he did on his return to work), and the owner of Champney's may have been a family friend (though it is unclear how close). But the value of this gift – around half the average Briton's annual pre-tax salary – and Sir Paul's apparent inability to understand that accepting it sat uneasily with his position as the country's most senior police officer on a salary of more than £250,000, suggests a blind spot. It left the impression that there was one law, and one set of subsidised living standards, for the well connected, and another for everyone else.

Something similar applied when it came to the hiring of Neil Wallis, former deputy editor of the News of the World, as a media consultant. Despite some close questioning – notably from two sparky new female Tory MPs, Nicola Blackwood and Louise Mensch – there was precious little clarity about how Wallis actually got the job. Between the lines, however, it could be deduced that there was no open advertisement, no standard recruitment procedure, no formal interview and no public disclosure of the appointment. This was a public-sector, tax-payer funded position, yet contacts and networks appear to have been all.

What we have here are two of the most deep-rooted maladies of British society: freebies among friends and jobs for the boys. And there will be many who shrug and say that this is just how the country works. Yet these ingrained ways of doing things are part of the reason why the UK comes below Finland, Australia and Canada in TI's corruption perception index. They are also a reason, along with our segregated schools, why social mobility in Britain is so relatively poor. Advantage compounds advantage.

At root, much of the disparities come down to information and the way so much is still kept from "prying" eyes. The UK-based American journalist Heather Brooke, who has made opening up what she calls Britain's "information cartel" something of a personal crusade and whose work led to the publication of MPs' expenses, notes that records available to US journalists as a matter of course are "off-limits" here, where access to information "depends on one's wealth, power or privilege". She is right – yet the responses, when she argues this, are not all approving. Some accept that it was ever thus; others accuse her of poking her nose into places it does not belong.

Nor has the Freedom of Information Act so far brought the transformation it should have done. Quite basic information still has to be applied for. This government's efforts to open up details of department and local council spending are laudable, but there has hardly been a rush to comply. Until our patronage system is tackled, British boasts of incorruptibility will remain boasts – discredited by our 20th place on the global corruption index and our continuing fall, as those below us move to clean up their act.
