Half Marks for Indian Education

When Narendra modi, India’s prime minister, visited the White House last week, he did so as the leader of one of the world’s fastest-growing big economies. India is expanding at an annual rate of 6% and its gdp ranks fifth in the global pecking order. Its tech industry is flourishing and green firms are laying solar panels like carpets. Many multinationals are drawn there: this week Goldman Sachs held a board meeting in India.
As the rich world and China grow older, India’s huge youth bulge—some 500m of its people are under 20—should be an additional propellant. Yet as we report, although India’s brainy elite hoovers up qualifications, education for most Indians is still a bust. Unskilled, jobless youngsters risk bringing India’s economic development to a premature stop.
India has made some strides in improving the provision of services to poor people. Government digital schemes have simplified access to banking and the distribution of welfare payments. Regarding education, there has been a splurge on infrastructure. A decade ago only a third of government schools had handwashing facilities and only about half had electricity; now around 90% have both. Since 2014 India has opened nearly 400 universities. Enrolment in higher education has risen by a fifth.
Yet improving school buildings and expanding places only gets you so far. India is still doing a terrible job of making sure that the youngsters who throng its classrooms pick up essential skills. Before the pandemic less than half of India’s ten-year-olds could read a simple story, even though most of them had spent years sitting obediently behind school desks (the share in America was 96%). School closures that lasted more than two years have since made this worse.
There are lots of explanations. Jam-packed curriculums afford too little time for basic lessons in maths and literacy. Children who fail to grasp these never learn much else. Teachers are poorly trained and badly supervised: one big survey of rural schools found a quarter of staff were absent. Officials sometimes hand teachers unrelated duties, from administering elections to policing social-distancing rules during the pandemic.
Such problems have led many families to send their children to private schools instead. These educate about 50% of all India’s children. They are impressively frugal, but do not often produce better results. Recently, there have been hopes that the country’s technology industry might revolutionise education. Yet relying on it alone is risky. In recent weeks India’s biggest ed-tech firm, Byju’s, which says it educates over 150m people worldwide and was once worth $22bn, has seen its valuation slashed because of financial troubles.
All this makes fixing government schools even more urgent. India should spend more on education. Last year the outlays were just 2.9% of gdp, low by international standards. But it also needs to reform how the system works by taking inspiration from models elsewhere in developing Asia.
As we report, in international tests pupils in Vietnam have been trouncing youngsters from much richer countries for a decade. Vietnam’s children spend less time in lessons than Indian ones, even when you count homework and other cramming. They also put up with larger classes. The difference is that Vietnam’s teachers are better prepared, more experienced and more likely to be held accountable if their pupils flunk.
With the right leadership, India could follow. It should start by collecting better information about how much pupils are actually learning. That would require politicians to stop disputing data that do not show their policies in a good light. And the ruling Bharatiya Janata Party should also stop trying to strip textbooks of ideas such as evolution, or of history that irks Hindu nativists. That is a poisonous distraction from the real problems. India is busy constructing roads, tech campuses, airports and factories. It needs to build up its human capital, too.
Why are Vietnam’s schools so good? Government Intervention or Free Markets

Ho chi minh, the founding father of Vietnam, was clear about the route to development. “For the sake of ten years’ benefit, we must plant trees. For the sake of a hundred years’ benefit, we must cultivate the people,” was a bromide he liked to trot out. Yet despite years of rapid economic growth, the country’s gdp per person is still only $3,760, lower than in its regional peers, Malaysia and Thailand, and barely enough to make the average Vietnamese feel well-nurtured. Still, Ho Chi Minh was alluding to a Chinese proverb extolling the benefits of education, and on that front Vietnam’s people can have few complaints.
Their children go through one of the best schooling systems in the world, a status reflected in outstanding performances in international assessments of reading, maths and science. The latest data from the World Bank show that, on aggregate learning scores, Vietnamese students outperform not only their counterparts in Malaysia and Thailand but also those in Britain and Canada, countries more than six times richer. Even in Vietnam itself, student scores do not exhibit the scale of inequality so common elsewhere between the genders and different regions.
A child’s propensity to learn is the result of several factors—many of which begin at home with parents and the environment they grow up in. But that is not enough to explain Vietnam’s stellar performance. Its distinctive secret lies in the classroom: its children learn more at school, especially in the early years.
In a study in 2020, Abhijeet Singh of the Stockholm School of Economics gauged the greater productivity of Vietnam’s schools by examining data from identical tests taken by students in Ethiopia, India, Peru and Vietnam. He showed that between the ages of five and eight Vietnamese children race ahead. One more year of education in Vietnam increases the probability that a child can solve a simple multiplication problem by 21 percentage points; in India the uplift is six points.
Vietnamese schools, unlike those in other poor countries, have improved over time. A study published in 2022 by researchers at the Centre for Global Development, a think-tank based in Washington, dc, found that in 56 of 87 developing countries the quality of education had deteriorated since the 1960s (see chart). Vietnam is one of a small minority of countries where schools have consistently bucked this trend.
The biggest reason is the calibre of its teachers. Not that they are necessarily better qualified; they are simply more effective at teaching. One study comparing Indian with Vietnamese students attributes much of the difference in scores in mathematical tests to a gulf in teaching quality.
Vietnam’s teachers do their job well because they are well-managed. They receive frequent training and are given the freedom to make classes more engaging. To tackle regional inequality, those posted to remote areas are paid more. Most important, teacher assessment is based on the performance of their students. Those whose pupils do well are rewarded through presitigious “teacher excellence” titles.
Besides such carrots, a big stick is the threat of running foul of the ruling Communist Party. The party apparatus is obsessed with education. This percolates down to school level, where many head teachers are party members.
The obsession has other useful effects. Provinces are required to spend 20% of their budgets on education, which has helped regional equity. That the party pays such close and relentless attention also ensures that policies are adjusted to update curriculums and teaching standards. Society at large shares the fixation. Vietnam’s families are committed to education because of its ingrained Confucianism, suggests Ngo Quang Vinh, a social-sector officer at the Asian Development Bank. He says that even poorer parents fork out for extra private tutoring. In cities, many seek schools where teachers have won “excellence in teaching” titles.
All this has reaped rich rewards. As schools have improved, so has Vietnam’s economy. But growth is testing the education system, suggests Phung Duc Tung, the director of the Mekong Development Research Institute, a think-tank in the capital, Hanoi. Firms increasingly want workers with more sophisticated skills, such as team-management, that Vietnamese students are not trained for. Growth has also pulled in migrants to cities, overburdening urban schools. More and more teachers are forsaking education for higher-paying jobs in the private sector. To ensure Vietnam remains best-in- class, the government will have to tackle these trends. As Ho Chi Minh liked to remind people, cultivation requires constant attention. ■

Court orders Taiwan dentist to pay his own mother for raising him
Taiwan’s top court has ordered a dentist to pay his mother around £554,000 as reimbursement for the money she spent raising and educating him.
The supreme court upheld a previous ruling that the 41-year-old, identified by his family name, Chu, should honour a contract he signed with his mother 20 years ago promising to repay her.
The plaintiff, surnamed Lo, divorced her husband in 1990 and raised their two sons on her own.
Worried that nobody would look after her when she got old, Lo signed the contracts with her sons after they both turned 20, stipulating that they must pay her 60% of the net profit from their incomes.
The supreme court said the contract was valid as Chu was an adult when he signed it, and that as a dentist he was capable of repaying his mother. It ordered him to pay Tw$22.33m ($744,000).
Lo accused her sons of ignoring her after they both started relationships, saying their girlfriends even sent her letters through their lawyers demanding her not to “bother” her sons, according to local reports.
She filed the lawsuit eight years ago when they refused to honour the contracts. The older son eventually paid her Tw$5m to settle the case.
Her younger son claimed that the contract violated “good customs” as raising a child should not be measured in financial terms, and went to court against his mother.
Lo appealed all the way to the supreme court after lower courts ruled in favour of her son.
Cases of abuse and abandonment of senior citizens have been on the rise in Taiwan in recent years, prompting calls for a law to jail adults who fail to look after their elderly parents although it is yet to pass.

Would being high achievers make my kids happier? Or should I let them chill out?
It was the first day after half term, and I was walking the kids into school when I found myself stunned by a statement made by one of the other parents: “I know I’m a good parent.” How can you possibly know that? Hope? Yes. Strive? Sure. But know? Like, really know? I would argue that if you “know” you are a really good parent, you almost definitely aren’t. How can you be certain that nothing you have said or done has messed up your kids in some way? When I was a kid, my mum told me I had “cute little boobies” and I didn’t go swimming for six months. I still wear a T-shirt in the pool.
The ultimate aim of any parent is for their children to grow up to be happy. But how the hell do you achieve that? Two of our children are at primary school. We really worry about one of them. The other one makes us worry for the school. Last week, he told us his new favourite word was “vagina” and he was going to say it as much as possible. I’m imagining appropriate context was irrelevant to him. Then I became terrified there would be appropriate context. Or inappropriate context. Basically, I didn’t want him using the word vagina. But you can’t say that to him. If you react with shock or panic, you are basically giving that word magic powers. It suddenly becomes a word that will always get attention and then you are in Sainsbury’s and your kid is saying: “Can I have a fidget spinner? Can I have a fidget spinner? VAGINA.”
Parenting presents dilemmas like this all the time. Recently, my wife told me that some of the parents had been giving their children practice test papers and had arranged for them to have tuition. While this seems excessive for primary school, I understand. Education seems to be placing increased emphasis on assessment and tracking, which means parents are terrified that if their kid doesn’t exceed their expected learning level at six years old, they are immediately put in the class that ends up working at McDonald’s.
But what’s wrong with that? The general assumption by parents seems to be that higher attainment leads to better job prospects, which lead to better pay, which leads to happiness. But studies over the past couple of years show that not to be the case. While it is clear that there is a strong correlation between poor education and mental health issues, what has also been found is that the odds of personal happiness are equivalent regardless of levels of educational attainment. I have taken this to mean that I can stop reading with my kids. And, by that, I mean I can stop feeling bad about not doing it. If happiness is not impacted by attainment, then why the hell are we all making our kids unhappy by forcing them to work harder? If they want to study hard, great; but if they don’t, why not just let them be happy slackers?
I have even begun to wonder if a “normal” upbringing might be detrimental to our children. All of the most interesting people had a horrible time as kids. All the best rappers struggled. Kanye West is a notable exception, but in lieu of a terrible upbringing he is trying his hardest to have a truly dreadful adulthood. I am contemplating sending my children out on to the streets for six months to give them a sense of appreciation and a decent backstory.
I’m not even sure that child labour is a bad thing. It has a bad press and we are instinctively opposed, but I think it suffers from the issues of both being poorly regulated and using the wrong children. We should be using children from this country. Our children are spoilt. The lower labour costs will bring us right back into competitive manufacturing and our children might be a little more grateful. Our second son often shouts: “I don’t want to go to school.” How about you go and make iPhones for a couple of years? We’ll see how much you want to go to school then, mate.
This “happiness dilemma” was brought into sharp focus recently when one of our sons asked if he could play on the Xbox on a weekday. (We have a weekends-only policy, mainly because I am trying to make some progress on Grand Theft Auto.) I said no, and he got upset. He told me he didn’t love me any more. Two things occurred to me at this point: 1) I had directly reduced his immediate happiness and 2) Him telling me he didn’t love me had absolutely no effect. In fact, he taught me a valuable lesson on how transient the idea of love can be. It did make me wonder why we were doing it though. What are we training him for? When he grows up, he will be able to play whenever he wants. The obvious argument is we don’t want him playing it too much. But then, why not just let him play and then if it becomes excessive, just say: “You’re playing it a bit too much”? He will argue, we will have to demand he stops, he will then shout and we will have to discipline him. It appears that the reason we have introduced a “weekends-only” policy is so we can have an easier life.
I don’t think my wife and I are doing a bad job of parenting necessarily, but we have no idea how what we are doing is impacting their future happiness, and I am no closer to figuring out how hard to push them at school. I have noticed, however, that our youngest son has cute little boobies, but I haven’t mentioned it. That’s progress.

Why I want to see private schools abolished
I am inclined towards equality of opportunity for all children. I am also aware that such a phrase is open to multiple definitions – and with most of them, such equality verges on the impossible. For instance, we can all hold up our hands in pious disapproval at the unfairness of, say, familial nepotism – such as that seen among Donald Trump’s brood – yet most of us are not much better. Anyone who is educated, or from a middle-class background is also operating on a manifestly unequal playing field.
This is largely because of the workings of social capital – of which nepotism is simply an extreme example. At a mundane level, it means having parents who are educated, interested in education, connected within the professions and happy to use those connections – what you might call cultural nepotism. I am not innocent of this. Conscience takes a fall when one’s children are involved.
This kind of inequality is difficult to legislate against. The divide between rich and poor families is growing, and largely inescapable. A new report from the Institute for Public Policy Research thinktank shows that the number of internships has risen 50% since 2010 – another leg-up for those who can afford to take low-paid or unpaid positions.
Add in decent housing, good nutrition and the imparting of confidence and the middle classes have a huge advantage, even before you talk about schooling. There are other ineradicable forms of inequality – genetic capital for instance, since intelligence, is, according to most scientific sources, at least 50% hereditary. But social capital is the most visible.

This entrenched and inevitable advantage is, perversely, why I oppose private schools far more firmly than grammar schools (which, at least in theory, could be meritocratic). It is not that I hope to take away from privileged children any unfair head start. I just want to take away the only advantage that is purely down to money and entirely subject to legislation.
Private schools add insult to injury. If you get rid of them and shift all the pupils into the state system, nothing will guarantee the latter’s improvement with more certainty. And the middle-class kids will, on aggregate, still come out on top because of their pre-existing advantages – so it is especially egregious that so many people so staunchly oppose their abolition.
Grammar schools, as envisaged in the 1944 Education Act (with selection based not solely on tests but also on aptitude and past performance) might be the answer to those who suggest the abolition of private schools would result in “dumbing down” – as long as they were a resource for the clever and motivated rather than the privileged and tutored. There would still be inequality, but it would be minimised. Absolutely level playing fields are, and always will be, a myth. However, we can make the fields less ridiculously skewed than they are at the moment.
It is doable, practically. Shame that it just appears impossible to do politically. The fact that Jeremy Corbyn is suggesting charging private schools VAT is a step in the right direction. A few more steps in that direction and he might establish a policy that would make me vote for him.
But I’ll take a (state-educated) guess that it won’t happen. There are too many people with too many fingers in the private-schooling pie – among them a fair number of Corbyn’s shadow cabinet. Because when those who stand against inequality simultaneously take advantage of it, their motivation is sorely undermined – whether or not it would be a vote winner.
Such is the insidiousness of educational inequality – so long as it works for the policy-makers themselves, it has little or no chance of real reform. Those responsible can always tell themselves that it’s just for their children’s sake. It is understandable. It may even be forgivable. But it is a total cop-out.

Spot the gender of your future child 26 weeks before conception
Craving sweets, early morning sickness and a watermelon-shaped stomach are all said to indicate that a woman will give birth to a baby girl.
But an intriguing new study suggests that it is possible to determine the sex of a baby months before it is even conceived.
Scientists in Canada discovered that a woman’s blood pressure at around 26 weeks before conception predicts if she will give birth to a boy or a girl. Higher systolic blood pressure signals she will deliver a boy while lower suggests a girl.
Dr Ravi Retnakaran, endocrinologist at Mount Sinai Hospital in Toronto, said: “It suggests that a woman's blood pressure before pregnancy is a previously unrecognised factor that is associated with her likelihood of delivering a boy or a girl.”
The team made the connection while trying to work out what determines the ratio between girls and boys in a population.

Several studies have shown that stressful events such as wars, natural disasters and economic depression can change the proportion of boys and girls in a country.
The difference occurs because in stressful times one gender is more likely than the other to survive through pregnancy. So even though the conception sex ratio remains at 50:50, the birth ratio will alter depending on which sex is stronger.
In the new study the mean systolic blood pressure reading for women who had boys was 106 mm Hg, compared to 103 mm Hg for those who had girls, in the months leading up to conception.
“When a woman becomes pregnant, the sex of a foetus is determined by whether the father’s sperm provides an X or Y chromosome and there is no evidence that this probability varies in humans,” added Dr Retnakaran
“What is believed to vary is the proportion of male or female fetuses that is lost during pregnancy
“This study suggests that either lower blood pressure is indicative of a mother’s physiology that is less conducive to survival of a male foetus or that higher blood pressure before pregnancy is less conducive to survival of a female foetus.
“This novel insight may hold implications for both reproductive planning and our understanding of the fundamental mechanisms underlying the sex ratio in humans."

For the study, 1,411 newly-married Chinese women were recruited all who were trying to become pregnant. Their blood pressure was checked at around 26 weeks before conception and they were followed through pregnancy. Overall the women gave birth to 739 boys and 672 girls.
After adjustment for age, education, smoking, Body Mass Index (BMI) , waist, cholesterol, triglycerides and glucose, mean systolic blood pressure before pregnancy was found to be higher in women who subsequently had a boy than in those who delivered a girl.
Fertility expert Prof Charles Kingsland, of Liverpool Women’s Hospital, said: “We have been aware that more male fetuses miscarry than females and more females are born for obvious biological reasons, namely you need more women in the world to have children.
“There is also some evidence that you are more likely to miscarry a boy when you are compromised either by health or environmental issues. So I suppose, blood pressure changes in these circumstances might affect conception of different sexes.
“This study is therefore very interesting. However it does not take into account the potential physiological aspects of race. Will those changes be the same in the Caucasian or Afro Caribbean populations in the world. And what if you want a girl? Do you just go and live in Syria for a few months?”
However some experts were skeptical about the results.
Geoffrey Trew a consultant in Reproductive Medicine and Surgery at the Hammersmith Hospital in west London said: “I haven't heard anything like this before.
“I would be very surprised that a BP measurement , which is notoriously variable, could dictate sex 26 weeks before, some reptiles can have sex differences due to temperature changes at the time of early fetal growth , but not 26 weeks beforehand.”
The study was published in the American Journal of Hypertension.

Susan Smith complains after judges ordered her four-year-old to stop wearing girls’ clothes
A Canadian mother has called for lawyers and judges to receive better training on gender identity after two judges in the province of Alberta ordered her four-year-old child to stop wearing girls’ clothing in public.
The order was first issued last year by a family court judge in Medicine Hat, a small city of 63,000. Some three months later, the clothing restriction was upheld by a second judge.
Susan Smith said her child was born male but began identifying as a girl soon after turning two years old. “First I thought it was really cute. It was like ‘oh no no honey, you’re a boy,” said Smith, whose name has been changed in order to protect the child.
But her child only became increasingly insistent. Smith, who is separated from the child’s father but shares custody, struggled with how to respond. “I was kind of questioning, is my kid doing this for attention? What is going on?”
Then one evening, after her child surprised her by asking when their penis would fall off, Smith sat the child down. “I told them sweetheart, you were born with a penis, so you’re a boy. You will always have your penis, therefore you’ll always be a boy.”
A few nights later her child woke her up, visibly upset. “It was along the lines of mom, I don’t want to be a boy,” said Smith. “And then it went to almost shouting. I’m going to cut my penis off, I want my penis off.”

Concerned for the safety of the child, she sought professional help and began researching gender dysphoria, a condition that causes a person to experience extreme distress because of a disconnect between their birth sex and gender identity.
Soon after, Smith decided she would acknowledge the child’s choice of gender identity. “I was going to do whatever I could to validate and support them and to be that one person they could go to,” Smith said.
After conferring with the staff and children at her child’s preschool and daycare, she began offering her child the option of wearing either male, female or gender neutral clothing. Her child consistently chose stereotypically female clothing and opted to go by a female name, she said.
According to Smith, her child’s confidence bloomed, while the yelling, screaming and unhappiness disappeared. “Everything was perfect,” she said.
Throughout the process, Smith had kept the father informed. But about one month after she began allowing her child to choose their clothing, Smith was served court documents. The father – who Smith said blamed her for the child’s anxiety and confusion around gender – was seeking full custody of the child.
The first interim order, issued in December 2015, said Smith could continue as the primary caregiver. But the judge said the child would not be permitted to wear clearly female clothing in public. The child could choose to do so in private, the order said.
The ruling came as a shock to Smith. “I’m the person that knows this kid more than anybody in this world,” she said. “It’s like telling your kid who has a huge thing for being Spiderman – and that was allowed to have a Spiderman backpack, a Spiderman shirt, a Spiderman pencil and a Spiderman cup – and all of a sudden you come along and you take all of that away. And you give them a Batman cup.”
In February, a second judge upheld the ruling, and also granted the father primary custody of the child, with Smith allowed limited access.
In September, a third provincial judge overturned the clothing restriction after consulting with a parenting expert. The child, said the judge, must now be provided with male and female clothing options and then can choose from these options.
Smith said the consecutive orders – all issued within a nine-month span – have taken a toll on the child, who is now five. “When my child was removed and placed with Dad, they internalised it and took it like they did something wrong. They were being bad because the judge doesn’t like them to be a girl.”
She plans to file a judicial complaint with the province, demanding that all legal representatives in Alberta – from judges to lawyers – be better trained on gender identity. “If they were properly educated and aware of the severe consequences and the turmoil this has had on my child, they could not ethically say it’s in the best interests of the child.”
Ron Hewitt, the executive director of Alberta’s provincial court system, said judges study and refer to a number of sources of information to keep current on the law and other matters that apply to their role as judges. “Our court carries on extensive professional development for the judges of the court in all areas as appropriate,” he said.
Transgender children: the parents and doctors on the frontline
While Alberta’s justice minister, Kathleen Ganley, could not comment on the specifics of the case, she pointed to an amendment made last autumn to the province’s Human Rights Act, which saw gender identity and gender expression added as prohibited grounds of discrimination. “This is now law, and we expect all Albertans to follow the law,” she said in a statement.
Smith said her complaint – and the remedy she’s demanding – will do little to help her in her ongoing court battle to regain custody of her child. But she hopes it will prevent other families from experiencing what she and her child have been through in the past year. “This has been so hard on my kid,” she said, her voice shaking as she fought back tears.
“My kid then started talking about dying. At four, they didn’t feel that the world wanted them to be a girl. That they were no good,” she said. “My kid was asking me, mom, does it hurt to die, how can I die, where would I go when I die? Mom now that you know, when I die, grow me in your belly but grow me as a girl, not with a penis. Because now you know.”

Written your child’s personal statement yet? Get a move on...

For as long as I can remember, I have been fascinated by the importance attached to personal statements, written to a formula, and not by the candidates alone, as part of applications to British universities. The longer it persists, the more farcical, unfair – and excruciating for students – this requirement becomes.
Every year, experts on the process refine their advice and share disdainful lists of cliches that should never be used to start a personal statement, such as: “For as long as I can remember I have been fascinated” (used 196 times in 2013), or: “Nursing is a profession I have always looked upon with” (178 times), thereby adding to the self-consciousness of students required to appeal, in around 700 fresh and original – yet thoughtful and relevant – words, to admissions tutors, some of whom admit they never glance at these exercises in supplication.
If Osborne can begin a piece: “Britain is firmly on the road to recovery, thanks to the hard graft of working people”, and Cameron blither: “I’m so passionate”, and Corbyn believe that “Jeff wants to know” constitutes a compelling barb, why shouldn’t an aspiring nurse begin a personal statement with: “Nursing is a profession I have always looked upon with...”? It can only mean, in the nurse’s case, that in the event of a tiebreak between two equally qualified candidates, a more dashingly phrased as opposed to unvarnished expression of intent would be taken to indicate superior potential. How much British politics has to learn.
Now, to add to the pressure on our future accountants and chemists to demonstrate tenacity without tedium, vivacity without froth, research suggests that much of the advice given by schools to young statement writers is wrong.
Arriving just after the final deadline for this year’s Ucas submissions, a report for the Sutton Trust, written by Dr Steven Jones of Manchester University, may well cause consternation among candidates who have just put, for example, a declaration of commitment, carefully stripped of cliches, before proof of intellectual curiosity.
It was not unexpected, perhaps, that support with personal statements, routine in independent schools, should help students from comprehensives make more successful applications to highly selective universities. But Jones also discovered that some existing guidance may be counterproductive. “Admissions tutors,” he writes, “tend to value focused and sustained analysis of a specific topic of interest or case study rather than broad statements about a subject or attempts to make the statement more ‘personal’.”
He shows how one candidate’s expression of enthusiasm (“I am particularly interested in Victorian literature”), and explanation – “the social constraints and etiquette of the time are vividly portrayed, yet the novels of this period remain timeless” – was considered “bland” by an admissions tutor. “There is a much stronger way to put this tension.”
No doubt. Then again, the hapless candidate, who has, we note, commendably avoided the now deprecated word “passion”, is only aiming to please. It could be that the author is capable of stronger phraseology, on the febrile, emotionally explosive content of Victorian literature, but reluctant to go over the top, since she is applying for five different courses, in places offering conflicting advice on personal statements. Perhaps this application’s authors have been studying the university website, which holds up as exemplary the hardly less tepid: “Computing is a thought-provoking subject, covering a range of disciplines and has permeated every aspect of modern life.”
The writers might be focusing, instead, on transferable and relevant skills: “Your child can also mention how their current qualifications have broadened their knowledge,” the University of Bath tells parents. Except that qualifications speak for themselves. So don’t bother. Don’t mention sport. Try to be interesting, instead. OK, do mention sport. It’s character-building. Ditto the Duke of Edinburgh award, which has no conceivable connection with your passion for, sorry, interest in, medieval history. “This is your opportunity to sell yourself,” is Ucas’s charming summary of this exercise, one which appears to have few, if any, parallels outside the UK. So grab attention. But don’t be glib. Or a prat. “We want you to be different, but not TOO different,” one tutor told Which?, a whimsical preoccupation, perhaps, when English teenagers are ranked the world’s worst for literacy and not much better at maths.
But what is uniform, in all this advice, is the assumption that the statement is co-authored. The mothers who ask you: “Have you done yours yet?”, who urge early submission, to beat the crowds, and who go on websites to share about “personal statement hell”, are doing no more than comply with Ucas expectations, as they follow through on years of help with homework, securing work experience, renting violins. “Do ask people that you trust, like your teacher/adviser or parent/carer to read through what you have written and give you feedback,” Ucas says, advice that is unlikely to help tutors with the true state of applicant literacy.
Having never, mercifully, been invited to collaborate on a personal statement, I can’t be sure how tempting it is to tinker, redraft, maybe reword the thing, in line with Ucas hints and its stern warnings on plagiarism. Very, probably, when your child is effectively competing with adults, including dedicated coaches in independent schools, brilliant stay-at-home mothers and others willing to pay £150 for a shop-bought item, from, say, Oxbridge Personal Statements. Liberal instructions to parents – “Your child’s personal statement needs to create a strong impression” – confirm that its editing is, indeed, your duty.
While coursework is being phased out in GCSEs and A-levels, for reasons having to do with the lamentable shortage, in many homes, of parents qualified to write 3,000 words on Macbeth, personal statements continue to make parental competence, finances and cultural capital a factor in applications to universities whose graduates will dominate the professions. So long as inequality of access remains a theme in higher education, the survival of the personal statement, in its cheat-friendly, whole-family format, must vitiate all corrective projects.
Whatever happens to the Sutton Trust’s recommendations, that personal statements be demystified, perhaps reformed, its findings on admissions tutor preferences guarantee one thing: formal analytical passages, modelled on Dr Jones’s examples, will be all the rage in next year’s statements.
In fact, since adults are likely to supervise this development, it would save precious student time, time perhaps better devoted to numeracy and literacy, if the universities invited parents to submit the resulting creations to Ucas under their own names, with the child merely confirming it is the adult’s own, unaided work.

Want To Reduce Abortions? Don't Stigmatise Sex
The abortion debate is presented as a conflict between the rights of embryos and the rights of women. Enhance one, both sides sometimes appear to agree, and you suppress the other. But once you grasp the fact that legalising women's reproductive rights does not raise the incidence of induced abortions, only one issue remains to be debated. Should they be legal and safe or illegal and dangerous? Hmmm, tough question.
There might be no causal relationship between reproductive choice and the incidence of abortion, but there is a strong correlation: an inverse one. As the Lancet's most recent survey of global rates and trends notes, "The abortion rate was lower … where more women live under liberal abortion laws."
Why? Because laws restricting abortion tend to be most prevalent in places where contraception and comprehensive sex education are hard to obtain, and in which sex and childbirth outside marriage are anathematised. Young people have sex, whatever their elders say; they always have and always will. Those with the least information and the least access to birth control are the most likely to suffer unintended pregnancies. And what greater incentive could there be for terminating a pregnancy than a culture in which reproduction out of wedlock is a mortal sin?
How many more centuries of misery, mutilation and mortality are required before we understand that women — young or middle aged, within marriage or without — who do not want a child may go to almost any lengths to terminate an unwanted pregnancy? How much more evidence do we need that, in the absence of legal, safe procedures, such sophisticated surgical instruments as wire coathangers, knitting needles, bleach and turpentine will be deployed instead? How many more poisonings, punctured guts and burst wombs are required before we recognise that prohibition and moral suasion will not trounce women's need to own their lives?
The most recent meta-analysis of global trends, published in 2012, discovered that the abortion rate, after a sharp decline between 1995 and 2003, scarcely changed over the following five years. But the proportion that were unsafe (which, broadly speaking, means illegal), rose from 44% to 49%.
Most of this change was due to a sharp rise in unsafe abortions in West Asia (which includes the Middle East), where Islamic conservatism is resurgent. In the regions in which Christian doctrine exerts the strongest influence over legislation — west and middle Africa and central and south America — there was no rise. But that's only because the proportion of abortions that were illegal and unsafe already stood at 100%.
As for the overall induced abortion rate, the figures tell an interesting story. Western Europe has the world's lowest termination rate: 12 per year for every 1000 women of reproductive age. The more godly North America aborts 19 embryos for every 1000 women. In South America, where (when the figures were collected) the practice was banned everywhere, the rate was 32. In eastern Africa, where ferocious laws and powerful religious injunctions should — according to conservative theory — have stamped out the practice long ago, it was 38.
The weird outlier is eastern Europe, which has the world's highest abortion rate: 43 per 1000. Under communism, abortion was the only available form of medical birth control. The rate has fallen from 90 since 1995, as contraception has become easier to obtain, but there's still a long way to go.
Facts, who needs 'em? Across the red states of the US, legislators have been merrily passing laws that make abortion clinics impossible to run, while denying children effective sex education. In Texas, thanks to restrictive new statutes, over half the clinics have closed since 2013. But women are still obliged to visit three times before receiving treatment: in some cases this means travelling 1000 miles or more. Unsurprisingly, 7% of those seeking medical help have already attempted their own solutions.
The only reason why this has not caused an epidemic of abdominal trauma is the widespread availability, through unlicensed sales, of abortion drugs such as misoprostol and mifepristone. They're unsafe when used without professional advice, but not as unsafe as coathangers and household chemicals.
In June, the US Supreme Court will rule on the constitutionality of the latest Texan assault on legal terminations, the statute known as HB2. If the state of Texas wins, this means, in effect,the end of Roe v Wade, the decision that deemed abortion a fundamental right in the United States.
In Northern Ireland the new first minister, Arlene Foster, who took office on Monday, has vowed to ensure that the 1967 abortion act, which covers the rest of the United Kingdom, will not apply to her country. Women there will continue to buy pills (and run the risk of confiscation as the police rifle their post) or travel to England, at some expense and trauma. Never mind the finding of a High Court judge: "there is no evidence before this court that the law in Northern Ireland has resulted in any reduction in the number of abortions". It just warms the heart to see Protestant and Catholic fundamentalists setting aside their differences to ensure that women's bodies remain the property of the state.
Like them, I see human life as precious. Like them, I want to see a reduction in abortions. So I urge states to do the opposite of what they prescribe. If you want fewer induced abortions, you should support education that encourages children to talk about sex without embarrassment or secrecy; contraception that's freely available to everyone; an end to the stigma surrounding sex and birth before marriage.
The religious conservatives who oppose these measures have blood on their hands. They are responsible for high abortion rates; they are responsible for the injury and death of women. And they have the flaming cheek to talk about the sanctity of life.
