The Moral Governance of Others

In September, 22-year-old Mahsa Amini was admonished by the Guidance Patrol for ‘improperly’ wearing her hijab. She was then allegedly beaten to death. Her death triggered an unprecedented protest movement, in which women as well as men are attacking symbols of Iran’s theocracy like never before.

The protests have evolved into an open rebellion against Iran’s morality laws and against groups that the state has employed to implement these laws.

The Guidance Patrol is the successor of the Islamic Revolution Committees that were formed in 1979 to forcibly implement ‘Islamic morality’ in public spaces — especially when wearing the hijab was made compulsory in 1983. Over the years, there have been isolated protests against this law, but nothing like what Iran is witnessing today.

The protests are challenging the whole idea of ‘moral policing’ that began to be adopted by the state in many Muslim-majority countries from 1979 onwards. After Iran, moral policing units also emerged in Saudi Arabia and, from the 1990s, in Sudan, Afghanistan, Nigeria and, in certain regions of Malaysia and Indonesia.

The state gives the units powers to check and correct ‘moral digressions’, such as ‘inappropriate’ dressing (especially by women), ‘unseemly’ interaction between men and women in public, or the exhibition of any other ‘un-Islamic’ behaviour. Moral policing outfits have often been accused of using violent methods, mostly against women.

However, as morality policing organisations are now being openly challenged in Iran, recently they were disbanded in Saudi Arabia by the crown prince Muhammad bin Salman. Their presence contradicts his reformist agenda. Also, the criticism against the tactics used by the police was intensifying. Morality policing units were also dismantled in Sudan in 2019, after the overthrow of the dictator Omar al-Bashir.

According to Amanda F. Detrick (University of Washington, 2017): “States with religious systems of government, employ morality police as a formal method of social control to expand and stabilise their rule. Morality police units enable the regime to project power into society and retain dominance by affirming religious legitimacy, suppressing dissent and enforcing socio-religious and political uniformity.”

Moral policing can also emerge as an informal method of social control. According to the French philosopher Michel Foucault, the “governance of the self” can lead to the “governance of others.” In other words, sometimes, when an individual or a group embraces an idea of morality, they may end up enforcing this idea on others. If the enforcement finds traction among a large body of people in a society, the state is likely to adopt it as policy.

For example, even though most Muslim-majority countries do not have moral policing outfits formed by the state, ever since the 1980s, vigilante groups have been known to implement ‘morality’ by force. Such enforcements have often been turned into law by governments.

In Pakistan, for years, non-state groups campaigned to oust the Ahmadiyya from the fold of Islam. At first, the state treated the campaigns as subversive. But when the campaigns began to find greater traction among the polity, especially in the Punjab, the government declared the Ahmadiyya as a non-Muslim minority.

Informal methods of social control that emerge from below have been highly successful in Pakistan. From the late 1960s, there were campaigns against nightclubs, cinemas and the sale of alcoholic beverages by right-wing vigilante groups. They were suppressed by the government. But in the late 1970s, when a government was struggling to stall a political movement against it, it suddenly agreed to close down clubs and ban alcohol. But this was a futile attempt to regain social control.

Consequently, in 1980, there were plans by the Ziaul Haq dictatorship to form state-backed moral policing units. They were to enforce gender segregation in public spaces, ‘proper’ dressing habits (especially among women), compulsory prayers in the mosques, etc. Women’s organisations saw these as a way to strengthen a myopic patriarchal ethos. Their activism deterred the dictatorship from forming moral policing squads.

However, the frequency of vigilante groups enforcing (their ideas of) morality increased. For example, a group calling itself the ‘Allah Tigers’ started to raid hotels and even homes on every New Years Eve. Technically, their actions were unlawful, but the dictatorship tolerated them and saw them as the actions of ‘common people’ who were willingly implementing the state’s ‘Islamisation’ project.

There have also been non-state groups enforcing the hijab and discouraging the celebration of events such as Valentine’s Day. Although the government and the state have not appropriated these as policy, many educational institutions have.

But formal and informal methods of social control through moral policing are not only restricted to Muslim-majority countries. Ironically, outside the myths of ancient ‘pious’ states, one of the first formal examples in this respect appeared in 19th century England.

The regular police force in 19th century England was encouraged to ‘morally regulate’ the society. To 19th century British ‘gentry’, morality was deemed a necessary part of life, in order to hold and keep social stability. The police often took action (sometimes preemptive) against alleged prostitutes, drunkenness, betting and ‘habitual’ criminals.

Nevertheless, moral policing in most Muslim and, particularly in non-Muslim regions, has largely remained informal. But it has been rather successful in influencing state institutions. For example, years of anti-abortion activism in the US finally led to an abortion ban imposed by the US Supreme Court.

Also, in many countries, non-state moral policing of content on social media and the electronic media has pushed governments to pull down websites, films and TV shows. Interestingly, informal moral policing in a non-Muslim country has been most rampant in India. Vigilante groups often emerge to enforce ‘Hindu values’. These can include action against those celebrating Valentine’s Day, to lynching those who are accused of eating beef.

Moral policing is a serious issue. Morality has mostly to do with factors rooted in religion. There may be a consensus on the more general aspects of a faith, but there are always many interpretations of various topical aspects of it. One cannot impose morality based on a single interpretation.

Instead, states need to educate citizens to embrace pluralism and tolerance and exhibit behaviour that does not create social disruption and divisions. An individual’s choices that form their moral self-governance should be respected, as long as they are not raging to turn it into the governance of others.

The Stark Evidence of Everyday Racial Bias in Britain

Poll commissioned to launch series on unconscious bias shows gulf in negative experiences by ethnicity

The extent of racial bias faced by black, Asian and minority ethnic citizens in 21st-century Britain has been laid bare in an unprecedented study showing a gulf in how people of different ethnicities are treated in their daily lives.

A survey for the Guardian of 1,000 people from minority ethnic backgrounds found they were consistently more likely to have faced negative everyday experiences – all frequently associated with racism – than white people in a comparison poll.

The survey found that 43% of those from a minority ethnic background had been overlooked for a work promotion in a way that felt unfair in the last five years – more than twice the proportion of white people (18%) who reported the same experience.

The results show that ethnic minorities are three times as likely to have been thrown out of or denied entrance to a restaurant, bar or club in the last five years, and that more than two-thirds believe Britain has a problem with racism.

The ICM poll, commissioned to launch a week-long investigation into bias in Britain, focuses on everyday experiences of prejudice that could be a result of unconscious bias – quick decisions conditioned by our backgrounds, cultural environment and personal experiences.
It is believed to be the first major piece of UK public polling to focus on ethnic minorities’ experiences of unconscious bias, and comes amid wider concerns about a shortage of research capturing the views of minority groups.

The poll found comprehensive evidence to support concerns that unconscious bias has a negative effect on the lives of Britain’s 8.5 million people from minority backgrounds that is not revealed by typical data on racism. For example:

• 38% of people from ethnic minorities said they had been wrongly suspected of shoplifting in the last five years, compared with 14% of white people, with black people and women in particular more likely to be wrongly suspected.

• Minorities were more than twice as likely to have encountered abuse or rudeness from a stranger in the last week.

• 53% of people from a minority background believed they had been treated differently because of their hair, clothes or appearance, compared with 29% of white people.

The Runnymede Trust, a racial equality thinktank, described the findings as “stark” and said they illustrated “everyday micro-aggressions” that had profound effects on Britain’s social structure.

“Racism and discrimination for BAME people and minority faith groups isn’t restricted to one area of life,” said Zubaida Haque, the trust’s deputy director. “If you’re not welcome in a restaurant as a guest because of the colour of your skin, you’re unlikely to get a job in the restaurant for the same reason. Structural and institutional racism is difficult to identify or prove, but it has much more far-reaching effects on people’s life chances.”

David Lammy, the Labour MP for Tottenham, said the findings were upsetting. “Racial prejudice continues to weigh on the lives of black and ethnic minority people in the UK. While we all share the same hard-won rights, our lived experience and opportunity can vary,” he said.

Recalling being stopped and searched when he was 12, Lammy said: “Stereotyping is not just something that happens, stereotyping is something that is felt, and it feels like sheer terror, confusion and shame.”






Half of the respondents from a minority background said they believed people sometimes did not realise they were treating them differently because of their ethnicity, suggesting unconscious bias, as well as more explicit and deliberate racism, has a major influence on the way millions of people who were born in the UK or moved here are treated.

As well as demonstrating how much more likely ethnic minorities are to report negative experiences that did not feature an explicitly racist element, the poll found that one in eight had heard racist language directed at them in the month before they were surveyed.

It also found troubling levels of concern about bias in the workplace, with 57% of minorities saying they felt they had to work harder to succeed in Britain because of their ethnicity, and 40% saying they earned less or had worse employment prospects for the same reason.

The poll persistently found evidence that the gap in negative experiences was not confined to the past. For example, one in seven people from ethnic minorities said they had been treated as a potential shoplifter in the last month, against one in 25 white people.

The findings come a year after Theresa May published a race disparity audit that identified differences in living standards, housing, work, policing and health. The prime minister pledged to “confront these issues we have identified” but admitted: “We still have a way to go if we’re truly going to have a country that does work for everyone.”

In October the government said employers could be forced to reveal salary figures broken down by ethnicity, as they already do for gender, in a move that lawyers predicted could lead to a flood of employment tribunal cases. Black, Asian and minority ethnic unemployment stands at 6.3%, compared with 3.6% for white people.

Bangladeshi and Pakistani households had an average income of nearly £9,000 a year less than white British households between 2014 and 2016, and the gap between white and black Caribbean and black British families was £5,500.

One of the few positive findings was that just over half of those surveyed said they had either never experienced someone directing racist language at them, or had not done so for at least five years.

However, the results raise concerns over efforts to forge a multicultural British identity, with 41% saying someone had assumed they were not British at some point in the last year because of their ethnicity.

People from minorities are twice as likely as white people to have been mistaken for staff in a restaurant, bar or shop. One in five said they had felt the need to alter their voice and appearance in the last year because of their ethnicity.

The effects of bias are not the same for all ethnicities. Half of black and mixed-race people felt they had been unfairly overlooked for a promotion or job application, compared with 41% of people from Asian backgrounds. Black people were more likely to feel they had to work harder to succeed because of their ethnicity.

Muslims living in Britain – a large minority at around 2.8 million people – are more likely to have negative experiences than other religious groups. They are more likely than Christians, people with no religion and other smaller religions to be stopped by the police, left out of social functions at work or college and find that people seem not to want to sit next to them on public transport.

A government spokesperson said the prime minister was determined that people of different ethnicities were treated equally. The spokesperson said: “One year on from [the race disparity audit’s] launch, we are delivering on our commitment to explain or change ethnic disparities in all areas of society including a £90m programme to help tackle youth unemployment and a Race at Work charter to help create greater opportunities for ethnic minority employees at work. We have also launched a consultation on mandatory ethnicity pay reporting.”

The curious case of convenient liberalism

 Last week, liberal opinion that enjoys a virtual monopoly of the airwaves pilloried the Supreme Court for what some feel was its most disgraceful judgment since the infamous Habeas Corpus case of 1976. The decision to overturn the Delhi High Court judgment taking consensual same-sex relationships outside the purview of criminal laws has been viewed as an unacceptable assault on individual freedom and minority rights and even an expression of bigotry. Overcoming fears of a virulent conservative backlash, mainstream politicians have expressed their disappointment at the judgment and happily begun using hitherto unfamiliar shorthand terms such as LGBT.

Indeed, the most striking feature of the furore over the apex court judgment has been the relatively small number of voices denouncing homosexuality as ‘unnatural’ and deviant. This conservative passivity may even have conveyed an impression that India is changing socially and politically at a pace that wasn’t anticipated. Certainly, the generous overuse of ‘alternative’ to describe political euphoria and cultural impatience may even suggest that tradition has given way to post-modernity.

Yet, before urban India is equated with the bohemian quarters of New York and San Francisco, some judgmental restraint may be in order. The righteous indignation against conservative upholders of family values are not as clear cut as may seem from media reports. There are awkward questions that have been glossed over and many loose ends that have been left dangling.

A year ago, a fierce revulsion against the rape and murder of a young woman in Delhi led to Parliament amending the Penal Code and enacting a set of laws that extended the definition of rape and made punishment extremely stringent. It was the force of organized public opinion that drove the changes. Curiously, despite the Supreme Court judgment stating quite categorically that it was the responsibility of Parliament to modify section 377, there seems to be a general aversion to pressuring the law-makers to do their job and bring the criminal law system into the 21st century. Is it because India is bigoted or is there a belief that there are some issues that are best glossed over in silence?

This dichotomy of approach needs to be addressed. Conventionally, it is the job of the legislatures to write laws and for the judiciary to assess their accordance with the Constitution and to interpret them. In recent years, the judiciary has been rightly criticised for over-stepping its mark and encroaching into the domain of both the executive and the legislatures. Yet, we are in the strange situation today of the government seeking to put the onus of legitimising homosexuality on the judges.

Maybe there are larger questions involved. The battle over 377 was not between a brute majoritarianism and a minority demanding inclusion. The list of those who appealed against the Delhi High Court verdict indicates it was a contest between two minorities: religious minorities versus lifestyle minorities. Formidable organizations such as the All India Muslim Personal Law Board and some church bodies based their opposition to gay rights on theology. Liberal promoters of sexual choice on the other hand based the claim of decriminalised citizenship on modernity and scientific evidence. In short, there was a fundamental conflict between the constitutionally-protected rights of minority communities to adhere to faiths that abhor same-sex relationships and the right of gays to live by their own morals. Yet, if absolute libertarianism was to prevail, can the khap panchayats be denied their perverse moral codes?

The answer is yes but only if it is backed by majority will, expressed through Parliament. Harsh as it may sound, it is the moral majority that determines the social consensus.

There is a curious paradox here. On the question of gay rights, liberal India prefers a cosmopolitanism drawn from the contemporary West. At the same time, its endorsement of laws that are nondenominational and non-theological does not extend to support for a common civil code. Despite the Constitution’s Directive Principles, the right of every citizen to be equal before the law is deemed to be majoritarian and therefore unacceptable by the very people who stood up for inclusiveness last week.

For everything that is true of India, the opposite is turning out to be equally true

US shutdown: The rise of America’s vetocracy is true to the ideals of the Founding Fathers

In a system designed to empower minorities and block majorities, stalemate will go on


The House Republicans’ willingness to provoke a government shutdown as part of their effort to defund or delay the Affordable Care Act, or Obamacare, illustrates some  enduring truths about American politics — and how the United States is an outlier among the world’s rich democracies. As President Obama asserted, America is indeed exceptional. But that’s not necessarily a good thing.
The first way America is different is that its constitutional system throws extraordinary obstacles into the path of strong political action. All democracies seek to balance the need for decisiveness and majority rule, on the one hand, and protection against an overreaching state on the other. Compared with most other democratic systems, America’s is biased strongly toward the latter. When a parliamentary system like Britain’s elects a government, the new leaders get to make decisions based on a legislative majority. The United States, by contrast, features a legislature divided into two equally powerful chambers, each of which may be held by a different party, alongside the presidency. The courts and the powers distributed to states and localities are further barriers to the ability of the majority at the national level to get its way.
Despite this dissipation of power, the American system was reasonably functional during much of the 20th century, both in periods when government was expanding (think New Deal) and retreating (as under Ronald Reagan). This happened because the two political parties shared many assumptions about the direction of policy and showed significant ideological overlap. But they have drifted far apart since the 1980s, such that the most liberal Republican now remains significantly to the right of the most conservative Democrat. (This does not reflect a corresponding polarisation in the views of the public, meaning that we have a real problem in representation.) This drift to the extremes is most evident in the Republican Party, whose geographic core has become the Old South.
As congressional scholars Thomas Mann and Norman Ornstein have pointed out, this combination of party polarisation and strongly separated powers produces government paralysis. Under such conditions, the much-admired American system of checks and balances can be seen as a “vetocracy” — it empowers a wide variety of political players representing minority positions to block action by the majority and prevent the government from doing anything.
American vetocracy was on full display this past week. The Republicans could not achieve a simple majority in both houses of Congress to defund or repeal the Affordable Care Act, much less the supermajority necessary to override an inevitable presidential veto. So they used their ability to block funding for the federal government to try to exact acquiescence with their position. And they may do the same with the debt limit in a few days. Our political system makes it easier to prevent things from getting done than to make a proactive decision.
In most European parliamentary democracies, by contrast, the losing side of the election generally accepts the right of the majority to govern and does not seek to use every institutional lever available to undermine the winner. In the Netherlands and Sweden, it requires not 41 per cent of the total, but rather a single lawmaker, to hold up legislation indefinitely (i.e. filibuster). Yet this power is almost never used because people accept that decisions need to be made. There is no Ted Cruz there.
The second respect in which America is different has to do with the virulence of the Republican rejection of the Affordable Care Act. Every other developed democracy — Canada, Switzerland, Japan, Germany, you name it — has some form of government-mandated, universal health insurance, and many have had such systems for more than a  century. Before Obamacare, our health-care system was highly dysfunctional, costing twice as much per person as the average among rich countries, while producing worse results and leaving millions uninsured. The health-care law is no doubt a flawed piece of legislation, like any bill written to satisfy the demands of legions of lobbyists and interest groups. But only in America can a government mandate to buy something that is good for you in any case be characterised as an intolerable intrusion on individual liberty.
According to many Republicans, Obamacare signals nothing short of the end of the US, something that “we will never recover from,” in the words of one GOP House member. And yes, some on the right have compared Obama’s America to Hitler’s Germany. The House Republicans see themselves as a beleaguered minority, standing on core principles like the brave abolitionists opposing slavery before the Civil War. It is this kind of rhetoric that makes non-Americans scratch their heads in disbelief.
But while the showdown over the Affordable Care Act makes America exceptional among contemporary democracies, it is also perfectly consistent with our history. US constitutional checks and balances — our vetocratic political system — have consistently allowed minorities to block major pieces of social legislation over the past century and a half. The clearest example was civil rights: For 100 years after the Civil War and the passage of the 13th and 14th amendments, a minority of Southern states was able to block federal legislation granting full civil and political rights to African Americans. National regulation of railroads, legislation on working conditions and rules on occupational safety were checked or delayed by different parts of the system.
Many Americans may say: “Yes, that’s the genius of the American constitutional system.” It has slowed or prevented the growth of a large, European-style regulatory welfare state, allowing the private sector to flourish and unleashing the US as a world leader in technology and entrepreneurship.
All of that is true; there are important pluses as well as minuses to the American system. But conservatives beware: the combination of polarisation and vetocracy means that future efforts to cut back the government will be mired in gridlock as well. This will be a particular problem with health care. The Affordable Care Act has many problems and will need to be modified. But our politics will offer only two choices: complete repeal or status quo. Moreover, there are huge issues of cost containment that the law doesn’t begin to address. But the likelihood of our system seriously coming to terms with these issues seems minimal.
Some Democrats take comfort in the fact that the country’s demographics will eventually produce electoral majorities for their party. But the system is designed to empower minorities and block majorities, so the current stalemate is likely to persist for many years. Obama has criticised the House Republicans for trying to relitigate the last election. That’s true, but that’s also what our political system was designed to do.

Cambridge University medicine admissions show race gap

People applying to study medicine at Cambridge University with three A*s at A-level are more than 20% more likely to be given an offer if they are white than if they are from an ethnic minority, according to new data released by the institution.
Cambridge University released the detailed admissions data, covering 2010 to 2012, for medicine only in response to a freedom of information request. The university refused a similar request a few weeks before, which covered more subject areas, on the grounds of cost.
The data, which covers applications from within the UK by people who declare their ethnicity, shows that 329 out of 586 white applicants for medicine who went on to achieve three A*s were given an offer of a place, versus 190 of 412 applicants from ethnic minorities – representing success rates of 56% and 46% respectively. The difference between the two groups is statistically significant.
Both Oxford and Cambridge have been challenged by MPs and campaigners to do more to get students from ethnic minorities into their institutions, particularly as the headline admissions figures for the two institutions show a substantial gap in success rates between students of different ethnicities.
The universities have said this gap is explained in large part by students from ethnic minorities disproportionately applying for the most competitive subjects, such as medicine – but these new figures show that even within the competitive subjects, white students are more likely to receive offers.
Cambridge's race gap for medical applicants is substantially smaller than that of its rival, Oxford University. Figures released to the Guardian under the Freedom of Information Act, published last month, show white students applying for medicine who went on to achieve three A*s were 94% more likely to be offered a place than those from ethnic minorities.
A-levels are only one of several factors taken into account by admissions tutors for medicine at both universities. Applicants are also required to take a specific entrance exam, the bioMedical admissions test, while work experience and performance at interview are also factored in to whether to make an offer. Those handling applications may also be unaware of the ethnicity of prospective applicants rejected prior to interview.
A spokeswoman for Cambridge University said analysis of applications based on A-level grades "ignores a significant number of relevant variables" and is therefore "superficial".
"Admissions decisions are based on students' ability, commitment and their potential to achieve," she said. "Our commitment to improving access to the university is longstanding and unwavering … [and] we aim to ensure that anyone with the ability, passion and commitment to apply to Cambridge receives all the support necessary for them to best demonstrate their potential."
She added that Cambridge had run initiatives to encourage gifted students from minority backgrounds to apply to Cambridge since 1989.
Oxford University declined to comment on the difference in size of the medical race gap of applicants between itself and Cambridge University, but said in an earlier statement it constantly reviewed the race gap of its applicants.
"Oxford University is committed to selecting the very best students, regardless of race, ethnicity, or any other factor," a spokeswoman said.
"This is not only the right thing to do but it is in our own interests. Differences in success rates between ethnic groups are therefore something we are continuing to examine carefully for possible explanations."
The Oxford spokeswoman also noted Cambridge made more use of students' grades at AS-level than does Oxford, and said ethnic minorities were well represented at the university, making up 22% of all students and 13% of UK undergraduates.

To fight India, we fought ourselves

At the heart of Pakistan’s troubles is the celebration of the militant
On Monday, my mother’s and sister’s eye doctor was assassinated. He was a Shia. He was shot six times while driving to drop his son off at school. His son, age 12, was executed with a single shot to the head.
Tuesday, I attended a protest in front of the Governor’s House in Lahore demanding that more be done to protect Pakistan’s Shias from sectarian extremists. These extremists are responsible for increasingly frequent attacks, including bombings this year that killed more than 200 people, most of them Hazara Shias, in the city of Quetta.
As I stood in the anguished crowd in Lahore, similar protests were being held throughout Pakistan. Roads were shut. Demonstrators blocked access to airports. My father was trapped in one for the evening, yet he said most of his fellow travellers bore the delay without anger. They sympathised with the protesters’ objectives.
Minority persecution is a common notion around the world, bringing to mind the treatment of African-Americans in the United States, for example, or Arab immigrants in Europe. In Pakistan, though, the situation is more unusual: those persecuted as minorities collectively constitute a vast majority.
A filmmaker I know who has relatives in the Ahmadi sect told me that her family’s graves in Lahore had been defaced, because Ahmadis are regarded as apostates. A Baluch friend said it was difficult to take Punjabi visitors with him to Baluchistan, because there is so much local anger there at violence toward the Baluch. An acquaintance of mine, a Pakistani Hindu, once got angry when I answered the question “how are things?” with the word “fine” — because things so obviously aren’t. And Pakistani Christians have borne the brunt of arrests under the country’s blasphemy law; a governor of my province was assassinated for trying to repeal it.
The majority myth
What then is the status of the country’s majority? In Pakistan, there is no such thing. Punjab is the most populous province, but its roughly 100 million people are divided by language, religious sect, outlook and gender. Sunni Muslims represent Pakistan’s most populous faith, but it’s dangerous to be the wrong kind of Sunni. Sunnis are regularly killed for being open to the new ways of the West; or for adhering to the old traditions of the Indian subcontinent; for being liberal; for being mystical; for being in politics, the army or the police; or for simply being in the wrong place at the wrong time.
At the heart of Pakistan’s troubles is the celebration of the militant. Whether fighting in Afghanistan, or Kashmir, or at home, this deadly figure has been elevated to heroic status: willing to make the ultimate sacrifice, able to win the ultimate victory, selfless, noble. Yet as tens of thousands of Pakistanis die at the hands of such heroes, as tens of millions of Pakistanis go about their lives in daily fear of them, a recalibration is being demanded. The need of the hour, of the year, of the generation, is peace.
Pakistan is in the grips of militancy because of its fraught relationship with India, with which it has fought three wars and innumerable skirmishes since the countries separated in 1947. Militants were cultivated as an equaliser, to make Pakistan safer against a much larger foe. But they have done the opposite, killing Pakistanis at home and increasing the likelihood of catastrophic conflicts abroad.
Normalising relations with India could help starve Pakistani militancy of oxygen. So it is significant that the prospects for peace between the two nuclear-armed countries look better than they have in some time.
India and Pakistan share a lengthy land border, but they might as well be on separate continents, so limited is their trade with each other and the commingling of their people. Visas, traditionally hard to get, restricted to specific cities and burdened with onerous requirements to report to the local police, are becoming more flexible for business travellers and older citizens. Trade is also picking up. A pulp manufacturer in Pakistani Punjab, for example, told me he had identified a paper mill in Indian Punjab that could purchase his factory’s entire output.
These openings could be the first cracks in a dam that holds back a flood of interaction. Whenever I go to New Delhi, many I meet are eager to visit Lahore. Home to roughly a combined 25 million people, the cities are not much more than half an hour apart by plane, and yet they are linked by only two flights a week.
Cultural connections are increasing, too. Indian films dominate at Pakistani cinemas, and Indian songs play at Pakistani weddings. Now Pakistanis are making inroads in the opposite direction. Pakistani actors have appeared as Bollywood leads and on Indian reality TV. Pakistani contemporary art is being snapped up by Indian buyers. And New Delhi is the publishing centre for the current crop of Pakistani English-language fiction.
Security hawks
A major constraint the two countries have faced in normalising relations has been the power of security hawks on both sides, and especially in Pakistan. But even in this domain we might be seeing an improvement. The new official doctrine of the Pakistani Army for the first time identifies internal militants, rather than India, as the country’s No. 1 threat. And Pakistan has just completed an unprecedented five years under a single elected government. This year, it will be holding elections in which the largest parties all agree that peace with India is essential.
Peace with India or, rather, increasingly normal neighbourly relations, offers the best chance for Pakistan to succeed in dismantling its cult of militancy. Pakistan’s extremists, of course, understand this, and so we can expect to see, as we have in the past, attempts to scupper progress through cross-border violence. They will try to goad India into retaliating and thereby giving them what serves them best: a state of frozen, impermeable hostility.
They may well succeed. For there is a disturbing rise of hyperbolic nationalism among India’s prickly emerging middle class, and the Indian media is quick to stoke the fires. The explosion of popular rage in India after a recent military exchange, in which soldiers on both sides of the border were killed, is an indicator of the danger.
So it is important now to prepare the public in both countries for an extremist outrage, which may well originate in Pakistan, and for the self-defeating calls for an extreme response, which are likely to be heard in India. Such confrontations have always derailed peace in the past. They must not be allowed to do so again.
In the tricky months ahead, as India and Pakistan reconnect after decades of virtual embargo, those of us who believe in peace should regard extremist provocations not as barriers to our success but, perversely, as signs that we are succeeding.

A web of privilege supports this so-called meritocracy


On both sides of the Atlantic, the social ties that bind our political, legal and corporate forces lie exposed

Shortly after Mitt Romney's failed 2008 campaign for the Republican nomination his son Tagg set up a private equity fund with the campaign's top fundraiser. One of the first donors was his mum, Anne. Next came several of his dad's financial backers. Tagg had no experience in the world of finance, but after two years in the middle of a deep recession the company had netted $244m from just 64 investors.

Tagg insists that neither his name nor the fact that his father had made it clear he would run for the presidency again had anything to do with his success. "The reason people invested in us is that they liked our strategies,'' he told the New York Times.

Class privilege, and the power it confers, is often conveniently misunderstood by its beneficiaries as the product of their own genius rather than generations of advantage, stoutly defended and faithfully bequeathed. Evidence of such advantages is not freely available. It is not in the powerful's interest for the rest of us to know how their influence is attained or exercised. But every now and then a dam bursts and the facts come flooding forth.

The Leveson inquiry has provided one such moment. It was set up last year to look into the specific claims about phone hacking at the News of the World, alleged police corruption and the general culture and ethics of the British media. But every time it probes harder into the Murdoch empire it draws blood from the heart of our body politic, telling us a great deal about how Britain's political class in particular and ruling class in general collude, connive and corrupt both systemically and systematically.

Issues of alleged criminality will eventually be determined in the courts. But while illegality would be more damning, much of what we now know that is legal is no less corrosive. The evidence has laid bare the intimate, extensive and insidious web of social, familial and personal ties between the political, corporate and legal forces that govern a country: a patchwork of individual and institutional associations so tightly interwoven that to pick at one part is to watch the whole thing unravel. The "sit downs", pay-offs and class camaraderie on display owe more to a cross between Downton Abbey and the Sopranos than the functioning of a 21st-century democracy.

The details of the main narrative bear repeating. We now know that James Murdoch met with David Cameron 12 times between January 2006 and January 2010 – eight times for dinner, twice for breakfast, once for lunch and once for drinks. Between May 2010 and July 2011 there were also more than 60 meetings between ministers and either Rupert Murdoch, his son James, the then News International chief executive Rebekah Brooks or James Harding, the editor of the Times. That averages around one a week. We know there were more, but not all were logged as such by Downing Street.

The subplots are stunning. And the forthcoming attractions could yet overshadow the lot. Now that Brooks has agreed to hand over her text messages to Cameron, we are about to learn whether rumours that they exchanged as many as 12 texts a day are true.

Brooks was arrested both on suspicion of phone hacking and corruption last year. She was arrested again this year with her husband, Charlie Brooks, on suspicion of perverting the course of justice. Charlie went to Eton with Cameron – as did the Tory mayor of London, Boris Johnson.

Such is the incestuous nature of the British ruling class and the gene puddle from which it draws its stock. Such is their brazen venality, complicity, contempt and mendacity. Eton, Oxford, Bullingdon, Westminster – if you're looking for a tiny minority who are struggling to integrate, look no further than the cabinet.

Two things make this a matter of import as well as intrigue. The first is the lie it gives to the insistence on meritocracy at a time of acute economic crisis when benefits are slashed, the poor hammered. Cameron and his cabinet insist others pull themselves up by their bootstraps even as they themselves swan around in their parents' expensive pairs of loafers. Today almost 40% of MPs went to private school. In 1997 it was just 30%. In terms of social mobility, we are going backwards. The issue here is not class envy but class entrenchment. The fact that they were born rich is irrelevant. They had no choice in the matter. But the fact that they appear to want to give even more to those who already have a great deal while denying much to those who have little is unforgiveable.

The one job Cameron landed in the private sector was arranged by his wife's mother, Lady Astor, who was friends with Michael Green, then executive chairman of Carlton. Green gave Cameron a starting salary of £90,000. He has no more had to stand on his merits than James Murdoch had to interview for a job at News Corp.

Rocked in the cradle of power from birth so that its rhythms become second nature, these people imbibe their sense of entitlement with their mother's milk. But the personal tutors, private schools, the most expensive universities do not, somehow, suffice. As though the benefits of wealth were not enough, they apparently feel the need to game the very system they already control.

Which brings us to the manner in which these interactions mock the very notion of democracy on which the nation's illusions are based. For the meetings, lunches and visits showcase a parallel, unaccountable universe where actual decisions are made and deals are done. All these informal gatherings took place at a time when the government was supposed to be adjudicating News Corporation's bid to take over BSkyB. With the culture secretary described by Murdoch's lobbyist as a "cheerleader" for News International, it seems as if the takeover was to all intents and purposes a done deal, prevented only by the fallout from the hacking scandal. All the kinks ironed out on horseback and settled in time for the main course. Parliament would have been a mere rubber stamp. Oversight reduced to an afterthought in a House of Commons that may soon more closely resemble a house of cards.
