Who’s to blame for the Afghanistan chaos? Remember the war’s cheerleaders

Today the media are looking for scapegoats, but 20 years ago they helped facilitate the disastrous intervention writes George Monbiot in The Guardian

Everyone is to blame for the catastrophe in Afghanistan, except the people who started it. Yes, Joe Biden screwed up by rushing out so chaotically. Yes, Boris Johnson and Dominic Raab failed to make adequate and timely provisions for the evacuation of vulnerable people. But there is a frantic determination in the media to ensure that none of the blame is attached to those who began this open-ended war without realistic aims or an exit plan, then waged it with little concern for the lives and rights of the Afghan people: the then US president, George W Bush, the British prime minister Tony Blair and their entourages.

Indeed, Blair’s self-exoneration and transfer of blame to Biden last weekend was front-page news, while those who opposed his disastrous war 20 years ago remain cancelled across most of the media. Why? Because to acknowledge the mistakes of the men who prosecuted this war would be to expose the media’s role in facilitating it. 

Any fair reckoning of what went wrong in Afghanistan, Iraq and the other nations swept up in the “war on terror” should include the disastrous performance of the media. Cheerleading for the war in Afghanistan was almost universal, and dissent was treated as intolerable. After the Northern Alliance stormed into Kabul, torturing and castrating its prisoners, raping women and children, the Telegraph urged us to “just rejoice, rejoice”, while the Sun ran a two-page editorial entitled “Shame of the traitors: wrong, wrong, wrong … the fools who said Allies faced disaster”. In the Guardian, Christopher Hitchens, a convert to US hegemony and war, marked the solemnity of the occasion with the words: “Well, ha ha ha, and yah, boo. It was … obvious that defeat was impossible. The Taliban will soon be history.”

The few journalists and public figures who dissented were added to the Telegraph’s daily list of “Osama bin Laden’s useful idiots”, accused of being “anti-American” and “pro-terrorism”, mocked, vilified and de-platformed almost everywhere. In the Independent, David Aaronovitch claimed that if you opposed the ongoing war, you were “indulging yourself in a cosmic whinge”.

Everyone I know in the US and the UK who was attacked in the media for opposing the war received death threats. Barbara Lee, the only member of Congress who voted against granting the Bush government an open licence to use military force, needed round-the-clock bodyguards. Amid this McCarthyite fervour, peace campaigners such as Women in Black were listed as “potential terrorists” by the FBI. The then US secretary of state, Colin Powell, sought to persuade the emir of Qatar to censor Al Jazeera, one of the few outlets that consistently challenged the rush to war. After he failed, the US bombed Al Jazeera’s office in Kabul.

The broadcast media were almost exclusively reserved for those who supported the adventure. The same thing happened before and during the invasion of Iraq, when the war’s opponents received only 2% of BBC airtime on the subject. Attempts to challenge the lies that justified the invasion – such as Saddam Hussein’s alleged possession of weapons of mass destruction and his supposed refusal to negotiate – were drowned in a surge of patriotic excitement.

So why is so much of the media so bloodthirsty? Why do they love bombs and bullets so much, and diplomacy so little? Why do they take such evident delight in striking a pose atop a heap of bodies, before quietly shuffling away when things go wrong?

An obvious answer is the old adage that “if it bleeds it leads”, so there’s an inbuilt demand for blood. I remember as if it were yesterday the moment I began to hate the industry I work for. In 1987, I was producing a current affairs programme for the BBC World Service. It was a slow news day, and none of the stories gave us a strong lead for the programme. Ten minutes before transmission, the studio door flew open and the editor strode in. He clapped his hands and shouted: “Great! 110 dead in Sri Lanka!” News is spectacle, and nothing delivers spectacle like war.

Another factor in the UK is a continued failure to come to terms with our colonial history. For centuries the interests of the nation have been conflated with the interests of the rich, while the interests of the rich depended to a remarkable degree on colonial loot and the military adventures that supplied it. Supporting overseas wars, however disastrous, became a patriotic duty.

For all the current breastbeating about the catastrophic defeat in Afghanistan, nothing has been learned. The media still regale us with comforting lies about the war and occupation. They airbrush the drone strikes in which civilians were massacred and the corruption permitted and encouraged by the occupying forces. They seek to retrofit justifications to the decision to go to war, chief among them securing the rights of women.

But this issue, crucial as it was and remains, didn’t feature among the original war aims. Nor, for that matter, did overthrowing the Taliban. Bush’s presidency was secured, and his wars promoted, by American ultra-conservative religious fundamentalists who had more in common with the Taliban than with the brave women seeking liberation. In 2001, the newspapers now backcasting themselves as champions of human rights mocked and impeded women at every opportunity. The Sun was running photos of topless teenagers on Page 3; the Daily Mail ruined women’s lives with its Sidebar of Shame; extreme sexism, body shaming and attacks on feminism were endemic.

Those of us who argued against the war possessed no prophetic powers. I asked the following questions in the Guardian not because I had any special information or insight, but because they were bleeding obvious. “At what point do we stop fighting? At what point does withdrawal become either honourable or responsible? Having once engaged its forces, are we then obliged to reduce Afghanistan to a permanent protectorate? Or will we jettison responsibility as soon as military power becomes impossible to sustain?” But even asking such things puts you beyond the pale of acceptable opinion.

You can get away with a lot in the media, but not, in most outlets, with opposing a war waged by your own nation – unless your reasons are solely practical. If your motives are humanitarian, you are marked from that point on as a fanatic. Those who make their arguments with bombs and missiles are “moderates” and “centrists”; those who oppose them with words are “extremists”. The inconvenient fact that the “extremists” were right and the “centrists” were wrong is today being strenuously forgotten.

To fight India, we fought ourselves

On Monday, my mother’s and sister’s eye doctor was assassinated. He was a Shia. He was shot six times while driving to drop his son off at school. His son, age 12, was executed with a single shot to the head.
Tuesday, I attended a protest in front of the Governor’s House in Lahore demanding that more be done to protect Pakistan’s Shias from sectarian extremists. These extremists are responsible for increasingly frequent attacks, including bombings this year that killed more than 200 people, most of them Hazara Shias, in the city of Quetta.
As I stood in the anguished crowd in Lahore, similar protests were being held throughout Pakistan. Roads were shut. Demonstrators blocked access to airports. My father was trapped in one for the evening, yet he said most of his fellow travellers bore the delay without anger. They sympathised with the protesters’ objectives.
Minority persecution is a common notion around the world, bringing to mind the treatment of African-Americans in the United States, for example, or Arab immigrants in Europe. In Pakistan, though, the situation is more unusual: those persecuted as minorities collectively constitute a vast majority.
A filmmaker I know who has relatives in the Ahmadi sect told me that her family’s graves in Lahore had been defaced, because Ahmadis are regarded as apostates. A Baluch friend said it was difficult to take Punjabi visitors with him to Baluchistan, because there is so much local anger there at violence toward the Baluch. An acquaintance of mine, a Pakistani Hindu, once got angry when I answered the question “how are things?” with the word “fine” — because things so obviously aren’t. And Pakistani Christians have borne the brunt of arrests under the country’s blasphemy law; a governor of my province was assassinated for trying to repeal it.
The majority myth
What then is the status of the country’s majority? In Pakistan, there is no such thing. Punjab is the most populous province, but its roughly 100 million people are divided by language, religious sect, outlook and gender. Sunni Muslims represent Pakistan’s most populous faith, but it’s dangerous to be the wrong kind of Sunni. Sunnis are regularly killed for being open to the new ways of the West; or for adhering to the old traditions of the Indian subcontinent; for being liberal; for being mystical; for being in politics, the army or the police; or for simply being in the wrong place at the wrong time.
At the heart of Pakistan’s troubles is the celebration of the militant. Whether fighting in Afghanistan, or Kashmir, or at home, this deadly figure has been elevated to heroic status: willing to make the ultimate sacrifice, able to win the ultimate victory, selfless, noble. Yet as tens of thousands of Pakistanis die at the hands of such heroes, as tens of millions of Pakistanis go about their lives in daily fear of them, a recalibration is being demanded. The need of the hour, of the year, of the generation, is peace.
Pakistan is in the grips of militancy because of its fraught relationship with India, with which it has fought three wars and innumerable skirmishes since the countries separated in 1947. Militants were cultivated as an equaliser, to make Pakistan safer against a much larger foe. But they have done the opposite, killing Pakistanis at home and increasing the likelihood of catastrophic conflicts abroad.
Normalising relations with India could help starve Pakistani militancy of oxygen. So it is significant that the prospects for peace between the two nuclear-armed countries look better than they have in some time.
India and Pakistan share a lengthy land border, but they might as well be on separate continents, so limited is their trade with each other and the commingling of their people. Visas, traditionally hard to get, restricted to specific cities and burdened with onerous requirements to report to the local police, are becoming more flexible for business travellers and older citizens. Trade is also picking up. A pulp manufacturer in Pakistani Punjab, for example, told me he had identified a paper mill in Indian Punjab that could purchase his factory’s entire output.
These openings could be the first cracks in a dam that holds back a flood of interaction. Whenever I go to New Delhi, many I meet are eager to visit Lahore. Home to roughly a combined 25 million people, the cities are not much more than half an hour apart by plane, and yet they are linked by only two flights a week.
Cultural connections are increasing, too. Indian films dominate at Pakistani cinemas, and Indian songs play at Pakistani weddings. Now Pakistanis are making inroads in the opposite direction. Pakistani actors have appeared as Bollywood leads and on Indian reality TV. Pakistani contemporary art is being snapped up by Indian buyers. And New Delhi is the publishing centre for the current crop of Pakistani English-language fiction.
Security hawks
A major constraint the two countries have faced in normalising relations has been the power of security hawks on both sides, and especially in Pakistan. But even in this domain we might be seeing an improvement. The new official doctrine of the Pakistani Army for the first time identifies internal militants, rather than India, as the country’s No. 1 threat. And Pakistan has just completed an unprecedented five years under a single elected government. This year, it will be holding elections in which the largest parties all agree that peace with India is essential.
Peace with India or, rather, increasingly normal neighbourly relations, offers the best chance for Pakistan to succeed in dismantling its cult of militancy. Pakistan’s extremists, of course, understand this, and so we can expect to see, as we have in the past, attempts to scupper progress through cross-border violence. They will try to goad India into retaliating and thereby giving them what serves them best: a state of frozen, impermeable hostility.
They may well succeed. For there is a disturbing rise of hyperbolic nationalism among India’s prickly emerging middle class, and the Indian media is quick to stoke the fires. The explosion of popular rage in India after a recent military exchange, in which soldiers on both sides of the border were killed, is an indicator of the danger.
So it is important now to prepare the public in both countries for an extremist outrage, which may well originate in Pakistan, and for the self-defeating calls for an extreme response, which are likely to be heard in India. Such confrontations have always derailed peace in the past. They must not be allowed to do so again.
In the tricky months ahead, as India and Pakistan reconnect after decades of virtual embargo, those of us who believe in peace should regard extremist provocations not as barriers to our success but, perversely, as signs that we are succeeding.

We avoided the apocalypse – but 2013 will be no picnic


The world hasn't ended, but global leaders will still have to work hard to manage economic trials and social tensions

The world did not end this year, as some people thought it would following a Mayan prophecy (well, at least one interpretation of it), but it seems pretty certain that next year is going to be tougher than this one.

We are entering 2013 as the Republican hardliners in the United States Congress does its utmost to weaken the federal government, using an anachronistic law on federal debt ceiling. Until the Republicans started abusing it recently, the law had been defunct in all but name. Since its enactment in 1917, the ceiling has been raised nearly a hundred times, as a ceiling set in nominal monetary terms becomes quickly obsolete in an ever-growing economy with inflation. Had the US stuck to the original ceiling of $11.5bn, its federal debt today would have been equivalent not even to 0.1% of GDP (about $15tn) – the current debt, which is supposed to hit the $16.3tn ceiling today, is about 110% of GDP.

A compromise will be struck in due course (as it was in 2011), but the debt ceiling will keep coming back to haunt the country because it is the best weapon with which the extremists in the Republican party can advance their anti-state ideology. This ideology has such a hold on American politics because it taps into the anxiety of the majority of the white population. Being squeezed from the top by greedy corporate elite and from the bottom by new immigrants, they seek solace in an ideology that harks back to the lost golden age of (idealised) 18th-century America, made up of self-defending (with guns), free-contracting (white) individuals who are independent of the central government. Unless mainstream American politicians can offer these people an alternative vision, backed up by more secure jobs and a better welfare system, they will keep voting for the extremists.

Meanwhile, on the other side of the Atlantic, the eurozone is entering a make or break year, with the social fabric of the periphery countries stretched to the limit. With its GDP 20% lower than in 2008, with 25% unemployment rate and with the wages of most of those still in work down by 40% to 50%, it is a real touch and go whether the current Greek government can survive another round of austerity. Spain and Portugal are not yet where Greece is, but they are hurtling down that way. And even the infinitely patient Irish are beginning to vent their anger against the inequities of the austerity programme that has hit the poorest the hardest. Should any of these countries socially explode, the consequences could be dire, whether they technically stayed in the eurozone or not.

As for the UK, 2013 may become the year when it sets a dubious world record of having an unprecedented "triple-dip recession". Even if that is avoided, with high unemployment, real wages that are at best stagnant and swingeing welfare cuts, many people will struggle to make ends meet. In a letter to the Observer yesterday, the leaders of the city councils of Newcastle, Liverpool and Sheffield, have even warned of a "break-up of civil society", should the austerity programme continue.

European leaders need to work out new economic programmes with a more equitable sharing of the burden of adjustment, both within and between countries. Paradoxically, they can look towards Iceland, the canary that first died in the mine of toxic debt, for a lesson. The country has been recovering rather well, considering the scale of the banking crisis, while making spending cuts in a way that impose the least burden on the poorest: between 2008 and 2010, income of the poorest 10% fell by 9% while that of the richest 10% fell by 38%.

Things look brighter in the Asian countries, with their economies growing much faster and with even Japan ready to make a dash for growth through more relaxed monetary and fiscal policies. However, they – especially the two giants of China and India – have their own shares of social tension to manage.

Growth is slowing down in China. It is estimated to have grown by 7.5% in 2012, well below the usual rate of 9% to 10%. Some forecast that its growth rate will pick up again to above 8% in 2013, but others believe it will fall below 7%. Given the country's heavy reliance on exports to the US and the European Union, the more pessimistic scenario seems likely, as things don't look very good in those economies. With slower economic growth it will become more difficult to manage the social tension that has been bubbling up thanks to runaway inequality and high levels of corruption.

Management of social tension will be an even bigger challenge for India. Its economic growth has significantly slowed down since 2010, and few predict a major reversal of the trend in 2013. Add to this economic difficulty deepening economic, religious and cultural divisions, and you have a heady mixture, as we see in the social unrest following the recent gang rape and death of a young medical student.

If the political leaders of the major economies do not manage these social tensions well, 2013 could be a year in which the world takes a turn for the worse. It is a huge challenge, as it is like trying to fix a car while driving it. However, without fixing the malfunctioning car, we will not get out of the woods, however much extra fuel, like quantitative easing, we pour into the car.

If socialists really did run the show, working people would benefit


 Rather than having to engage in debate, an opponent can be dismissed as extremist

Having just moved to north London, I was perturbed to be woken on Tuesday morning by a whirring sound in the distance. When I glanced at the Telegraph's front page later that day – which revealed that multi-millionaire Tory donor Adrian Beecroft had accused Vince Cable of being a socialist – I realised it must have been Karl Marx spinning violently in his Highgate Cemetery grave. The great man shouldn't take it to heart: Beecroft strikes me as the sort of bloke who would accuse opponents of privatising the first-born for being a bit "pinko".


Beecroft's smear on the good name of socialism was triggered by Cable's description of his proposals to shred Britain's remaining workers' rights (not least by allowing bosses to fire at will) as "bonkers". Given the contents of Beecroft's report for the Conservative Party, the certifiably non-socialist Lib Dem was being rather mild-mannered.

We are in the most protracted economic crisis since the late 19th century because of a financial collapse and the Government's decision to suck demand out of the economy, and yet our economic elite still attempts to scapegoat people's rights in the workplace. I doubt that the Confederation of British Industry – fervent supporters of Beecroft's plans – believes it for a second, of course: they are merely class warriors attempting to exploit a crisis to push policies that would otherwise be politically impossible.

But it does demonstrate how "socialist" is regarded as the ultimate insult by much of our wealthy elite, who have been in a virtually uninterrupted triumphalist mood since Margaret Thatcher defeated their political opponents in the 1980s. Similarly, an increasingly hot-tempered David Cameron routinely slams Ed Miliband for being "left-wing" at Prime Minister's Questions; it was once fashionable for the media to label the Labour leader "Red Ed". It is much like the term "liberal" in the United States: in the 1950s, even Republican President Dwight D. Eisenhower described himself as such, as did huge numbers of American voters. Liberal US scholar Lionel Trilling once felt able to dismiss conservatism as "irritable mental gestures". But now "liberal" is largely hurled as a term of abuse in US political debate, with few mainstream politicians willing to associate themselves with the label.

Socialism used to be a term the Labour Party was more than happy to champion. In its historic 1945 manifesto, Labour announced that it was "a Socialist Party, and proud of it", with the ultimate objective of establishing a "Socialist Commonwealth of Great Britain". But the word hasn't made an appearance in a Labour Manifesto since 1987. Curiously, Tony Blair repeatedly spoke about socialism in his early days as Labour leader but, given that no one really believed he was a socialist, it was more a case of "the lady doth protest too much". For Blair and his adherents, if there was a rare, sentimental need to dust off "socialism", it was to mean nothing more than platitudes no decent person would disagree with, like "community" and "fairness".

The reason "socialism" came to be seen as a swear word was twofold. First, Thatcher made it abundantly clear that she was at war with what she regarded as socialism. In her memoirs, she described post-war Britain as a "socialist ratchet" and, reflecting on the 1983 general election, she argued that "socialism was still built into the institutions and mentality of Britain". In her mission to "create a wholly new attitude of mind", as she put it soon after her first election victory, she appeared to crush "socialism" into the dust.

In what was fortunate timing for Thatcher's acolytes, the Soviet empire began disintegrating as her project reached its climax. Although almost all socialists abhorred Stalinist totalitarianism (by the 1980s, at least), these were regimes that described themselves as "actually existing socialism". Their collapse was portrayed as the final discrediting of socialism, and the ultimate vindication of capitalism.

Beecroft's use of "socialism", then, relates to a theory called the "Overton window", which describes what is seen as politically acceptable at a given time. Rather than having to engage in a debate over the merits of bosses being able to dismiss their workers at will, an opponent can be dismissed as a "socialist", which – for Beecroft – is code for "extremist" or "someone with views outside of what is politically acceptable".

The irony of it all is that socialism, of a sort, is actually flourishing in Britain – for wealthy people like Beecroft. The taxpayer bailed out the banks that caused the crisis, allowing them to carry on much as before, courtesy of public money. Private companies such as "welfare-to-work" business A4e leech off the state, as do private contractors throughout our public services. Indeed, our NHS is set to become an even more lucrative opportunity (at taxpayers' expense) for private health care firms like Care UK than it was under New Labour.

The taxpayer splashes out three times more subsidies on private train companies than they did on publicly owned British Rail. Private landlords get away with charging extortionate rents, knowing that the state will pay billions subsidising them through housing benefit. Wealthy individuals enjoy tax relief on their pensions worth billions. Socialism for the rich is thriving while, for everybody else, it is capitalism red in tooth and claw.

If socialists really were running the show in Britain, they would be building a society run by, and in the interests of, working people. Our banks – propped by the British people – would be taken under genuine democratic control, forcing them to operate in the interests of society as a whole. Our booming wealthy elite would be forced to pay a fair share of tax (or, in some cases, any tax whatsoever). After the disastrous failures of market economics, real socialists would be taking our utilities – such as the railways and rip-off energy companies – into social ownership: not old-style, statist nationalisation, but democratically run by workers and consumers. They would bring down welfare spending, not by kicking people at the bottom, but by building social housing, introducing a living wage, and creating jobs. And they would be reversing the scandalous lack of rights that workers have in the workplace, which is what ensured that wages were declining for many before the crash had even happened.

Instead, we have a government (of which Vince Cable is a pillar) ruthlessly forcing working people to pay the immense cost of getting capitalism out of its mess. Beecroft may feel frustrated that it is not politically possible to adopt his attacks on workers' rights wholesale, but he can rest assured that this is a government that stands for people like him – and those pesky socialists could not be any further away from the corridors of power.
