We all seem to be worried about the robots taking over these days — and they don’t need to take all the jobs to be horrendously disruptive. A situation where 30 to 40 per cent of the working age population was economically useless would be tough enough. They might be taxi drivers replaced by a self-driving car, hedge fund managers replaced by an algorithm, or financial journalists replaced by a chatbot on Instagram.
By “economically useless” I mean people unable to secure work at anything approaching a living wage. For all their value as citizens, friends, parents, and their intrinsic worth as human beings, they would simply have no role in the economic system.
I’m not sure how likely this is — I would bet against it happening soon — but it is never too early to prepare for what might be a utopia, or a catastrophe. And an intriguing debate has broken out over how to look after disadvantaged workers both now and in this robot future.
Should everyone be given free money? Or should everyone receive the guarantee of a decently-paid job? Various non-profits, polemicists and even Silicon Valley types have thrown their weight behind the “free money” idea in the form of a universal basic income, while US senators including Bernie Sanders, Elizabeth Warren, Cory Booker and Kirsten Gillibrand have been pushing for trials of a jobs guarantee.
Basic income or basic jobs? There are countless details for the policy wonks to argue over, but what interests me at the moment is the psychology. In a world of mass technological unemployment, would either of these two remedies make us happy?
Author Rutger Bregman describes a basic income in glowing terms, as “venture capital for everyone”. He sees the cash as liberation from abusive working conditions, and a potential launch pad to creative and fulfilling projects.
Yet the economist Edward Glaeser views a basic income as a “horror” for the recipients. “You’re telling them their lives are not going to be ones of contribution,” he remarked in a recent interview with the EconTalk podcast. “Their lives aren’t going to be producing a product that anyone values.”
Surely both of them have a point. A similar disagreement exists regarding the psychological effect of a basic jobs guarantee, with advocates emphasising the dignity of work, while sceptics fear a Sisyphean exercise in punching the clock to do a fake job.
So what does the evidence suggest? Neither a jobs guarantee nor a basic income has been tried at scale in a modern economy, so we are forced to make educated guesses.
We know that joblessness makes us miserable. In the words of Warwick university economist Andrew Oswald: “There is overwhelming statistical evidence that involuntary unemployment produces extreme unhappiness.”
What’s more, adds Prof Oswald, most of this unhappiness seems to be because of a loss of prestige, identity or self-worth. Money is only a small part of it. This suggests that the advocates of a jobs guarantee may be on to something.
In this context, it’s worth noting two recent studies of lottery winners in the Netherlands and Sweden, both of which find that big winners tend to scale back their hours rather than quitting their jobs. We seem to find something in our jobs worth holding on to.
Yet many of the trappings of work frustrate us. Researchers led by Daniel Kahneman and Alan Krueger asked people to reflect on the emotions they felt as they recalled episodes in the previous day. The most negative episodes were the evening commute, the morning commute, and work itself. Things were better if people got to chat to colleagues while working, but (unsurprisingly) they were worse for low status jobs, or jobs for which people felt overqualified. None of which suggests that people will enjoy working on a guaranteed-job scheme.
Psychologists have found that we like and benefit from feeling in control. That is a mark in favour of a universal basic income: being unconditional, it is likely to enhance our feelings of control. The money would be ours, by right, to do with as we wish. A job guarantee might work the other way: it makes money conditional on punching the clock.
On the other hand (again!), we like to keep busy. Harvard researchers Matthew Killingsworth and Daniel Gilbert have found that “a wandering mind is an unhappy mind”. And social contact is generally good for our wellbeing. Maybe guaranteed jobs would help keep us active and socially connected.
The truth is, we don’t really know. I would hesitate to pronounce with confidence about which policy might ultimately be better for our wellbeing. It is good to see that the more thoughtful advocates of either policy — or both policies simultaneously — are asking for large-scale trials to learn more.
Meanwhile, I am confident that we would all benefit from an economy that creates real jobs which are sociable, engaging, and decently paid. Grand reforms of the welfare system notwithstanding, none of us should be giving up on making work work better.

'It was quasi-religious': the great self-esteem con

In 2014, a heartwarming letter sent to year 6 pupils at Barrowford primary school in Lancashire went viral. Handed out with their Key Stage 2 exam results, it reassured them: “These tests do not always assess all of what it is that make each of you special and unique… They do not know that your friends count on you to be there for them or that your laughter can brighten the dreariest day. They do not know that you write poetry or songs, play sports, wonder about the future, or that sometimes you take care of your little brother or sister.”
At Barrowford, people learned, teachers were discouraged from issuing punishments, defining a child as “naughty” and raising their voices. The school’s guiding philosophy, said headteacher Rachel Tomlinson, was that kids were to be treated with “unconditional positive regard”.
A little more than a year later, Barrowford found itself in the news again. Ofsted had given the school one of its lowest possible ratings, finding the quality of teaching and exam results inadequate. The school, their report said, “emphasised developing pupils’ emotional and social wellbeing more than the attainment of high standards”. Somehow, it seemed, the nurturing of self-esteem had not translated into higher achievement.
The flawed yet infectious notion that, in order to thrive, people need to be treated with unconditional positivity first gained traction in the late 80s. Since then, the self-esteem movement has helped transform the way we raise our children – prioritising their feelings of self-worth, telling them they are special and amazing, and cocooning them from everyday consequences.
One manifestation of this has been grade inflation. In 2012, the chief executive of British exams regulator Ofqual admitted the value of GCSEs and A-levels had been eroded by years of “persistent grade inflation”. In the US, between the late 60s and 2004, the proportion of first year university students claiming an A average in high school rose from 18% to 48%, despite the fact that SAT scores had actually fallen. None of this, says Keith Campbell, professor of psychology at the University of Georgia and expert on narcissism, serves our youngsters well. “Burning yourself on a stove is really useful in telling you where you stand,” he says, “but we live in a world of trophies for everyone. Fourteenth place ribbon. I am not making this stuff up. My daughter got one.”
Campbell, with his colleague Jean Twenge at San Diego State University, has argued that this kind of parenting and teaching has contributed to a measurable rise in narcissism: witness the selfie-snapping millennials. Although their findings are disputed, Twenge points to other research done in the US and beyond – “twenty-two studies or samples [that] show a generational increase in positive self-views, including narcissism, and only two [that] do not”.

How did we get here? To answer that, you have to go back to 1986 and the work of an eccentric and powerful California politician, John “Vasco” Vasconcellos. That year, the Democrat Vasconcellos managed to persuade a deeply sceptical Republican state governor to fund a three-year task force to explore the value of self-esteem. Vasco was convinced that low self-esteem was the source of a huge array of social issues, including unemployment, educational failure, child abuse, domestic violence, homelessness and gang warfare. He became convinced that raising the population’s self-esteem would act as a “social vaccine”, saving the state billions.
But Vasco’s plan backfired spectacularly, with the fallout lasting to this day. I spent a year trying to find out why – and discovered that there was, at the heart of his project, a lie.

John Vasconcellos grew up an obedient Catholic, an altar boy, the smartest kid in his class, whose mother swore that he never misbehaved. But, being such a devout Catholic, he knew that no matter how good he was, he could only ever be a sinner. At primary school, he ran for class president. “I lost by one vote. Mine,” he later said. He didn’t vote for himself because “I’d been drilled never to use the word ‘I’, never to think or speak well of myself.”
After a spell as a lawyer, Vasco entered politics. In 1966, aged 33, he was elected to the California state assembly. But there was a problem: his professional success was at odds with how he thought of himself; he felt he didn’t deserve it. At 6ft 3in and over 200lb, he would stalk the Capitol building in Sacramento, glowering and anxious in his smart black suit, perfect white shirt and arrow-straight tie, his hair cropped with military precision. “I found my identity and my life coming utterly apart,” he later said. “I had to go and seek help.”
That help came from an unusual Catholic priest: Father Leo Rock was a psychologist who had trained under the pioneer of humanistic psychology, Carl Rogers, a man who believed that the Catholics had it absolutely wrong. At their core, he thought, humans weren’t bad; they were good. And in order to thrive, people needed to be treated with “unconditional positive regard” (Rogers coined the phrase). Vasco began studying under Rogers himself, a man he later described as “almost my second father”. Through intense group therapy workshops at the Esalen Institute in Big Sur, Vasco became a devotee of the human potential movement, based partly on the Rogerian idea that all you need to do to live well is discover your authentic inner self.

Around the state capitol, Vasco’s colleagues began to notice the buttoned-up Catholic was unbuttoning. He grew his hair and wore half-open Hawaiian shirts on the floor of the senate, a gold chain nestled in his chest hair. One reporter described him as looking like “a cross between a rock star and a drug smuggler”. He became a human potential evangelist, preaching the innate goodness of humans and handing long book lists to colleagues. His self-hating Catholic self had washed away, and in its place was a great, glowing letter “I”.
Vasco knew he was in a unique position. As a politician, he could take everything he’d learned about human potential and turn it into policy that would have a real effect on thousands, perhaps millions, of lives. He decided to campaign for a state-financed task force to promote self-esteem: this would give the movement official affirmation and allow politicians to fashion legislation around it. Best of all, they could recruit the world’s finest researchers to prove, scientifically, that it worked.
In the mid-80s, the notion that feeling good about yourself was the answer to all your problems sounded to many like a silly Californian fad. But it was also a period when Thatcher and Reagan were busily redesigning western society around their project of neoliberalism. By breaking the unions, slashing protections for workers and deregulating banking and business, they wanted to turn as much of human life as possible into a competition of self versus self. To get along and get ahead in this new competitive age, you had to be ambitious, ruthless, relentless. You had to believe in yourself. What Vasco was offering was a simple hack that would make you a more winning contestant.
Vasco’s first attempt at having his task force mandated into law came to a halt in 1984, when he suffered a heart attack. His belief in positive thinking was such that, in an attempt to cure himself, he wrote to his constituents asking them to picture themselves with tiny brushes swimming through his arteries, scrubbing at the cholesterol, while singing, to the tune of Row, Row, Row Your Boat: “Now let’s swim ourselves/ up and down my streams/Touch and rub and warm and melt/the plaque that blocks my streams.” It didn’t work. As the senate voted on his proposal, Vasco was recovering from seven-way coronary bypass surgery.
After a second attempt was vetoed by the state governor, Vasco decided to enhance the name of his project, upgrading it to the Task Force to Promote Self-Esteem and Personal and Social Responsibility. He reduced the proposed budget from $750,000 a year to $735,000 over three, to be spent on academic research and the gathering of evidence in the form of public testimony. On 23 September 1986, Assembly Bill 3659 was signed into law.
The response from the California media was immediate and savage. One editorial, in the San Francisco Chronicle, called Vasco’s task force “naive and absurd”. Nothing made Vasco more angry than his ideas not being taken seriously, but he was about to become the joke of America.

Until Monday 9 February 1987, Vasco’s task force had been largely state news. But on that morning, the cartoonist Garry Trudeau, who had been tickled by the politician’s crusade, began an extraordinary two-week run of his popular Doonesbury strip devoted to it. By the end of that day, reporters were crowding Vasco on the floor of the assembly chamber. Rival politicians gave dismissive briefings – “You could buy the Bible for $2.50 and do better” – while the Wall Street Journal’s story bore the headline Maybe Folks Would Feel Better If They Got To Split The $735,000.

Vasco was livid. The media, he complained, were “terrible, cynical, sceptical and cheap”. Their problem? “Low self-esteem.”
Meanwhile, something remarkable seemed to be happening. The response from the people of California had been great. Between its announcement and the task force’s first public meeting in March 1987, the office received more than 2,000 calls and letters, and almost 400 applications to volunteer. More than 300 people came forward to speak in support of self-esteem at public hearings across the state. And even if the media’s tone wasn’t always respectful, Vasco himself was now a national figure. He appeared everywhere from Newsweek to the CBS Morning Show to the BBC. This, he sensed, could be a major opportunity.
But first he needed to find a way to wrench the media conversation upwards. And things, on that front, were going from unfortunate to ridiculous. It began with the announcement of the task force’s 25 members. On the upside, it was a diverse group, including women, men, people of colour, gay people, straight people, Republicans, Democrats, a former police officer and Vietnam veteran who’d been awarded two Purple Hearts. On the downside, it also included a white man in a turban who predicted the work of the task force would be so powerful, it would cause the sun to rise in the west. A delighted Los Angeles Herald told how, in front of the press, one member of the task force had asked others to close their eyes and imagine a “self-esteem maintenance kit” of magic hats, wands and amulets.
Vasco’s team began hearing testimony from people up and down California. They heard from an LA deputy sheriff who toured schools, attempting to reduce drug use by telling pupils, “You are special. You are a wonderful individual.” They heard from masked members of the Crips, who blamed their violent criminality on low self-esteem. One school principal recommended having elementary pupils increase their self-importance by doing evaluations on their teachers. A woman called Helice Bridges explained how she’d dedicated her life to distributing hundreds of thousands of blue ribbons that read Who I Am Makes A Difference.
With the national media given so much to snigger over, it was beginning to look as if Vasco’s mission was a bust. But there had been some good news: the University of California had agreed to recruit seven professors to research the links between low self-esteem and societal ills. They would report back in two years’ time. For Vasco, their findings would be personal. If the professors decided he was wrong, it was all over.

At 7.30pm on 8 September 1988, Vasco met the scientists at El Rancho Inn in Millbrae, just outside San Francisco, to hear the results. Everything hinged on Dr Neil Smelser, an emeritus professor of sociology who had coordinated the work, leading a team who reviewed all the existing research on self-esteem. And the news was good: four months later, in January, the task force issued a newsletter: “In the words of Smelser, ‘The correlational findings are very positive and compelling.’”
The headlines quickly piled up: Self-Esteem Panel Finally Being Taken Seriously; Commission On Self-Esteem Finally Getting Some Respect. The state governor sent the professors’ research to his fellow governors, saying, “I’m convinced that these studies lay the foundation for a new day in American problem solving.”
Vasco’s task force was almost done: all they had to do now was build upon this positive tone with the publication of their final report, Toward A State Of Esteem, in January 1990. That report turned out to be a victory beyond the reasonable hopes of anyone who had witnessed its humiliating origins. The governor of Arkansas, Bill Clinton, who’d privately mocked Vasco and his project, now publicly endorsed it, as did figures including Barbara Bush and Colin Powell. Time magazine ran with the headline, “The sneers are turning to cheers.”
The man they were calling the Johnny Appleseed of Self-Esteem appeared on the Today Show and Nightline, on the BBC and Australia’s ABC. The report went into reprint in its debut week and went on to sell an extraordinary 60,000 copies. Vasco’s publicists approached Oprah Winfrey, who ran a prime-time special examining why she believed self-esteem was going to be one of the “catch-all phrases for the 1990s”. Interviewed were Maya Angelou, Drew Barrymore and John Vasconcellos.
What had really happened at that meeting? I found the answer on an old audio cassette, hissy and faint
Four months after the launch of Toward A State Of Esteem, the papers were reporting that self-esteem was “sweeping through California’s public schools”, with 86% of the state’s elementary school districts and 83% of high school districts implementing self-esteem programmes. In Sacramento, students began meeting twice a week to decide how to discipline other students; in Simi Valley, kids were taught, “It doesn’t matter what you do, but who you are.” Political leaders from Arkansas to Hawaii to Mississippi began considering their own task forces.
As the months became years, the self-love movement spread. Defendants in drug trials were rewarded with special key chains for appearing in court, while those who completed treatment were given applause and doughnuts. Children were awarded sports trophies just for turning up; a Massachusetts school district ordered children in gym classes to skip without actual ropes lest they suffer the self-esteem catastrophe of tripping. Meanwhile, police in Michigan seeking a serial rapist instructed the public to look out for a thirtysomething male with medium build and “low self-esteem”.
The credibility of Vasco’s task force turned largely on a single fact: that, in 1988, the esteemed professors of the University of California had analysed the data and confirmed his hunch. The only problem was, they hadn’t. When I tracked down one renegade task force member, he described what happened as “a fucking lie”. And Vasco was behind it.

In an attempt to discover how America, and then the world, got conned so spectacularly, I travelled to Del Mar, California, to meet the task force member who’d predicted their work would cause the sun to rise in the west. David Shannahoff-Khalsa welcomed me into his bungalow, looking little changed from the old photographs I’d seen: face narrow, eyes sharp, turban blue. A kundalini yoga practitioner who believed meditation to be an “ancient technology of the mind”, Shannahoff-Khalsa had been so disillusioned by the final report, he’d refused to sign it.
How did he rate the academics’ research? “As you read the book,” he said, “it’s a bunch of scholarly gobbledegook.”
What was Mecca’s response when the data didn’t say what he wanted?
“I didn’t care,” he said. “I thought it was beyond science. It was a leap of faith. And I think only a blind idiot wouldn’t believe that self-esteem isn’t central to one’s character and health and vitality.”
Was Vasconcellos angry when he read the professors’ reports?
“The thing is, John was an incredible politician. He was pragmatic enough that he felt he had what he needed, and that was a scholarly report that pretty much said, ‘Self-esteem’s important.’ At least, that’s the spin we got in the media.”
Mecca told me that, prior to the final report’s publication, he and Vasco visited editors and television producers up and down the country, in a deliberate attempt to construct the story before it could be subverted. An extraordinary $30,000 was spent on their PR campaign: at its height, five publicists were working full time. “We decided to make sure we got out there to tell our story and not let them interpret it from the stuff that was being written by Smelser. We cultivated the message. And that positiveness prevailed.”
So nobody listened to what Smelser and Shannahoff-Khalsa were saying?
“I’m not sure anybody cared,” Mecca said. “Who remembers Neil Smelser or Shannahoff-Khalsa? Nobody! They were tiny ripples in a big tsunami of positive change.”

More than 20 years on, the effects of Vasco’s mission linger. Whether the tsunami of change he brought about was wholly positive remains doubtful. I spoke to educational psychologist Dr Laura Warren, who taught in British schools in the 90s, and remembers her school’s edict that staff use mauve pens to mark errors, in place of the negative red. “It was a policy of ‘reward everything that they do’,” she told me. “That turned out to be a terribly bad idea.”
The Ofsted inspectors discovered as much when they visited Barrowford primary school in 2015. His belief in positive thinking was such that, in an attempt to cure himself, he wrote to his constituents asking them to picture themselves with tiny brushes swimming through his arteries, scrubbing at the cholesterol, while singing, to the tune of Row, Row, Row Your Boat: “Now let’s swim ourselves/ up and down my streams/Touch and rub and warm and melt/the plaque that blocks my streams.” It didn’t work. As the senate voted on his proposal, Vasco was recovering from seven-way coronary bypass surgery.
After a second attempt was vetoed by the state governor, Vasco decided to enhance the name of his project, upgrading it to the Task Force to Promote Self-Esteem and Personal and Social Responsibility. He reduced the proposed budget from $750,000 a year to $735,000 over three, to be spent on academic research and the gathering of evidence in the form of public testimony. On 23 September 1986, Assembly Bill 3659 was signed into law.
The response from the California media was immediate and savage. One editorial, in the San Francisco Chronicle, called Vasco’s task force “naive and absurd”. Nothing made Vasco more angry than his ideas not being taken seriously, but he was about to become the joke of America.

Until Monday 9 February 1987, Vasco’s task force had been largely state news. But on that morning, the cartoonist Garry Trudeau, who had been tickled by the politician’s crusade, began an extraordinary two-week run of his popular Doonesbury strip devoted to it. By the end of that day, reporters were crowding Vasco on the floor of the assembly chamber. Rival politicians gave dismissive briefings – “You could buy the Bible for $2.50 and do better” – while the Wall Street Journal’s story bore the headline Maybe Folks Would Feel Better If They Got To Split The $735,000.

Vasco was livid. The media, he complained, were “terrible, cynical, sceptical and cheap”. Their problem? “Low self-esteem.”
Meanwhile, something remarkable seemed to be happening. The response from the people of California had been great. Between its announcement and the task force’s first public meeting in March 1987, the office received more than 2,000 calls and letters, and almost 400 applications to volunteer. More than 300 people came forward to speak in support of self-esteem at public hearings across the state. And even if the media’s tone wasn’t always respectful, Vasco himself was now a national figure. He appeared everywhere from Newsweek to the CBS Morning Show to the BBC. This, he sensed, could be a major opportunity.
But first he needed to find a way to wrench the media conversation upwards. And things, on that front, were going from unfortunate to ridiculous. It began with the announcement of the task force’s 25 members. On the upside, it was a diverse group, including women, men, people of colour, gay people, straight people, Republicans, Democrats, a former police officer and Vietnam veteran who’d been awarded two Purple Hearts. On the downside, it also included a white man in a turban who predicted the work of the task force would be so powerful, it would cause the sun to rise in the west. A delighted Los Angeles Herald told how, in front of the press, one member of the task force had asked others to close their eyes and imagine a “self-esteem maintenance kit” of magic hats, wands and amulets.
Vasco’s team began hearing testimony from people up and down California. They heard from an LA deputy sheriff who toured schools, attempting to reduce drug use by telling pupils, “You are special. You are a wonderful individual.” They heard from masked members of the Crips, who blamed their violent criminality on low self-esteem. One school principal recommended having elementary pupils increase their self-importance by doing evaluations on their teachers. A woman called Helice Bridges explained how she’d dedicated her life to distributing hundreds of thousands of blue ribbons that read Who I Am Makes A Difference.
With the national media given so much to snigger over, it was beginning to look as if Vasco’s mission was a bust. But there had been some good news: the University of California had agreed to recruit seven professors to research the links between low self-esteem and societal ills. They would report back in two years’ time. For Vasco, their findings would be personal. If the professors decided he was wrong, it was all over.

At 7.30pm on 8 September 1988, Vasco met the scientists at El Rancho Inn in Millbrae, just outside San Francisco, to hear the results. Everything hinged on Dr Neil Smelser, an emeritus professor of sociology who had coordinated the work, leading a team who reviewed all the existing research on self-esteem. And the news was good: four months later, in January, the task force issued a newsletter: “In the words of Smelser, ‘The correlational findings are very positive and compelling.’”
The headlines quickly piled up: Self-Esteem Panel Finally Being Taken Seriously; Commission On Self-Esteem Finally Getting Some Respect. The state governor sent the professors’ research to his fellow governors, saying, “I’m convinced that these studies lay the foundation for a new day in American problem solving.”
Vasco’s task force was almost done: all they had to do now was build upon this positive tone with the publication of their final report, Toward A State Of Esteem, in January 1990. That report turned out to be a victory beyond the reasonable hopes of anyone who had witnessed its humiliating origins. The governor of Arkansas, Bill Clinton, who’d privately mocked Vasco and his project, now publicly endorsed it, as did figures including Barbara Bush and Colin Powell. Time magazine ran with the headline, “The sneers are turning to cheers.”
The man they were calling the Johnny Appleseed of Self-Esteem appeared on the Today Show and Nightline, on the BBC and Australia’s ABC. The report went into reprint in its debut week and went on to sell an extraordinary 60,000 copies. Vasco’s publicists approached Oprah Winfrey, who ran a prime-time special examining why she believed self-esteem was going to be one of the “catch-all phrases for the 1990s”. Interviewed were Maya Angelou, Drew Barrymore and John Vasconcellos.

Four months after the launch of Toward A State Of Esteem, the papers were reporting that self-esteem was “sweeping through California’s public schools”, with 86% of the state’s elementary school districts and 83% of high school districts implementing self-esteem programmes. In Sacramento, students began meeting twice a week to decide how to discipline other students; in Simi Valley, kids were taught, “It doesn’t matter what you do, but who you are.” Political leaders from Arkansas to Hawaii to Mississippi began considering their own task forces.
As the months became years, the self-love movement spread. Defendants in drug trials were rewarded with special key chains for appearing in court, while those who completed treatment were given applause and doughnuts. Children were awarded sports trophies just for turning up; a Massachusetts school district ordered children in gym classes to skip without actual ropes lest they suffer the self-esteem catastrophe of tripping. Meanwhile, police in Michigan seeking a serial rapist instructed the public to look out for a thirtysomething male with medium build and “low self-esteem”.
The credibility of Vasco’s task force turned largely on a single fact: that, in 1988, the esteemed professors of the University of California had analysed the data and confirmed his hunch. The only problem was, they hadn’t. When I tracked down one renegade task force member, he described what happened as “a fucking lie”. And Vasco was behind it.

In an attempt to discover how America, and then the world, got conned so spectacularly, I travelled to Del Mar, California, to meet the task force member who’d predicted their work would cause the sun to rise in the west. David Shannahoff-Khalsa welcomed me into his bungalow, looking little changed from the old photographs I’d seen: face narrow, eyes sharp, turban blue. A kundalini yoga practitioner who believed meditation to be an “ancient technology of the mind”, Shannahoff-Khalsa had been so disillusioned by the final report, he’d refused to sign it.

As we sat and nibbled cheese, he picked up a thick book with a shiny red cover: The Social Importance Of Self-Esteem. This was the collected work of the University of California professors. He flicked through its pages, settling eventually on Smelser’s summary of the findings. “The news most consistently reported,” he read out loud, “is that the association between self-esteem and its expected consequences are mixed, insignificant or absent.”
This was a radically different conclusion from that fed to the public. Shannahoff-Khalsa told me he was present when Vasco first saw preliminary drafts of the professors’ work. “I remember him going through them – and he looks up and says, ‘You know, if the legislature finds out what’s in these reports, they could cut the funding to the task force.’ And then all of that stuff started to get brushed under the table.”
How did they do that?
“They tried to hide it. They published a [positive] report before this one,” he said, tapping the red book, which deliberately “ignored and covered up” the science.

The data was not going to give them something they could “hand on a platter to the legislature and say, ‘This is what you’ve got to do and you’re going to expect the following kind of results.’ That is another sin,” he said. “It’s the sin of overselling. And nobody can want to do that.”
I wondered whether Smelser was angry about the quote that got used. So I called him. He told me the university got involved in the first place only because Vasco was in charge of its budget. “The pressure [from Vasco] was indirect. What was Mecca’s response when the data didn’t say what he wanted?
“I didn’t care,” he said. “I thought it was beyond science. It was a leap of faith. And I think only a blind idiot wouldn’t believe that self-esteem isn’t central to one’s character and health and vitality.”
Was Vasconcellos angry when he read the professors’ reports?
“The thing is, John was an incredible politician. He was pragmatic enough that he felt he had what he needed, and that was a scholarly report that pretty much said, ‘Self-esteem’s important.’ At least, that’s the spin we got in the media.”
Mecca told me that, prior to the final report’s publication, he and Vasco visited editors and television producers up and down the country, in a deliberate attempt to construct the story before it could be subverted. An extraordinary $30,000 was spent on their PR campaign: at its height, five publicists were working full time. “We decided to make sure we got out there to tell our story and not let them interpret it from the stuff that was being written by Smelser. We cultivated the message. And that positiveness prevailed.”
So nobody listened to what Smelser and Shannahoff-Khalsa were saying?
“I’m not sure anybody cared,” Mecca said. “Who remembers Neil Smelser or Shannahoff-Khalsa? Nobody! They were tiny ripples in a big tsunami of positive change.”

More than 20 years on, the effects of Vasco’s mission linger. Whether the tsunami of change he brought about was wholly positive remains doubtful. I spoke to educational psychologist Dr Laura Warren, who taught in British schools in the 90s, and remembers her school’s edict that staff use mauve pens to mark errors, in place of the negative red. “It was a policy of ‘reward everything that they do’,” she told me. “That turned out to be a terribly bad idea.”
The Ofsted inspectors discovered as much when they visited Barrowford primary school in 2015. But after their critical report became public, the headteacher, Rachel Tomlinson, defended herself in her local newspaper. “When we introduced the policy, it was after an awful lot of research and deliberation,” she said. “And I think it has been a success.”

For Indian women in America, a sea of broken dreams

When Pavitra’s Delta Air Lines flight flew into Atlanta’s Hartsfield-Jackson International Airport on a crisp blue July morning back in 2008, her heart pounded with excitement. Though it was a dangerous time economically and few companies were hiring, her husband landed a good job with a major IT firm and was assigned to projects across the U.S.
Pavitra, who had a bachelor’s degree from India and some work experience, had made a careful plan to embark on a course of higher studies — permitted under her current H-4 visa — and then seek employment. It was all coming together for her, it seemed. But she was in for a rude shock.
Within months of her settling down in a strange new land, she found out that not only were higher studies a financially draining option, given the lack of funding for spouses of H1-B visa-holders, she was also unable to pursue a graduate programme because with her three-year Indian undergraduate degree she was not considered eligible for graduate enrolment in the U.S.
With a paucity of viable alternatives, she turned her attention to the job market, an effort that proved even more futile. “I tried applying for a job but as soon as the recruiters came to know of my H-4 visa status, they would say they do not sponsor H1-B,” Pavitra said.
Matters then took a turn for the worse. Trapped in a labyrinth of visa-related restrictions, she began to feel she had no purpose in life. “I started going through depression, loss of enthusiasm and self-esteem. I started having chronic migraines every day,” she said. As migraine attacks went, hers were so severe that she could not even open her eyes, often threw up, and had chills.
“I had to call my husband every day at work, saying I am ill and he used to come home running. Life for him was very difficult, juggling between work commitments and my doctor visits,” she said. He was unable to look for better work opportunities since he was worried and wanted to look after her.
Now in the midst of a mind-numbing routine of hobbies, she asks herself: “Where am I in my life today? Still a dependent, still need to start my career fresh at this age.” And her future looks cloudy too, as it is a shaky prospect to start and raise a family on a single income, and whenever she tries to get back in the job market, “getting back my self-confidence, independence, self-esteem... [is] going to be a struggle for me.”
If Pavitra’s situation were an idiosyncratic case of misery in the wilderness of American suburbia, it may not be a collective concern. Yet that is not the case and, to be specific, 1,00,000 to 1,50,000 people, mostly women, from India, other parts of Asia and the rest of the world are stuck in this deadening reality of joblessness and social isolation, rapid erosion of self-esteem, and attendant toxic malfunctions in their personal lives.
Let’s step back and consider the facts and numbers in question.
The issue of H-4’s debilitating impact on its holders is not a new one. In fact, writing on cases of abuse of H-4 women by their H1-B husbands in The Hindu in 2008, Shivali Shah, a New York-based lawyer, explained that the U.S. Customs and Immigration Service does not provide H-4 spouses with work authorisation until well into the green card process.
There is no prospect of working on the H-4 visa per se. The State Department’s guidance on a range of non-immigrant visas notes: “A person who has received a visa as the spouse or child of a temporary worker may not accept employment in the U.S. with the exception of spouses of L-1 visa-holders.”
“Therefore, these women are financially dependent on their husbands for anywhere from two to nine years,” Ms. Shah pointed out, adding “H-4 women are middle-class and have status in the U.S., but immigration laws can make them indigent and undocumented at the whims of their husbands.”
So how many individuals are affected by this law? Since around 2004, the USCIS has set the annual cap for H1 visas issued at approximately 65,000. Even if one were to conservatively assume that 50 per cent of these visa-holders were married, it suggests close to 32,500 spouses or partners on H-4 visas a year.
Given that the H-4 visa is often of six-year validity, it would not be far off the mark to assume that there are well over 1,00,000 individuals stuck with this visa, possibly over 1,50,000. Further, the most recent USCIS data quoted in a study by the Brookings Institution suggest that 58 per cent of the H-1B visas are granted to Indians. This means that well over 50,000 Indians are in this position.
This includes only H-1 spouses. There is a host of other visa-types, for example, I-visas for journalists, all of which are subject to the USCIS work ban for their spouses — except L-1s, usually issued for senior executives who are on intra-company transfers from other nations. If the spouses of visa-holders in these categories were also counted, the number of frustrated, but often talented, individuals unable to work would perhaps grow exponentially.
To truly come to grips with the intensity of the problem faced by individuals trapped in the H-4 visa quagmire, a glimpse into the corrosive nature of the visa’s work restrictions is useful.
Rashi Bhatnagar, a H-4 visa-holder in the U.S. who was willing to have her real name used in this story — all others have been changed to respect privacy concerns — set up a Facebook group called ‘H-4 visa, a curse,’ after facing the deadening reality of joblessness, having enjoyed years of a successful career in India. Though she had a master’s degree from India, she had numerous doors of opportunity slammed on her in the U.S. after she had to relocate to this country to join her IT-worker husband.
However, Rashi counts herself among the fortunate few, whose spouses have a senior role, some leverage with their employer and hence some hope for flexibility, such as an early or expedited green card application. For most other “H-4s,” the mathematics of the waiting time for the right to work is debilitating, killing off their most productive work years from their late twenties to late thirties.
In the EB2 category of temporary, non-immigrant workers, a H-4 visa spouse would typically wait for six years before a green card application is made and then potentially another six years for the issuance of the green card. This makes a total of around 12 years, time spent languishing in the aisles of Walmart, making small-talk with vendors on street corners, engaged in the soul-destroying household chores and the limited joys of child-rearing.
In the EB3 category, the six-year wait for the green card process initiation is compounded by an even longer eight-12 year wait for the green card itself, requiring the H-4 visa-holders to hold their life in suspended animation for a staggering 14-18 years. Over the passage of such a length of time, all hope of resuscitating one’s passion to pursue a meaningful career is likely to be extinguished, with only a sense of lonely desperation left in its wake.

To better understand the impact of the U.S.’ H-4 visa, the non-working visa given to the spouse of a work-authorised H-1B visa holder, The Hindu conducted a limited survey via a Facebook page that is a portal for H-4 visa holders. Along with the administrator of that page, Rashi Bhatnagar, who is herself on an H-4 visa, respondents were asked about the circumstances they found themselves in after they arrived in the U.S.
The responses not only hinted at a wide range of personal and health setbacks for female Indian H-4 visa holders but also testified to this visa’s impact on those from other nations, grown children of H-4 visa holders and, in some rare cases, male H-4 visa holders.
Take the case of Kathy, who used to be Senior Principal at a firm in the United Kingdom. After she and her children moved to the U.S. to join her husband, they had to put their oldest daughter through college with absolutely no access to financial aid because they were not permanent citizens of the U.S.
To make matters worse, when her daughter finished college she found herself, like her mother, stuck at home and unable to earn a living using the skills acquired at university. “She sits in her room all day, on her own,” Kathy worried, adding that her daughter had few friends and got very depressed.
Kathy herself fared poorly and it took a drastic toll on her health. Initially she and her daughters had private health insurance, but after she was diagnosed with a pineocytoma, or non-malignant brain tumour, she was dropped from her insurance. Apart from the compelling case that such instances make for reform of the H-4 visa restrictions, they underscore the need for the sort of health insurance reform that President Barack Obama has pushed through. As for Kathy, she and her daughter have no health insurance, no prospect of working and face a daily routine of social isolation and despondence.
Another striking case that the survey revealed was of Rahul, a male H-4 visa holder who followed his IT-professional wife to the U.S. For him, too, the stark reality of U.S. employers’ unwillingness to sponsor an H-1B struck home after many months of a frustrating job search. Cut off from friends and family and no longer the sociable, buoyant person he used to be, Rahul turned to alcohol — at a heavy cost. Caught in a downward spiral of depression, he attempted suicide several times. “I hurt myself very badly during one of these attempts and had to be hospitalised after calling 911,” he said. However, he showed resilience and tried to bounce back from that low point. He returned to India to change his field from sales and marketing and gain a greater IT focus. He even found work in a U.S. firm’s India office in the hope that the firm would apply for a work visa for him.
“Unfortunately the recession hit in 2008 and the company did not do well,” said Rahul. He had to resign himself to the prospect of staying on in India and battling the spectre of alcoholism that had arisen once again, not to mention thoughts of depression and suicide. Meanwhile, his wife and three-year-old child live out their lives in the U.S. without him.
Among most respondents to the Facebook survey, health issues arising from depression and a sense of hopelessness appeared to be common. One respondent, Joyita, said she was constantly visiting neurologists and physical therapists for treatments related to psychological turmoil “which have their roots in H-4 visa’s work restrictions”.
Even where physical symptoms were absent a sense of utter despair replaced the initial optimism that these spouses of H-1B workers had felt. Shauravi, for example, felt that she could not afford an MBA or other professional degree given the lack of funding opportunities. But the alternative, to “be at home for whole day without working and be very dependent to my husband ... has made me very weak just thinking about it”.
Another respondent, Ketaki, worried that the only degree she could afford was of no interest to her and lack of friends and complete dependence on her husband in a new environment had made her lose her self-confidence. Similarly Lavanya, who left a senior post in the Indian government, found herself struggling to keep up her self-esteem when she could not find any job, not even one that required far lower skill levels than those she possessed.
For several survey respondents their vulnerability had led to abuse within the marriage, in some cases resulting in complete familial breakdown. Priya told The Hindu that after suffering numerous beatings by her husband, she managed to file a police complaint and had him arrested. However, because as an H-4 spouse she had no access to bank accounts and other paperwork — all of which were controlled by her husband — she was unable to afford an attorney to fight the case. She was left praying for a denial of visa renewal for her husband for she had no other means to reach out to her family back in India.
A similar case was Poorvi who, despite overcoming financial hurdles and completing a U.S. academic degree, faced marital trouble, loneliness and spousal abuse that ultimately led to divorce.
The severity of personal problems faced by individuals in this position begs the question of why the spouses of H-1B, I, and a range of other visa holders have been denied the right to work, while L-1 visa holders’ spouses were granted the right some time ago,
Sheela Murthy, an expert on immigration law, told The Hindu that there had occasionally been talk in official circles about granting H-4 visa holders the right to work, but “that was before the economy tanked”. Apart from the sheer political pressure that any government would face if it tries to push through such a reform, it could also lead to some uncomfortable questions as to why the spouses of other visa holders — including the A, B, C, D, G, and F visas — could not similarly be given the right to work .
The H-4 case may be a “strong but not a winning argument”, said Ms. Murthy, noting that another fact pertinent to this case was that India ranks among the top 10 nationalities of illegal immigrants in the U.S.
On lobbying the White House and Capitol Hill for relaxing the work restrictions, she said: “I do not think we have been able to make the case clearly and strongly, with statistics and numbers, and have a very limited and strong message, to take up the drumbeat that gets both Houses of Congress on board.” There was still something missing in the strategy and articulation, she suggested.
In the end there is a complex argument to be made that must consider all of the difficult questions relating to the politics of post-recession unemployment, the plight of spouses of other visa holders, and the broader context of comprehensive immigration reform and illegal immigration.
Yet even as the weight of these unanswered questions stalls progress on H-4 visa reform, thousands of individuals in this category will continue to live with their broken dreams.

The rotten New Zealand cricket administration - among others!

Cricket has stood the test of time as a great sport. Its worth is obvious when the sun comes out and a contest between two teams can be enjoyed hour after hour, day after day.
Many play because of the unique nature of individual expression, bowler against batsman, inside a team environment. Eleven-a-side offers plenty of variety in personality and character, which is required, given the different roles and skills that are called upon. Cricket is a fine all-round sport: healthy for the body but without direct contact, and healthy for the mind as it makes you think and concentrate for long periods.
It's no different in New Zealand, despite our national game being rugby. Of course our climate is more suited to the winter code, but you still can't beat a summer afternoon Down Under playing cricket, either professionally or as a pastime. For a century we have embraced our favourite summer sport. It has added worth to our landscape, our culture, and to our international reputation as a nation.
Not anymore. When an organisation like New Zealand Cricket starts stripping the self-worth (and I don't mean monetary worth) from talented athletes, when a young player enters the system and leaves it disillusioned and dispirited, the the sport becomes worthless.
In a previous article I wrote about why I thought we struggled to score more Test hundreds compared to any other nation. I named a large group of batsmen through the last ten years who have come and gone through our appalling system, and no doubt most have departed feeling a certain disenchantment with their treatment.
It's sad to see young people chase their dreams only to miss out. Of course that is part of life and its challenges. But in New Zealand the cricket environment is failing more players than ever. In short, that is why we are now ninth below Bangladesh in ODIs, and eighth in Tests and T20.
Cricket is tough on the individual; you can spend half your life playing only to retire in your mid-30s with no other skills to offer in the workforce because cricket has consumed all your time and energy.
Over the last week NZC destroyed the soul of Ross Taylor, easily our best player. They have apparently apologised for the way his sacking from the captaincy was handled. Nevertheless they have amputated his spirit and there is no prosthetic for that. And yet NZC goes unaccountable. They continue to strip the worth from players and, therefore, as an organisation, they have definitely become worthless.
The leadership has been poor in the past, but the fish head couldn't smell any worse now. From the chairman to the CEO to the coach to the manager, they have all played their collective part in what is arguably the most botched administration in New Zealand sporting history.
This week the game in New Zealand has been severely damaged. Those who have contributed to this debacle may as well stay on because they have done such a murderous job that the next lot, no matter how good they are, will always be playing catch up | |||
Some are saying that the removal of Taylor as captain was an orchestrated coup, stemming back to when John Wright resigned in April. No one will know, and who really cares whether it is by design or by incompetence? The fact is, the execution is rotten enough for accountability to be demanded and for all four positions be given to more transparent, more competent and more worthy men.
Taylor is such a resilient character that he will bounce back. But he will probably never trust NZC again. Coaches will come and go and it won't affect his batting, which has been amazing while he has been captain.
When he was told by the management just days before the first Test in Sri Lanka that he was useless, he didn't say anything, he didn't react; instead he went out and won the second Test off his own bat. Knowing the circumstances, I have no hesitation in saying that his 142 and 74 on a turning pitch, plus his winning captaincy, were the equal of Richard Hadlee's 15 wickets in Brisbane in 1985. These two performances stand out to me as the greatest in our Test history.
During New Zealand's next Test against South Arica in the New Year, Taylor will be on a beach somewhere, playing with his young family. It is extraordinary to think this could happen but NZC had no hesitation to make it so. Not one kid that I know in New Zealand understands it. They are confused.
And they are the future. They will be subconsciously wondering if playing cricket beyond school is worthwhile.
Everyone knows that the more New Zealand play badly, the less their players will be recruited to the likes of the IPL. The present players are thriving in it, but over time the money and opportunity will dry up for nations who drift into the backwaters. The next generation may not see the lure in playing unless the present players create an attraction that is good enough. This present bunch have acquired a reputation for looking after their own and forgetting the future.

But those directly accountable should go, simply as rightful punishment.
No matter what happens, who comes or goes, NZC has shown that it is not safe for a young person to risk the journey knowing that the likelihood of his or her worth being stolen away is odds on. If there is one thing in life that is always valuable and important, it's your feeling of self-worth. With cricket in New Zealand I wouldn't risk it; it's just not worth it.
