After the Grenfell fire, the church got it right where the council failed

We are an “unsuccessful church”, the exhausted Rev Alan Everett told me, as I persuaded him to take a break and have some lunch. He meant that they only get 30 to 60 people in the pews on a Sunday morning and that it wasn’t one of those whizzy Alpha course churches beloved by London bishops and their growth spreadsheets. Next to us in the church’s sunny courtyard, an extended Muslim family talked openly about their escape from the fire. “Our lungs are full of smoke but at least, thank God, we are all alive.” A church worker told them where to find new shoes and clothes. It felt like a refugee camp. Perhaps it was a refugee camp. And hanging over the whole scene, Grenfell Tower, black and enormous. It stands as a biblical-scale condemnation to a whole society.

In the days after the fire, the church of St Clement’s, Notting Dale, became a hub for grieving families, generous donations of clothes and food – and camera-ready politicians. First Jeremy Corbyn came. Then a furtive Theresa May met a few residents in the church. Then Sadiq Khan was at mass on Sunday morning. I wanted to know from Everett how the church was able to respond so quickly in a way that the council didn’t. “I was woken up at 3am by a priest who lives in the tower, and so I came down to the church, opened the doors and turned the lights on,” he said. It all began from there. People started coming in out of the dark – often passersby looking to help. First they sorted out tea and coffee. By 7am, they had a fully stocked breakfast bar, with volunteers organising themselves into teams. Within hours, local restaurants were delivering food; clothes began to pile high in the church sanctuary – about 40 Transit vans’ worth, the vicar estimates. The place looked like a warehouse.
Listening to Everett, it struck me that “opening the doors and turning the lights on” was precisely the difference between the church and a local authority that had become arms’ length from its residents, continually dealing with local people only through intermediary organisations such as the locally much-hated Kensington and Chelsea Tenant Management Organisation. The nicest thing I heard about the royal borough from local people was that it had outsourced its care for the poor as a cost efficiency. The worst, that it was deliberately running down its stock of social housing so that they could eventually bring in the developers.

In his Sunday morning sermon, Fr Robert Thompson, an assistant priest in the parish and also a local Labour councillor, channelled his anger. Contrasting the good communication of the local volunteers with the bad communication of the authorities, he said: “The people on the lowest incomes of this parish simply do not feel listened to, either this week or in previous years, by those in power. Worse than that, what the whole issue of the cladding and the lack of sprinklers may well highlight is that some people in our society have simply become excess and debris on our neoliberal, unregulated, individualistic, capitalist and consumerist society.” The churchy way of saying “I agree” with all this is “amen”. The church of St Clement was built and paid for in 1867 by Alfred Dalgarno, a philanthropist vicar with deep pockets and a compassion for the poor. Thompson is a councillor for the Dalgarno ward, named after him. “This parish was built pre-welfare state and it is going to be needed as we now enter the post-welfare state,” he told me, chillingly.

That’s why the parish is so trusted locally. “We are called to share in the brokenness and the forgottenness of the people we serve,” the vicar explained. Not least because, as Christians believe, the light will always beckon people out of the darkness.

The future and AAP

One of the most magical moments of this election, the moment when people saw politics once again as an act of faith and hope, was the rise of the Aam Aadmi Party. The story of AAP is not just its story, it is the story of these people reinventing politics and themselves
I want to begin with a story. Last night, I received a phone call from a friend of mine. She told me that she was on a truck heading for the Kolar Gold Fields to campaign for a friend who had joined the Aam Aadmi Party (AAP). She hinted that AAP there spoke a different dialect from AAP in Bangalore or Varanasi.
AAP, she claimed, was a collection of dialects, a set of murmurings, whispers and silences. She did not use the word voice claiming that social scientists had wrecked the meaning of voice, divorcing it from speech. AAP, she claimed could be an amplifier of murmurings, little fragments of protest scattered across the landscape. Her candidate, Ramiah would not get the attention that a Nandan Nilekani commands but it is precisely why the former is important. AAP, she and others claim, is not a taproot like the Congress, or the CPI(M) or the Bharatiya Janata Party (BJP); it is like a rhizome ready to spring anywhere and connect to anything. In an organisational sense, AAP is not a hierarchical party, with a centralised voice. In recreating the idea of empowerment as an enabling exercise, AAP has to continue to be inventive. Murmurings were her label for the new politics. She referred to it as the politics of humility because it captures the power of small protests. Empowerment, she said, begins with the marginal, or the forgotten; it has to entice the music of politics out of the silences of our time. Politics takes storytelling to realms beyond the formal by translating the “murmurings” of our age, the still inarticulate protests of our time. The beauty of AAP is that it is full of surprises. It realises that the conscience of politics will come from these people.
I realise my friend was right. One of the most magical moments of this election was the rise of AAP. I am not referring to Mr. Kejriwal only but the AAP effect, that magical moment when people saw politics once again as an act of faith and hope. Thousands of people including students, retired professionals, journalists and housewives saw in AAP a new phenomenon which renewed their faith in citizenship. In fact, the story of AAP is not just AAP’s story, it is the story of these people reinventing politics and themselves. AAP may not win many seats but it is an exemplary exercise. It will continue to reinvent itself long after this election is over. It is a chrysalis for the future.
This essay asks itself what the directions in which an AAP can create new worlds and possibilities could be.
Incompleteness of citizenship
In reworking politics, it questions old classifications. It realises that citizenship is not a fully hatched word like a large ostrich egg. It is a growth, a promise, a hypothesis which has to be tested. Citizenship is not a guarantee of entitlements but a promissory note. What AAP has to emphasise is the incompleteness of citizenship. It is the recognition of the fact that the refugee, the scavenger, the nomad, the subsistence farmer, the pastoral group, the fisherman and others in the informal economy constitute over 70 per cent of India and lack rights or even a temporary claim to citizenship. To reinvent democracy, AAP has to retain the mnemonic of the informal. In challenging the temporariness of citizenship, AAP creates a durability, a competence around the fragility of the informal threatened by clerks, police and goons. Empowerment is a way of going beyond these obstacles to rework cities, offices, hospitals, villages and technologies.
Learning from Gandhi
The history of AAP begins with the politics of body because the body is the real site for politics. In claiming the body as a vehicle of being and protest, students discover the violence of the state and vulnerability of their bodies facing water cannons, stones or lathi charges. The body gives politics an immediacy which fine-tunes protest. It is a site for struggle. The body also prevents politics from straying into the abstractions of ideology or policy. It is a statement of presence, of sensing politics and suffering as part of a sensorium of sounds, smells, touch, taste and memory. In this world, poverty can never be a statistic, but a way of experiencing the world. Poverty can never be reduced to Rs.32 a day when it is lived through the body. The body keeps politics concrete, tangible, and personal and creates a space for ethics. This much the AAP generation learnt from Gandhiji.
An experiment in politics as truth begins with the body. It is the tuning fork for understanding poverty, well-being, torture, communication and time. It gives politics the depth of everydayness as it understands pain, joy or stigma. When Mr. Kejriwal was stoned and slapped repeatedly he realised that there were other messages beyond coercion. When he communes with Gandhiji at Rajghat, he articulates a new strength and vulnerability that is profound by moving. Language then becomes critical because language is not mere text but speech and dialect. AAP realises the world of manifesto as text comes alive in speech, in orality, in gossip and rumour as the nukhad and mohalla embrace and debate an idea. Because language is playful, politics can be playful, allowing for humour, ambiguity, translation. In being playful with language, AAP can liberate politics from its pomposity, its ideological heaviness, and the hypocritical impasses it has got into. AAP has to return magic to old tired words like secularism, development, security, participation, and nation state. It is more open to mistakes as it is constantly rereads its own politics. It creates a new language of error which liberates it from pomposity. What makes AAP refreshing is the ease with which it owns up to mistakes. AAP has a more relaxed view of its role in history so it can see the comedy of politics.
An experimental party
The politics of AAP cannot be an act of storytelling in linear time as history and most U.N. and World Bank reports are. The obscenity of development is that it has no sense of defeated or obsolescent time. One needs a plurality of time to dream of diversity. Tribal time, body time, peasant time, displaced time of refugee, the obsolescent time of a craftsmen need space, voice and articulation. They cannot be confined to indifference. The nation state seeks to create a uniformity of time while AAP politics should seek to pluralise time. One cannot think of an ethics of memory or an ethics of sustainability without it. In this sense, AAP is creating a link between the ethical and the political, pointing out to the lost times in each word. History eats up myth, development destroys nomadic time, and innovation hides obsolescence. Forces like globalisation only understand speed and instantaneity. AAP, by creating a commons of time, allows for memories, silence, new tales of suffering, and new kinds of ecology. AAP in that sense is not a specific timetable but an act of storytelling, which unfolds terms of its own rhythms. This variety of time allows for little experiments all over India. Instead of a million mutinies, AAP becomes the politics of a million inventions, many of which are life sustaining. Democracy without that diversity of experiments in technology and livelihood is doomed.
Finally, AAP is experimental. As a result, it is not inflexibly tied to any ideology or any charter of the future. AAP wants politics to be full of surprises. In that sense, it is not a planned rocket but a wager. It does not need the mass leader in a fascist sense but insists that citizenship, when it is no longer passive, is a form of leadership. It takes problem-solving in a modest way realising that solutions to work are contextual and local. AAP requires a million exemplars to sustain itself as a paradigm. In doing this, it breaks the fossilisation of democracy as a fetish of rights, elections and governance. It is the democratisation of democracy that makes AAP the party of the future. I think this is why we have to look at AAP differently, expect more but expect the less predictable from it. This is what makes it the party of the future and a party with a future.

How foreign students with lower grades jump the university queue

The official agent in Beijing for universities in the elite Russell Group claimed that it could secure over-subscribed places for a Chinese student purporting to have scored three C grades in their A-levels - when British students are required to have at least A, A and B.
Undercover reporters were also told to tell the UK authorities that the student would be returning home immediately after graduation - even if that was not their intention – in order to secure a visa.
Universities were accused of profiteering by rejecting tens of thousands of British teenagers, currently sitting A-levels, so they can fill places with more profitable foreign students.
Universities say that even the new £9,000-a-year tuition fees for British and European Union students do not cover their costs, and they need to turn to foreigners who are charged 50 per cent more.
Headmasters at some leading private schools have told The Daily Telegraph that some of their foreign pupils were being offered places with lower entry requirements than their British counterparts.
Following concerns raised by academics and schools, undercover reporters visited Golden Arrows Consulting in Beijing, which placed more than 2,500 students in British universities last year, purporting to being looking for a place for a Chinese student.
The firm is the official agent for more than 20 British universities and acts as their representative in China.
The fictitious student was said to have achieved three C grades at A-level – far below the entry requirements of most leading British universities. However, they were offered a place at both Cardiff and Sussex.
The agent, Fiona Wang said: “We send student [sic] to Cardiff Business School to study accounting and finance with ACD. So with CCC we can help her”.
An applicant would normally need AAB to study this subject at the university, so the reporter asked again about the potential offer.
“If the student wants to study economics, it’s three Cs. So economics she can also do”, the agent replied.
When the undercover reporters asked what universities the student could go to if they re-sat their exams and managed to obtain three grades Bs at A-level, Ms Wang explained that those grades would mean that as well as Cardiff and Sussex, she could “choose” between the University of East Anglia or Southampton University.
“Even some high ranking universities, but not Bristol, not KCL [King’s College London], not Warwick”.
The undercover reporters were referred to another employee of Golden Arrow who offered to doctor documents to help the student’s application, including paperwork required to obtain a visa to study in Britain. Assistance with the personal statement that each student is required to fill in was also available.
Universities are able to make discretionary offers to students and there are no rules governing entry requirements.
Headmasters at some top private schools confirmed that they were experiencing growing problems with British students facing discrimination.
Many wealthy parents would be prepared to pay the higher fees charged to foreign students but the system bans this from happening.
Andrew Halls, the headmaster of King’s College School in Wimbledon, south-west London, said: “There was a boy this year who told me that he was made an offer dependent on him being a non EU candidate, and when he clarified the fact that he was a UK candidate, even when he appeared not to be, they said that the offer doesn’t stand.
“There are occasions when I have said to a candidate, if you can apply as an international candidate it slightly strengthens your hand.”
He added: “Universities are disincentivised from taking UK candidates. We have to address it.”
Richard Cairns, the headmaster at Brighton College, said: “Universities are increasingly searching for, and needing, overseas fees. It’s something we have noticed. It’s tougher for British students to get into top universities than overseas students… There is a higher offer rate to overseas students.”
A third leading headmaster said he was aware of cases where a pupil had dual nationality and applied to university from abroad with lower grades than would be accepted for a British candidate.
Since 2006, the number of foreign students has risen by a third to almost 300,000. Teenagers from China represent the highest proportion of overseas students. At the same time the number of British students missing out on a university place reached a record high last year of 180,000.
Last month, 68 chancellors, governors and university presidents wrote to the Prime Minister warning that the government’s immigration crackdown should exclude students, to drive the economy and boost university income.
The recruitment of foreign students by overseas agents is big business – almost all university websites have pages dedicated to listing their “partners” in each country for prospective students to contact about obtaining a place. Agencies compete for business with some being paid by both the student and agent.
Professor Alan Smithers, director of the Centre for Education and Employment Research at Buckingham University, said that “money is the main factor” in universities recruiting foreign students.
“The reason universities are recruiting more foreign students, is at its heart, about fees. Universities are business, they have to secure their future, they look at their income streams.
“There is the risk of standards being compromised if the driving force is the extra money these students are bringing in”.
From September the government will remove a cap on the number of British students a university can recruit if the applicant had A, A, B grades at A-level to ensure that high-performing teenagers are not denied places.
Next year the threshold will be lowered to A, B, B, but so far only a handful of universities have said they will participate because of concerns over costs of admitting more UK students.
The Daily Telegraph will expose further issues with the system later this week. The disclosures are expected to lead to demands for a review of entry requirements.
Golden Arrow admitted that it had found a place for a student at Cardiff with A, C and D grades at A-level but insisted this was an exceptional case.
It said it had “never” sent a student to Cardiff University with C, C, C grades, but that lower grades could be accepted during clearing for a number of high ranking universities.
The firm denied offering to doctor visa applications and said that when the agent had offered to write the personal statement for a student, he meant that it could “instruct students how to make a good PS [personal statement], but never write on behalf of them”.
Sussex University said, “We have not offered places on degree courses to international students in the way that you describe… We make no C, C, C offers whatsoever.
“It is possible, however, that during the Ucas clearing process offers may be made at slightly below the advertised entry criteria, but this is unlikely to drop by more than one or two grades.
“Any such offer would be the same for overseas and UK/EU students”
Sussex said that it did not enter clearing last year because of the cap on the number of UK/EU students it can accept and it had met its “limit”, but overseas students were offered places during this period because their numbers are not restricted.
Cardiff University said it was “unlikely” that any student would be offered a place to study with A-level grades C, C, C, but that the university “may vary its typical offer where there are mitigating circumstances or aptitude to study demonstrated by other means”.
It confirmed that in the 2011/12 academic year, 258 of its students applied via Golden Arrow, but said that agents “do not make admissions decisions”.
A spokesman for the University of Southampton said that international students were given the same offers as UK students. It said they would be investigating the allegations.
The University of East Anglia said that no student would be offered a to study maths with grades C, C, C .

Govt’s claim is questionable
If the combined
Opposition had sat down for weeks to find an issue to embarrass the UPA
government and make it a laughing stock before the whole country, they
could not have thought of a better issue than the free gift presented to
it initially by the government by insisting that it had decided
irrevocably to allow the entry of multi-brand retail super stores like
Walmart and then within a few days, with a whimper, withdrawing the
proposal.
As it is, even initially this decision defied logic
in view of the Punjab and UP elections and known strong views against it
of the BJP and the Left. Many states had all the time opposed the entry
of Walmart which would affect the lives of millions in the country.
Retail business in India is estimated to be of the
order of $ 400 billion, but the share of the corporate sector is only 5
per cent. There are 50 million retailers in India, including hawkers and
pavement sellers. This comes to one retailer serving eight Indians. In
China, it is one for 100 Chinese. Food is 63 per cent of the retail
trade, according to information given by FICCI.
The claim by the government that Walmart intrusion
will not result in the closure of small retailers is a deliberate
mis-statement. A study done by IOWA State University, US, has shown that
in the first decade after Walmart arrived in IOWA the state lost 555
grocery stores, 298 hardware stores, 293 building supply stores, 161
variety stores, 158 women apparels stores and 153 shoe stores, 116 drug
stores and 111 men and boys apparels stores. Why would it be different
in India with a lesser capacity for resilience by small traders.
The fact is that during 15 years of Walmart entering
the market, 31 super market chains sought bankruptcy. Of the 1.6
million employees of Walmart, only 1.2 per cent make a living above the
poverty level. The Bureau of Labour Statistics, US, is on record with
its conclusion that Walmart’s prices are not lower.
In Thailand, supermarkets led to a 14 per cent
reduction in the share of ‘mom and pop’ stores within four years of FDI
permission. In India, 33-60 per cent of the traditional fruit and
vegetable retailers reported a 15-30 per cent decline in footfalls, a
10-30 per cent fall in sales and a 20-30 per cent decline in incomes
across Bangalore, Ahmedabad and Chandigarh, the largest impact being in
Bangalore, which is one of the most supermarket-penetrated cities in
India.
The average size of the Walmart stores in the US is
about 10,800 sq feet employing only 225 people. In that view, is not the
government’s claim of an increase in employment unbelievable? The
government’s attempt is to soften the blow by emphasising that Walmart
is being allowed only 51 per cent in investment up to $100 million.
Prima facie, the argument may seem attractive. But is the Walmart
management so stupid that when its present turnover of retail is $ 400
billion it would settle for such a small gain? No, obviously, Walmart is
proceeding on the maxim of the camel being allowed to put its head
inside a tent and the occupant finding thereafter that he is being
driven out of it by the camel occupying the whole of the tent space. One
may substitute Walmart for the camel to understand the danger to our
millions of retailers.
The tongue-in-cheek argument by the government that
allowing Walmart to set up its business in India would lead to a fall in
prices and an increase in employment is unproven. A 2004 report of a
committee of the US House of Representatives concluded that “Walmart’s
success has meant downward pressures on wages and benefits, rampant
violations of basic workers’ rights and threats to the standard of
living in communities across the country.” By what logic does the
government say that in India the effect will be the opposite? The only
explanation could be that it is a deliberate mis-statement to help
multinationals.
Similar anti-consumer effects have happened by the working of another supermarket enterprise, Tesco of Britain.
A study carried out by Sunday Times shows that Tesco
has almost total control of the food market of 108 of Britain’s coastal
areas — 7.4 per cent of the country. The super stores like Walmart and
Tesco have a compulsion to move out of England and the US because their
markets are saturated. These companies are looking for countries with a
larger population and low supermarket presence, according to David
Hogues, Professor of Agri-Business at the Centre for Food Chain Research
at Imperial College, London. They have got nowhere else to go and their
home markets are already full. Similarly, a professor of Michigan State
University has pointed out that retail revolution causes serious risks
for developing country farmers who traditionally supply to the local
street market.
In Thailand, Tesco controls more than half the Thai
market. Though Tesco, when it moved into Thailand, promised to employ
local people but it is openly being accused of indulging in unfair
trading practices. The claim that these supermarket dealers will buy
local products is belied because in a case filed against Tesco in July
2002 the court found it charging slotting fees to carry manufacturers’
products, charging entry fee of suppliers. In Bangkok, grocery stores’
sales declined by more than half since Tesco opened a store only four
years ago.
In Malaysia, seeing the damage done by Tesco since
January 2004, a freeze on the building of any new supermarket was
imposed in three major cities and this when Tesco had only gone to
Malaysia in 2002.
It is worth noting that 92 per cent of everything
Walmart sells comes from Chinese-owned companies. The Indian market is
already flooded with Chinese goods which are capturing the market with
cheap offers, and traders are already crying foul because of the
deplorable labour practices adopted by China. Can, in all fairness, the
Indian government still persist in keeping the retail market open to
foreign enterprises and thus endangering the earnings and occupations of
millions of our countrymen and women?
