Wait for a bus and then tell me the market knows best

Deregulation of buses in 1986 was a disaster for those unable to afford a car. Municipalisation is the key to a fairer system

Of the issues differentiating the metropolitan mindset in the capital from opinions voiced elsewhere, the starkest is probably transport. We hear much about the overcrowded rail network in London and the south east, where fares are among the most expensive in Europe. Of course we do: much of the national media works from London. And we have warm words for the buses in the capital, where since Ken Livingstone’s first mayoral administration, starting in 2000, the mayoralty and Transport for London have assumed regulatory powers, determining prices and frequency with dramatic success.

Travel outside London, however, and Britain’s deregulated bus system reveals itself as the source of widespread, justified disgruntlement – an overpriced, inefficient, poor-quality mess. According to a report to be published this week, since deregulation in 1986 – unleashed with the promise that “more people would travel” – bus trips in big cities outside London have collapsed from 2bn to 1bn a year. In London, on the other hand, where everything from how much we pay to which routes exist is decided by the mayor and Transport for London, bus use since the 1980s has gone in the opposite direction: from around 1bn to more than 2bn trips a year. Britain’s bus privatisation disaster is a story of profit before need, and a discomfiting tale for those who believe the private sector automatically trumps the public realm.

I asked Twitter for bad experiences of buses, and turned my feed into one long howl of anguish. Chronic delays, “virtually no evening travel”, old “clapped-out buses”, infrequency, poor punctuality, extortionate prices: these were common complaints. “No evening and barely a weekend bus service in Helmsley, North Yorks,” complained one. “Need a car to live here.” Another cry of frustration: “Costly, cash only, fragmented among several providers, no unified ticketing, virtually ends at 1800 hours, v[ery] poor on Sunday.”

It is the less well-off who suffer most. Fewer than one in three of the poorest tenth of the population own their own car. With our bus system in such a state, it is unsurprising that those with the least money are three times more likely to use a cab than the richest.


Our journey towards the great British bus disaster is uncovered in meticulous detail in the report, by Ian Taylor and Lynn Sloman. “Bus users in Britain inhabit different worlds,” they note, ranging from London’s centrally regulated bus system to rural dwellers who “live in a third world with a skeletal service or, in some places, no service at all”. Whatever Margaret Thatcher’s programme of deregulation in the 1980s offered, the opposite happened: fares rose, services worsened and bus use fell.

Private bus companies have one motive, after all: making profit, rather than catering to the needs of their users. Between 2003 and 2013, £2.8bn ended up as dividend payments in the bank balances of shareholders, rather than invested in improving bus services. About 40p in every pound of their total revenues comes directly from the taxpayer: yet another example of Britain’s publicly subsidised “free market” economy.

Bus services are a hopelessly confused patchwork of provision. Some tickets you can use with different providers, some you can’t. You may find enough buses at peak hours but struggle to catch one at other times. If you live in a rural area, you may struggle to find any buses to catch at all. Local authorities can pay for services deemed crucial for local communities, but they do so at great expense. Often the buses themselves are from another age: cold, noisy, rickety vehicles driven by woefully underpaid drivers. Those who can afford to insulate themselves by using their own vehicles can minimise the inconvenience, but that’s not an option for the less fortunate.

Our rail system, we debate. We know that a decisive majority of Britons want to see our railways publicly owned. But where is the debate about rescuing Britain’s bus services?

Bringing buses into accountable, municipal ownership would transform the system. Consider France, or Germany where apparently 88% of local public transport trips are on publicly owned trams, trains or buses, but also look closer to home. In 2013, after running a £8m surplus, municipally owned Lothian Buses in Edinburgh reported satisfaction rates of 96%, beating all competition in Britain. Nottingham City Transport – majority shareholder the city council – has satisfaction rates of 92% in “one of the least car-dependent cities” in Britain.


Here’s what municipalisation can achieve, say Taylor and Sloman. A “comprehensive network” for all communities, without allowing private companies to cherrypick the most profitable routes or obliging local authorities to intervene at “disproportionate cost”. Rather than having a bewildering array of fares, there could be “simple, area-wide fares” that – as in London – could be used across all transport services, from trains to buses, with daily costs capped. Instead of passengers being stuck for the best part of an hour at a freezing bus stop after changing buses, timetables could be coordinated, and public money be spent improving services, not frittered away as shareholder dividends.

We hear so little about buses, undoubtedly, because in London they are good enough for the middle classes to use, while outside the capital those with sharper elbows often avoid them. But here is surely an issue for Labour to champion. Those who suffer the most are often in areas where Labour could do well to try to win support, such as Cornwall, and in many Tory-dominated rural communities. Municipal ownership, with bus passengers encouraged to help run services, would improve the lives of many poorer citizens. There would also be fewer cars on the road. Whether or not Lady Lindsay of Dowhill ever really said “Anybody seen in a bus over the age of 30 has been a failure in life”, the stigma could be overcome for the public good.

Putting the great bus privatisation disaster on the agenda would be another reminder that the inherent superiority of the market is not a foregone conclusion.

Murder capitals of the world: how runaway urban growth fuels violence

It was relatively quiet in San Pedro Sula last month. A gunfight between police and a drug gang left a 15-year-old boy dead; the body of a man riddled with bullets was found in a banana plantation; two lawyers were gunned down; a salesman was murdered inside his 4x4; and a father and son were murdered at home after pleading not to be killed.

One politician survived an assassination attempt and around a dozen people were found dead in the street. The number of killings is said to have fallen in the last few months, but the Honduran city is officially the most violent in the world outside the Middle East and warzones, with more than 1,200 killings in a year, according to statistics for 2011 and 2012. Its murder rate of 169 per 100,000 people far surpasses anything in North America or much larger cities such as Johannesburg, Lagos or São Paulo. London, by contrast, has just 1.3 murders per 100,000 people.
Now research by security and development groups suggests that the violence plaguing San Pedro Sula – a city of just over a million, and Honduras’s second largest – and many other Latin American and African cities may be linked not just to the drug trade, extortion and illegal migration, but to the breakneck speed at which urban areas have grown in the last 20 years.
The faster cities grow, the more likely it is that the civic authorities will lose control and armed gangs will take over urban organisation, says Robert Muggah, research director at the Igarapé Institute in Brazil.
“Like the fragile state, the fragile city has arrived. The speed and acceleration of unregulated urbanisation is now the major factor in urban violence. A rapid influx of people overwhelms the public response,” he adds. “Urbanisation has a disorganising effect and creates spaces for violence to flourish,” he writes in a new essay in the journal Environment and Urbanization.
Muggah predicts that similar violence will inevitably spread to hundreds of other “fragile” cities now burgeoning in the developing world. Some, he argues, are already experiencing epidemic rates of violence. “Runaway growth makes them suffer levels of civic violence on a par with war-torn [cities such as] Juba, Mogadishu and Damascus,” he writes. “Places like Ciudad Juárez, Medellín and Port au Prince … are becoming synonymous with a new kind of fragility with severe humanitarian implications.”
Simon Reid-Henry, of the Peace Research Institute in Oslo, said: “Today’s wars are more likely to be civil wars and conflict is increasingly likely to be urban. Criminal violence and armed conflict are increasingly hard to distinguish from one another in different parts of the world.”

The latest UN data shows that many cities may be as dangerous as war zones. While nearly 60,000 people die in wars every year, an estimated 480,000 are killed, mostly by guns, in cities. This suggests that humanitarian groups, which have traditionally focused on working in war zones, may need to change their priorities, argues Kevin Savage, a former researcher with the Overseas Development Institute in London.
“Some urban zones are fast becoming new territories of conflict and violence. Chronically violent cities like Abidjan, Baghdad, Kingston, Nablus, Grozny and Mogadishu are all synonyms for a new kind of armed conflict,” he said. “These urban centres are experiencing a variation of warfare, often in densely populated slums and shantytowns. All of them feature pitched battles between state and non-state armed groups and among armed groups themselves.”
European and North American cities, which mostly grew over 150 or more years, are thought unlikely to physically expand much in the next few decades and are likely to remain relatively safe; but urban violence is certain to worsen as African, Asian and Latin American cities swell with population growth and an unprecedented number of people move in from rural areas.
More than half the world now lives in cities compared with about 5% a century ago, and UN experts expect more than 70% of the world’s population to be living in urban areas within 30 years.
The fastest transition to cities is now occurring in Asia, where the number of city dwellers is expected to double by 2030, according to the UN Population Fund. Africa is expected to add 440 million people to its cities by then and Latin America and the Caribbean nearly 200 million. Rural populations are expected to decrease worldwide by 28 million people. Most urban growth is expected to be not in the world’s mega-cities of more than 10 million people, but in smaller cities like San Pedro Sula.
“We can expect no slowing down of urbanisation over the next 30 years. The youth bulge will go on and 90% of the growth will happen in the south,” said Muggah.
But he and other researchers have found that urban violence is not linked to poverty so much as inequality and impunity from the law – both of which may encourage lawlessness. “Many places are poor, but not violent. Some favelas in Brazil are among the safest places,” he said. “Slums are often far less dangerous than believed. There is often a disproportionate fear of crime relative to its real occurrence. Yet even when there is evidence to the contrary, most elites still opt to build higher walls to guard themselves.”
Many of these shantytowns and townships were now no-go areas far beyond the reach of public security forces, he said.
“These areas are stigmatised by the public authorities and residents become quite literally trapped. Cities like Caracas, Nairobi, Port Harcourt and San Pedro Sula are giving rise to landscapes of … gated communities. Violence … is literally reshaping the built environment in the world’s fragile cities.”

Figuring out the Modi speed machine

Rural Gujarat is in distress and today more and more people seem willing to speak out against Narendra Modi. Yet even his detractors say he will win
You should go to Gujarat only if you can will yourself to dismiss the contrarian signals: Because in the land of Narendra Modi, anything that mars the big picture, which is Narendra Modi himself, can be a red herring.

So much so, even the grouch with the litany of complaints — oh yes, he exists and his tribe is growing — will say in the end that much as he wishes otherwise, nothing can stop the three-time Chief minister from winning again. Apparently, the only point of curiosity in election 2012 is whether Modi will hold his current tally of 117 of 182 Assembly seats or fall behind it and, if the latter, by how much.

The 2007 scenario

I stepped into the Modi minefield in the 2007 Assembly election when the theoretical odds seemed stacked against the Chief Minister. In September of that year, Saurashtra, accounting for 54 seats, had risen in revolt against Modi; in a spectacle quite at odds with the picture of bounty and happiness that was Gujarat in the publicity brochures, over 5 lakh farmers had gathered in Rajkot, denouncing the Chief Minister for leaving them to rot while he ministered to the business-affluent classes. “We will finish you,” the milling, surging crowds vowed, their war-cry echoing off the power corridors of Gandhinagar.

As elections neared, the underclass, their wretchedness revealed in their tattered clothing and the lines on their faces, turned up in hordes to hear Sonia Gandhi. The numbers, formed by Gujarat’s poor, Dalits, Adivasis and Muslims, seemed ranged on her side. This not counting Modi’s own not inconsiderable problems. The Rashtriya Swayamsevak Sangh, whose cadre worked on the ground to deliver votes to the Bharatiya Janata Party, was deeply discomfited by the growing personality cult around Gujarat’s Chief Minister: The sangh’s once disciplined, devoted foot-soldier was now an icon who inspired hysteria and revelled in it too. An influential local RSS leader told me that Modi had crossed the line on a fundamental sangh belief: vyakti se paksh mahan, paksh se desh mahan (party is greater than person, country is greater than party). Modi as an autonomous power centre also upset sections of the administration, from ministers and bureaucrats to lower level staff, police personnel and teachers. The latter manned the election machinery and conventional wisdom had it that you didn’t win elections by alienating them.

On the other hand, there was Modi’s incredible chemistry with the voters, visible at all his rallies. They wore Modi masks, waved his posters and roared in approval as he made off-colour jokes about Sonia and the Congress. On counting day, the arithmetic came apart. The policeman who had called up a day earlier to tell me “Hitler is losing,” was untraceable. The RSS was numb with shock, and most unbelievably, it was a near clean-sweep for Modi in dissenting Saurashtra. Like Indira Gandhi, Modi had dispensed with party and government — in his case also the sangh — and connected directly with the people. The crowds that attended the Congress chief’s rallies had no one to vote for in the Congress whose local leadership was diminished even more by Modi’s towering presence.
Returning to Gujarat five years later, I’m struck by the far wider rich-poor gulf. Ahmedabad exemplifies Shining Gujarat, with showrooms and shopping plazas to rival the best in Europe. The beautified Sabarmati Riverfront is a captivating sight that is the regime’s newest pride. Happy stories greet the visiting journalist on the mofussil stops along the super highway from the State Capital to Rajkot in Saurashtra. “Narendrabhai, Narendrabhai” chant little children as their parents gush about the rewards of having Modi as Chief Minister: uninterrupted power supply, adequate water, pucca roads, houses, strife and fear-free environment and, above all, a leader who fans the fires of Gujarati asmita (identity) . At Sangani in Chotila, Sarpanch Waghabhai Danabhai describes Modi as a God-send to Gujarat. Next door, Bharatbhai, who is unemployed, gives Modi 130 seats, up 13 from 2007, and insists that after this election, he would be unstoppable on the road to Delhi and Prime Ministership. Bharatbhai is unbothered by his own jobless state.

Off the highway into rural Saurashtra, the narrative changes gradually, yet dramatically — from striking prosperity and raging Modi-mania to poorer habitations and robust Modi-bashing. This is also Keshubhai country. The BJP veteran and now leader of the Gujarat Parivartan Party, had sided with the Congress in 2007 only for his dream to go up in smoke. His Leva Patel community preferred Modi to the Congress. Now his hope is that the GPP will tap into the anger which had no outlet then.
Indeed, in the deeper interiors the shine entirely comes off Gujarat’s magnificent bijli, paani, sadak (power, water, roads) story, told and retold by Modi, and magnified online and offline by his manic fan clubs. Patchy and potholed roads are quite the norm here. The villages here could be from impoverished Uttar Pradesh, judging by the dusty, arid landscape, rundown homes, dark, dank shops, and turbaned men sitting around in groups, their foreheads creased in anxiety over the persistent drought conditions and what that means for their cotton crop. The luckier villages here get water once in three days for 15-odd minutes, others wait up to a week or more. Modi has promised a massive irrigation project for the region but what looms large for now is acute water scarcity made worse by reduced job prospects and runaway prices of essentials.

For Premjibhai, who works as a daily wager on the cotton fields, no water means almost no money to take home. “Vikas (development)? What vikas? Can’t you see the conditions here? Modi speaks for the rich and they speak for him. I hope Keshubhai defeats Modi but it won’t happen because Modi is too clever.”

Industrialised North Gujarat has always boasted a healthy bottom line, and this is reflected in the region’s admiration for Modi. “Sautaka (hundred per cent) he will win,” is a familiar one-liner in these parts. But here too there are strong anti-Modi voices, and as in Saurashtra, he is portrayed as the rich man’s Chief Minister without a care for the poor and the marginalised. At Nugar village in Becharaji, Mehsana, Ganpatbhai, a destitute lower-caste tailor rants against Modi, “Write this down,” he shouts, charging with his fists at the Sarpanch who tries to shut him up, “the darji jaat [tailor caste] doesn’t get plots. Modi is a capitalist surrounded by rich industrialists. And the village headmen are in league with him.” As I leave, Ganpatbhai says grumpily, “I know Modi will win.”

Scary

Why is Modi’s victory treated as a given? Is it because the Congress in Gujarat is in abject surrender? Or is it because people have been conditioned not to see beyond Modi? The magic Modi works on his audience is to be seen to be believed. Modi was scheduled to address an election meeting on October 9 at 7 p.m. in Ahmedabad. He arrived at 10 p.m. to frenzied crowds asking for more — and more. An hour earlier, BJP managers had flung poll memorabilia at them: Modi masks, Modi posters, Modi gloves, Modi T-shirts, bandana, scarves and the works. If the sight of ordinary men turning in an instant into thousands of Modis, waving thousands of Modi posters, was unnerving, the music that pumped them up — relating the gatha (story) of Gujarat and Modi — was infinitely more scary, macho, muscular and intended to induce fear and admiration.

As the crowds grew restive, the organisers pressed other resources into service: high-ranking party functionaries eulogised Modi, a folk singer compared him to Shivaji, Prithviraj Chauhan and Vivekananda. But the masked men would have none of it. “Not you, not you” they cried, as a line-up of partymen competed to paint Modi in hagiographic shades. Modi finally arrived, giving the audience their paisa-wasool moment. He mocked at Sonia and Manmohan Singh, knowing that would elicit the laughs. And he thundered and rallied — “Pradhan Mantriji, don’t you dare trifle with Gujarat” — knowing that would stir the Gujarati pride, his ever-ever formula for success.

India was Indira and Indira was India. But in Gujarat today, every Gujarati is Modi. Or so you are told by Modi himself. His blog, narendramodi.in, says: “In the by lanes of Gujarat’s towns and cities, on the fields of Gujarat, on the coasts of Gujarat, people [are] taking pride in saying one thing — Hoon to Modi No Manas Chu [I am Modi’s person!]” No BJP here. Only Modi.

As in 2007, so in 2012, perhaps more so this time: Saurashtra is angry, the RSS is openly backing Keshubhai, who now has his own party — even a few seats lost in Saurashtra would be a setback for Modi — and there is disaffection within the Gujarat administration. But 58 per cent of Gujarat is urban which is Modi’s strength. The Modi speed machine overrode all obstacles in 2007. What now? Over to December 20, 2012.
