Thatcher or Anna moment? Why Modi’s choice on farmers’ protest will shape future politics
Modi can retreat like Manmohan Singh did under pressure from the Anna Hazare movement, or push farm reforms in Margaret Thatcher's style. writes SHEKHAR GUPTA in The Print
Has the farmers’ blockade of Delhi brought Narendra Modi to his Thatcher moment or Anna moment? It is up to Modi to answer that question as India waits. It will write the course of India’s political economy, even electoral politics, in years to come.
For clarity, a Thatcher moment would mean when a big, audacious and risky push for reform, that threatens established structures and entrenched vested interests, brings an avalanche of opposition. That is what Margaret Thatcher faced with her radical shift to the economic Right. She locked horns with it, won, and became the Iron Lady. If she had given in under pressure, she’d just be a forgettable footnote in world history.

Anna moment is easier to understand. It is more recent. It was also located in Delhi. Unlike Thatcher who fought and crushed the unions and the British Left, Manmohan Singh and his UPA gave in to Anna Hazare, holding a special Parliament session, going down to him on their knees, implicitly owning up to all big corruption charges. Singh ceded all moral authority and political capital.
By the time Anna returned victorious for the usual rest & recreation at the Jindal fat farm in Bangalore, the Manmohan Singh government’s goose had been cooked. Anna was victorious not because he got the Lokpal Bill. Because that isn’t what he and his ‘managers’ were after. Their mission was to destroy UPA-2. They succeeded. Of course, helped along by the spinelessness as well as guilelessness of the UPA.
Modi and his counsels would do well to look at both instances with contrasting outcomes as they confront the biggest challenge in their six-and-a-half years. Don’t compare it with the anti-CAA movement. That suited the BJP politically by deepening polarisation; this one does the opposite. It’s a cruel thing to say, but you can’t politically make “Muslims” out of the Sikhs.
That “Khalistani hand” nonsense was tried, and it bombed. It was as much of a misstep as leaders of the Congress calling Anna Hazare “steeped in corruption, head to toe”. Remember that principle in marketing — nothing fails more spectacularly than an obvious lie. As this Khalistan slur was.
The anti-CAA movement involved Muslims and some Leftist intellectual groups. You could easily isolate and even physically crush them. We are merely stating a political reality. The Modi government did not even see the need to invite them for talks. With the farmers, the response has been different.
Besides, this crisis has come on top of multiple others that are defying resolution. The Chinese are not about to end their dharna in Ladakh, the virus is raging and the economy, downhill for six quarters, has been in a free fall lately. Because politically, economically, strategically and morally the space is now so limited, this becomes the Modi government’s biggest challenge.

Modi has a complaint that he is given too little credit as an economic reformer. That he has brought in the bankruptcy law, GST, PSU bank consolidation, FDI relaxations and so on, but still too many people, especially the most respected economists, do not see him as a reformer.
There is no denying that he has done some political heavy lifting with these reformist steps. But some, especially GST, have lost their way because of poor groundwork and execution. And certainly, all that the sudden demonetisation did was to break the economy’s momentum. His legacy, so far, is of slowing down and then reversing India’s growth.
Having inherited an economy where 8 per cent growth was the new normal, now RBI says it will be 8 per cent, but in the negative. It isn’t the record anybody wanted in his seventh year, with India’s per capita GDP set to fall below Bangladesh’s, according to an October IMF estimate.
The pandemic brought Modi the “don’t waste a crisis” opportunity. If Narasimha Rao and Manmohan Singh with a minority government could use the economic crisis of 1991 to carve out a good place for themselves in India’s economic history, why couldn’t he now? That is how a bunch of audacious moves were announced in a kind of pandemic package. The farm reform laws are among the most spectacular of these. Followed by labour laws.
This is comparable now to the change Margaret Thatcher had dared to bring. She wasn’t dealing with multiple other crises like Modi now, but then she also did not have the kind of almost total sway that Modi has over national politics. Any big change causes fear and protests. But this is at a scale that concerns 60 per cent of our population, connected with farming in different ways. That he and his government could have done a better job of selling it to the farmers is a fact, but that is in the past.
The Anna movement has greater parallels, physically and visually, with the current situation. Like India Against Corruption, the farmers’ protest also positions itself in the non-political space, denying its platform to any politician. Leading lights of popular culture are speaking and singing for it. Again, there is widespread popular sympathy as farmers are seen as virtuous, and victims. Just like the activists. Its supporters are using social media just as brilliantly as Anna’s.

There are some differences too. Unlike UPA-2, this prime minister is his own master. He doesn’t need to defer to someone in another Lutyens’ bungalow. He has personal popularity enormously higher than Manmohan Singh’s, great facility with words and a record of consistently winning elections for his party.
But this farmers’ stir looks ugly for him. His politics is built so centrally on the pillar of “messaging” that pictures of salt-of-the-earth farmers with weather-beaten faces, cooking and sharing ‘langars’, offering these to all comers, then refusing government hospitality at the talks and eating their own food brought from the gurdwara while sitting on the floor, and the widespread derision of the “Khalistani” charge is just the kind of messaging he doesn’t want. In his and his party’s scheme of things, the message is the politics.
Thatcher had no such issues, and Manmohan Singh had no chips to play with. How does Modi deal with this now? The temptation to retreat will be great. You can defer, withdraw the bills, send them to the select committee, embrace the farmers and buy time. It isn’t as if the Modi-Shah BJP doesn’t know how to retreat. It did so on the equally bold land acquisition bill, reeling under the ‘suit-boot ki sarkar’ punch. So, what about another ‘tactical retreat’?
It will be a disaster, and worse than Manmohan Singh’s to the Anna movement. At the heart of Modi’s political brand proposition is a ‘strong’ government. It was early days when he retreated on the land acquisition bill. The lack of a Rajya Sabha majority was an alibi. Another retreat now will shatter that ‘strongman’ image. The opposition will finally see him as fallible.
At the same time, farmers blockading the capital makes for really bad pictures. These aren’t nutcases of ‘Occupy Wall Street’. Farmers are at the heart of India. Plus, they have the time. Anybody with elementary familiarity with farming knows that once wheat and mustard, which is most of the rabi crop in the north, is planted, there isn’t that much to do until early April.
You can’t evict them as in the many Shaheen Baghs, and you can’t let them hang on. Even a part surrender will finish your authority. Because then protesters against labour reform will block the capital. That’s why how Modi answers this Thatcher or Anna moment question will determine national politics going ahead. Our wish, of course, is that he will choose Thatcher over Anna. It will be a tragedy if even Modi were to lose his nerve over his boldest reforms.

Cricket as complex narative (or how KP loves himself)
A novelist argues that cricket is more character-revealing than character-building

I am currently working on a feature film script. A novelist by trade and instinct, I am finding it a testing process; a tricky exercise of discipline and concision. The opening line, for now at least, is: "You can learn everything you need to know about life from the game of cricket: the old man told me that."
The script is an adaptation of one of my own novels,City of Tiny Lights, a gumshoe I once believed would presage a whole new genre of suburban thriller. I even had a name for it: Chiswick Noir. Good, eh? Almost a decade later, my novel remains, so far as I know, its only exemplar.
The protagonist of City of Tiny Lights is a Ugandan Indian private eye called Tommy Akhtar. He's a hard-drinking, hard-smoking hard man with a fine line in repartee. Tommy and I have little in common but cricket-mad fathers. That opening line is borrowed directly from mine.
Dad was a much better sportsman than I ever was. (Funny, I originally completed that sentence as "than I'll ever be" but, in my forties, perhaps it's finally time to concede defeat.) He played first-class cricket for Oxford alongside the rare talent of Abbas Ali Baig and under the captaincy of the great "Tiger" Pataudi, oncetaking 78 off a touring Australian attack that included the likes of Garth McKenzie and Richie Benaud. He went on to captain Berkshire and play good club cricket for Richmond for many years.
In, I think, 1987, we played side by side in a scratch team that he organised. Chasing around 250, I opened and was out to the first ball of the innings. Our batting soon collapsed and I remember Dad walking out at No. 7 or 8, saying: "I'll just have to do it myself." And he did, returning a couple of hours later with an unbeaten hundred to his name.
Afterwards, in the bar, he enjoyed his moment in the evening sun and we stayed much later than he'd planned. He then had to drive me to Taunton, you see, where my school team was playing the next day. We arrived not much before midnight and then he turned straight round and drove all the way back to London.
On the way to Somerset, he'd told me (in no little detail) how to score a century and, the next afternoon, I duly did, the first of my cricketing life (which makes it sound like many followed - let's leave it like that). I was sorry he was not there to see my innings, but I rang him from a payphone in the evening and he listened while I talked him through every run. I'm not sure what part of this story I find most revealing.
The father-son relationship expressed through sport is a complex thing. We all know the archetype of the competitive dad who loves humiliating his boy at everything from three-and-in to Connect 4. It's not quite equivalent to pinning the kid's feet together and abandoning him on a mountainside, but surely every father of sons has a touch of Laius about him. My old man was certainly no more competitive than most and would never have enjoyed my humiliation, but he never let me win either.
A couple of years later, I was captain of my school first XI. We were an average team led by an average captain, struggling for form. I had never been an expansive batsman, the strongest part of my game a kind of bloody-minded obduracy; but by the time I was 18 I'd stopped moving my feet altogether and just poked at the ball like a tramp at a rubbish bin. I'd turned into some kind of cricketing mollusc: I want to say a schoolboy Chris Tavaré, but I think Jimmy Anderson (the batsman) would be a better comparison. If any captain had set a field with nine arranged in an arc from first slip to point, I'd have never scored a run.
The climax to our season was always the match against the MCC and that year Dad was their captain. They took first knock and racked up a bucket-load of runs.
When we batted, I was determined to do well and I was at my most crustacean. I left a lot and limped (or limpeted) to 30 in about an hour and a half. Then, Dad took the ball himself. I had faced him countless times in the nets and we both knew he was no bowler, a slow-dobbing mixture of legbreaks that didn't break and in-duckers that didn't duck. He arranged his field carefully and at great length - a short leg, slip, gully and the rest in a ring. "Well," he announced to one and all, "we've got to see if they'll go for it."
I left the first delivery and played down the wrong line to the second. To the third, I launched myself up the wicket and swung my bat with, the mythology tells me, "all my might" - Oedipus the King! The King!
Unfortunately, I made no kind of contact and a thick outside edge lobbed a dolly to backward point. Dad declined celebration, like a footballer returning to a much-loved former club. As I walked past, he said: "Bad luck." Then: "This is a very character-building game."
You can learn everything you need to know about life from cricket and when Dad and I now watch we agree on much - for example, that Kevin Pietersen is a genius for our times (i.e. he has made a virtue of stupidity), and that, while Ian Bell must never be asked to bat for our lives, there'd be no better man to arrange flowers prettily at the funeral should Steve Waugh be dismissed. However, Dad's assertion that cricket is "character-building" is, if not wrong, certainly meaningless. Isn't everything character-building? Sitting in a pub, drinking your life away; sitting in a garret, writing your life away; sitting in an armchair, spectating your life away - they're all as character-building as each other. Of course what Dad meant is that cricket builds good character. But I'm not sure there's much evidence for that either. Dad will often say of an acquaintance: "Well, he's a cricketer. Must be all right." But I assume he's joking because, while I've made many friends through cricket, I've met my fair share of tossers too.
Cricket is "the gentleman's game" and the motto "it's just not cricket" spread throughout the Victorian Empire. But, for me, these just bring to mind Oscar Wilde's description of a gentleman as "one who never hurts anyone's feelings unintentionally". After all, the "gentlemen" who decided what was or wasn't cricket were a limited bunch who were, at the time, part of a culture engaged in some of the most rapacious pillaging of other people's resources the world has seen. Cricket was their game and, like the great swathes of pink across the globe, it was played by their esoteric rules. WG Grace may have been the first cricketing genius, but he was also renowned for his gamesmanship and/or cheating (depending on who you believe). And the subsequent century and a half of cricketing history is a litany of nefarious tactics, ball-tampering, match-fixing, surreptitiously effected run-outs, catches claimed and disputed, and so on.
But, perhaps the most telling example of the bizarre hypocrisies of cricket is "walking". Walking (or not) is an issue as old as the game itself. Walking is regarded as the height of gentlemanly conduct, a kind of sporting hara-kiri. And yet, let's face it, the term would never have come into existence were it not for the fact that some (including, of course, the great WG) didn't. Walking is the game's Hippocratic oath and its hypocritical taboo. I remember being given out caught behind at school. When I reached the pavilion, our cricket master chastised me for a full five minutes - cricket is a gentleman's game, he pronounced. If we don't play it like gentlemen, we may as well all give up now. Why didn't you walk? "Because I didn't hit it," I said.
So, I no longer believe that cricket builds character (in any meaningful sense). Instead, I have come to see that cricket reveals it; and isn't that a whole lot more interesting?

All sport is narrative: its central appeal to spectators being the highs and lows, the struggles overcome, that signify a story. But most sports are plot-driven pulp, built on archetypes of heroism and villainy with little of the nuance of truly great storytelling. I don't think it's any coincidence, for example, that football lasts 90 minutes (or 120, with extra time). After all, between 90 and 120 minutes demarcates the ideal Hollywood structure: a formula in which the surprises are necessarily unsurprising since the key purpose of the medium is to reaffirm and reassure. Of course, Bradford City occasionally beat Arsenal and Verbal may or may not be Keyser Söze. But these are the exceptions that confirm the core principles of a limited-narrative medium.
Cricket is, I think, different. If most sport is driven by plot, cricket is driven by character, and the nuances to be found therein are, if not limitless, as diverse as humanity itself. This idea fascinates me.
I sometimes teach novel-writing - such is the fate of novelists of a certain stature (writers of Chiswick Noir, for example). On such courses, my opening gambit generally goes like this: "What is a story? We meet our protagonist at point A. We follow him or her through to point Z. Typically, that protagonist will be faced with a personal flaw or external problem which he or she will have to overcome in the other letters of the alphabet. Enough said."
It is a facetious little speech, but it does the job, more or less, and it allows me then to go on and explain why I consider the novel the premier narrative form.
Allow me to give, say, Middlemarch, George Eliot's masterpiece, the A-to-Z treatment by way of illustration. Dorothea, an idealistic do-gooder, makes an ill-starred marriage to a crusty, deluded intellectual in the mistaken belief that personal and social fulfillment can be found in academic pursuit. After her husband's death, she eventually marries his young cousin, giving up material security and highfalutin ideals for love and, we are left to hope, some degree of redemption.
I haven't read Middlemarch for a while but, from memory, this is an adequate summary. But, it is also ridiculously reductive. Aside from ignoring the other great strands of plot and theme, it denudes our protagonist of all the subtleties of her character that conjure our empathy even as she infuriates and delights us in equal measure.
Put simply, while the 90-minute screenplay is necessarily built on character tropes of assumed common values and expectations, the novel form affords the storyteller space to build complex people who can be by turns comic and tragic, heroic and villainous, idealistic and cynical. My point? At its best, cricket, in its revelation of character, is the sporting equivalent of the novel.
I remember watching a Test match with Dad as a kid. I can't be sure, but I want to say it was during England's home series against Pakistan in 1982. That summer, England dominated the first Test before threatening implosion against the seemingly innocuous swing bowling of Pakistan's opening batsman, Mudassar Nazar. England lost the second Test by ten wickets before scraping home in the third for a series win.
I remember David Gower was particularly bamboozled by Mudassar's gentle hoopers and, after one dismissal, the commentator described his shot as "careless". This was, of course, one of three adjectives most used to characterise Gower throughout his career, the others being "elegant" and "laidback". In fact, so powerful was this critical stereotyping that Gower has become a triangulation point for all left-handed batsmen and, indeed, "careless" dismissals since.
But, on this occasion, Dad took issue. "Careless?" he said. "He's not careless. You don't get to play Test cricket if you don't care."
It's a comment that's stuck with me.
Let us briefly imagine David Gower: The Movie - create its "beat sheet", as the movie business likes to call it. The screenplay would undoubtedly identify "carelessness" as our hero's fatal flaw within the first ten pages, probably illustrated by some anecdote of schoolboy insouciance. Act One would culminate with him striking his first ball in Test cricket to the boundary, before a decline in Gower's fortunes to the Midpoint (say, the time he was dropped for the Oval Test in Ian Botham's great summer of 1981). Our hero would then fight his way back to the end of Act Two where he would ascend to the captaincy for… well, let's make it the "blackwash" series of 1984. He would show renewed mettle in defeat, which would then lead to a grand series win in India, before the glorious summer following culminates in Ashes triumph and a glut of runs for the man himself - the golden boy all grown up. This is the feature film version. I'm not suggesting it's a particularly good feature film, but it pushes the necessary buttons.
David Gower the Novel, on the other hand, would be a very different undertaking. I won't try to plot it here, but I know that we couldn't simply signify our protagonist with "carelessness". In fact, there is no need to plot the novel here since it already exists in the person of Gower himself. And it is a subtle tale that can only be précised to 117 matches, 8231 runs at an average of 44.25 - greatness by anyone's standards. And that is why Dad took offence to that single careless adjective.
All spectators are, of course, guilty of careless description. I have already been so myself, characterising Ian Bell as a flower-arranger. So, by way of contrition, I will use a moment from Bell's career as one of my examples for the comparison of two sports instead of two narrative media.
In 2008, John Terry, Chelsea captain, stepped up to take a penalty in the shoot-out which could win his club the Champions League for the first time. As he struck the ball, he slipped and sent his shot wide. It was a moment of high sporting drama, certainly; if you were a Chelsea fan, some tragedy; if you were one of Terry's many detractors, an instant of glorious schadenfreude. But I challenge anyone to claim it revealed much meaningful about his character. No doubt in Chelsea-hating pubs across the country, JT was derided as a "bottler", but does that even approximate to a truth we believe? The fact is he missed a penalty kick he'd have scored nine times out of ten. He slipped. Shit happens.
Now, let us look at Ian Bell's dismissal in the first innings of the first Test against India in Ahmedabad in 2012. India had scored 521 and England were struggling at 69 for 4 when Bell walked to the wicket. Then, he tried to hit the very first delivery he received back over the bowler's head to the boundary and spooned a simple catch to mid-off. I'm sure commentators used the word "careless", though I don't actually remember the invocation of Gower. It was an extraordinary shot, no doubt, but it also seemed more than that - in some way a summation of Bell as cricketer and man. In no particular order, Bell was batting at No. 6, a kind of ongoing reminder of a perceived weakness - we all know (and he knows) that he has the talent and technique to bat at three, but isn't trusted to do so. We all know his reputation for scoring easy runs - even the game in which he hit his 199 against South Africa in 2008 eventually petered out into a high-scoring draw, while his double-century against India in 2011 was milked from a beaten team at the end of a long summer. The former young maestro was one of three senior pros in the England top six, the go-to men to bat their team out of a crisis. His place in the team was under pressure from the next generation of tyros and he was due to return home after the game for the birth of his first child. Lastly, we all know that cricket is a game in which you have to trust your judgement and, to Bell's credit, he trusted his. Unfortunately, that judgement was terribly flawed, but would we have preferred him to poke forward nervously and nick to the keeper? Perhaps we would. The incident reminded me of something else I tell would-be novelists: when you're writing well, you can reveal more about a character in one moment than in 20 pages of exposition.

Of course I recognise that the oppositions I describe between cricket and other sports, and the novel and other narrative media, are false. There are plenty of unremarkable cricket matches and careers, plenty of epic examples from any other sport you can think of; innumerable bad, unsophisticated novels and many great films of considerable complexity. Nonetheless, I would maintain that the observations underlying these false oppositions ring true. There is something about cricket at its best that sets it apart - the space and time that allow for character development, the empathy and identification between player and spectator, the struggles of an individual against the backdrop of an interwoven narrative of a wider war for ascendancy (or, if you will, a "team game"). There is something about the novel form which, at its best, is exactly the same. Or, to put it another way, in the words of Tommy Akhtar, private eye, in the last scene of my film: "The Yanks will never get cricket. They'll never understand a five-day Test match that ends in a draw. They like victory and defeat. But victory and defeat are generally nursery rhymes, while a draw can be epic." Cricket, like a novel, like life, often ends in moral stalemate. And it's all the better for it.
If describing Ian Bell as a florist smacks of carelessness, then describing KP as some kind of idiot savant is unfortunate (see the KP Genius Twitter account) so, by way of conclusion, let me rectify that here. After all, the idea for this little essay came about while re-reading Anna Karenina against the backdrop of Pietersen's recent conflict with his team-mates, his captain, his coach, and the ECB.
Pietersen was, I began to consider, rather like poor, doomed Anna. He was regarded as self-serving, his judgement fatally flawed, seemingly hell-bent on alienating himself from his peers. He was characterised as a mercenary, and certainly he had no desire to live in anything but the considerable style to which he was accustomed. But, like Anna, his true tragedy was an ill-starred love: a love that could not be condoned by polite society, but would not be contained by its strictures either. But who did KP love?
As I read on, I slowly came to conclude that KP also resembled Count Vronsky; as Leo Tolstoy describes him, "a perfect specimen of Pietermaritzburg's [sorry, "Petersburg's'] gilded youth". Vronsky is a brave soldier raised for derring-do and impressive in the regulated environment of his regiment. But he is a man of limited imagination whose bravery derives not from moral courage but the whims of his own desires. Indeed, when Vronsky resigns his commission, it is not from principle but to pursue the self-gratification of his love for Anna, a love that can never fulfill either of them.
And so it dawned on me: KP is neither Anna nor Vronsky, he is both of them - the cricketing manifestation of Tolstoy's epic of doomed love.
Is this a step too far? Certainly. But fun, nonetheless…

This Jan Lokpal bill would increase the possibilities of the penetration of international capital in India - Arundhati Roy
In an exclusive interview, writer Arundhati Roy said there are serious concerns about the Jan Lokpal Bill, corporate funding, NGOs and even the role of the media.
Sagarika Ghose: Hello and welcome to the CNN-IBN special. The Anna Hazare anti-corruption movement has thrown up multiple voices. Many have been supportive of the movement, but there have been some who have been sceptical and raised doubts about the movement as well. One of these sceptical voices is writer Arundhati Roy who now joins us. Thanks very much indeed for joining us. In your article in 'The Hindu' published on August 21, entitled 'I'd rather not be Anna', you've raised many doubts about the Anna Hazare campaign. Now that the movement is over and the crowds have come and we've seen the massive size of those crowds, do you continue to be sceptical? And if so, why?
Arundhati Roy: Well, it's interesting that everybody seems to have gone away happy and everybody is claiming a massive victory. I'm kind of happy too, relieved I would say, mostly because I'm extremely glad that the Jan Lokpal Bill didn't go through Parliament in its current form. Yes, I continue to be sceptical for a whole number of reasons. Primary among them is the legislation itself, which I think is a pretty dangerous piece of work. So what you had was this very general mobilisation about corruption, using people's anger, very real and valid anger against the system to push through this very specific legislation or to attempt to push through this very specific piece of legislation which is very, very regressive according to me. But my scepticism ranges through a whole host of issues which has to do with history, politics, culture, symbolism, all of it made me extremely uncomfortable. I also thought that it had the potential to turn from something inclusive of what was being marketed and touted and being inclusive to something very divisive and dangerous. So I'm quite happy that it's over for now.
Sagarika Ghose: Just to come back to your article. You said that Arvind Kejriwal and Manish Sisodia have received $ 400,000 from the Ford foundation. That was one of the reasons that you were sceptical about this movement. Why did you make it a point to put in the fact that Arvind Kejriwal is funded by the Ford foundation.
Arundhati Roy: Just in order to point to the fact, a short article can just indicate the fact that it is in some way an NGO driven movement by Kiran Bedi, Arvind Kejriwal, Sisodia, all these people run NGOs. Three of the core members are Magsaysay award winners which are endowed by Ford foundation and Feller. I wanted to point to the fact that what is it about these NGOs funded by World Bank and Bank of Ford, why are they participating in sort of mediating what public policy should be? I actually went to the World Bank site recently and found that the World Bank runs 600 anti-corruption programmes just in places like Africa. Why is the World Bank interested in anti-corruption? I looked at five of the major points they made and I thought it was remarkable if you let me read them out:
1) Increasing political accountability
2) Strengthening civil society participation
3) Creating a competitive private sector
4) Instituting restraints on power
5) Improving public sector management
So, it explained to me why in the World Bank, Ford foundation, these people are all involved in increasing the penetration of international capital and so it explains why at a time when we are also worried about corruption, the major parts of what corruption meant in terms of corporate corruption, in terms of how NGOs and corporations are taking over the traditional functions of the government, but that whole thing was left out, but this is copy book World Bank agenda. They may not have meant it, but that's what's going on and it worries me a lot. Certainly Anna Hazare was picked up and propped up a sort of saint of the masses, but he wasn't driving the movement, he wasn't the brains behind the movement. I think this is something very pertinent that we really need to worry about.
Sagarika Ghose: So you don't see this as a genuine people's movement. You see it as a movement led by rich NGOs, funded by the World Bank to make India more welcoming of international capital?
Arundhati Roy: Well, I mean they are not funded by the World Bank, the Ford foundation is a separate thing. But just that I wouldn't have been this uncomfortable if I saw it as a movement that took into account the anger from the 2G Scam, from the Bellary mining, from CWG and then said 'Let's take a good look at who is corrupt, what are the forces behind it', but no, this fits in to a certain kind of template altogether and that worries me. It's not that I'm saying they are corrupt or anything, but I just find it worrying. It's not the same thing as the Narmada movement, it's the same thing as a people's movement that's risen from the bottom. It's very much something that, surely lots of people joined it, all of them were not BJP, all of them were not middle-class, many of them came to a sort of reality show that was orchestrated by even a very campaigning media, but what was this bill about? This bill was very, very worrying to me.
Sagarika Ghose: We'll come to the bill in just a bit but before that I want to bring in another controversial statement in your article which has sparked a great deal of controversy among even your old associates Medha Patkar and Prashant Bhushan, where you said, 'Both the Maoists and Jan Lokpal Movement have one thing in common, they both seek the overthrow of the Indian state.' Why do you believe that the movement for the Jan Lokpal Bill is similar to the Maoist movement in seeking the overthrow of the Indian state?
Arundhati Roy: Well, let's separate the movement from the bill, as I said that I don't even believe that most people knew exactly what the provisions of the bill were, those who were part of the movement, very few in the media and on the ground. But if you study that bill carefully, you see the creation of a parallel oligarchy. You see that the Jan Lokpal itself, the ten people, the bench plus the chairman, they are selected by a pool of very elite people and they are elite people, I mean if you look at one of the phases which says the search committee, the committee which is going to shortlist the names of the people who will be chosen for the Jan Lokpal will shortlist from eminent individuals of such class of people whom they deem fit. So you create this panel from this pool, and then you have a bureaucracy which has policing powers, the power to tap your phones, the power to prosecute, the power to transfer, the power to judge, the power to do things which are really, and from the Prime Minister down to the bottom, it's really like a parallel power, which has lost the accountability, whatever little accountability a representative government might have, but I'm not one of those who is critiquing it from the point of view of say someone like Aruna Roy, who has a less draconian version of the bill, I'm talking about it from a different point of view altogether of firstly, the fact that we need to define what do we mean by corruption, and then what does it mean to those who are disempowered and disenfranchised to get two oligarchies instead of one raiding over them.
Sagarika Ghose: So do you believe that the leaders of this movement were misleading the crowds who came for the protest because they were not there simply as an anti-corruption movement, they were there to campaign for the Jan Lokpal Bill and if people knew what the Jan Lokpal Bill was all about, in your opinion, setting up this huge bureaucratic monster, many of those people might well have not come for the movement, so do you feel that the leaders were misleading the people?
Arundhati Roy: I can't say that they were deliberately misleading people because of course, that bill on the net, if anybody wanted to read it could read it. So I can't say that. But I think that the anger about corruption became so widespread and generalised that nobody looked at what, there was a sort of dissonance between the specific legislation and the anger that was bringing people there. So, you have a situation in which you have this powerful oligarchy with the powers of prosecution surveillance, policing. In the bill there's a small section which says budget, and the budget is 0.25 per cent of the Government of India's revenues, that works out to something like Rs 2000 crore. There's no break up, nobody is saying how many people will be employed, how are they going to be chosen so that they are not corrupt, you know, it's a sketch, it's a pretty terrifying sketch. It's not even a realised piece of legislation. I think that, in a way the best thing that could have happened has happened that you have the bill and you have other versions of the bill and you have the time to now look at it and see whatever, I just want to keep saying that I'm not, my position in all this is not to say we need policing and better law. I'm a person who's asking and has asked for many years for fundamental questions about injustice, which is why I keep saying let's talk about what we mean by corruption.
Sagarika Ghose: And you believe that the reason why this movement is misconceived is because it's centered around this Jan Lokpal Bill?
Arundhati Roy: Yes, not just that, I think centrally, that I was saying earlier, can we discuss what we mean by corruption. Is it just financial irregularity or is it the currency of social transaction in a very unequal society? So if you can give me 2 minutes, I'll tell you what I mean. For example, corruption, some people, poor people in villages have to pay bribes to get their ration cards, to get their NREGA dues from very powerful vested interests. Then you a middleclass, you have honest businessmen who cannot run an honest business because of all sorts of reasons, they are out there angry. You have a middleclass which actually bribes to buy itself scarce favours and on the top you have the corporations, the politicians looting millions and mines and so on. But you also have a huge number of people who are outside the legal framework because they don't have pattas, they live in slums, they don't have legal housing, they are selling their wares on redis, so they are illegal and in an anti-corruption law, an anti-corruption law is naturally sort of pinned to an accepted legality. So you can talk about the rule of law when all your laws are designed to perpetuate the inequality that exists in Indian society. If you're not going to question that, I'm really not someone who is that interested in the debate then.
Sagarika Ghose: So fundamentally it's about service delivery to the poorest of the poor, it's about ensuring justice to the poorest of the poor, without that a whole bureaucratic infrastructure is meaningless?
Arundhati Roy: Well Yes, but you know as I said in my article, supposing you're selling your samosas on a 'rehdi' (cart) in a city where only malls are legal, then you pay the local policemen, are you going to have to now pay to the Lokpal too? You know corruption is a very complicated issue.
Sagarika Ghose: But what about the provisions for the lower bureaucracy. The lower bureaucracy is going to be brought into the Lokpal, they're going to have a state level Lokayukta, so there is an attempt within the Lokpal Bill to go right down to the level of the poorest of the poor and then you can police even those functionaries who deal with the very poor. So don't you have hope that there, at least, it could be regularised because of this bill?
Arundhati Roy: I think that part of the bill will be interesting, I think it's very complicated because the troubles that are besetting our country today are not going to be solved by policing and by complaint booths alone. But, at the lower level, I think we have to come up with something where you can assure people that you're not going to set up another bureaucracy which is going to be equally corrupt. When you have one brother in BJP, one brother in Congress, one brother in police, one brother in Lokpal, I would like to see how that's going to be managed, this law is very sketchy about that.
Sagarika Ghose: But just to come back to the movement again, don't you think that the political class has become corrupt and has become venal and you have a movement like this it does function as a wake up call?
Arundhati Roy: To some extent yes, but I think by focusing on the political class and leaving out the corporations, the media that they own, the NGOs that are taking over, governmental functions like health, you know corporates are now dealing with what government used to deal with. Why are they left out? So I think a much more comprehensive view would have made me comfortable even though I keep saying that for me the real issue is what is it that has created a society in which 830 million people live on less than Rs 20 a day and you have more people and all of the poor countries of Africa put together.
Sagarika Ghose: So basically what you're saying is that laws are not the way to tackle corruption and to tackle injustice. It's not through laws, it's not through legal means, we have to do it through much more decentralisation of power, much more outreach at the lowest level?
Arundhati Roy: I think first you have to question the structure. You see if there is a structural inequality happening, and you are not questioning that, and you're in fact fighting for laws that make that structural inequality more official, we have a problem. To give an example, I was just on the Chhattisgarh-Andhra Pradesh border where the refugees from Operation Greenhunt have come out and underneath. So for them the issue is not whether Tata gave a bribe on his mining or Vedanta didn't give a bribe in his mining. The problem is that there is a huge problem in terms of how the mineral and water and forest wealth of India is being privatised, is being looted, even if it were non corrupt, there is a problem. So that's why we're just not coolly talking about Dantewada, there are many a places I mean what's happening in Posco, in Kalinganagar . So this is not battles against corruption. There's something very, very serious going on. None of these issues were raised or even alluded to somehow.
Sagarika Ghose: So basically what you're saying is that it is not the battle against corruption which is the primary battle, it's the battle for justice that has to be the primary battle in India. Just to come back to the point about the law, many have said that this is a process of pre-legislative consultation, that all over the world now civil society groups, I know you don't like that word, are co-operating with the government in law making and a movement like this institutionalises that, institutionalises civil society groups coming into the law making process. Doesn't that make you hopeful about this movement?
Arundhati Roy: In principal, yes, but when a movement like this which has been constructed in the way that it has, you can talk about, sort of calls itself the people or civil society and says that it's representing all of civil society. I would say there's a problem there and it depends on the law. So right now I think the good thing that has happened is that the Jan Lokpal Bill which probably has some provisions that will make it into the final law, is one of the many bills that will be debated. So, yes, that's a good thing. But if it had just gone through in this way, I wouldn't be saying yes, that's a good thing.
Sagarika Ghose: Let's talk about the media. You've been very critical about the media and the way the media, particularly broadcast media has covered this movement, do you believe that if the media had not given it this kind of time, this movement simply wouldn't have taken off? Do you believe that it's a media manufactured movement?
Arundhati Roy: Well, I'm not going to say that's entirely media manufactured. I think that was one of the big factors in it. There was also mobilisation from the BJP and the RSS, which they've admitted to. I think the media, I don't know when before campaigned for something in this way where every other kind of news was pushed out and for ten days, you had only this news. In this nation of one billion people, the media didn't find anything else to report and it campaigned, not everybody, but certainly certain major television channels campaigned and said they were campaigning, they said, 'We're the channel through whom Anna speaks to the people and so on. Now firstly to me that's a form of corruption in the first place where presumably, a broadcast licence as a news channel has to do with reporting news, not campaigning. But even if you are campaigning and the only reason that everybody was reporting it was TRP ratings, then why not just settle for pornography or sadomasochism or whatever gives good TRP ratings. How can news channels just abandon every other piece of news and just concentrate on this for 10 days? You know how much of spot ad costs on TV, what kind of a price would you put on this? Why was it doing this? Per se if media campaigns had to do with social justice, if the media spent 10 days campaigning on why more than a lakh farmers have committed suicide in this country, I'd be glad because I would say okay, this is the job of the media. It is like the old saying - to afflict the comfortable and comfort the afflicted.
Sagarika Ghose: But don't you think one man taking on the might of the government is a big story and don't you think that that deserves to be covered?
Arundhati Roy: No, I don't. For all the sorts of reasons that I've said, it was one man trying to push through a regressive piece of legislation.
Sagarika Ghose: Let's come to the role of the RSS which you have also eluded to. You've spoken about the role of aggressive nationalism or Vande Mataram being chanted, of the RSS saying that we're involved in this particular movement, but then your old associates Prashant Bhushan and Medha Patkar are in this movement as well. Is it fair to completely dub this movement as an RSS Hindu right wing movement?
Arundhati Roy: I haven't done that though some people have. But I think it's an interesting question to talk about symbolism and this movement. For example, what is the history of Vande Mataram? Vande Mataram first occurred in this book by Bankim Chandra Chatterjee in 1882, it became a part of a sort of war cry at the time of partition of Bengal and since then, since in 1937 Tagore said it's a very unsuitable national anthem, very divisive, it's got a long communal history. So what does it mean when huge crowds are chanting that? When you take up the national flag, when you're fighting colonialism, it means one thing. When you're a supposedly free nation that national flag is always about exclusion and not inclusion. You took up that flag and the state was paralysed. A state which is not scared of slaughtering people in the dark, suddenly was paralysed. You talk about the fact that it was a non violent movement, yes, because the police were disarmed. They just were too scared to do anything. You had Bharat Mata's photo first and then it was replaced by Gandhi. You had people who were openly part of the Manovadi Krantikari Aandolan there. So you have this cocktail of very dangerous things going on, you had other kinds of symbolism. Imagine Gandhi going to a private hospital after his fast. A private hospital that symbolises the withdrawal of the state from healthcare for the poor. A private hospital where the doctors charge a lakh every time they inhale and exhale. The symbolisms were dangerous and if this movement had not ended in this way, it could have turned extremely dangerous. What you had was a lot of people, I'm not going to say they were only RSS, I'm not going to say they were only middle-class, I'm not going to say they were only urban. But yes, they were largely more well off than most people who have been struggling on the streets and facing bullets in this country for a long time. But in some odd way the victims and the perpetrators of corruption of the recipients of the fruits of modern development, they were all there together. There were contradictions that could not have been held together for much longer without them just tearing apart.
Sagarika Ghose: But weren't you impressed by the sheer size of the crowd? Weren't you impressed by the spontaneity of the crowd? The fact that people came out, they voiced their anger, they voiced their protest, surely it can't just all be boxed into one shade of opinion.
Arundhati Roy: Should I tell you something Sagarika? I have seen much larger crowds in Kashmir. I have seen much larger crowds even in Delhi. Nobody reported them. They were then only called 'traffic jam bana diya inhone'. I was not impressed by the size of the crowds apart from the fact that I'm not that kind of a person. I'm sure there were larger crowds chanting for the demolition of the Babri Masjid, would that be fine by us? It's not about numbers.
Sagarika Ghose: Is that how you see this movement? You see it as a kind of Ram Janmabhoomi Part 2?
Arundhati Roy: No, not at all. I've said what I feel. That would be stupid for me to say. But I see it as something potentially quite worrying, quite dangerous. So I think we all need to go back and think a lot about what was going on there and not come to easy conclusions and easy condemnations, I think we really need to think about what was going on there, how it was caused, how it happened, what are the good things, what are the bad things, some serious thinking. But certainly I'm not the kind of person who just goes and gets impressed by a crowd regardless of what it's saying, regardless of what it's chanting, regardless of what it's asking for.
Sagarika Ghose: But what about the persona of Anna Hazare? Many would say that he evoked a certain different era, he evoked the era of the freedom struggle, he is a simple Gandhian, he does lead a very austere life, he lives in a small room behind a temple and his persona of what he is evokes a certain moral power perhaps which is needed in an India which is facing a moral crisis.
Arundhati Roy: I think Anna Hazare was a sort of empty vessel in which you could pour whatever meaning you wanted to pour in, unlike someone like Gandhi who was very much his own man on the stage of the world. Anna Hazare certainly is his own man in his village, but here he was not in charge of what was going on. That was very evident. As for who he is and what his affiliations and antecedents have been, again I'm worried.
Sagarika Ghose: Why are you worried?
Arundhati Roy: Some of things that one has read and found out about, his attitude towards Harijans, that every village must have one 'chamaar' and one 'sunaar' and one 'kumhaar', that's gandhian in some ways, you know Gandhi had this very complicated and very problematic attitude to the caste system, anyone who knows about the debates between Gandhi and Ambedkar will tell you that. But what I'm saying is eventually we live in a very complicated society. You have a strong left edition which doesn't know what to do with the caste system. You have the Gandhians who are also very odd about the caste system. You have our deeply frightening communal politics, you have this whole new era of new liberalism and the penetration of international capital. This movement just did not know the beginning of its morals. It could have ended badly because nobody really, you know, you choose something like corruption, it's a pot into which everyone can piss, anti-left, pro-left, right, I mean, I was in Hyderabad, Jagan Mohan Reddy who was at that time being raided by the CBI was one of his great supporters. Sagarika Ghose: But isn't that its strength? It's an inclusive agenda. Anti-corruption movement brings people in.
Arundhati Roy: It's a meaningless thing when you have highly corrupt corporations funding an anti-corruption movement, what does this mean? And trying to set up an oligarchy which actually neatens the messy business of democracy and representative democracy however bad it is. Certainly it's a comment on the fact that our country suffering from a failure of representative democracy, people don't believe that their politicians really represent them anymore, there isn't a single democratic institution that is accessible to ordinary people. So what you have is a solution which isn't going to address the problem.
Sagarika Ghose: So a corporate funded movement which seeks to lessen the power of the democratic state and seeks to reduce the power of the democratic state?
Arundhati Roy: I would say that this bill would increase the possibilities of the penetration of international capital which has led to a huge crisis in the first place in this country.
Sagarika Ghose: Just on a different note, what do you think of the fast-unto-death? Many have criticised it as a 'Brahamastra' which shouldn't be easily deployed in political agitations, Gandhi used it only as a last resort. What is your view of the hunger strike or the fast-unto-death?
Arundhati Roy: Look the whole world is full of people who are killing themselves, who are threatening to kill themselves in different ways. From a suicide bomber to the people who are immolating themselves on Telangana and all that. Frankly, I'm not one of those people who's going to stand and give a lecture about the constitutionality of resistance because I'm not that person. For me it's about what are you doing it for. That's my real question - what are you doing it for? Who are you doing it for? And why are you doing it? Other than that I think I personally believe that there are things going on in this world that you really need to stand up and resist in whatever way you can. But I'm not interested in a fast-unto-death for the Jan Lokpal Bill frankly.
Sagarika Ghose: So what is your solution then. How would you fight corruption?
Arundhati Roy: Sagarika, I'm telling you that corruption is not my big issue right now. I'm not a reformist person who will tell you how to cleanse the Indian state. I'm going on and on in all the 10 years that I've written about nuclear powers, about nuclear bombs, about big dams, about this particular model of development, about displacement, about land acquisition, about mining, about privatisation, these are the things I want to talk about. I'm not the doctor to tell the Indian state how to improve itself.
Sagarika Ghose: So corruption really does not concern you in that sense?
Arundhati Roy: No, it does, but not in this narrow way. I'm concerned about the absolutely disgusting inequality in the society that we live in.
Sagarika Ghose: And this movement has done nothing to touch that. What precedents has it set for protest movements in the future? Do you think this movement has set a precedent for protest movements in the future?
Arundhati Roy: For protest movements of the powerful, protests movements where the media is on your side, protests movements where the government is scared of you, protest movements where the police disarm themselves, how many movements are there going to be like that? I don't know. While you're talking about this, the army is getting ready to move into Central India to fight the poorest people in this country, and I can tell you they are not disarmed. So, I don't know what lessons you can draw from a protest movement that has privileges that no other protest movement I've ever known has had.
Sagarika Ghose: Just to re-emphasise the point about Medha Patkar and Prashant Bhushan, these are old time associates of yours in activism. They are deeply involved in this particular movement. How do you react to them being involved in this movement of which, you're so critical?
Arundhati Roy: With some dismay because Prashant is a very close friend of mine and I respect Medha a lot, but I think that their credibility has been cashed in on in some ways, but I feel bad that they are part of it.
Sagarika Ghose: You have voiced fears in your article as well that in some ways, this movement and this bill is an attempt to diminish the powers of the democratic government and to reduce the discretionary powers of the democratic government. So you feel that this is a corporate funded exercise to reduce the powers of the democratically elected government?
Arundhati Roy: Well not corporate funded, but there's a sort of IMF World Bank way of looking at it, fuelling this whole path because if you remember in the early 90s when they began on this path of liberalisation and privatisation. The government itself kept saying, 'Oh, we're so corrupt. We need a systemic change, we can't not be corrupt,' and that systemic change was privatisation. When privatisation has shown itself to be more corrupt than, I mean the levels of corruption have jumped so high, the solution is not systemic. It's either moral or it's more privatisation, more reforms. People are calling for the second round of reforms for the removal of the discretionary powers of the government. So I think that's a very interesting that you're not looking at it structurally, you're looking at it morally and you're trying to push whatever few controls there are or took the way once again for the penetration of international capital.
Sagarika Ghose: But people like Nandan Nilekani have argued this movement and this bill could stop reforms actually. It could actually put an end to the reforms process by instituting this big bureaucratic infrastructure - this inspector raj. But you don't go along with that. You believe that this is a way of taking the reforms agenda forward.
Arundhati Roy: I think it depends on who captures that bureaucracy. That's why I'm worried about this combination of sort of Ford funded NGO world and the RSS and that sort of world coming together in a kind of crossroads. Those two things are very frightening because you create a bureaucracy which can then be controlled, which has Rs 2000 crore or whatever, 0.25 per cent of the revenues of the Government of India at its disposal, policing powers, all of this. So it's a way of side-stepping the messy business of democracy.
Sagarika Ghose: That's interesting the combination of Ford funded NGOs, rich NGOs and the Hindu mass organisations. That's the combination that you see here and that's what makes you uneasy.
Arundhati Roy: yes, and when you look at the World Bank agenda, it's 600 anti-corruption plans and projects and what it says, what it believes, then it just becomes as clear as day what's going on here.
Sagarika Ghose: And what is going on, just to push you on that one?
Arundhati Roy: What I said, that you stop concentrating on the corruption of government officers when you know of governments, politicians, and leaving out the huge corporate world, the media, the NGOs who have taken over traditional government functions of electricity, water, mining, health, all of that. Why concentrate on this and not on that? I think that's a very, very big problem.
Sagarika Ghose: So it was a protest movement of the entitled and the protest movement of the privileged. Arundhati Roy thanks very much indeed for joining us.

Judging from the New York Times and the Washington Post, urban India is abuzz with the idea of banishing corruption. Photographs of peaceful marchers filling a giant overpass have made front-page news. Anna Hazare, whose arrest and fast have ignited the stir in cities all across India and amongst Indian groups abroad, is now a well-known figure. The fast, meetings, and protests are being billed as nothing less than a second Freedom Movement.
That last accreditation is in perfect pitch with an intelligentsia cut adrift from any sense of proportion, as befitting one that till only the other day was capable of considering Manmohan Singh a more significant reformer than Mahatma Gandhi.
Amid all the din it is easy to forget the lofty purpose of the Second Freedom Movement. It is for the appointment of an ombudsman and a subsidiary bureaucracy to oversee allegations of corruption amongst government officials. One may just as soon label a demand for Web access to one's income tax records as the second Declaration of Independence.
Owing perhaps to his experiences as a lawyer, Gandhi did not view some new law as the panacea to every social, economic or political problem. He pinned a lot more importance on the renewal of the human being. Gandhi believed that the quality of any country ultimately depends on the quality of its people. His abhorrence of legal cleverness as a means to fixing human problems is best illustrated by EF Schumacher in his classic, Small Is Beautiful,
" Gandhi used to talk disparagingly of 'dreaming of systems so perfect that no-one will need to be good'. "
That corruption is the scourge of daily existence in India as in few other countries may be entirely true. Ordinary people in everyday life have to pay bribes all the way from getting a driver's license to obtaining a housing permit. Certainly many of these are paid to government officials, big and small. The same government officials have to bribe others in their capacity as applicants. Corruption is many things to many people.
What Anna Hazare and his acolytes seem to forget is that corruption is not limited to the government. They also appear to believe that the appointment of eminent Indians to some overseeing council would somehow ensure moral chastity. If credentials alone, or even a personal reputation for incorruptibility, were such strong safeguards, the administration of Prime Minister Manmohan Singh should be a showcase for civics textbooks on model governance. Instead, it is considered the fount of malpractice and graft on a gargantuan scale, with many reckoning it presides over the most corrupt dispensation in independent India's history.
Neither the protesters nor the government want to address the issue of corruption in India in its deeper essence. Is it an obscenity only when a government official receives a bribe? What about corruption of the conscience? For instance, is it corruption when someone can build a 60 story skyscraper for a personal residence in a country where millions of children go to bed malnourished? Gandhi again,
"Every palace that one sees in India is a demonstration, not of her riches, but of the insolence of power that riches give to the few, who owe them to the miserably requited labours of the millions of the paupers of India."
Even though there seems to be a palpable correlation between the size and scope of scams in India and Manmohan Singh's neoliberal initiatives starting in the early 90s, Anna Hazare and his wise counselors don’t seem to want to see it. And amidst all his ineptitude in dealing with this latest crisis, practically the first words out of the Prime Minister’s mouth were to caution that it would be wrong to connect corruption with economic liberalization.
As veteran journalist Alexander Cockburn is fond of saying, "never believe anything until it is officially denied".
In 1991, Manmohan Singh, finance Minister in a minority government, kicked off a 'liberalization' program laying the foundation for a two decade neoliberal spree. It has turned some 250 million Indian citizens into celebrated ‘consumers’, but distorted any measure of what Professor Amartya Sen would call ‘social choice'. In this new order, what is good for consumerism and high living is alone good for India, whatever its cost by way of farmer suicides, uprooting of entire villages, pollution of the water table, or handing over of India's agricultural future to the GMO boys at Monsanto and elsewhere. The lone measure of success in this Eastern Wild-West is something called growth rate; the ethos it has spawned would both amaze and gratify Gordon "Greed Is Good" Gecko.
Gandhi's diagnosis and cure for India's corruption epidemic would probably involve a lot more pain and sacrifice than a few marches. He might point out that in a milieu where leaders openly promote moneymaking as the most important virtue, and an elite esteems itself by the extent of its ostentation, corruption would only find a conducive habitat. He would reject recourse to some bill, not for some technical shortcomings, but perhaps saying that reliance on such measures would "diminish the moral height" of Indians, just as his khadi movement urged Indians to boycott foreign cloth and adopt the rougher and costlier homespun, instead of a fast outside the Viceroy’s palace pleading for a ban on English mill imports.
The fervid and often uncivil jousting between "civil society" on the one side and the gentleman Prime Minister’s cabinet on the other, poring over fine points of an anticorruption bill while taking care never to mention the 800 pound gorilla parked in the middle of the room, reminded me of something I had read long ago.

Anna - the way ahead, please move beyond NGO speak
Anna Hazare is right.
The fight to rid India of corruption has only just begun. Fuelling outrage is easy. Channelling it democratically towards solutions requires real leadership.
Having won a spectacular victory in popular sentiment, Anna and his team now have to show they understand their responsibilities. They have to move on from NGOspeak and vaulting personal ambitions to the nitty-gritty of nation and confidence building.
Nelson Mandela, who was inspired by Gandhi, said a true leader is one who carries his opponents and friends along in pursuit of a goal.
More importantly, a true leader knows when his job is over and he must leave the stage. I am not sure Anna and his team will stop and listen. Law making succeeds when the historical time necessary for a debate to mature and the political time to capture that knowledge in a body of law meet. Policy work that precedes law making is often work in progress. Experience shows that five key stakeholders — the government, the media, NGOs, academic institutions and the corporate sector — play clearly defined roles in shepherding this process that includes framing issues correctly.
We need to see some confidence-building measures from Anna’s team — a task that can be easily carried out by their second and third rung leadership. Having wrenched the moral high ground from the government, Anna and his team would set a very healthy precedent if they could share a few of their learnings with the nation.
One is to tell us how, in a record time of a few months, they built their knowledge base to arrive at the conclusion that they speak for the nation that wants their version of the Lokpal bill to be passed immediately.
Secondly, it would be very helpful to know their selection criteria for fundraising and how they manage vested interests from donating to their cause. India Against Corruption has posted some lists on the website.
It’s a small start. If Anna could ask all his associates and donors to do the same, our confidence in him will grow. Failing to do so would leave the door open for attacks as the debate moves on to the level that Anna has identified as the fight to finish.
Many of the protesters want jobs. At a time when our economic indicators are a cause for concern, a second confidence building measure would be to tell us what role Anna and his team see for the corporate sector in building a robust economic space for the nation. Is it their final word that economic liberalisation is the root of all evil and that the corporate world is a mafia that is responsible for a lot of what ails India today?
Since some of the leaders with Anna accept corporate funding, it would be helpful if their criteria for differentiating between good and bad corporates could be posted online as a service to the nation. Since they will also require the support of legal luminaries and other NGOs, we come back to confidence building measures that is expected of all good politicians and statesmen.
As a third confidence building exercise and using the Jan Lokpal bill as an example, Anna and his team should tell the nation how they would have dealt with one of the many major scams in front of us or how would secure corruption free jobs for the deserving. It could be a Jan Lokpal roadmap to justice. This is not a hypothetical question. It is real time learning.
The government has no credibility on this issue. This is a historical moment for us. Anna has won hands down in the people’s court.
It is therefore expected of him to now go beyond flag waving, show statesmanship and governance, and convert this grand and popular victory into a robust nation building exercise engaging transparently not just with the media but with all sectors and people who have a stake in making India corruption free.
Having raised expectations all around, Anna and his team now have to prove with every act and word that they are right when they say they have earned the right to lead. The nation is waiting with bated breath.

For all Anna supporters - do you have answers to these questions?
While his means maybe Gandhian, his demands are certainly not.
If what we're watching on TV is indeed a revolution, then it has to be one of the more embarrassing and unintelligible ones of recent times. For now, whatever questions you may have about the Jan Lokpal Bill, here are the answers you're likely to get: tick the box — (a) Vande Mataram (b) Bharat Mata ki Jai (c) India is Anna, Anna is India (d) Jai Hind.
For completely different reasons, and in completely different ways, you could say that the Maoists and the Jan Lokpal Bill have one thing in common — they both seek the overthrow of the Indian State. One working from the bottom up, by means of an armed struggle, waged by a largely adivasi army, made up of the poorest of the poor. The other, from the top down, by means of a bloodless Gandhian coup, led by a freshly minted saint, and an army of largely urban, and certainly better off people. (In this one, the Government collaborates by doing everything it possibly can to overthrow itself.)
In April 2011, a few days into Anna Hazare's first “fast unto death,” searching for some way of distracting attention from the massive corruption scams which had battered its credibility, the Government invited Team Anna, the brand name chosen by this “civil society” group, to be part of a joint drafting committee for a new anti-corruption law. A few months down the line it abandoned that effort and tabled its own bill in Parliament, a bill so flawed that it was impossible to take seriously.
Then, on August 16th, the morning of his second “fast unto death,” before he had begun his fast or committed any legal offence, Anna Hazare was arrested and jailed. The struggle for the implementation of the Jan Lokpal Bill now coalesced into a struggle for the right to protest, the struggle for democracy itself. Within hours of this ‘Second Freedom Struggle,' Anna was released. Cannily, he refused to leave prison, but remained in Tihar jail as an honoured guest, where he began a fast, demanding the right to fast in a public place. For three days, while crowds and television vans gathered outside, members of Team Anna whizzed in and out of the high security prison, carrying out his video messages, to be broadcast on national TV on all channels. (Which other person would be granted this luxury?) Meanwhile 250 employees of the Municipal Commission of Delhi, 15 trucks, and six earth movers worked around the clock to ready the slushy Ramlila grounds for the grand weekend spectacle. Now, waited upon hand and foot, watched over by chanting crowds and crane-mounted cameras, attended to by India's most expensive doctors, the third phase of Anna's fast to the death has begun. “From Kashmir to Kanyakumari, India is One,” the TV anchors tell us.
While his means may be Gandhian, Anna Hazare's demands are certainly not. Contrary to Gandhiji's ideas about the decentralisation of power, the Jan Lokpal Bill is a draconian, anti-corruption law, in which a panel of carefully chosen people will administer a giant bureaucracy, with thousands of employees, with the power to police everybody from the Prime Minister, the judiciary, members of Parliament, and all of the bureaucracy, down to the lowest government official. The Lokpal will have the powers of investigation, surveillance, and prosecution. Except for the fact that it won't have its own prisons, it will function as an independent administration, meant to counter the bloated, unaccountable, corrupt one that we already have. Two oligarchies, instead of just one.
Whether it works or not depends on how we view corruption. Is corruption just a matter of legality, of financial irregularity and bribery, or is it the currency of a social transaction in an egregiously unequal society, in which power continues to be concentrated in the hands of a smaller and smaller minority? Imagine, for example, a city of shopping malls, on whose streets hawking has been banned. A hawker pays the local beat cop and the man from the municipality a small bribe to break the law and sell her wares to those who cannot afford the prices in the malls. Is that such a terrible thing? In future will she have to pay the Lokpal representative too? Does the solution to the problems faced by ordinary people lie in addressing the structural inequality, or in creating yet another power structure that people will have to defer to?
Meanwhile the props and the choreography, the aggressive nationalism and flag waving of Anna's Revolution are all borrowed, from the anti-reservation protests, the world-cup victory parade, and the celebration of the nuclear tests. They signal to us that if we do not support The Fast, we are not ‘true Indians.' The 24-hour channels have decided that there is no other news in the country worth reporting.
‘The Fast' of course doesn't mean Irom Sharmila's fast that has lasted for more than ten years (she's being force fed now) against the AFSPA, which allows soldiers in Manipur to kill merely on suspicion. It does not mean the relay hunger fast that is going on right now by ten thousand villagers in Koodankulam protesting against the nuclear power plant. ‘The People' does not mean the Manipuris who support Irom Sharmila's fast. Nor does it mean the thousands who are facing down armed policemen and mining mafias in Jagatsinghpur, or Kalinganagar, or Niyamgiri, or Bastar, or Jaitapur. Nor do we mean the victims of the Bhopal gas leak, or the people displaced by dams in the Narmada Valley. Nor do we mean the farmers in NOIDA, or Pune or Haryana or elsewhere in the country, resisting the takeover of the land.
‘The People' only means the audience that has gathered to watch the spectacle of a 74-year-old man threatening to starve himself to death if his Jan Lokpal Bill is not tabled and passed by Parliament. ‘The People' are the tens of thousands who have been miraculously multiplied into millions by our TV channels, like Christ multiplied the fishes and loaves to feed the hungry. “A billion voices have spoken,” we're told. “India is Anna.”
Who is he really, this new saint, this Voice of the People? Oddly enough we've heard him say nothing about things of urgent concern. Nothing about the farmer's suicides in his neighbourhood, or about Operation Green Hunt further away. Nothing about Singur, Nandigram, Lalgarh, nothing about Posco, about farmer's agitations or the blight of SEZs. He doesn't seem to have a view about the Government's plans to deploy the Indian Army in the forests of Central India.
He does however support Raj Thackeray's Marathi Manoos xenophobia and has praised the ‘development model' of Gujarat's Chief Minister who oversaw the 2002 pogrom against Muslims. (Anna withdrew that statement after a public outcry, but presumably not his admiration.)
Despite the din, sober journalists have gone about doing what journalists do. We now have the back-story about Anna's old relationship with the RSS. We have heard from Mukul Sharma who has studied Anna's village community in Ralegan Siddhi, where there have been no Gram Panchayat or Co-operative society elections in the last 25 years. We know about Anna's attitude to ‘harijans': “It was Mahatma Gandhi's vision that every village should have one chamar, one sunar, one kumhar and so on. They should all do their work according to their role and occupation, and in this way, a village will be self-dependant. This is what we are practicing in Ralegan Siddhi.” Is it surprising that members of Team Anna have also been associated with Youth for Equality, the anti-reservation (pro-“merit”) movement? The campaign is being handled by people who run a clutch of generously funded NGOs whose donors include Coca-Cola and the Lehman Brothers. Kabir, run by Arvind Kejriwal and Manish Sisodia, key figures in Team Anna, has received $400,000 from the Ford Foundation in the last three years. Among contributors to the India Against Corruption campaign there are Indian companies and foundations that own aluminum plants, build ports and SEZs, and run Real Estate businesses and are closely connected to politicians who run financial empires that run into thousands of crores of rupees. Some of them are currently being investigated for corruption and other crimes. Why are they all so enthusiastic?
Remember the campaign for the Jan Lokpal Bill gathered steam around the same time as embarrassing revelations by Wikileaks and a series of scams, including the 2G spectrum scam, broke, in which major corporations, senior journalists, and government ministers and politicians from the Congress as well as the BJP seem to have colluded in various ways as hundreds of thousands of crores of rupees were being siphoned off from the public exchequer. For the first time in years, journalist-lobbyists were disgraced and it seemed as if some major Captains of Corporate India could actually end up in prison. Perfect timing for a people's anti-corruption agitation. Or was it?
At a time when the State is withdrawing from its traditional duties and Corporations and NGOs are taking over government functions (water supply, electricity, transport, telecommunication, mining, health, education); at a time when the terrifying power and reach of the corporate owned media is trying to control the public imagination, one would think that these institutions — the corporations, the media, and NGOs — would be included in the jurisdiction of a Lokpal bill. Instead, the proposed bill leaves them out completely.
Now, by shouting louder than everyone else, by pushing a campaign that is hammering away at the theme of evil politicians and government corruption, they have very cleverly let themselves off the hook. Worse, by demonising only the Government they have built themselves a pulpit from which to call for the further withdrawal of the State from the public sphere and for a second round of reforms — more privatisation, more access to public infrastructure and India's natural resources. It may not be long before Corporate Corruption is made legal and renamed a Lobbying Fee.
Will the 830 million people living on Rs.20 a day really benefit from the strengthening of a set of policies that is impoverishing them and driving this country to civil war?
This awful crisis has been forged out of the utter failure of India's representative democracy, in which the legislatures are made up of criminals and millionaire politicians who have ceased to represent its people. In which not a single democratic institution is accessible to ordinary people. Do not be fooled by the flag waving. We're watching India being carved up in war for suzerainty that is as deadly as any battle being waged by the warlords of Afghanistan, only with much, much more at stake.
