Why are corrupt politicians popular in India

Even as our democracy and our economy have become more vibrant, an important issue in the recent election was whether we had substituted the crony socialism of the past with crony capitalism, where the rich and the influential are alleged to have received land, natural resources and spectrum in return for payoffs to venal politicians.

By killing transparency and competition, crony capitalism is harmful to free enterprise, opportunity, and economic growth. And by substituting special interests for the public interest, it is harmful to democratic expression. If there is some truth to these perceptions of crony capitalism, a natural question is why people tolerate it. Why do they vote for the venal politician who perpetuates it?

A hypothesis on the persistence of crony capitalism

One widely held hypothesis is that our country suffers from want of a “few good men” in politics. This view is unfair to the many upstanding people in politics. But even assuming it is true, every so often we see the emergence of a group, usually upper middle class professionals, who want to clean up politics. But when these “good” people stand for election, they tend to lose their deposits. Does the electorate really not want squeaky clean government?

Apart from the conceit that high morals lie only with the upper middle class, the error in this hypothesis may be in believing that problems stem from individual ethics rather than the system we have. In a speech I made before the Bombay Chamber of Commerce in 2008, I argued that the tolerance for the venal politician is because he is the crutch that helps the poor and underprivileged navigate a system that gives them so little access. This may be why he survives.

Let me explain. Our provision of public goods is unfortunately biased against access by the poor. In a number of states, ration shops do not supply what is due, even if one has a ration card – and too many amongst the poor do not have a ration card or a BPL card; Teachers do not show up at schools to teach; The police do not register crimes, or encroachments, especially if committed by the rich and powerful; Public hospitals are not adequately staffed and ostensibly free medicines are not available at the dispensary; …I can go on, but you know the all-too-familiar picture.

This is where the crooked but savvy politician fits in. While the poor do not have the money to “purchase” public services that are their right, they have a vote that the politician wants. The politician does a little bit to make life a little more tolerable for his poor constituents – a government job here, an FIR registered there, a land right honoured somewhere else. For this, he gets the gratitude of his voters, and more important, their vote. Of course, there are many politicians who are honest and genuinely want to improve the lot of their voters. But perhaps the system tolerates corruption because the street smart politician is better at making the wheels of the bureaucracy creak, however slowly, in favour of his constituents. And such a system is self-sustaining. An idealist who is unwilling to “work” the system can promise to reform it, but the voters know there is little one person can do. Moreover, who will provide the patronage while the idealist is fighting the system? So why not stay with the fixer you know even if it means the reformist loses his deposit?

So the circle is complete. The poor and the under-privileged need the politician to help them get jobs and public services. The crooked politician needs the businessman to provide the funds that allow him to supply patronage to the poor and fight elections. The corrupt businessman needs the crooked politician to get public resources and contracts cheaply. And the politician needs the votes of the poor and the underprivileged. Every constituency is tied to the other in a cycle of dependence, which ensures that the status quo prevails. Well-meaning political leaders and governments have tried, and are trying, to break this vicious cycle. How do we get more politicians to move from “fixing” the system to reforming the system? The obvious answer is to either improve the quality of public services or reduce the public’s dependence on them. Both approaches are necessary. But then how does one improve the quality of public services? The typical answer has been to increase the resources devoted to the service, and to change how it is managed. A number of worthwhile efforts are underway to improve the quality of public education and healthcare. But if resources leak or public servants are not motivated, which is likely in the worst governed states, these interventions are not very effective.

Some have argued that making a public service a right can change delivery. It is hard to imagine that simply legislating rights and creating a public expectation of delivery will, in fact, ensure delivery. After all, is there not an expectation that a ration card holder will get decent grain from the fair price shop, yet all too frequently grain is not available or is of poor quality. Information decentralization can help. Knowing how many medicines the local public dispensary received, or how much money the local school is getting for mid-day meals, can help the public monitor delivery and alert higher-ups when the benefits are not delivered. But the public delivery system is usually most apathetic where the public is poorly educated, of low social status, and disorganized, so monitoring by the poor is also unlikely to be effective.

Some argue that this is why the middle class should enjoy public benefits along with the poor, so that the former can protest against poor delivery, which will ensure high quality for all. But making benefits universal is costly, and may still lead to indifferent delivery for the poor. The middle class may live in different areas from the poor. Indeed, even when located in the same area, the poor may not even patronize facilities frequented by the middle class because they feel out of place. And even when all patronize the same facility, providers may be able to discriminate between the voluble middle class and the uncomplaining poor. So if more resources or better management are inadequate answers, what might work?

The answer may partly lie in reducing the public’s dependence on government-provided jobs or public services. A good private sector job, for example, may give a household the money to get private healthcare, education, and supplies, and reduce their need for public services. Income could increase an individual’s status and increase the respect they are accorded by the teacher, the policeman or the bureaucrat. But how does a poor man get a good job if he has not benefited from good healthcare and education in the first place? In this modern world where good skills are critical to a good job, the unskilled have little recourse but to take a poorly-paying job or to look for the patronage that will get them a good job. So do we not arrive at a contradiction: the good delivery of public services is essential to escape the dependence on bad public services?

Money liberates and Empowers…
We need to go back to the drawing board. There is a way out of this contradiction, developing the idea that money liberates. Could we not give poor households cash instead of promising them public services? A poor household with cash can patronize whomsoever it wants, and not just the monopolistic government provider. Because the poor can pay for their medicines or their food, they will command respect from the private provider. Not only will a corrupt fair price shop owner not be able to divert the grain he gets since he has to sell at market price, but because he has to compete with the shop across the street, he cannot afford to be surly or lazy.

The government can add to the effects of empowering the poor by instilling a genuine cost to being uncompetitive – by shutting down parts of the public delivery systems that do not generate enough custom. Much of what we need to do is already possible. The government intends to announce a scheme for full financial inclusion on Independence Day. It includes identifying the poor, creating unique biometric identifiers for them, opening linked bank accounts, and making government transfers into those accounts. When fully rolled out, I believe it will give the poor the choice and respect as well as the services they had to beg for in the past. It can break a link between poor public service, patronage, and corruption that is growing more worrisome over time.

Oxford and Cambridge condemned over failure to improve state school access


Hard-hitting report by Social Mobility and Child Poverty Commission takes elite colleges to task.

The universities of Oxford and Cambridge are facing an unprecedented attack from government advisers for their failure to increase the number of state school pupils studying at Oxbridge colleges.

The elite institutions’ records will be criticised and individual colleges named and shamed in a hard-hitting annual report by the Social Mobility and Child Poverty Commission.

The failure of some major Oxbridge colleges to accept even half of their intake from state schools will be criticised in the strongest terms by the public body, the Observer has learned. The commission will say on Thursday that while attainment of top A-level grades by those from the least wealthy backgrounds is poor, with just 2.2% of the most deprived gaining good grades, these statistics offer no excuse for Oxbridge’s intake figures.




Oxbridge colleges named and shamed for failing to admit poorer students



Written by the former Labour cabinet minister Alan Milburn and former Tory cabinet minister Gillian Shephard, his deputy on the commission, the report is expected to say that:

■ Despite an increase of 6% in the proportion of state-educated pupils between 2003-04 and 2013-14, independently schooled pupils still make up around two-fifths of the intake at both Oxford and Cambridge.

■ To meet their benchmarks for disadvantaged pupils, Oxford would need to increase the percentage of state school pupils by a quarter (24%) and Cambridge by a fifth (18%).

■ Large discrepancies between Oxbridge colleges in the number of offers to made to applicants from the state sector illustrate that many should be doing much more.

■ Some colleges make less than half of their offers to state-educated pupils. The worst performers are University College (Oxford), Robinson (Cambridge), St Peter’s (Oxford), Trinity (Oxford) and Christ Church (Oxford).

■ Even the best performers in this regard still give a quarter or more of their places to the privately educated. The Observer understands that the commission will welcome Oxbridge’s increasing use of contextual measures as a means of addressing the under-representation of lower-income and state-educated students, but demand greater and better use of it.

Three years ago the appointment of the then vice-chancellor of Bedfordshire university, Professor Les Ebdon, to head the Office for Fair Access (Offa), was nearly blocked over his championing of contextual information when offering places. Michael Gove, then education secretary, reportedly lobbied at the time that Ebdon was an advocate of social engineering rather than excellence in universities.

However, the commission will dismiss those concerns. A source said it believed that “too often in the past, university applicants have missed out because of a lack of opportunity to demonstrate their potential”.

They will provide statistics to show that poor children who are high-attaining at 11 are four times less likely to go on to an elite university than their high-attaining wealthier peers.
The source added: “It is right that where a young person has attended a poor-performing secondary school, is a care leaver or comes from an area with stubbornly low higher education participation, their predicted and actual grades should be considered in that light. The commission will call for this practice to be encouraged and continued.”

While using contextual data to judge between pupils with top grades, Oxbridge colleges have resisted reducing their A-level demands, claiming that they wish to retain their reputation for excellence.

However, under a “Realising Opportunities” scheme involving 16 universities including Bristol, UCL, Exeter, Warwick and York, tutors are allowed to give offers which are two grades below course entry requirements.

The eligibility criteria include evidence that the pupil lives in a neighbourhood which has a low progression rate to higher education or an area which has a high level of financial, social or economic deprivation; comes from a home where neither parent attended university in the UK or abroad; is in receipt of or entitled to discretionary payments; is in receipt of or entitled to free school meals.

Earlier this year Offa prompted an angry reaction from some of the country’s top institutions when it called for a doubling of admissions of teenagers from poor families over the next five years. In 2011, 22,000 teenagers (20%) from the poorest fifth of school-leavers, went to university. Offa wants that to increase to 40,000.

Damien Shannon, who sued St Hugh’s College, Oxford, in 2013 when, despite winning a postgraduate place on academic merit, he was told that without £12,900 to fund living costs he would not be welcome, applauded the commission’s intentions.

The son of a single mother from a council estate in Mansfield, Nottinghamshire, Shannon said he had only applied to Oxford after a chance meeting with a professor who said he was “quite bright and should have a go”. Shannon decided to represent himself in a legal action against the college’s extremely expensive and hostile barristers on the grounds that it was discriminating against poor pupils.

Despite initially appearing to take a hard line, the college put up the white flag and settled out of court. It gave him his place and it reviewed and reformed its policies. Shannon is now a high-flying civil servant.

Shannon, who did his first degree at Salford university and the Open university, said: “I loved my time at St Hugh’s and I go back all the time now. But studying there as an undergraduate would not have occurred to me in a million years, no more than living in Buckingham Palace.”

Looking down the list of the worst-performing Oxbridge colleges, Shannon said he could also also see a trend. “The decision on admissions is made by the colleges and not the faculty for undergraduates,” he said. “I have always thought that was a mistake. I don’t know how a college can divorce an academic decision from the knowledge that a candidate who comes with resources may be more useful for the college in the future.

“I do not think it is any coincidence that the richest colleges are the ones who seem minded to accept the richest applicants.”

Shannon, 29, who now gives talks to pupils at Paddington Academy in London on attaining a place at Oxbridge, added: “Contextual data is not a new idea it has just gone out of vogue. A man called David Miliband, who went on to be foreign secretary, received a place at Oxford University on the basis of contextual data.

“If it was a good idea 30 years ago, it is a good idea today. If it was right for David Miliband, then I don’t see why it wouldn’t be right for the children from poorer backgrounds today.

The Future of Loneliness

At the end of last winter, a gigantic billboard advertising Android, Google’s operating system, appeared over Times Square in New York. In a lower-case sans serif font – corporate code for friendly – it declared: “be together. not the same.” This erratically punctuated mantra sums up the web’s most magical proposition – its existence as a space in which no one need ever suffer the pang of loneliness, in which friendship, sex and love are never more than a click away, and difference is a source of glamour, not of shame.

As with the city itself, the promise of the internet is contact. It seems to offer an antidote to loneliness, trumping even the most utopian urban environment by enabling strangers to develop relationships along shared lines of interest, no matter how shy or isolated they might be in their own physical lives.

But proximity, as city dwellers know, does not necessarily mean intimacy. Access to other people is not by itself enough to dispel the gloom of internal isolation. Loneliness can be most acute in a crowd.

In 1942, the American painter Edward Hopper produced the signature image of urban loneliness. Nighthawks shows four people in a diner at night, cut off from the street outside by a curving glass window: a disquieting scene of disconnection and estrangement. In his art, Hopper was centrally concerned with how humans were handling the environment of the electric city: the way it crowded people together while enclosing them in increasingly small and exposing cells. His paintings establish an architecture of loneliness, reproducing the confining units of office blocks and studio apartments, in which unwitting exhibitionists reveal their private lives in cinematic stills, framed by panes of glass.

More than 70 years have passed since Nighthawks was painted, but its anxieties about connection have lost none of their relevance, though unease about the physical city has been superseded by fears over our new virtual public space, the internet. In the intervening years, we have entered into a world of screens that extends far beyond Hopper’s unsettled vision.

Loneliness centres on the act of being seen. When a person is lonely, they long to be witnessed, accepted, desired, at the same time as becoming intensely wary of exposure. According to research carried out over the past decade at the University of Chicago, the feeling of loneliness triggers what psychologists call hypervigilance for social threat. In this state, which is entered into unknowingly, the individual becomes hyperalert to rejection, growing increasingly inclined to perceive social interactions as tinged with hostility or scorn. The result is a vicious circle of withdrawal, in which the lonely person becomes increasingly suspicious, intensifying their sense of isolation.

This is where online engagement seems to exercise its special charm. Hidden behind a computer screen, the lonely person has control. They can search for company without the danger of being revealed or found wanting. They can reach out or they can hide; they can lurk and they can show themselves, safe from the humiliation of face-to-face rejection. The screen acts as a kind of protective membrane, a scrim that allows invisibility and transformation. You can filter your image, concealing unattractive elements, and you can emerge enhanced: an online avatar designed to attract likes. But now a problem arises, for the contact this produces is not the same thing as intimacy. Curating a perfected self might win followers or Facebook friends, but it will not necessarily cure loneliness, since the cure for loneliness is not being looked at, but being seen and accepted as a whole person – ugly, unhappy and awkward, as well as radiant and selfie-ready.

This aspect of digital existence is among the concerns of Sherry Turkle of the Massachusetts Institute of Technology, who has been writing about human-technology interactions for the past three decades. She has become increasingly wary of the capacity of online spaces to fulfil us in the ways we seem to want them to. According to Turkle, part of the problem with the internet is that it encourages self-invention. “At the screen,” she writes in Alone Together (2011), “you have a chance to write yourself into the person you want to be and to imagine others as you wish them to be, constructing them for your purposes. It’s a seductive but dangerous habit of mind.”

But there are other dangers. My own peak use of social media arose during a period of painful isolation. It was the autumn of 2011, and I was living in New York, recently heartbroken and thousands of miles from my family and friends. In many ways, the internet made me feel safe. I liked the contact I got from it: the conversations, the jokes, the accumulation of positive regard, the favouriting on Twitter and the Facebook likes, the little devices designed for boosting egos. Most of the time, it seemed that the exchange, the gifting back and forth of information and attention, was working well, especially on Twitter, with its knack for prompting conversation between strangers. It felt like a community, a joyful place; a lifeline, in fact, considering how cut off I otherwise was. But as the years went by – 1,000 tweets, 2,000 tweets, 17,400 tweets – I had the growing sense that the rules were changing, that it was becoming harder to achieve real connection, though as a source of information it remained unparalleled.

This period coincided with what felt like a profound shift in internet mores. In the past few years, two things have happened: a dramatic rise in online hostility, and a growing awareness that the lovely sense of privacy engendered by communicating via a computer is a catastrophic illusion. The pressure to appear perfect is greater than ever, while the once‑protective screen no longer reliably separates the domains of the real and the virtual. Increasingly, participants in online spaces have become aware that the unknown audience might at any moment turn on them in a frenzy of shaming and scapegoating.

The atmosphere of surveillance and punishment destroys intimacy by making it unsafe to reveal mistakes and imperfections. My own sense of ease on Twitter diminished rapidly when people began posting photos of strangers they had snapped on public transport, sleeping with their mouths open. Knowing that the internet was becoming a site of shaming eroded the feeling of safety that had once made it seem such a haven for the lonely.

The dissolution of the barrier between the public and the private, the sense of being surveilled and judged, extends far beyond human observers. We are also being watched by the very devices on which we make our broadcasts. As the artist and geographer Trevor Paglen recently said in the art magazine Frieze: “We are at the point (actually, probably long past) where the majority of the world’s images are made by machines for machines.” In this environment of enforced transparency, the equivalent of the Nighthawks diner, almost everything we do, from shopping in a supermarket to posting a photograph on Facebook, is mapped, and the gathered data used to predict, monetise, encourage or inhibit our future actions.

This growing entanglement of the corporate and social, this creeping sense of being tracked by invisible eyes, demands an increasing sophistication about what is said and where. The possibility of virulent judgment and rejection induces precisely the kind of hypervigilance and withdrawal that increases loneliness. With this has come the slowly dawning realisation that our digital traces will long outlive us.

Back in 1999, the critic Bruce Benderson published a landmark essay, Sex and Isolation, in which he observed: “We are very much alone. Nothing leaves a mark. Today’s texts and images may look like real carvings – but in the end they are erasable, only a temporary blockage of all-invasive light. No matter how long the words and pictures stay on our screens, there will be no encrustation; all will be reversible.”

Benderson thought the transience of the internet was the reason that it felt so lonely, but to me it is far more alarming to think that everything we do there is permanent. At that time – two years before 9/11, and 14 years before Edward Snowden exposed the intrusive surveillance it had set in motion – it was no doubt impossible to imagine the grim permanence of the web to come, where data has consequences and nothing is ever lost – not arrest logs, not embarrassing photos, not Google searches of child porn or embarrassing illnesses, not the torture records of entire nations.

Faced with the knowledge that nothing we say, no matter how trivial or silly, will ever be completely erased, we find it hard to take the risks that togetherness entails. But perhaps, as lonely people often are, I am being too negative, too paranoid. Perhaps we are capable of adapting, of finding intimacy in this landscape of unprecedented exposure. What I want to know is where we are headed. What is this sense of perpetual scrutiny doing to our ability to connect?

The future does not come from nowhere. Every new technology generates a surge of anxious energy. Each one changes the rules of communication and rearranges the social order. Take the telephone, that miraculous device for dissolving distance. From the moment in April 1877 that the first line linked phones No 1 and No 2 in the Bell Telephone Company, it was perceived as an almost uncanny instrument, separating the voice from the body.

The phone swiftly came to be regarded as a lifeline, an antidote to loneliness, particularly for rural women who were stuck in farmhouses miles from family and friends. But fears about anonymity clung to the device. By opening a channel between the outside world and the domestic sphere, the telephone facilitated bad behaviour. From the very beginning, obscene callers targeted both strangers and the “hello girls” who worked the switchboards. People worried that germs might be transmitted down the lines, carried on human breath. They also worried about who might be lurking, invisibly eavesdropping on private conversations. The germs were a fantasy, but the listeners were real enough, be they operators or neighbours on shared telephone lines.

Anxiety also collected around the possibility for misunderstanding. In 1930, Jean Cocteau wrote his haunting monologue The Human Voice, a play intimately concerned with the black holes that technologically mediated failures of communication produce. It consists of nothing more than a woman speaking on a bad party line – as these shared services were known – to the lover who has jilted her and who is imminently to marry another woman. Her terrible grief is exacerbated by the constant danger of being drowned out by other voices, or disconnected. “But I am speaking loud … Can you hear me? … Oh, I can hear you now. Yes, it was terrible, it was like being dead. You’re here and you can’t make yourself heard.” The final shot of the television film of the play, starring Ingrid Bergman, leaves no doubt as to the culprit, lingering grimly on the shining black handset, still emitting the dead end of a dial tone as the credits roll.

The broken, bitty dialogue of The Human Voice underscores the way that a device designed for talking might in fact make talking more difficult. If the telephone is a machine for sharing words, then the internet is a machine for constructing and sharing identities. In the internet era, Cocteau’s anxieties about how technology has affected our ability to speak intimately to one another accelerate into terror about whether the boundaries between people have been destroyed altogether.

I-Be Area, a chaotic, vibrant and alarming film made in 2007, turns on these questions of identity and its dissolution. Its central character is engaged in a war with his clone, and his clone’s online avatar. Making lavish use of jump cuts, face paint and cheap digital effects, the film captures the manic possibilities and perils of digital existence. All the cast, starting with the children in the first frame making hyper-cute adoption videos for themselves, are in search of a desirable persona. They perform for an audience that may at any moment dissolve or turn aggressive, which stimulates them into increasingly creative and bizarre transformations. Often seemingly imprisoned in teenage bedrooms, everyone is talking all the time: a tidal wave of rapid, high-pitched, Valley Girl inflections, the spiel of YouTube bedroom celebrities mashed with corporate catchphrases and the broken English of bots and programming lingo. Everyone is promoting, no one is listening.

The creator of this visionary and hilarious film is Ryan Trecartin, a baby-faced 34-year-old described by the New Yorker’s art critic, Peter Schjeldahl, as “the most consequential artist to have emerged since the 1980s”. Trecartin’s movies are made with a band of friends. They possess a campy DIY aesthetic that often recalls the avant garde genius of the 1960s film-maker Jack Smith, the character morphing of Cindy Sherman, the physical mayhem of Jackass and the idiotic confessional candour of reality TV.

These films take the experiences of contemporary digital culture – the sickening, thrilling feeling of being overwhelmed by a surge of possibilities, not least who you could become – and speed them up. Trecartin’s work is ecstatically enjoyable to watch, though as the critic Maggie Nelson wryly observes: “Viewers who look to Trecartin as the idiot savant emissary from the next generation who has come to answer the question ‘Are we going to be alright?’ are not likely to feel reassured.”

Watching the precisely crafted chaos, one has the disquieting sensation that it is one’s own life that is under the lens. Trecartin’s characters (though I doubt he would sanction such a term, with its vanished, 20th-century confidence in a solid knowable self) understand that they can be owned or branded, discarded or redesigned. In response to pressure, their identities warp and melt.

What is exciting about Trecartin’s work is the ecstasy generated by these transformations. It is tempting to suggest that this might even be a futuristic solution to loneliness: dissolving identity, erasing the burdensome, boundaried individual altogether. But there remain lingering currents of unease, not least around the question of who is watching.

For the past two years, Trecartin has been working with the curator Lauren Cornell to put together the 2015 Triennial at New York’s New Museum, which opened at the end of February. This event brings together 51 participants whose work reflects on internet existence. The title, Surround Audience, expresses the sinister as well as blissful possibilities for contact that have opened up. Artist as witness, or maybe artist imprisoned in an experiment none of us can escape.

Over the course of a freezing week in New York in February, I went to see Surround Audience four times, wanting to understand how contemporary artists were grappling with loneliness and intimacy. The most confrontationally dystopic piece was Josh Kline’s terrifying Freedom, an installation re-creating the architecture of Zuccotti Park, the privately owned public space in Manhattan that Occupy Wall Street took over. Kline had populated his replica with five human-size Teletubbies dressed in the uniforms of riot police, with thigh holsters, nine-hole boots and bulletproof vests. In their bellies were televisions playing footage of off-duty cops flatly read aloud from the social media feeds of activists. Kline’s work makes tangible the growing complication of the spaces we inhabit, and the easy misappropriation of our words. As I sat listening to the feed I watched a beaming young woman with a baby take repeated selfies with one of the helmeted figures.

What is it like to be watched like this? Many of the pieces suggest that it feels like being in prison – or perhaps in the horrifying quarantine bunkers designed by the Hong Kong artist Nadim Abbas. These tiny cells, no larger than a single bed, have been furnished, Apartment Therapy-style, with potted plants, striped throws and abstract prints, an atmosphere of modish domesticity at odds with the implicit violence of the space. As in Hopper’s Nighthawks diner, there is no way in or out; simply a pane of glass that facilitates voyeurism while making contact impossible. Touch can only be achieved by way of two sets of black rubber gauntlets, one pair permitting someone – a guard, maybe, or a nurse or warden – to reach in and the other allowing the incumbent to reach out. It’s hard to think of a lonelier space.

But Surround Audience also includes work that testifies to the internet’s ability to dissolve isolation, to create community and closeness. Juliana, Frank Benson’s extraordinary sculpture of the 26-year-old artist and DJ Juliana Huxtable, is a triumphant icon of self-creation. Huxtable is transgender, and the sculpture, a life-size 3D print, displays her naked body, with both breasts and penis, those supposedly defining characteristics of gender. She reclines on a plinth, braids spilling down her back, her extended right hand fixed in a gesture of elegant command: a queenly figure, her shimmering skin spray-painted an unearthly metallic blue-green. Juliana shows how the trans community is redefining authenticity. It is not a coincidence that the trans rights movement has surged in an era in which both identity creation and community building are facilitated by technology. Turkle’s talk of the danger of self-creation misses the importance, especially for people whose sexuality, gender or race is considered marginal, of being able to construct and manifest an identity that is often off-limits or forbidden in the physical world.

The future does not announce its arrival. In Jennifer Egan’s Pulitzer prize-winning novel A Visit from the Goon Squad, published in 2010, there is a scene set in the near future that involves a business meeting between a young woman and an older man. After talking for a while, the girl becomes agitated by the demands of speech and asks the man if she can “T” (text) him instead, though they are sitting side by side. As information silently flushes between their two handsets, she looks “almost sleepy with relief”, describing the exchange as pure. Reading it, I can distinctly remember thinking that it was appalling, shocking, wonderfully far-fetched. Within a matter of months it seemed instead merely plausible, a little gauche, but entirely understandable as an urge. Now it is just what we do: texting in company, emailing colleagues at the same desk, avoiding encounters, DMing instead.

While I was in New York, I met with Trecartin to discuss Surround Audience and what it has to say about the future we have fallen into. He was clutching a coffee and dressed in a red hoodie emblazoned with the word HUNT, a leftover prop from a shoot. He spoke much more slowly than the logorrheic characters he plays in films, pausing frequently to locate the exact word. He, too, felt that, with the acceleration in the past few years, we have entered almost unknowingly into a new era, long heralded and abruptly arrived. “We don’t necessarily look different yet, but we’re very different,” he said.

This space, the future now, is characterised, he believes, by a blurring between individuals and networks. “Your existence is shared and maintained and you don’t have control over all of it.”

But Trecartin feels broadly positive about where our embrace of technology might take us. “It’s obvious,” he said, “that none of this stuff can be controlled, so all we can do is steer and help encourage compassionate usage and hope things accumulate in ways that are good for people and not awful … Maybe I’m being naive about this, but all of these things feel natural. It’s like the way we already work. We’re making things that are already in us.”

The key word here is compassion, but I was also struck by his use of the word natural. Critiques of the technological society often seem possessed by a fear that what is happening is profoundly unnatural, that we are becoming post-human, entering what Turkle has called “the robotic moment”. But Surround Audience felt deeply human; an intensely life-affirming combination of curiosity, hopefulness and fear, full of richly creative strategies for engagement and subversion.

Over the week, I kept being drawn back by one piece in particular, an untitled six-minute film by the Austrian artist Oliver Laric, whose work is often about the tension between copies and originals. Laric has redrawn and animated scenes of physical transformation from dozens of cartoons, anchored by an odd, unsettlingly melancholy loop of music. Nothing stays constant. Forms continually migrate, a panther turning into a beautiful girl, Pinocchio into a donkey, an old woman deliquescing into mud. The people’s expressions are striking, as their bodies melt and reform, a heartrending mixture of alarm and resignation. The film captures our anxieties about image: Am I desirable? Do I need to be tweaked or improved? This sense of being out of control, subject to external and sinister forces, is part of what it has always meant to be human, to be trapped in temporal existence, with the inevitable upheavals and losses that entails. What could be more sci-fi, after all, than the everyday horror show of ageing, sickness, death?

Somehow, the vulnerability expressed by Laric’s film gave me a sense of hope. Talking to Trecartin, who is only three years younger than me, had felt like encountering someone from a different generation. My own understanding of loneliness relied on a belief in solid, separate selves that he saw as hopelessly outmoded. In his worldview, everyone was perpetually slipping into each other, passing through ceaseless cycles of transformation; no longer separate, but interspersed. Perhaps he was right. We aren’t as solid as we once thought. We are embodied but we are also networks, living on inside machines and in other people’s heads; memories and data streams. We are being watched and we do not have control. We long for contact and it makes us afraid. But as long as we are still capable of feeling and expressing vulnerability, intimacy stands a chance.

Looking for a party funding scandal? Try David Cameron's Conservatives


We know how much Unite gives Labour, but finding out who writes the cheques for Conservative Central Office is more difficult

I've just been reading about a political party in hock to shadowy donors who enjoy easy access to its leadership and untold influence over its policies. It's scandalous stuff. That's right: I've just been reading about David Cameron's Conservative party.
Few activities are more congenial to the British commentariat than an afternoon's fox-hunting that can be moralised away as "grownup" debate. So it is with Ed Miliband and Len McCluskey. Even as they fire upon Ed for not being his brother, the pundits insist their real subject is party funding and who runs British politics. Yet mentions of the Tories' paymasters are inevitably brief and come with the gloss of "they're all as bad as each other".
Actually, they're not. Yes, some of the allegations about Falkirk are shaming. And it goes without saying that all three main parties are damagingly dependent on big donors; no Obama-style flood of 20s and 50s on this side of the water. But when it comes to concentration of funding, the opacity over where the cash comes from and the overlap between policy and donor interests, the Conservatives look far more corrupted.
We know how much Unite gives Labour because it's out in the open: all fully checkable on the Electoral Commission's website. Finding out who writes the cheques for Conservative Central Office is far harder. Cameron's funders seem to prefer channeling their money through conduits, or splitting the cash between multiple donors.
Through their forensic investigation into Tory funding, published just after the last general election, Stephen Crone and Stuart Wilks-Heeg discovered that some of the largest contributors would give a few hundred thousand: big, but not big enough to raise eyebrows. But then a funny thing could be spotted in the accounts: their wives and other family members would chip in, as well as their business ventures.
Take the JCB billionaire Sir Anthony Bamford, one of Cameron's favourite businessmen and a regular guest on the PM's trade missions abroad. Between 2001 and summer 2010, Wilks-Heeg and Crone found donations from Anthony Bamford, Mark Bamford, George Bamford, JCB Bamford Excavators, JCB Research, and JCB World Brands. Tot that up and you get a contribution to the Conservative party from the Bamford family of £3,898,900. But you'd need to be an expert sleuth with plenty of time and resources to tot it up.
One family: nearly £4m. Wilks-Heeg and Crone found that 15 of these families or "donor groups" account for almost a third of all Tory funding. They enjoy trips to Chequers, dinners in Downing Street and a friendly prime ministerial ear. Lord Irvine Laidlaw stuffed over £6m into Conservative pockets over a decade and, one of his former staffers told the Mail, liked to boast about his influence over party leaders: "William's [Hague] in my pocket".
Perhaps you're wondering why the Tories talked so tough on banking reform before election but have done so little since. That may have something to do with the money the City gives to them. According to the Bureau of Investigative Journalism, in 2010 donations from financial services accounted for over half of all Tory funding.
Three years ago, spread-betting boss Stuart Wheeler brazenly told MPs that "a party is going to take more notice of somebody who might give them lots of money than somebody who won't". He should know; he once gave the Conservatives a single donation of £5m. And certainly, the City has plenty to show for its investment. Across Europe, Angela Merkel, François Hollande and others are pushing ahead with plans for a Tobin tax or a small levy on financial transactions to start next year. Britain, on the other hand, is part of a small band of refuseniks, along with such other giants of financial regulation as Malta and Luxembourg.
One of the mysteries of this government is why George Osborne made a priority of cutting the 50p tax for the super-rich, thus handing the opposition a stick to beat him with. One possible answer to that is suggested by an FT report from November 2011 on hedge-fund donations to Osborne's party. "There probably aren't many votes in cutting the 50p top rate of tax," one major hedge fund donor told the paper, "but among those that give significant amounts to the party, it's a big issue, and that's probably why it's a big issue for the party too". Just four months later, at the next budget, the 50p rate was scrapped.
What, by contrast, has Uncle Len ever got from Ed Miliband? A promise of an end to the pay freeze for public servants? Nyet. A commitment to break from austerity? Nein. In spring 2010, the Telegraph claimed that Labour ministers "echoed the union's opposition to Kraft's takeover of Cadbury". This would be the takeover that actually went through. There are shades here of the MPs' expenses scandal, when the Tory schemes for lifting money from taxpayers were so baroque that they attracted less opprobrium than Labour parliamentarians claiming for bath plugs and blue movies. So it is with McCluskey's plan to fill Falkirk's constituency Labour party with Unite's Keystone Cops, even while hedgie Michael Hintze puts nearly £40,000 towards the chancellor's expenses alone and reaps the reward of a cut in his taxes.
But there's something else going on, too. Westminster and the press are still ruled by the idea that if workers' representatives seek to influence politics they must be bullies; while if capitalists get their way, then that's inevitably good for capitalism. Five years on from the banking crisis and all the evidence to the contrary, that really is a link that needs ending.

'Buddy' scheme to give more multinationals access to ministers

The government is expanding a controversial scheme which pairs dozens of multinational companies with a ministerial "buddy", giving them privileged access to the heart of government, the Guardian has learned.

The minister for trade Lord Green launched the "strategic relations" initiative in July 2011, giving 38 companies, including oil, telecoms and pharmaceutical giants, a direct line to ministers and officials.
The Guardian has obtained a list of 12 further companies which have now been added to the programme, and understands that UK Trade and Investment is considering up to 30 more for addition over 2013.

Analysis of official registers reveals the 38 companies in the first wave of the initiative – more than two-thirds of which are based overseas – have collectively had 698 face-to-face meetings with ministers under the current government, prompting accusations of an over-cosy relationship between corporations and ministers.

The full degree of contact between the chosen companies and the government is not known as telephone calls, emails, and meetings with officials are not recorded on the registers.

Campaigning groups expressed alarm at the level of access that some of the businesses appeared to have to ministers. The Guardian figures, which looked at the meetings the companies held with No 10 and the three departments involved in the buddy scheme – Business, Culture, and Energy and Climate Change – suggested Shell had the greatest access to ministers. The oil giant has had 56 face-to-face meetings since May 2010.

Greenpeace said this consistent access was showing through in government policy.
"The concern about the government's buddy system was always that policy would end up skewed towards narrow corporate interests rather than the wider public good, and these revelations will do nothing to allay those fears," executive director, John Sauven, said.

Other signs of the scheme bearing fruit for business have arisen in public statements made by the universities minister David Willetts. Last week he urged officials to prescribe more of an Astrazeneca drug, and in November he met Novartis officials about streamlining and accelerating UK research and development and clinical trials – something advocated by many clinicians, as well as businesses.
Among the first wave of "buddied" firms were some which have been targeted by campaigners for paying little or no UK tax, or making "sweetheart" deals with tax authorities, including Google and Vodafone. A spokeswoman for UK Uncut, which campaigns against tax avoidance and spending cuts, said the regularity of government access for big business was drowning out other voices.

"There are hundreds of thousands, if not millions, of people who have marched, written to MPs, gone on strike, protested and occupied over the cuts and privatisation which are devastating our lives," she said.

"These demands by ordinary people have been ignored by a cabinet of millionaires which is choosing to only take the calls, the meetings and the dinners with big business and the banks to introduce policies which benefit them and the wealthy minority in this country."

The new companies to be given ministerial buddies – but not yet publicly disclosed – include the property firms Atkins and Balfour Beatty, which have been paired with climate change minister Greg Barker, who is overseeing work on the government's green deal and zero-carbon homes programmes.
David Heath of the Department of Agriculture is paired with food businesses Nestlé, Unilever, Mondeléz (formerly part of Kraft, and includes Cadbury) and Associated British Foods (owner of Primark and Kingsmill). Statoil is added to the oil companies already in touch with Vince Cable; foreign office minister Hugo Swire has been buddied with Procter and Gamble, and David Willetts with Cisco. The culture minister Ed Vaizey is paired with Telefonica (O2) and Everything Everywhere (Orange and T-Mobile), while Green adds engineering firm GKN to his list.

A spokesman for UK Trade and Investment confirmed the government was considering adding "around 30" more companies to the strategic relations programme over 2013.

"As previously, companies will be selected based on a range of criteria, including the complexity of their relationship with government (and hence the need for strong co-ordination) and their existing or potential contribution to the UK economy," he said.

"Understanding business concerns and being clear about government's own priorities can make a real difference to trade and investment."

A Department for Business, Innovation and Skills spokesperson said Willetts was responsible for the "strategic relationship management" for several pharmaceutical companies, including AstraZeneca. "He regularly meets with companies to discuss issues of importance to them, and has a strong interest in making sure that the environment for the life sciences industry is conducive to innovation and growth."

The Federation of Small Businesses defended the relationship with the government, saying members had good access to ministers through representation by the federation at regular meetings with ministers, but the government could do more.

A spokeswoman said: "We support schemes where multinationals support small businesses in the supply chain and give advice and support through mentoring, for example, such a scheme was announced between UKTI and Diageo in 2012. We would like the government to play an important role in encouraging, promoting such schemes, and engaging small businesses more in the process."
The FSB had 34 meetings with ministers in the four departments analysed by the Guardian between May 2010 and June 2012.

Free access to British scientific research within two years

The government is to unveil controversial plans to make publicly funded scientific research immediately available for anyone to read for free by 2014, in the most radical shakeup of academic publishing since the invention of the internet.

Under the scheme, research papers that describe work paid for by the British taxpayer will be free online for universities, companies and individuals to use for any purpose, wherever they are in the world.

In an interview with the Guardian before Monday's announcement David Willetts, the universities and science minister, said he expected a full transformation to the open approach over the next two years.

The move reflects a groundswell of support for "open access" publishing among academics who have long protested that journal publishers make large profits by locking research behind online paywalls. "If the taxpayer has paid for this research to happen, that work shouldn't be put behind a paywall before a British citizen can read it," Willetts said.

"This will take time to build up, but within a couple of years we should see this fully feeding through."

He said he thought there would be "massive" economic benefits to making research open to everyone.
Though many academics will welcome the announcement, some scientists contacted by the Guardian were dismayed that the cost of the transition, which could reach £50m a year, must be covered by the existing science budget and that no new money would be found to fund the process. That could lead to less research and fewer valuable papers being published.

British universities now pay around £200m a year in subscription fees to journal publishers, but under the new scheme, authors will pay "article processing charges" (APCs) to have their papers peer reviewed, edited and made freely available online. The typical APC is around £2,000 per article.

Tensions between academics and the larger publishing companies have risen steeply in recent months as researchers have baulked at journal subscription charges their libraries were asked to pay.

More than 12,000 academics have boycotted the Dutch publisher Elsevier, in part of a broader campaign against the industry that has been called the "academic spring".

The government's decision is outlined in a formal response to recommendations made in a major report into open access publishing led by Professor Dame Janet Finch, a sociologist at Manchester University. Willetts said the government accepted all the proposals, except for a specific point on VAT that was under consideration at the Treasury.

Further impetus to open access is expected in coming days or weeks when the Higher Education Funding Council for England emphasises the need for research articles to be freely available when they are submitted for the Research Excellence Framework, which is used to determine how much research funding universities receive.

The Finch report strongly recommended so-called "gold" open access, which ensures the financial security of the journal publishers by essentially swapping their revenue from library budgets to science budgets. One alternative favoured by many academics, called "green" open access, allows researchers to make their papers freely available online after they have been accepted by journals. It is likely this would be fatal for publishers and also Britain's learned societies, which survive through selling journal subscriptions.

"There is a genuine value in academic publishing which has to be reflected and we think that is the case for gold open access, which includes APCs," Willetts told the Guardian. "There is a transitional cost to go through, but it's overall of benefit to our research community and there's general acceptance it's the right thing to do.

"We accept that some of this cost will fall on the ring-fenced science budget, which is £4.6bn. In Finch's highest estimation that will be 1% of the science budget going to pay for gold open access, at least before we get to a new steady state, when we hope competition will bring down author charges and universities will make savings as they don't have to pay so much in journal subscriptions," he added.

"The real economic impact is we are throwing open, to academics, researchers, businesses and lay people, all the high quality research that is publicly funded. I think there's a massive net economic benefit here way beyond any £50m from the science budget," Willetts said.

In making such a concerted move towards open access before other countries, Britain will be giving its research away free while still paying for access to articles from other countries.

Willetts said he hoped the EU would soon take the same path when it announced the next tranche of Horizon 2020 grants, which are available for projects that run from 2014. The US already makes research funded by its National Institutes of Health open access, and is expected to make more of its publicly funded research freely available online.

Professor Adam Tickell, pro-vice chancellor of research and knowledge transfer at Birmingham University, and a member of the Finch working group, said he was glad the government had endorsed the recommendations, but warned there was a danger of Britain losing research projects in the uncertain transition to open access publishing.

"If the EU and the US go in for open access in a big way, then we'll move into this open access world with no doubt at all, and I strongly believe that in a decade that's where we'll be. But it's the period of transition that's the worry. The UK publishes only 6% of global research, and the rest will remain behind a paywall, so we'll still have to pay for a subscription," Tickell said.

"I am very concerned that there are not any additional funds to pay for the transition, because the costs will fall disproportionately on the research intensive universities. There isn't the fat in the system that we can easily pay for that." The costs would lead to "a reduction in research grants, or an effective charge on our income" he said.

Another consequence of the shift could be a "rationing" of research papers from universities as competition for funds to publish papers intensifies. This could be harmful, Tickell said. For example, a study that finds no beneficial effect of a drug might be seen as negative results and go unpublished, he said.

Stevan Harnad, professor of electronics and computer science at Southampton University, said the government was facing an expensive bill in supporting gold open access over the green open access model.

He said UK universities and research funders had been leading the world in the movement towards "green" open access that requires researchers to self-archive their journal articles on the web, and make them free for all.

"The Finch committee's recommendations look superficially as if they are supporting open access, but in reality they are strongly biased in favour of the interests of the publishing industry over the interests of UK research," he said.

"Instead of recommending that the UK build on its historic lead in providing cost-free green open access, the committee has recommended spending a great deal of extra money — scarce research money — to pay publishers for "gold open access publishing. If the Finch committee recommendations are heeded, as David Willetts now proposes, the UK will lose both its global lead in open access and a great deal of public money — and worldwide open access will be set back at least a decade," he said.
