How friendship became a tool of the powerful

Imagine walking into a coffee shop, ordering a cappuccino, and then, to your surprise, being informed that it has already been paid for. Where did this unexpected gift come from? It transpires that it was left by the previous customer. The only snag, if indeed it is a snag, is that you now have to do the same for the next customer who walks in.

This is known as a “pay-it-forward” pricing scheme. It is something that has been practised by a number of small businesses in California, such as the Karma Kitchen in Berkeley and, in some cases, customers have introduced it spontaneously. On the face of it, it would seem to defy the logic of free-market economics. Markets, surely, are places where we are allowed, even expected, to behave selfishly. With its hippy idealism, pay-it-forward would appear to go against the core tenets of economic calculation.

But there is more to it than this. Researchers from the decision science research group at the University of California, Berkeley have looked closely at pay-it-forward pricing and discovered something with profound implications for how markets and businesses work. It transpires that people will generally pay more under the pay-it-forward model than under a conventional pricing system. As the study’s lead author, Minah Jung, puts it: “People don’t want to look cheap. They want to be fair, but they also want to fit in with the social norms.” Contrary to what economists have long assumed, altruism can often exert a far stronger influence over our decision-making than calculation.

Such findings are typical of the field of behavioural economics, which emerged in the late 1970s. Like regular economists, behavioural economists assume that individuals are usually motivated to maximise their own benefit – but not always. In certain circumstances, they are social and moral animals, even when this appears to undermine their economic interests. They follow the herd and act according to certain rules of thumb. They have some principles that they will not sacrifice for money at all.

It seems that this undermines the cynical, individualist theory of human psychology, which lies at the heart of orthodox economics. Could it be that we are decent, social creatures after all? A great deal of neuroscientific research into the roots of sympathy and reciprocity supports this. Optimists might view this as the basis for a new political hope, of a society in which sharing and gift-giving offer a serious challenge to the power of monetary accumulation and privatisation.

But there is also a more disturbing possibility: that the critique of individualism and monetary calculation is now being incorporated into the armoury of utilitarian policy and management. One of the key insights of behavioural economics is that, if one wants to control other human beings, it is often far more effective to appeal to their sense of morality and social identity than to their self-interest.

This is symptomatic of a more general shift in policy and business practices today. Across various fields of expertise, from healthcare to marketing, from military training to finance, there is rising hope that strategic goals can be achieved through harnessing the power of the “social”. But what exactly does this mean? As the era of social democracy recedes further into the past, the meaning of the term is undergoing a profound transformation. Where once the term implied something concerning society or the common good, increasingly it refers to a technique of psychological intervention on the individual. Informal social connections and friendships are being rendered more visible and measurable. In the process, they are being turned into possible instruments of power.

Using the social to make money


Over recent years, generosity has become big business. In 2009, Chris Anderson, former editor of Wired magazine, published Free: The Future of a Radical Price. Anderson argued that there was now a strong business case for giving products and services away for free, in order to forge better relationships with customers. Giving things away for free becomes a means of holding an audience captive or building a reputation, which can then be exploited with future sales or advertising. Michael O’Leary, boss of Ryanair, has even suggested that airline tickets might one day be priced at zero, with all costs recovered through additional charges for luggage, using the bathroom, skipping queues, and so on.

What Anderson was highlighting was the potential of non-monetary relationships to increase profits. And just as corporate giving can be used as a way of boosting revenue, so can the magic words that are used in return. Marketing specialists now analyse the optimal way of saying the words “thank you” to a customer, so as to deepen the social relationship with them.

The language of gratitude has infiltrated a number of high-profile advertising campaigns. Around Christmas 2013, Lloyds TSB, one of the British banks to bemost embarrassed by the 2008 financial crisis, launched a campaign consisting entirely of cutesy images of childhood friends enjoying happy moments together, concluding with the words “thank you”, written in party balloons. There was no mention of money. More bizarrely, Tesco, whose brand has suffered in recent years, released a series of YouTube videos in 2013 with men in Christmas jumpers singing “thank you” to everyone from the person who cooks Christmas dinner, to those driving safely, to other companies such as Instagram and so on. Tesco, it was implied, sprays gratitude in all directions, regardless of its own private interests.

There is inevitably a limit to how much of a social bond an individual can have with a multinational company. Businesses today are obsessed with being social, but what they typically mean by this is that they are able to permeate peer-to-peer social networks as effectively as possible. Brands hope to play a role in cementing friendships, as a guarantee that they will not be abandoned for more narrowly calculated reasons. So, for example, Coca-Cola has tried a number of somewhat twee marketing campaigns, such as putting individual names (“Sue”, “Tom”, etc) on their bottles as a way to encourage gift-giving. Managers hope that their employees will also act as “brand ambassadors” in their everyday social lives. Meanwhile, neuromarketers have begun studying how successfully images and advertisements trigger common neural responses in groups, rather than in isolated individuals. This, it seems, is a far better indication of how larger populations will respond to advertising.

All this – along with the rise of the “sharing economy”, exemplified by Airbnb and Uber, offers a simple lesson to big business. People will take more pleasure in buying things if the experience can be blended with something that feels like friendship and gift-exchange. The role of money must be airbrushed out of the picture wherever possible. As marketers see it, payment is one of the unfortunate “pain points” in any relationship with a customer, which requires anaesthetising with some form of more social experience. The market must be represented as something else entirely.

Digitising the social

Yet the greatest catalyst for the new business interest in being social is, unsurprisingly, the rise of social media. At the same time that behavioural economics has been highlighting the various ways in which we are altruistic creatures, social media offers businesses an opportunity to analyse and target that social behaviour. It allows advertising to be tailored to specific individuals, on the basis of who they know, and what those other people like and purchase. These practices, which are collectively referred to as “social analytics”, mean that tastes and behaviours can be traced in unprecedented detail. The end goal is no different from what it was at the dawn of marketing and management in the late 19th century: making money. What has changed is that each one of us is now viewed as an instrument through which to alter the attitudes and behaviours of our friends and contacts. Behaviours and ideas can be released like “contagions”, in the hope of infecting much larger networks.

The most valuable trick, from a marketing perspective, is how to induce individuals to share positive brand messages and adverts with each other, almost as if there were no public advertising campaign at all. The business practice known as “friendvertising” involves creating images and video clips that social media users are likely to share with others, for no conscious commercial purpose of their own. The science of viral marketing, or the creation of buzz, has led marketers to seek lessons from social psychology, social anthropology and social network analysis.

Businesses have long worried about their public reputations and the commitment of their employees. It also goes without saying that informal social networks themselves are as old as humanity. Despite the countercultural rhetoric of the “sharing economy”, what has changed is not the role of the social in capitalism, but the capacity to subject it to a detailed, quantitative, economic analysis, thanks primarily to the digitisation of social relationships.

In the longer term, the most profound cultural and ethical implications of this may be how we come to view ourselves and those around us. As data about social ties becomes easier to collect and access, and as concepts of duty and altruism become increasingly understood by economists (as the pay-it-forward study exemplifies), the temptation to ask self-interested, strategic questions about one’s own social circle will arise. Applying the mentality of cost-benefit analysis beyond the realms of the market is often controversial to start with, but can quickly become normal. Government economists today have no problem calculating the price of human life or the natural environment, if it is useful for purposes of policy appraisal.

Could we come to view our own personal acts of generosity and friendship in a similarly utilitarian sense? The evidence to support such an egocentric logic is growing rapidly. The area where there could be most to gain from such calculations is in the domain of health: social contact is good for us, in both body and mind. Just be sure that it is contact with the right people.

Using the social to improve health

In February 2010, I found myself sitting in a large hall, with a huge golden throne on my left, and the future leader of the Labour party, Ed Miliband, to my right. We were watching images on a screen that reminded me of the fractal videos that used to be sold by “herbal remedy” salesmen on Camden market in London in the early 1990s. Also present were a number of government policy advisers, all straining to appear as relaxed as possible – a status game that goes on in the corridors of power, played to indicate that one is at home there. (The game was won under the coalition government by David Cameron’s former adviser, Steve Hilton, who was notorious for wandering into meetings barefoot.)

There were about 10 of us in the room, one of the more baroque offices in the Cabinet Office, and we were all staring at the screen, transfixed by the movement of individual lines and dots that were being displayed. Standing next to the screen, clearly enjoying the impact that his video was having on this influential audience, was the American medical sociologist Nicholas Christakis. Christakis was on a speaking tour, promoting his book Connected, and had been invited to present some of his findings to British policymakers during the dying days of Gordon Brown’s government. As a sociologist with an interest in policy, I had been invited along.

Christakis is an unusual sociologist. Not only is he far more mathematically adept than most, but he has also published a number of articles in respected medical journals. The images we were watching on the screen that day represented social networks in a Baltimore neighbourhood, within which particular “behaviours” and medical symptoms were moving around. Christakis’s message to the assembled policymakers was a powerful one. Problems such as obesity, poverty and depression, which so often coincide, locking people into chronic conditions of inactivity, are contagious. They move around like viruses in social networks, creating risks to individuals purely by virtue of the people they happen to hang out with.

Christakis is part of a growing movement within the policy world. While marketers desperately seek to penetrate our social networks in order to alter our tastes and desires, policymakers have come to view social networks as means of improving our health and wellbeing. The “social neuroscience” pioneered by John Cacioppo of the University of Chicago suggests that the human brain has evolved in such a way as to depend on social relationships. Cacioppo’s research suggests that loneliness is an even greater health risk than smoking. Practices such as “social prescribing”, in which doctors recommend that individuals join a choir or voluntary organisation, are aimed at combating isolation and its tendency to lead to depression and chronic illness.

Driven particularly by neuroscience, the expert understanding of social life and morality is rapidly merging into the study of the body. One social neuroscientist, Matt Lieberman, has shown how pains that we have traditionally treated as emotional (such as separating from a lover) involve the same neurochemical processes as those we typically view as physical (such as breaking an arm). Social science and physiology are converging into a new discipline, in which human bodies are studied for the ways they respond to one another physically.

At the Cabinet Office presentation, there was something mesmeric and seductive about Christakis’s images. Could entrenched social problems really be represented by graphics of this sort? Christakis’s technical prowess was certainly alluring. In the grand tradition of American GIs bringing chewing gum and nylon stockings to the British during the second world war, his hi-tech social network analysis seemed novel and irresistible.

But what I found slightly surreal that day, aside from the gold throne, was the freakish view of this particular inner-city US community that we were privy to. Like the social analytics companies, which try to spot consumer behaviour as it emerges and spreads, there we were in London observing how the dietary habits and health problems of a few thousand relatively deprived Baltimore residents were moving around, like a disease. It felt as if we were viewing an ant colony from above. The fact that these flickering images represented human beings, with relationships, histories and agendas, was almost incidental.

It would seem a little perverse to suggest that policymakers ignore this evidence of the impact of social networks and altruism on health. If medical practitioners can change the behaviour of just a few influential people in a network for the better, they can potentially spread a more positive “contagion”. Yet there is a danger lurking in this worldview, which is the same problem that afflicts all forms of social network analysis. In reducing the social world to a set of mechanisms and resources, the question repeatedly arises as to whether social networks might be redesigned in ways to suit the already privileged. Networks have a tendency towards what are called power laws, whereby those with influence are able to harness that power to win even greater influence.

One example of this is known as “emotional contagion”. Psychologists working with social analytics can now track the spread of positive and negative emotions, as they travel through social networks. This was the topic of Facebook’s controversial experiment using newsfeed manipulation, the results of which were published last summer. Different moods, including anger and depression, are now recognised to be more socially contagious than others. But what will we do with this knowledge? The anxiety, as social life becomes swept up by quantitative analysis, is that happy, healthy individuals might tailor their social relationships in ways that protect them against the “risk” of unhappiness. Guy Winch, an American psychologist who has studied this phenomenon, advises happy people to be on their guard. “If you find yourself living with or around people with negative outlooks,” he wrote on the website Psychology Today, “consider balancing out your friend roster.” The impact of this rebalancing on those unfortunate friends with the “negative outlooks” is all too easy to imagine.

The fabric of social life is now a problem that is addressed within the rubric of health policy, and there is something a little sad about that. Loneliness now appears as an objective problem, but only because it shows up in the physical brain and body, with calculable costs for governments and health insurers. Generosity and gratitude are urged upon people by positive psychologists, but mainly to alleviate their own mental health problems and private misery. And friendship ties within poor inner-city neighbourhoods have become a topic of government concern, but only to the extent that they mediate epidemics of bad nutrition and costly inactivity.

The irony is that, for all the talk of giving and sharing, this is potentially an even more egocentric worldview than that associated with the market. The cornerstone of orthodox economics, dating back to Adam Smith, is that self-interest in the marketplace is ultimately beneficial for society. The era of social optimisation looks set to stand this claim upside down: being social in your everyday life is worth it, because it will ultimately deliver benefits back to you. The trouble is that our appetites for this new commodity can spiral out of control.

Addicted to contact

Over the past decade, the ubiquity of digital media – and social media in particular – has become a lightning rod for media hysteria. The internet or Facebook can be blamed for the fact that young people are increasingly narcissistic, unable to make commitments to one another or concentrate on anything that is not interactive, and so on. There is indeed some evidence to suggest that individuals who use social media compulsively are more egocentric, prone to exhibitionism and grandiose behaviour. But rather than treat the technology as some virus that has corrupted people psychologically and neurologically, it is worth standing back and reflecting on the broader cultural logic at work here.

What makes social media so compulsive, even addictive? It is the experience of social life, stripped of all its frustrations and obligations. People who cannot put down their smartphones are not engaging with images or gadgetry for the sake of it: they are desperately seeking some form of human interaction, but of a kind that does nothing to limit their personal, private autonomy.

What we witness, in the case of a social media addict, is only the more pathological element of a society that cannot conceive of relationships except in terms of the psychological pleasures that they produce. The person whose fingers twitch to check their Facebook page when they are supposed to be listening to their friend over a meal is a victim of a philosophy in which other people are only there to please, satisfy and affirm an individual ego from one moment to the next. This inevitably leads to vicious circles: once a social bond is stripped down to this impoverished psychological level, it becomes harder and harder to find the satisfaction that one wants. Viewing other people as instruments for one’s own pleasure represents a denial of the core ethical and emotional truths of friendship, love and generosity.

One grave shortcoming of this egocentric idea of the social is that none (or at least, vanishingly few) of us can ever constantly be the centre of attention, receiving praise. And so it also proves with Facebook. As an endless stream of exaggerated displays of positivity or success, Facebook often serves to make people feel worse about themselves and their own lives. The mathematics of networks means that most people will have fewer friends than average, while a small number of people will have far more than average. The tonic to this sense of inferiority is to make one’s own exaggerated displays of positivity or success, to seek the gaze of the other, thereby reinforcing a collective vicious circle. As positive psychologists are keen to stress, this inability to listen or empathise is a significant contributor to depression.

If wellbeing resides in discovering relationships that are less ego-oriented, less purely hedonistic, than those an individualistic society offers, then Facebook and similar forms of social media are rarely a recipe for happiness. It is true that there are specific uses of social media that lend themselves towards stronger, more fulfilling social relations. One group of positive psychologists has drawn on its own evidence of what types of social relations lead to greater happiness, to create a new social media platform, Happier, designed around expressions of gratitude and generosity, which are recognised to be critical ingredients of mental wellbeing.

What remains unquestioned by such efforts to redesign social networks for greater wellbeing is the underlying logic, which implies that relationships are there to be created, invested in and – potentially – abandoned, in pursuit of individual optimisation. The darker implication of strategically pursuing positive emotion via relationships is that the relationship is only as good as the psychic value that it delivers. “Friend rosters” may need to be “balanced”, if it turns out that one’s friends are not spreading enough pleasure or happiness.

Neoliberal socialism

Our society is excessively individualistic. Markets reduce everything to a question of individual calculation and selfishness. Unless we can recover the values associated with friendship and altruism, we will descend into a state of ennui.

These types of claims have animated various critiques of capitalism and markets for centuries. They have often provided the basis of arguments for reform, whether moderate attempts to restrain the reach of markets, or more wholesale demands to overhaul the capitalist system. Today, the same types of lament can be heard, but from some very different sources. Now, the gurus of marketing, behavioural economics, social media and management are first in line to attack the individualistic and materialist assumptions of the marketplace. But what they are offering instead is a marginally different theory of individual psychology and behaviour, in which the social is primarily an instrument for one’s own medical, emotional or monetary gain.

What we encounter in the current business, media and policy euphoria for being social is what might be called “neoliberal socialism”. Sharing is preferable to selling, so long as it does not interfere with the financial interests of dominant corporations. Appealing to people’s moral and altruistic sense becomes the best way of nudging them into line with agendas that they had no say over. Brands and behaviours can be unleashed as social contagions, without money ever changing hands. Empathy and relationships are celebrated, but only as particular habits that happy individuals have learned to practise. Everything that was once external to economic logic, such as friendship, is quietly brought within it.

How would one break out of this trap? The example of “social prescribing” by doctors is an enticing one. While it starts from a utilitarian premise, that individuals can improve their wellbeing through joining associations and working collaboratively, it also points towards the institutions to make this happen, and not simply more cognitive or behavioural tips. If people have become locked in themselves, gazing enviously at others, this poses questions that need institutional, political, collective answers. It cannot be alleviated simply with psychological appeals to the social, which can exacerbate the very problems they aim to alleviate, once combined with digital media and the egocentric model of connectivity those media facilitate. There is a crucial question of how businesses, markets, policies, laws and political participation might be designed differently to sustain meaningful social relationships, but it is virtually never confronted by the doyens of social capitalism.

It is not very long since the internet offered hope for different forms of organisation altogether. As the cultural and political theorist Jeremy Gilbert has argued, we should remember that it was only a few years ago that Rupert Murdoch’s media empire was completely defeated in its efforts to turn Myspace into a profitable entity. The tension between the logic of the open network and the logic of private investment could not be resolved, and Murdoch lost half a billion dollars. Facebook has had to go to great lengths to ensure that the same mistakes are not made – particularly by anchoring online identities in “real” offline identities, and tailoring its design around the interests of marketers and market researchers. Perhaps it is too early to say that it has succeeded.

The reduction of social life to psychology, or to physiology as achieved by social neuroscience, is not necessarily irreversible. Karl Marx believed that by bringing workers together in the factory and forcing them to work together, capitalism was creating the very class formation that would eventually overwhelm it. This was despite the “bourgeois ideology” that stressed the primacy of individuals transacting in a marketplace. Similarly, individuals today may be brought together for their own mental and physical health, or for their own private hedonistic kicks; but social congregations can develop their own logic, which is not reducible to that of individual wellbeing or pleasure. This is the hope that currently lies dormant in this new, neoliberal socialism.

Evo Morales has proved that socialism doesn’t damage economies


Bolivia’s re-elected president has dumbfounded critics in Washington, the World Bank and the IMF. There are lessons for Britain’s left here

The socialist Evo Morales, who yesterday was re-elected to serve a third term as president of Bolivia, has long been cast as a figure of fun by the media in the global north. Much like the now deceased Hugo Chávez, Morales is often depicted as a buffoonish populist whose flamboyant denouncements of the United States belie his incompetence. And so, reports of his landslide win inevitably focused on his announcement that it was “a victory for anti-imperialism”, as though anti-US sentiment is the only thing Morales has given to Bolivia in his eight years in government.
More likely, Morales’s enduring popularity is a result of his extraordinary socio-economic reforms, which – according to the New York Times – have transformed Bolivia from an “economic basket case” into a country that receives praise from such unlikely contenders as the World Bank and the IMF – an irony considering the country’s success is the result of the socialist administration casting off the recommendations of the IMF in the first place.
According to a report by the Centre for Economic and Policy Research (CEPR) in Washington, “Bolivia has grown much faster over the last eight years than in any period over the past three and a half decades.” The benefits of such growth have been felt by the Bolivian people: under Morales, poverty has declined by 25% and extreme poverty has declined by 43%; social spending has increased by more than 45%; the real minimum wage has increased by 87.7%; and, perhaps unsurprisingly, the Economic Commission on Latin America and the Caribbean has praised Bolivia for being “one of the few countries that has reduced inequality”. In this respect, the re-election of Morales is really very simple: people like to be economically secure – so if you reduce poverty, they’ll probably vote for you.
It’s true that Morales has made enemies in the White House, but this is probably less to do with rhetoric than the fact that he consistently calls for the international legalisation of the coca leaf, which is chewed as part of Bolivian culture but can also be refined into cocaine (via a truly disgusting chemical process). Before Morales was first elected, the Telegraph reported: “Decriminalisation would probably increase supply of the leaf, which is processed into cocaine, providing drug traffickers with more of the profitable illicit substance.” In fact the opposite has happened – in the past two years, coca cultivation has been falling in Bolivia. This inconvenient fact is a source of great consternation to the US government, which has poured billions of dollars into its totally ineffective and highly militaristic war on drugs in Latin America. Morales has – accurately in my view – previously implied that the war on drugs is used by the US as an excuse to meddle in the region’s politics.
Having said this, it would be dishonest to argue that Morales’s tenure has been perfect. Earlier this year the Bolivian government drew criticism from human rights groups for reducing the legal working age to 10. But what most news outlets neglected to mention is that the government was responding to a campaign from the children’s trade union, Unatsbo, which sees the change in legislation as a first step to protecting Bolivia’s 850,000 working children from the exploitation that comes with clandestine employment. Although Bolivia has made massive strides in reducing poverty, more than a million of its citizens still live on 75p a day – a legacy of the excruciating poverty of Bolivia before Morales took office.
Nevertheless, Morales must make reducing the number of child workers a priority during his third term. Not doing so will be a serious failure of his progressive project. In terms of social reforms, Morales should heed recent calls from the public advocate of Bolivia, Rolando Villena, to legalise same-sex civil unions and pave the way for equal marriage. He should also follow the lead of Uruguay’s president, José Mujica, and completely liberalise abortion, which would be a good first step to tackling the country’s high rates of maternal mortality. And Morales must also address the criticism of indigenous leaders who accuse him of failing to honour his commitments to protect indigenous people and the environment.
But however Morales uses his third term, it’s clear that what he’s done already has been remarkable. He has defied the conventional wisdom that says leftwing policies damage economic growth, that working-class people can’t run successful economies, and that politics can’t be transformative – and he’s done all of this in the face of enormous political pressure from the IMF, the international business community and the US government. In the success of Morales, important political lessons can be found – and perhaps we could all do with learning them.

The establishment uncovered: how power works in Britain


In an exclusive extract from his new book, Owen Jones explains how the political, social and business elites have a stranglehold on the country

Definitions of "the establishment" share one thing in common: they are always pejorative. Rightwingers tend to see it as the national purveyor of a rampant, morally corrupting social liberalism; for the left, it is more likely to mean a network of public-school and Oxbridge boys dominating the key institutions of British political life.

Here is what I understand the establishment to mean. Today's establishment is made up – as it has always been – of powerful groups that need to protect their position in a democracy in which almost the entire adult population has the right to vote. The establishment represents an attempt on behalf of these groups to "manage" democracy, to make sure that it does not threaten their own interests. In this respect, it might be seen as a firewall that insulates them from the wider population. As the well-connected rightwing blogger and columnist Paul Staines puts it approvingly: "We've had nearly a century of universal suffrage now, and what happens is capital finds ways to protect itself from, you know, the voters."
Back in the 19th century, as calls for universal suffrage gathered strength, there were fears in privileged circles that extending the vote to the poor would pose a mortal threat to their own position – that the lower rungs of society would use their newfound voice to take away power and wealth from those at the top and redistribute it throughout the electorate. "I have heard much on the subject of the working classes in this house which, I confess, has filled me with feelings of some apprehension," Conservative statesman Lord Salisbury told parliament in 1866, in response to plans to extend the suffrage. Giving working-class people the vote would, he stated, tempt them to pass "laws with respect to taxation and property especially favourable to them, and therefore dangerous to all other classes".
The worries of those 19th-century opponents of universal suffrage were not without foundation. In the decades that followed the second world war, constraints were imposed on Britain's powerful interests, including higher taxes and the regulation of private business. This was, after all, the will of the recently enfranchised masses. But today, many of those constraints have been removed or are in the process of being dismantled – and now the establishment is characterised by institutions and ideas that legitimise and protect the concentration of wealth and power in very few hands.
The interests of those who dominate British society are disparate; indeed, they often conflict with one another. The establishment includes politicians who make laws; media barons who set the terms of debate; businesses and financiers who run the economy;police forces that enforce a law that is rigged in favour of the powerful. The establishment is where these interests and worlds intersect, either consciously or unconsciously. It is unified by a common mentality, which holds that those at the top deserve their power and their ever-growing fortunes, and which might be summed up by the advertising slogan "Because I'm worth it". This is the mentality that has driven politicians to pilfer expenses, businesses to avoid tax, and City bankers to demand ever greater bonuses while plunging the world into economic disaster. All of these things are facilitated – even encouraged – by laws that are geared to cracking down on the smallest of misdemeanours committed by those at the bottom of the pecking order – for example, benefit fraud. "One rule for us, one rule for everybody else" might be another way to sum up establishment thinking.
These mentalities owe everything to the shared ideology of the modern establishment, a set of ideas that helps it to rationalise and justify its position and behaviour. Often described as "neoliberalism", this ideology is based around a belief in so-called free markets: in transferring public assets to profit-driven businesses as far as possible; in a degree of opposition – if not hostility – to a formal role for the state in the economy; support for reducing the tax burden on private interests; and the driving back of any form of collective organisation that might challenge the status quo. This ideology is often rationalised as "freedom" – particularly "economic freedom" – and wraps itself in the language of individualism. These are beliefs that the establishment treats as common sense, as being a fact of life, just like the weather.
Not to subscribe to these beliefs is to be outside today's establishment, to be dismissed by it as an eccentric at best, or even as an extremist fringe element. Members of the establishment genuinely believe in this ideology – but it is a set of beliefs and policies that, rather conveniently, guarantees them ever growing personal riches and power.
As well as a shared mentality, the establishment is cemented by financial links and a "revolving door": that is, powerful individuals gliding between the political, corporate and media worlds – or who manage to inhabit these various worlds at the same time. The terms of political debate are, in large part, dictated by a media controlled by a small number of exceptionally rich owners, while thinktanks and political parties are funded by wealthy individuals and corporate interests. Many politicians are on the payroll of private businesses; along with civil servants, they end up working for companies interested in their policy areas, allowing them to profit from their public service – something that gives them a vested interest in an ideology that furthers corporate interests. The business world benefits from the politicians' and civil servants' contacts, as well as an understanding of government structures and experience, allowing private firms to navigate their way to the very heart of power.
Yet there is a logical flaw at the heart of establishment thinking. It may abhor the state – but it is completely dependent on the state to flourish. Bailed-out banks; state-funded infrastructure; the state's protection of property; research and development; a workforce educated at great public expense; the topping up of wages too low to live on; numerous subsidies – all are examples of what could be described as a "socialism for the rich" that marks today's establishment.
This establishment does not receive the scrutiny it deserves. After all, it is the job of the media to shed light on the behaviour of those with power. But the British media is an integral part of the British establishment; its owners share the same underlying assumptions and mantras. Instead, journalists and politicians alike obsessively critique and attack the behaviour of those at the bottom of society. Unemployed people and other benefit claimants; immigrants; public-sector workers – these are groups that have faced critical exposure or even outright vilification. This focus on the relatively powerless is all too convenient in deflecting anger away from those who actually wield power in British society.
To understand what today's establishment is and how it has changed, we have to go back to 1955: a Britain shaking off postwar austerity in favour of a new era of consumerism, rock'n'roll and Teddy Boys. But there was a more sinister side to the country, and it disturbed an ambitious Tory journalist in his early 30s named Henry Fairlie.

Early in his career, Fairlie was mixing with the powerful and the influential. In his 20s, he was already writing leader columns for the Times. But, at the age of 30, he left for the world of freelance writing and began penning a column for the Spectator magazine. Fairlie had grown cynical about the higher echelons of British society and, one day in the autumn of 1955, he wrote a piece explaining why. What attracted his attention was a scandal involving two Foreign Office officials, Guy Burgess and Donald Maclean, who had defected to the Soviet Union. Fairlie suggested that friends of the two men had attempted to shield their families from media attention.
This, he asserted, revealed that "what I call the 'establishment' in this country is today more powerful than ever before". His piece made "the establishment" a household phrase – and made Fairlie's name in the process.
For Fairlie, the establishment included not only "the centres of official power – though they are certainly part of it" – but "the whole matrix of official and social relations within which power is exercised".
This "exercise of power", he claimed, could only be understood as being "exercised socially". In other words, the establishment comprised a set of well-connected people who knew one another, mixed in the same circles and had one another's backs. It was not based on official, legal or formal arrangements, but rather on "subtle social relationships".
Fairlie's establishment consisted of a diverse network of people. It was not just the likes of the prime minister and the archbishop of Canterbury, but also incorporated "lesser mortals" such as the chairman of the Arts Council, the director general of the BBC and the editor of the Times Literary Supplement, "not to mention divinities like Lady Violet Bonham Carter" – the daughter of former Liberal prime minister Herbert Asquith, confidante of Winston Churchill and grandmother of future Hollywood actor Helena Bonham Carter.
The Foreign Office was, Fairlie claimed, "near the heart of the pattern of social relationships which so powerfully controls the exercise of power in this country", stacked as it was with those who "know all the right people". In other words, the establishment was all about "who you know".
But important facets of power in Britain were missing from Fairlie's definition. First, there was no reference to shared economic interests, the profound links that bring together the big-business, financial and political elites. Second, his piece gave no sense of a common mentality binding the establishment together. There was one – although it was very different from the mentality that dominates today, despite the fact that, then as now, an Old Etonian Conservative (Anthony Eden) was in Downing Street. For this was the era of welfare capitalism, and an ethos of statism and paternalism – above all, a belief that active government was necessary for a healthy, stable society – was shared by those with power.
The differences between Fairlie's era and our own show that Britain's ruling establishment is not static: the upper crust of British society has always been in a state of perpetual flux. This relentless change is driven by survival. History is littered with demands from below for ruling elites to give up some of their power, forcing members of the upper crust of British society to compromise. After all, unchecked obstinacy in the face of demands for change risks bringing down not just individual pillars of the establishment, but the entire system of power with them.
The monarchy is a striking example of a traditional pillar of power that, faced with occasionally formidable threats, has had to adapt to survive. This was evident right from the origins of a power-sharing arrangement between crown and parliament struck in the aftermath of revolution and foreign invasion in the 17th century, and which continues to exist today. Many of the monarchy's arbitrary powers, such as the ability to wage war, ended up in the hands of the prime minister. Even today, the monarchy's role is not entirely symbolic.
"The Crown is a bit of a vague institution, but it is kind of the heart of the constitution, where all the power comes from," says Andrew Child, campaign manager of Republic, a group advocating an elected head of state. The prime minister appoints and sacks government ministers without needing to consult the legislature or electorate because he is using the Queen's powers: these are the Crown's ministers, not the people's. In practice, too, members of the royal family have a powerful platform from which to intervene in democratic decisions.

Prince Charles, the designated successor to the throne, has met with ministers at least three dozen times since the 2010 general election and is known to have strong opinions on issues such as the environment, the hunting ban, "alternative" medicine and heritage.
In contrast to other European countries, Britain's aristocracy also managed to avoid obliteration by adapting and assimilating. In the wake of the industrial revolution it absorbed – much to the disgust of traditionalists – some prospering businessmen into its ranks, such as the City of London financier Lord Addington and the silk broker Lord Cheylesmore. The aristocracy continued to wield considerable political power throughout the 19th century, supplying many prime ministers, such as the 1st Duke of Wellington, the 2nd Earl Grey and the 2nd Viscount Melbourne. But following parliament acts passed by MPs in 1911 and 1949, this power was curtailed when the elected House of Commons enshrined in law its own dominance over the aristocrats' House of Lords. The legacy of centuries of aristocratic power has not vanished, though: more than a third of English and Welsh land – and more than 50% of rural land – remains in the hands of just 36,000 aristocrats.
Although less influential today than it has ever been, the Church of England retains the trappings of its old power. Indeed, the word establishment is testament to its one-time importance: the term is likely to derive from the fact that the Church of England is the country's "established church", or state religion, with the monarch serving as its head. The church's most senior official, the archbishop of Canterbury, is appointed by the prime minister on behalf of the monarch.
Even though Britain is one of the most irreligious countries on Earth, with just one in 10 attending church each week and a quarter of Britons having no religious beliefs, the Church of England still runs one in four primary and secondary schools in England, while its bishops sit in the House of Lords, making Britain the only country – other than Iran – to have automatically unelected clerics sitting in the legislature.
The establishment is a shape-shifter, evolving and adapting as needs must. But one thing that distinguishes today's establishment from earlier incarnations is its sense of triumphalism. The powerful once faced significant threats that kept them in check. But the opponents of our current establishment have, apparently, ceased to exist in any meaningful, organised way. Politicians largely conform to a similar script; once-mighty trade unions are now treated as if they have no legitimate place in political or even public life; and economists and academics who reject establishment ideology have been largely driven out of the intellectual mainstream. The end of the cold war was spun by politicians, intellectuals and the media to signal the death of any alternative to the status quo: "the end of history", as the US political scientist Francis Fukuyama put it. All this has left the establishment pushing at an open door. Whereas the position of the powerful was once undermined by the advent of democracy, an opposite process is now underway. The establishment is amassing wealth and aggressively annexing power in a way that has no precedent in modern times. After all, there is nothing to stop it.

For a shining example of trade unionism, look no further than football

“The socialism I believe in is everybody working for the same goal and everybody having a share in the rewards. That’s how I see football, that’s how I see life.” So said Bill Shankly, legend of Liverpool Football Club.
Liverpool fans (like me) who lovingly quote Shankly’s words are often told that we’re idealists; that his egalitarian vision is a far cry from the reality of contemporary football. But although socialism is going a bit far, Shankly may have had a point: because it is in British professional football that we find one of the most successful examples of modern trade unionism.
The Professional Footballers’ Association (PFA) is the only trade union in the country to have 100% membership, and its principle success lies in its remarkable collective bargaining agreement, which applies to all professional footballers. It offers players numerous protections, including sickness arrangements, insurance in case of injury, post-retirement obligations and disciplinary proceedings (in which the PFA plays a central part).
Collective bargaining is the mechanism that allows workers to negotiate with employers as a whole workforce instead of as individuals. It puts workers in a more powerful position to obtain better terms and conditions, and can establish industry standards. Areport released this week by the Institute for Employment Rights demonstrates that collective bargaining can reduce pay inequality, narrow the gender pay gap, and protect employees from wage cuts during times of financial crisis. It can also reduce income inequality across society. The report notes: “When collective bargaining coverage began to fall in the 1980s, average wages also fell. As the number of workers covered by collective agreements has continued to decline, income inequality has rapidly grown.”
As only one in four British workers are now covered by collective bargaining, the PFA’s agreement is quite exceptional. In practice it means that all footballers are subject to exactly the same terms and conditions, regardless of whom they play for: a player for Luton Town will be treated in exactly the same way by his club as Cesc Fábregas will be for Chelsea. The ethos behind it is that every player puts in the same 90 minutes and should be valued in the same way.
In this respect, the PFA’s agreement is about building solidarity between leagues: the players in better negotiating positions (such as Fábregas) use their power, through the PFA, to improve the terms and conditions of every union member. As the career of a professional footballer lasts an average of just eight years, good terms and conditions are vital – especially for the players who are not in the position to earn top salaries or be offered sponsorship deals.
The PFA has fought to establish itself as an essential part of the professional game and is involved in all key decisions on regulations and how football is run in England. It recently played a pivotal role in ensuring that Portsmouth survived after its financial troubles, which was made possible by applying the “football creditors rule”. This rule is a protection negotiated by the union, which prioritises the players as creditors and imposes an obligation on any new owners to work with the union and honour existing contracts. As a result of this regulation and the solidarity of the players, every one of the 60 clubs that have gone into administration have survived, and remain an integral part of their communities.
Contradicting some employers who seek to undermine the strength of trade unions in workplaces, the PFA has demonstrated that unions – and by extension, workers themselves – are an essential component of industry, and can be good for employers too if they are trusted to take an active role in negotiations.
The case of Portsmouth FC begs the question of what other businesses might have survived administration during the past four years of recession if all unions were afforded the same level of trust that the PFA has been. Of course, the PFA is helped by the fact that footballers’ skills are very specific, but there is no reason why other industries can’t emulate its success by promoting trade unions in the workplace. Not doing so forces workers into a battle with employers, which doesn’t seem beneficial to either party.
What I find so extraordinary about the PFA is that it contradicts rightwing arguments that collective bargaining and trade unions are bad for business. When Governor Scott Walker outlawed collective bargaining in Wisconsin in 2012, he said: “The action today will help ensure Wisconsin has a business climate.”
We’ve been told for so long that better trade union rights will destroy the economy, and yet here is evidence of the benefits of strong trade unions being beamed into the living rooms of millions of people every weekend. As Nick Cusack, assistant chief executive of the PFA, puts it: “The PFA is the players’ greatest supporter. It shows trade unions can achieve a great deal of protections for workers. We’d like to see similar protections for workers across all industries.”
So there you have it. If you’re thinking of approaching your manager to get a better deal on your sick leave, think again. You might be better off talking to Wayne Rooney.

Tony Benn knew the rules but would not play the game

His lifelong belief in socialism inspired several generations of socialists and radicals, and infuriated the establishment

The conductor was striding through the early train from Paddington to Penzance apologising as we shuddered to a halt just east of the Tamar. "I'm sorry for the delay," he told Tony Benn, sitting opposite me. "There was a lightning strike on the line ahead."
"Lightning strike!" said Benn, assuming industrial action. "What's it about?"
"It's about God, sir," said the guard, referring to the harsh weather of the previous night, and the two men smiled at each other.
That night I stayed in Cornwall. The prospect of spending nine hours on a train in one day was too draining. Benn came straight back, arriving in Paddington around 11pm so he could be up at 6am the next day to drive to Burford to address a Levellers rally. Around the time I was ordering my second round of sandwiches from the buffet car on my way back from Cornwall, he was heading back to London from Burford to speak to a pro-Palestinian demonstration, when his car exploded on the motorway. I was 33; he was 77.
When I next saw him I suggested, in jest, that he slow down, if only to stop me looking bad. He laughed and said he planned to work right up to the end. "The last entry in my diary will be: 'St Thomas's hospital: I'm not feeling very well today'," he said. He even had plans for his gravestone. "I'd like it to say: 'Tony Benn – he encouraged us.'"
The two things that stood out, watching him both from afar from an early age and up close over those few weeks, were his optimism and his persistence. He believed that people were inherently decent and that they could work together make the world a better place – and he was prepared to join them in that work wherever they were.
This alone made him remarkable in late 20th-century British politics. He believed in something. For some this was enough: they were desperate for some ideological authenticity, for someone for whom politics was rooted not merely in a series of calculations about what was possible in any given moment but in a set of principles guiding what was necessary and desirable. Criticisms that he was divisive ring hollow unless the critics address what the divisions in question were, and how the struggle to address them panned out.
Benn stood against Labour's growing moral vacuity and a political class that was losing touch with the people it purported to represent. The escalating economic inequalities, the increasing privatisation of the National Health Service, the Iraq war and the deregulation of the finance industry that led to the economic crisis – all of which proceeded with cross-party support – leave a question mark over the value of the unity on offer. What some refuse to forgive is not so much his divisiveness as his apostasy. He was a class traitor. He would not defend the privilege into which he was born or protect the establishment of which he was a part. It was precisely because he knew the rules that he would not play the game.
He hitched these principles to Labour's wagon from an early age. Its founding mission of representing the interests of the labour movement in parliament was one he held dear. He never left it even when, particularly as he got older, it seemed to leave him. His primary loyalty was not to a party but to the causes of internationalism, solidarity and equality, which together provided the ethical compass for his political engagement. When people told him that they had ripped up their party membership cards in disgust, he would say: "That's all well and good. But what are you doing now?"
With his trademark pipe, mug of tea and cardigans, that could have left him a fossilised figure of a distant ideological era. But, contrary to popular misconceptions, his politics did evolve. He did not grow up in a time when gay rights, defending Muslims against Islamophobia, or even gender equality were central to left discourse. But when they emerged as key issues he had no trouble understanding either their value or their potential. He stood for something more than office and he didn't pander. That was why he was one of the few people to emerge from an Ali G interview with his dignity intact.
Some would regard this as evidence of naivety, bordering on delusion, that went from dangerous to endearing the older and further away from power he got. Having fought so hard in the 60s to renounce his peerage, his struggle in later life was to be elevated to the to the role of "national treasure" – like Dame Judi Dench, only without the title or an Oscar. Those who pilloried him as an extremist became eager to patronise him as eccentric. "He may have talked some blather over the years," Keith Waterhouse once wrote of him in the Daily Mail. "But it was always blather he believed in."
"That's the thing you worry about," said Benn. "What is the final corruption in politics? Earlier, it was to get into cabinet, before that, to be popular, but, later on, the final corruption is this kindly, harmless old gentleman … I'm very aware of that. I take the praise as sceptically as I took the abuse. I asked myself some time ago: what do you do when you're old? You don't whinge, you don't talk all the time about the past, you don't try and manage anything, you try and encourage people."
The devotion that has poured out for him since his passing is not simply nostalgia. The parents of many of those who embraced him in recent times – the occupiers, student activists, anti-globalisation campaigners – were barely even conscious at the height of his left turn. They are not mourning a relic of the past but an advocate for a future they believe is not only possible but necessary.
The trouble for his detractors was that Benn would not go quietly into old age. He didn't just believe in "anything": he believed in something very definite – socialism. He advocated for the weak against the strong, the poor against the rich and labour against capital. He believed that we were more effective as human beings when we worked together collectively than when we worked against each other as individuals. Such principles have long been threatened with extinction in British politics. Benn did a great deal to keep them alive. In the face of media onslaught and political marginalisation, that took courage. And, in so doing, he encouraged us.
