A virus rages among us

Does India have to be in a state of permanent polarisation? The ruling establishment clearly wants the citizens of India to believe that such an environment is in their best interest. Whether it is dress, food, faith, festival or language, Indians are sought to be pitted against Indians and the forces of discord are given every encouragement, overt and covert. History — both ancient and contemporary — is continuously sought to be interpreted to promote prejudice, animosity and vengeance. It is a travesty that instead of utilising our resources for creating a bright, new future for the country and engaging young minds in productive ventures, time and valuable assets are being used up in attempts to refashion the present in terms of an imagined past. 

There is much talk by the prime minister of acknowledging India’s multiple diversities. But the harsh reality is that under this ruling dispensation, the rich diversities that have defined and enriched our society for centuries are being manipulated to divide us and, worse, to harden faultlines and make them more firmly entrenched.

It is now well accepted that we must sustain high economic growth to create wealth that can be redistributed, raise living standards and, most of all, generate the revenues needed for social welfare programmes and provide adequate employment opportunities for our youth. But the worsening environment of social illiberalism and bigotry, the spread of hatred and divisiveness, shakes the very foundations of economic growth. It is no surprise that some bold corporate executives have been speaking out against what is being orchestrated in Karnataka, amongst the most entrepreneurially dynamic of our states. There has been a predictable backlash in social media against these courageous voices. But the concerns are widely shared — and very real. It is no secret that an increasing number of our business persons have been declaring themselves as non-resident Indians in the past few years. 

The rising chorus of hatred, the unconcealed instigation of aggression and even crimes against minorities are a far departure from the accommodating, syncretic traditions in our society. Shared celebrations of festivals, good neighbourly relationships between communities of different faiths, the pervasive intermingling of faith and belief in the arts, cinema and everyday life, of which there are examples by the thousands, are proud and durable characteristics of our society through the ages. To undermine this for narrow political gain is to undermine the composite and syncretic foundations of Indian society and nationhood.

There is something more insidious in this grand, divisive plan to keep India in a state of permanent frenzy. All dissent and opinion that is opposed to the ideology of those in power is sought to be ruthlessly stifled. Political opponents are targeted and the full might of the state machinery is unleashed against them. Activists are threatened and sought to be silenced. Social media, in particular, is utilised to propagate what can only be described as lies and venom. Fear, deception and intimidation have become the pillars of the so-called “maximum governance, minimum government” strategy. The Narendra Modi government has started the practice of celebrating November 26 as Constitution Day to mark the adoption of our Constitution by the Constituent Assembly in 1949. But it pays obeisance to the Constitution while systematically emasculating every institution. This is sheer hypocrisy.

How special we are seen to be globally will depend crucially on how inclusive we become at home — not through slogans but through actual actions. What prevents the prime minister from coming down unambiguously and publicly against hate speech, whichever quarter it may emanate from? Repeat offenders roam free, and there is no restraint on their use of incendiary and provocative language. Indeed, they seem to enjoy some sort of official patronage at different levels and that is why they get away with atrocious and prosecutable statements.

Vigorous debate, discussion and virtually any form of interaction where an alternative point of view is welcomed has become a thing of the past and we are all the poorer for it. Even academia, once respected for encouraging fresh thought processes, is under the scanner for interacting with counterparts from other parts of the world. As vilification of faiths and condemnation of entire communities become the norm, it is becoming commonplace to see divisive politics affecting not just the workplace, but also entering neighbourhoods and indeed people’s homes. Never before has this country seen hatred as the basis of the day to day choices that are made by our citizens.

This wonderful land of ours has been home to, and has celebrated, heterogeneity, multiplicity and creativity and has given birth to great minds and personalities whose works have been read and acknowledged the world over. The hitherto liberal environment, and the spirit of inclusivity, accommodation and tolerance, has played a critical role in making all this possible. A closed society that encourages straitjacketed thinking can hardly expect to be one where fresh ideas flow. A brow-beaten mind is hardly likely to be a fertile or innovative one.

An apocalypse of hatred, bigotry, intolerance and untruth is engulfing our country today. If we don’t stop it now, it will damage our society beyond repair, if it hasn’t already done so. We simply cannot and must not allow this to go on. We as a people cannot stand by and watch as peace and pluralism are sacrificed at the altar of bogus nationalism.

Let us contain this raging fire, this tsunami of hate that has been unleashed before all that has been so painstakingly built by past generations is razed to the ground. Over a century ago, the poet of Indian nationalism gave the world his immortal Gitanjali of which perhaps the 35th verse has become the most celebrated and quoted. Gurudev Tagore’s prayer, with its seminal lines, “Where the mind is without fear…”, is all the more relevant and has heightened resonance today.

Donald Trump and the spectre of a race-based US election

The novelist William Faulkner said: “The past is not dead. It is not even past.” The past 72 hours of burning US cities triggered parallels with 1968 — a year of urban white flight that ended with the election of Richard Nixon. He won on a law-and-order platform that appealed implicitly to white anxiety. Donald Trump does not deal in implicit language. In response to protests in Minneapolis after the police suffocation last week of George Floyd, a 46-year-old black man, Mr Trump tweeted: “When the looting starts, the shooting starts”. The line was used by George Wallace, the segregationist third-party candidate in 1968. Republicans launched the “southern strategy” to win over resentful white Democrats after the civil rights revolution. Mr Trump’s 2016 campaign was the apotheosis of that approach. 


But history offers little clue as to whether a sitting president can profit from the same manipulation. The stark brutality of Floyd’s killing — and the fact that his eight-minute suffocation was captured on video — has curbed Mr Trump’s ability to portray the police as victims. He has veered between threats of deploying the military to quell the protests and appeals for calm. Mr Trump’s record suggests he will not be able to resist the temptation to incite. It worked for him once. America’s Black Lives Matter movement took off in Barack Obama’s second term just as Mr Trump was weighing up his presidential bid. “White lives matter” and “Blue lives matter” banners festooned his rallies. 

But can he pull off the same feat from the White House? That will depend on how America defines the protests. Wildly different narratives can be built from the harrowing range of video clips over the past few days. Some show white police officers brutally attacking peaceful black and white marchers. Others show cops marching in solidarity with them. Then there are the scenes of looting and burning. Mr Trump claims that most of the Minneapolis protesters are far-left radicals. Anti-Semitic memes claiming that financier George Soros is funding an army of Antifa (anti-fascist) militants have spread. Russian bots have helped disseminate the conspiracy theory. The Trump administration has picked up that thread. In a televised statement Bill Barr, the US attorney-general, said the protests were “planned, organised and driven by anarchic and far-left extremist groups using Antifa-like tactics”. Without evidence, Mr Trump said 80 per cent of the Minneapolis protesters were from out of state. On Sunday, he tweeted that he would designate Antifa as a “terrorist organisation”. 

America now faces the spectre of a long summer of unrest, with a president stoking the polarisation. It comes amid a pandemic that has disproportionately claimed minority lives in the most densely populated areas of urban America. Floyd’s dying words — “I can’t breathe” — serve as a metaphor for a society choking on its increasingly toxic politics. The alternative narrative advanced by Joe Biden, Mr Trump’s opponent, is that America is crying out to be healed. Mr Biden promises to “restore America’s soul”. If recent polls are any guide, Mr Biden’s message is hitting home. A Washington Post/ABC poll gave him a 53 per cent to 43 per cent lead over Mr Trump. 

 But that snapshot was taken mostly before the protests had spread to other cities. Harking back to America’s better angels, as invoked by Abraham Lincoln, Mr Biden’s message has historic appeal. But nations do not possess souls. They have competing ideas of themselves. Mr Biden wants to restore the US to where it was before Mr Trump was elected — a multicultural society with its first non-white president. Mr Trump makes little disguise of conjuring a pre-civil rights America where white males held uncontested sway. He will blame Mr Obama, China, radical leftists and “thugs” for America’s unhappy condition — anybody, in other words, but himself. It is hard to imagine a more dystopian backdrop for the world’s most powerful democracy to settle on its future.

History repeats itself, first as tragedy, then as farce. This is one of the oft-quoted statements from Karl Marx, which alerts us that the re-occurrence of an event carries very different meanings in history. The Aam Adami Party’s repetition of its grand victory in the 2015 Delhi election is neither a tragedy nor a farce. In many ways, it does more to alter the equations of national politics. But it is no longer the victory that could change the established models of governance or the ways of Indian politics.

Judging by the craft of electoral battlefield, this is undoubtedly a memorable victory, bigger than the previous one. Coming at the end of a full term marred by a hostile central government of Prime Minister Narendra Modi, an electoral victory is rare and should call for compliments. Repeating the unmatched scale of victory — nearly 54 per cent votes and about 90 per cent seats — in the wake of a washout in the 2019 Lok Sabha election, a central government determined to deny the AAP another term, one of the most aggressive and vicious campaigns by the Bharatiya Janata Party (BJP), and a diffident Election Commission makes it even more historic.

Add to it the special sociology of voting. India Today’s exit poll that provides social break-up of votes confirms that the AAP actually consolidated its vote share among women and poor voters. It seems that the AAP lost a 4-5 per cent votes to the BJP but made up for it from the gains it made from the Congress. In terms of education and class, the correlation is straightforward: the poorer and less educated the voter, the greater the AAP’s lead over the BJP. That suggests an enduring alignment of voters that is here to stay. Arvind Kejriwal must be complimented for holding his nerves during this campaign and guiding his team to this success.

While the AAP’s victory in 2015 was a one-off exception that did not alter the national equations, the 2020 election result brings good news for the entire country. Since 2018, Delhi is now the ninth successive assembly election (Karnataka, Rajasthan, Madhya Pradesh, Chhattisgarh, Odisha, Haryana, Maharashtra, Jharkhand and Delhi) where the BJP failed to win, despite being a serious contender (excluding Telangana, Andhra Pradesh, and Mizoram where it was not). This may not be an indicator of a decline and eventual fall of Narendra Modi from national centre stage. Nation-wide opinion polls attest to the continuing popularity of Modi. Opinion polls in the run-up to the Delhi election had shown that most AAP voters prefer Modi as the national leader and BJP as the party of their choice for Lok Sabha. Yet, another defeat in state assembly elections would puncture the narrative of BJP’s rising tide. It would also mean stronger federal resistance to the Centre’s attempts to ride roughshod over states. 

Cause for relief

This defeat of the BJP carries a bigger message. The BJP’s election campaign in Delhi was a new low in India’s electoral history. From national leaders to local minions, this was a full-throttled communal polarisation. Short of officially calling for Hindu-Muslim riots, the BJP leadership did everything that it could — branding its opponents as terrorists, anti-national, Pakistanis and whatnot — as the Election Commission made polite noises. Had this model succeeded, this would have become a national template — incite-hatred-win-elections — with ethnic, caste and regional variants. Its defeat may not put an end to the polarisation strategy. The BJP may well read the increase in its vote share as an indicator of the success of polarisation. And the party is bound to try this in West Bengal and Uttar Pradesh. But this result would surely sow seeds of doubt in the minds of those who argue for this. That is a cause for relief.

Yet, it would be misleading to compare this victory of the AAP with its path-breaking electoral debut in 2013 and 2015. At the time of inception, the AAP promised nothing short of a new model of governance, even if the contours of that model were yet to be worked out. Its ideology of swaraj promised a new vision for India, breaking free of ideological rigidities of the past. Above all, it promised a new kind of politics that would challenge the established rules of the game.

This second victory is not a realisation of that promise. Instead, it confirms that this new player has learned the rules of the game better than the older players, and proven that you don’t need a new model of governance or vision to succeed in India’s politics.

Far from inaugurating a new model of governance, the AAP has replicated, more successfully than others, what is by now a box standard template of re-election. The template was designed by Narendra Modi himself in his second and third assembly elections in Gujarat, replicated and refined by chief ministers like Shivraj Singh Chouhan, Raman Singh, Nitish Kumar, and Naveen Patnaik. This template of re-election for an incumbent government comprises three elements: assured delivery of select welfare measures that directly reach the people, high-decibel publicity of these measures and the leaders personality to amplify these policies, and a strong election machine to convert these into votes.

Arvind Kejriwal used this template better than those who designed it. Free or cheap electricity did provide real relief to the poor and lower middle classes. Education may not have improved, but school infrastructure did. Mohalla clinics were mostly a start-up, but these did hold out a promise of accessible health services. These tangible gains were amplified through very simple and powerful communication, both official advertisements and party political publicity.

As a result, it became an article of faith that Delhi government was about education plus health. Everyone forgot about corruption, employment, pollution, transport and liquor. Arvind Kejriwal managed his image very deftly where it mattered most, the ordinary voters, without bothering much for the opinion-making classes. He too discovered that the public has a very short memory. All this was converted into votes through a powerful and well-oiled election machine, with some assistance from Prashant Kishor. This is not to take away from the brilliance and perseverance of the AAP leadership in executing and improvising on the template. It is just useful to remember that this is not a new model.

The same is true of the AAP’s political strategy. Far from rewriting the rules, the party has reaffirmed the existing rules. One, you cannot do politics without mobilising political entrepreneurs who are agnostic to political principles. Two, vision and principles are for the chattering classes, you don’t need to bother about these much. Three, a political party is all about winning elections, which is a necessary and sufficient test of political success. Four, a political party cannot work without a ‘high command’ that follows a single leader. The amazing thing about the AAP is not that it fell back on this conventional wisdom, but how quickly and eagerly it embraced the rules that it set out to change.

Many of these learnings paid off in the 2020 Delhi election. It could award ticket to every winnable candidate without any moral or ideological hindrance. The ideological flexibility allowed the AAP to quickly adjust to the Right-ward shift of the political spectrum. From welcoming the dilution of Article 370 and abolition of the state of Jammu and Kashmir to welcoming the Supreme Court verdict on Ayodhya, the party quickly shifted to the middle-Right. It managed, brilliantly, to remain ambiguous on the CAA and Shaheen Bagh through its campaign. Finally, it could limit the contest to the local issues of Delhi and paint itself as the only alternative at that level.

And this is the real irony: the party that was formed to break the tyranny of TINA (there is no alternative) won because there was no alternative to it.

So, the question is not whether these strategies work in elections. The AAP has shown that they do. The question we need to ask now is whether these can help us fight the larger battle to reclaim the republic.

Why good forecasters become better people

So, what’s going to happen next, eh? Hard to say: the future has a lotta ins, a lotta outs, a lotta what-have-yous. 

Perhaps I should be more willing to make bold forecasts. I see my peers forecasting all kinds of things with a confidence that only seems to add to their credibility. Bad forecasts are usually forgotten and you can milk a spectacular success for years. 

Yet forecasts are the junk food of political and economic analysis: tasty to consume but neither satisfying nor healthy in the long run. So why should they be any more wholesome to produce? The answer, it seems, is that those who habitually make forecasts may turn into better people. That is the conclusion suggested by a research paper from three psychologists, Barbara Mellers, Philip Tetlock and Hal Arkes. 

Prof Tetlock won attention for his 2005 book Expert Political Judgment, which used the simple method of asking a few hundred experts to make specific, time-limited forecasts such as “Will Italy’s government debt/GDP ratio be between 70 and 90 per cent in December 1998?” or “Will Saddam Hussein be the president of Iraq on Dec 31 2002?”

Yet Profs Mellers, Tetlock and Don Moore then ran a larger forecasting tournament and discovered that a small number of people seem to be able to forecast better than the rest of us. These so-called superforecasters are not necessarily subject-matter experts, but they tend to be proactively open-minded, always looking for contrary evidence or opinions. 

There are certain mental virtues, then, that make people better forecasters. The new research turns the question around: might trying to become a better forecaster strengthen such mental virtues? In particular, might it make us less polarised in our political views? 

Of course there is nothing particularly virtuous about many of the forecasts we make, which are often pure bluff, attention-seeking or cheerleading. “We are going to make America so great again” (Donald Trump, February 2016); “There will be no downside to Brexit, only a considerable upside” ( David Davis, October 2016); “If this exit poll is right . . . I will publicly eat my hat” (Paddy Ashdown, May 2015). These may all be statements about the future, but it seems reasonable to say that they were never really intended as forecasts. 

A forecasting tournament, on the other hand, rewards a good-faith effort at getting the answer right. A serious forecaster will soon be confronted by the gaps in his or her knowledge. In 2002, psychologists Leonid Rozenblit and Frank Keil coined the phrase “the illusion of explanatory depth”. If you ask people to explain how a flush lavatory actually works (or a helicopter, or a sewing machine) they will quickly find it is hard to explain beyond hand-waving. Most parents discover this when faced by questions from curious children. 

Yet subsequent work has shown that asking people to explain how the US Affordable Care Act or the European Single Market work prompts some humility and, with it, political moderation. It seems plausible that thoughtful forecasting has a similar effect. 

Good forecasters are obliged to consider different scenarios. Few prospects in a forecasting tournament are certainties. A forecaster may believe that parliament is likely to reject the deal the UK has negotiated with the EU, but he or she must seriously evaluate the alternative. Under which circumstances might parliament accept the deal instead? Again, pondering alternative scenarios and viewpoints has been shown to reduce our natural overconfidence. 

My own experience with scenario planning — a very different type of futurology than a forecasting tournament — suggests another benefit of exploring the future. If the issue at hand is contentious, it can feel safer and less confrontational to talk about future possibilities than to argue about the present. 

It may not be so surprising, then, that Profs Mellers, Tetlock and Arkes found that forecasting reduces political polarisation. They recruited people to participate in a multi-month forecasting tournament, then randomly assigned some to the tournament and some to a non-forecasting control group. (A sample question: “Will President Trump announce that the US will pull out of the Trans-Pacific Partnership during the first 100 days of his administration?”) 

At the end of the experiment, the forecasters had moderated their views on a variety of policy domains. They also tempered their inclination to presume the opposite side was packed with extremists. Forecasting, it seems, is an antidote to political tribalism. 

Of course, centrism is not always a virtue and, if forecasting tournaments are a cure for tribalism, then they are a course of treatment that lasts months. Yet the research is a reminder that not all forecasters are blowhards and bluffers. Thinking seriously about the future requires keeping an open mind, understanding what you don’t know, and seeing things as others see them. If the end result is a good forecast, perhaps we should see that as the icing on the cake.
