Heaven: A fool's paradise


Why do the majority of Britons still believe in life after death? Heaven isn't a wonderful place filled with light - it is a pernicious construct with a short and bloody history, writes Johann Hari

John Lennon urged us: "Imagine there's no heaven/It's easy if you try/No hell below us/Above us only sky." Yet the religious aren't turning to Lennonism any faster than Leninism. Today, according to a new book by Lisa Miller, Newsweek's religion correspondent, 81 per cent of Americans and 51 per cent of Brits say they believe in heaven - an increase of 10 per cent since a decade ago. Of those, 71 per cent say it is "an actual place". Indeed, 43 per cent believe their pets - cats, rats, and snakes - are headed into the hereafter with them to be stroked for eternity. So why can't humans get over the Pearly Gates?
 
In reality, the heaven you think you're headed to - a reunion with your relatives in the light - is a very recent invention, only a little older than Goldman Sachs. Most of the believers in heaven across history would find it unrecognisable. Miller's book, Heaven: Our Enduring Fascination with the Afterlife, teases out the strange history of heaven - and shows it's not what you think.
 
Heaven is constantly shifting shape because it is a history of subconscious human longings. Show me your heaven, and I'll show you what's lacking in your life. The desert-dwellers who wrote the Bible and the Koran lived in thirst - so their heavens were forever running with rivers and fountains and springs. African-American slaves believed they were headed for a heaven where "the first would be last, and the last would be first" - so they would be the free men dominating white slaves. Today's Islamist suicide-bombers live in a society starved of sex, so their heaven is a 72-virgin gang-bang. Emily Dickinson wrote: " 'Heaven' - is what I cannot Reach!/The Apple on the Tree/Provided it do hopeless - hang/That - 'Heaven' is - to Me!"
 
We know precisely when this story of projecting our lack into the sky began: 165BC, patented by the ancient Jews. Until then, heaven - shamayim - was the home of God and his angels. Occasionally God descended from it to give orders and indulge in a little light smiting, but there was a strict no-dead-people door policy. Humans didn't get in, and they didn't expect to. The best you could hope for was for your bones to be buried with your people in a shared tomb and for your story to carry on through your descendants. It was a realistic, humanistic approach to death. You go, but your people live on.
 
So how did the idea of heaven - as a perfect place where God lives and where you end up if you live right - rupture this reality? The different components had been floating around "in the atmosphere of Jerusalem, looking for a home", as Miller puts it, for a while. The Greeks believed there was an eternal soul that ascended when you die. The Zoroastrians believed you would be judged in the end-time for your actions on earth. The Jews believed in an almighty Yahweh.
 
But it took a big bloody bang to fuse them. In the run up to heaven's invention, the Jews were engaged in a long civil war over whether to open up to the Greeks and their commerce or to remain sealed away, insular and pure. With no winner in sight, King Antiochus got fed up. He invaded and tried to wipe out the Jewish religion entirely, replacing it with worship of Zeus. The Jews saw all that was most sacred to them shattered: they were ordered to sacrifice swine before a statue of Zeus that now dominated their Temple. The Jews who refused were hacked down in the streets.
 
Many young men fled into the hills of Palestine to stage a guerrilla assault - now remembered as the Hanukkah story. The old Jewish tale about how you continue after you die was itself dying: your bones couldn't be gathered by your ancestors anymore with so many Jews scattered and on the run. So suddenly death took on a new terror. Was this it? Were all these lives ending forever, for nothing? One of the young fighters - known to history only as Daniel - announced that the martyred Jews would receive a great reward. "Many of those who sleep in the dust shall awake, some to everlasting life, and some to shame and everlasting contempt," he wrote and launched us on the road to the best-selling 1990s trash 90 Minutes in Heaven. Daniel's idea was wildly successful. Within a century, most Jews believed in heaven, and the idea has never died.
 
But while the key components of heaven were in place, it was not the kumbaya holiday camp it has become today. It was a place where you and God and the angels sat - but Jesus warned "there is no marriage in heaven". You didn't join your relatives. It was you and God and eternal prayer. It was paradise, but not as we know it.
 
Even some atheists regard heaven as one of the least-harmful religious ideas: a soothing blanket to press onto the brow of the bereaved. But its primary function for centuries was as a tool of control and intimidation. The Vatican, for example, declared it had a monopoly on St Peter's VIP list - and only those who obeyed their every command and paid them vast sums for Get-Out-of-Hell-Free cards would get them and their children onto it. The afterlife was a means of tyrannising people in this life. This use of heaven as a bludgeon long outlasted the Protestant Reformation. Miller points out that in Puritan New England, heaven was not primarily a comfort but rather "a way to impose discipline in this life."
 
It continues. Look at Margaret Toscano, a sixth-generation Mormon who was a fanatical follower of Joseph Smith in her youth. Then she studied feminism at university. She came back to her community and argued that women ought to be allowed to become priests. The Mormon authorities - the people who denied black people had souls until 1976 - ordered her to recant, and said if she didn't, she wouldn't go to heaven with the rest of her family. She refused. Now her devastated sisters believe they won't see her in the afterlife.
 
Worse still, the promise of heaven is used as an incentive for people to commit atrocities. I have seen this in practice: I've interviewed wannabe suicide bombers from London to Gaza to Syria, and they all launched into reveries about the orgy they will embark on in the clouds. Similarly, I was once sent - as my own personal purgatory - undercover on the Christian Coalition Solidarity tour of Israel. As we stood at Megido, the site described in the Book of Revelation as the launchpad for the apocalypse, they bragged that hundreds of thousands of Arabs would soon be slaughtered there while George Bush and his friends are raptured to heaven as a reward for leading the Arabs to their deaths. Heaven can be an inducement to horror.
 
Yet there is an unthinking "respect" automatically accorded to religious ideas that throttles our ability to think clearly about these questions. Miller's book - after being a useful exposition of these ideas - swiftly turns itself into a depressing illustration of this. She describes herself as a "professional sceptic", but she is, in fact, professionally credulous. Instead of trying to tease out what these fantasies of an afterlife reveal about her interviewees, she quizzes everyone about their heaven as if she is planning to write a Lonely Planet guide to the area, demanding more and more intricate details. She only just stops short of demanding to know what the carpeting will be like. But she never asks the most basic questions: where's your evidence? Where are you getting these ideas from? These questions are considered obvious when we are asking about any set of ideas, except when it comes to religion, when they are considered to be a slap in the face.
 
Of course there's plenty of proof that the idea of heaven can be comforting, or beautiful - but that doesn't make it true. The difference between wishful thinking and fact-seeking is something most six-year-olds can grasp, yet Miller - and, it seems, the heaven-believing majority - refuse it here. Yes, I would like to see my dead friends and relatives again. I also would like there to be world peace, a million dollars in my current account, and for Matt Damon to ask me to marry him. If I took my longing as proof they were going to happen, you'd think I was deranged.
 
"Rationalist questions are not helpful," announces one of her interviewees - a professor at Harvard, no less. This seems to be Miller's view too. She stresses that to believe in heaven you have to make "a leap of faith" - but in what other field in life do we abandon all need for evidence? Why do it in one so crucial to your whole sense of existence? And if you are going to "leap" beyond proof, why leap to the Christian heaven? Why not convince yourself you are going to live after death in Narnia, or Middle Earth, for which there is as much evidence? She doesn't explain: her arguments dissolve into a feel-good New Age drizzle.
 
True, Miller does cast a quick eye over the only "evidence" that believers in heaven offer - the testimonies of people who have had near-death experiences. According to the medical journal The Lancet, between 9 per cent and 18 per cent of people who have been near death report entering a tunnel, seeing a bright light, and so on. Dinesh D'Souza, in his preposterous book Life After Death, presents this as "proof" for heaven. But in fact there are clear scientific explanations. As the brain shuts down, it is the peripheral vision that goes first, giving the impression of a tunnel. The centre of your vision is what remains, giving the impression of a bright light. Indeed, as Miller concedes: "Virtually all the features of [a near-death experience] - the sense of moving through a tunnel, an 'out of body' feeling, spiritual awe, visual hallucinations, and intense memories - can be reproduced with a stiff dose of ketamine, a horse tranquilliser frequently used as a party drug." Is a stoner teenager in a K-hole in contact with God and on a day-trip to heaven? Should the religious be dropping horse dope on Sundays? But Miller soon runs scared from the sceptical implications of this, offering the false balance of finding one very odd scientist who says that these experiences could point beyond life - without any proof at all.
 
But even if you set aside the absence of even the tiniest thread of evidence, there is a great conceptual hole at the heart of heaven - one that has gnawed at even its fondest believers. After a while, wouldn't it be excruciatingly dull? When you live in the desert, a spring seems like paradise. But when you have had the spring for a thousand years, won't you be sick of it? Heaven is, in George Orwell's words, an attempt to "produce a perfect society by an endless continuation of something that had only been valuable because it was temporary". Take away the contrast, and heaven becomes hell.
 
And yet, and yet ... of course I understand why so many people want to believe in heaven, even now, even in the face of all the evidence, and all reason. It is a way - however futilely - of trying to escape the awful emptiness of death. As Philip Larkin put it: "Not to be here/Not to be anywhere/And soon; nothing more terrible, nothing more true". To die. To rot. To be nothing. We wouldn't be sane if we didn't seek a way to leap off this conveyor-belt heading towards a cliff.
 
So yes, there is pain in seeing the truth about Heaven - but there is also a liberation in seeing beyond the childhood myths of our species. In The Epic of Gilgamesh, written in Babylon 4,000 years ago, the eponymous hero travels into the gardens of the gods in an attempt to discover the secret of eternal life. His guide tells him the secret - there is no secret. This is it. This is all we're going to get. This life. This time. Once. "Enjoy your life," the goddess Siduri tells him. "Love the child who holds you by the hand, and give your wife pleasure in your embrace." It's Lennon's dream, four millennia ahead of schedule: above us, only sky. Gilgamesh returns to the world and lives more intensely and truly and deeply than before, knowing there is no celestial after-party and no forever. After all this time, can't we finally follow Gilgamesh to a world beyond heaven?

Inequality in a meritocracy

This week, Harriet Harman, deputy leader of the Labour party and the minister for women and equality, released a report called "An Anatomy of Economic Inequality in the UK". The product of more than a year's work by 10 university social scientists, it is a strange document. In an effort to combat what the authors call "widespread public ignorance of the scale of inequality", the government has sponsored a study whose main result is likely to be to turn voters against the government. The report compares those at the top of the economic ladder with those at the bottom. To cite one alarming finding, the richest tenth have accumulated more than 100 times as much wealth as the poorest.
 
What is unclear is why the government should be alarmed about this now. It is a tautology to say that the very rich are richer than the very poor. Britain is relatively unequal for an advanced country, but it is by no means the most unequal. Italy, Poland, Portugal and the US all have larger gaps between rich and poor, and New Zealand and Ireland have comparable ones. The report asserts (and several graphs make plain) that British society grew rapidly and significantly less equal in the 1980s, and that little has changed since then. The social ground rules have been stable for at least a quarter-century.
 
One must read between the lines to discover the source of Ms Harman's alarm. The six "strands" of inequality that the National Equality Panel studied – gender, age, ethnicity, religion, disability and sexuality – have all been covered by civil rights legislation since Tony Blair and Labour came to power in 1997. Equality is important, Ms Harman writes in her foreword, because "the economy that will succeed in the future is one that draws on the talents of all, not one which is blinkered by prejudice and marred by discrimination". It is oppression that Ms Harman's academics are looking for.
 
The problem is that the report's conclusions are implicit in its definitions, which are false ones. It takes "inequality" as a synonym for "prejudice and discrimination", which it very often is not. If there is one theme that the study's authors stress with consistency, it is that inequality within groups in the UK is just as severe, or nearly as severe, as inequality between groups. The case that rising inequality is driven by sexism or racism (or some other prejudice) is weak, although the authors are indefatigable in trying to insinuate it. "Compared to a White British Christian man with the same qualifications, age and occupation," they write, "Pakistani and Bangladeshi Muslim men and Black African Christian men have pay 13-21 per cent lower." (The idiom of the report frequently resembles the dockside pidgin spoken in the novels of Joseph Conrad.) But not all of their evidence goes in this direction: on average, Hindu and Sikh (but not Muslim) Indians, Caribbean blacks and Chinese men have higher hourly wages than the ethnic-religious majority, and the earnings of Jewish men are about 25 per cent higher. The British-descended majority, if they really meant to exploit or exclude, would probably not relegate themselves to such a low position on the economic ladder.
 
Nor is the gap between men's earnings and women's an open-and-shut case of prejudice. The authors note that, while women aged under 44 have, on average, more education than their male contemporaries, they earn 21 per cent less. The problem, they opine, is the treatment of part-time work, which many women resort to when they start families. "Low pay for part-time work is a key factor in gender inequality," they write. "It reflects the low value accorded to it and failure to create opportunities for training and promotion." But the low value attached to part-time work is a function of economic common sense, not contempt. If work is part-time, then either the demand for it is less pressing or the supply of it is less reliable. A milkman who delivers milk a few days a week on a flexible schedule is less valuable per delivery than one who delivers it regularly.
 
Unable to show racism or sexism, the study retreats to the concept of class, noting that "economic advantage and disadvantage reinforce themselves across the life cycle, and often on to the next generation", and calling for government intervention to counteract it. But the inequalities that exist are obviously not the programme of a self-conscious class. Consider the openness of Britain's educational system. According to the report, at practically every level of scoring on the General Certificate of Secondary Education, all ethnic minority groups attend university at higher rates than white Britons. Now, ethnic prejudice is not the only form of disadvantage, but its absence – and even a powerful impulse to affirmative action – is a sign that there is no systematic attempt to seize institutions for the benefit of an in-group, as in a real class system. It is not advantage but prosperity that is self-reinforcing. The class problems that progressive governments make it their business to manage have mostly been solved.
 
The problems that remain are problems of meritocracy, of which inequality is a natural result. As long as economies are growing, people are content to see others get a bit more relative income. When economies stagnate, there is more political agitation for redistributing the goods that remain, and society grows less meritocratic. Ms Harman makes an unconvincing argument for more equal distribution of income and wealth among citizens. In the present climate, however, the public is unlikely to require any convincing at all.

How to solve climate change

I am neither surprised nor happy about the failure of the Copenhagen summit on climate change. The mutual finger-pointing that has been unleashed, particularly between the United States and European Union on the one end and China, India and other developing countries on the other, is merely a result of human beings acting to their narrow self (national) interests rather than those of humanity in general.

Groucho Marx captured the sentiment many decades ago, as my opening quote shows; mankind is all about living for the now, damn the consequences.

I blame the following factors for the failure of Copenhagen:
1. A poor negotiating framework where unimportant countries such as Venezuela effectively got to block the efforts of bigger carbon emitters to make good.
2. An extraordinary focus on national carbon emission targets, as against a focus on reducing per capita emissions globally.
3. Asymmetry between rich countries that are producing most of the world's carbon emissions but are in demographic decline against poor countries that produce the least carbon emissions but are in demographic ascent.
4. Unsavory discussions, particularly from the Europeans, on who would foot the bill for reducing the effects of climate change.

As a late convert to the science of global warming, or more accurately climate change - and no, it wasn't Al Gore's movie (An Inconvenient Truth) that did the trick - perhaps I am among the last people who should actually write anything on this subject. Then again, it is our world after all, so here goes. In December 2007, I wrote an article titled How central banks could save the world for Asia Times Online. This article dealt with the failed economic logic behind the movement to save the world from itself. Here is a part of the article that should ring with readers, especially seeing as it is over two years old now:
... Going back to the current account deficit though, it represents the "dream" target of any Green. In actual carbon terms, the import of Asian products, for example, represents the carbon emissions of Asian countries as well as those of the global shipping industry. All told, various publications cite different figures but it would not be hazardous to assign some 30% of global emissions to the US current account deficit.

This is what the Greens miss completely - they count the emissions of China and India in the same league of the US and Europe, and that is wrong because a substantial portion of Asian emissions goes to the manufacture of goods consumed in the US.

In turn, what gets consumed in the US is also financed by Asia because Americans stopped saving from the time [president Jimmy] Carter stepped down. This is the billions of dollars in Asian central banks devoted to the purchase of US treasury bonds, as well as various "highly rated" securities. I have written often enough about how much money will be lost in Asia because of these bonds, and there is no need to repeat my arguments here.

To a large extent, the twin forces of a disingenuous Fed (euphemism for outright liars) and harmony-seeking Asian central banks (euphemism for dumb no-gooders who wouldn't get a job flipping burgers if their uncles hadn't made them the governors of the PBOC or BoJ or whatever) allow this circle of deficit-financed consumption to persist.

At the moment, with the US consumers' loans looking very risky indeed - this week for example reports showed sharply increased delinquency rates on auto loans in addition to the continued defaults on housing loans - Asian bankers are panicking about what to do with the billions of US securities on their books.

They have urged the US Fed to become more aggressive on interest rate cuts, to help the US economy recover, in effect helping to perpetuate the cycle of global warming described above. In the face of rampant inflation, it makes sense for the US Fed to hike rates now and engineer a hard landing for the US economy. A few million Americans will be thrown out of work, but so what - they weren't necessarily working on anything except selling each other inflated housing anyway.

A hard landing for the US economy will help cut global carbon emissions, by a factor of over 10%, so why not engineer it? This will also force Asian central banks to abandon their US dollar pegs (which is the main reason their incompetence can never be seen by the public) and actually try to manage inflation and growth in their own countries.

With a bulk of the world's manufacturing now in Asia, a shift in consumption to the region would not be a bad thing, and anyway overall shipping emissions will decline because goods will be consumed closer to the point of manufacture.
Moving forward from here requires every level of Group of 20 (G-20) government to buy into the following guiding principles:
1. It isn't the total emissions of any country that matter but rather the per capita figure: a human life in Cambodia is no less valuable than one in Germany.
2. Per capita emissions should be adjusted for trade, ie add emissions from imports and reduce those from exports.
3. The cure of carbon capture (specifically CO2 capture) is more effective than any preventive steps that can be taken from here on.
4. Developed countries should bear most of the cost.

A huge swathe of carbon emissions today are tied to the category of wasteful consumption: from plastic packaging to paper towels, items of daily use for the middle classes of Europe and the United States represent the most substantial burden on the rest of humanity. On the other end of the spectrum, the basic quality of life in much of Asia including China and India, as well as most of Africa, remains fairly challenging. Asian cities have improved dramatically, particularly in China, for the past two decades, but the countryside remains a place for making further improvements to the human condition. Thus, Asia and Africa have very little room to reduce aggregate emissions.

An alternate approach
After reading my previous article in its entirety as well as a follow up article, my suggestion would be for the following framework to be adopted by G-20 immediately:

Firstly, all central banks will push interest rates up to a level of 5% real - that is, the difference between nominal interest rates and inflation in those countries will be at least 5%

Secondly, the global average per capita CO2 emission will be targeted for reduction - the laws of statistics are that the best way to achieve this would be to cut the emissions of those producing significantly above this average, that is, the United States and Europe and certain countries in the Middle East such as Qatar (the world's highest per capita emitter).

Thirdly, negative economic goods will see their prices shoot up dramatically, for example fuel costs will have to be increased in order to push people towards alternate sources of energy.

Fourthly, only countries that sign up to these rules would be eligible for free trade; punitive duties will be imposed on trade with any country that doesn't sign up.

Lastly, all global summits including those of the United Nations, G-20 and climate meetings will be held in hot, under-developed countries such as in sub-Saharan Africa rather than in comfortable and cozy tourist spots.

Look at the benefits:

By raising interest rates to a comfortable real level, all manners of wasteful consumption will be immediately curtailed. The notion of buying a "McMansion", thereby requiring imports of Canadian timber, Brazilian hardwood, Chinese appliances et al will have to be economically sustainable; that isn't necessarily comfortable in a 5% real interest rate environment.

Targeting a reduction in global per capita emissions means that an economic contraction will have to take place in G-20; otherwise rich countries will have to invest substantially in carbon capture to meet their obligations. Either way, the planet wins.

Tripling the price of oil at the pump and gas for heating would be a good start for the United States. In Europe, with its substantial duties and taxes, a doubling would suffice. This move would push Americans and Europeans to invest in more sustainable energy sources including nuclear, solar and wind.

As I wrote at the beginning of this article, the Copenhagen summit failed because there was no penalty for not agreeing to a deal. Instead, countries adopting these principles could effectively erect trade barriers against any holdouts. By increasing the cost of saying "no", the chances of a "yes" are increased dramatically. Simple game theory, really.

My last point isn't meant as a throwaway. I have a deeply held suspicion that people in rich countries who start waving their hands and pointing fingers at these climate-change pulpits have no real understanding of the real economic issues confronting the developing world. If you were to stick French President Nicholas Sarkozy in the middle of a Tanzanian drought-hit flatland, his propensity to talk up the need for rich countries to "share" with poor countries would, I suspect, actually reverse from his current position.

Plus it would be good fun to watch all these idiot politicians actually sweat towards a deal, for a change.

Better to have no deal at Copenhagen than one that spells catastrophe


 

 

The only offer on the table in Copenhagen would condemn the developing world to poverty and suffering in perpetuity

 

On the ninth day of the Copenhagen climate summit, Africa was sacrificed. The position of the G77 negotiating bloc, including African states, had been clear: a 2C increase in average global temperatures translates into a 3–3.5C increase in Africa. That means, according to the Pan African Climate Justice Alliance, "an additional 55 million people could be at risk from hunger", and "water stress could affect between 350 and 600 million more people".

 
Archbishop Desmond Tutu puts it like this: "We are facing impending disaster on a monstrous scale … A global goal of about 2C is to condemn Africa to incineration and no modern development."

 

And yet that is precisely what Ethiopia's prime minister, Meles Zenawi, proposed to do when he stopped off in Paris on his way to Copenhagen: standing with President Nicolas Sarkozy, and claiming to speak on behalf of all of Africa (he is the head of the African climate-negotiating group), he unveiled a plan that includes the dreaded 2C increase and offers developing countries just $10bn a year to help pay for everything climate related, from sea walls to malaria treatment to fighting deforestation.

 

It's hard to believe this is the same man who only three months ago was saying this: "We will use our numbers to delegitimise any agreement that is not consistent with our minimal position … If need be, we are prepared to walk out of any negotiations that threaten to be another rape of our continent … What we are not prepared to live with is global warming above the minimum avoidable level."And this: "We will participate in the upcoming negotiations not as supplicants pleading for our case but as negotiators defending our views and interests."

 

We don't yet know what Zenawi got in exchange for so radically changing his tune or how, exactly, you go from a position calling for $400bn a year in financing (the Africa group's position) to a mere $10bn. Similarly, we do not know what happened when secretary of state Hillary Clinton met Philippine president Gloria Arroyo just weeks before the summit and all of a sudden the toughest Filipino negotiators were kicked off their delegation and the country, which had been demanding deep cuts from the rich world, suddenly fell in line.

 

We do know, from witnessing a series of these jarring about-faces, that the G8 powers are willing to do just about anything to get a deal in Copenhagen. The urgency does not flow from a burning desire to avert cataclysmic climate change, since the negotiators know full well that the paltry emissions cuts they are proposing are a guarantee that temperatures will rise a "Dantesque" 3.9C, as Bill McKibben puts it.

 

Matthew Stilwell of the Institute for Governance and Sustainable Development – one of the most influential advisers in these talks – says the negotiations are not really about averting climate change but are a pitched battle over a profoundly valuable resource: the right to the sky. There is a limited amount of carbon that can be emitted into the atmosphere. If the rich countries fail to radically cut their emissions, then they are actively gobbling up the already insufficient share available to the south. What is at stake, Stilwell argues, is nothing less than "the importance of sharing the sky".

 
Europe, he says, fully understands how much money will be made from carbon trading, since it has been using the mechanism for years. Developing countries, on the other hand, have never dealt with carbon restrictions, so many governments don't really grasp what they are losing. Contrasting the value of the carbon market – $1.2 trillion a year, according to leading British economist Nicholas Stern – with the paltry $10bn on the table for developing countries for the next three years, Stilwell says that rich countries are trying to exchange "beads and blankets for Manhattan". He adds: "This is a colonial moment. That's why no stone has been left unturned in getting heads of state here to sign off on this kind of deal … Then there's no going back. You've carved up the last remaining unowned resource and allocated it to the wealthy."
 
For months now NGOs have got behind a message that the goal of Copenhagen is to "seal the deal". Everywhere we look in the Bella Centre, clocks are ticking. But any old deal isn't good enough, especially because the only deal on offer won't solve the climate crisis and might make things much worse, taking current inequalities between north and south and locking them in indefinitely.
 
Augustine Njamnshi of the Pan African Climate Justice Alliance puts the 2C proposal in harsh terms: "You cannot say you are proposing a 'solution' to climate change if your solution will see millions of Africans die and if the poor not the polluters keep paying for climate change."
 
Stilwell says that the wrong kind of deal would "lock in the wrong approach all the way to 2020" – well past the deadline for peak emissions. But he insists that it's not too late to avert this worst-case scenario. "I'd rather wait six months or a year and get it right because the science is growing, the political will is growing, the understanding of civil society and affected communities is growing, and they'll be ready to hold their leaders to account to the right kind of a deal."
 
At the start of these negotiations the mere notion of delay was environmental heresy. But now many are seeing the value of slowing down and getting it right. Most significant, after describing what 2C would mean for Africa, Archbishop Tutu pronounced that it is "better to have no deal than to have a bad deal". That may well be the best we can hope for in Copenhagen. It would be a political disaster for some heads of state – but it could be one last chance to avert the real disaster for everyone else.

Leaders of the rich world are enacting a giant fraud

Corporate lobbyists can pressure or bribe governments to rig the system in their favour

Every delegate to the Copenhagen summit is being greeted by the sight of a vast fake planet dominating the city's central square. This swirling globe is covered with corporate logos - the Coke brand is stamped over Africa, while Carlsberg appears to own Asia, and McDonald's announces "I'm loving it!" in great red letters above. "Welcome to Hopenhagen!" it cries. It is kept in the sky by endless blasts of hot air.
 
This plastic planet is the perfect symbol for this summit. The world is being told that this is an emergency meeting to solve the climate crisis - but here inside the Bela Centre where our leaders are gathering, you can find only a corrupt shuffling of words, designed to allow countries to wriggle out of the bare minimum necessary to prevent the unravelling of the biosphere.
Staggering across the fringes of the summit are the people who will see their countries live or die on the basis of its deliberations. Leah Wickham, a young woman from Fiji, broke down as she told the conference she will see her homeland disappear beneath the waves if we do not act now. "All the hopes of my generation rest on Copenhagen," she pleaded. Dazed Chinese and Indian NGOs explain how the Himalayan ice is rapidly vanishing and will be gone by 2035 - so the great rivers of Asia that are born there will shrivel and cease. They provide water for a quarter of humanity.
 
Mohamed Nasheed, the President of the drowning Maldives, said simply: "The last generation of humans went to the moon. This generation of humans needs to decide if it wants to stay alive on planet Earth."
 
We know what has to happen to give us a fighting chance of avoiding catastrophe. We need carbon emissions in rich countries to be 40 per cent lower than they were in 1990 - by 2020. We can haggle with each other over how to get there but we can't haggle with atmospheric physics over the end-goal: the Earth's atmosphere has put this limit on what it can absorb, and we can respect it, or suffer.
 
Yet the first week of this summit is being dominated by the representatives of the rich countries trying to lace the deal with Enron-style accounting tricks that will give the impression of cuts, without the reality. It's essential to understand these shenanigans this week, so we can understand the reality of the deal that will be announced with great razzmatazz next week.
Most of the tricks centre around a quirk in the system: a rich country can "cut" its emissions without actually releasing fewer greenhouse gases. How? It can simply pay a poor country to emit less than it otherwise would have. In theory it sounds okay: we all have the same atmosphere, so who cares where the cuts come from?
 
But a system where emissions cuts can be sold among countries introduces extreme complexity into the system. It quickly (and deliberately) becomes so technical that nobody can follow it - no concerned citizen, no journalist, and barely even full-time environmental groups. You can see if your government is building more coal power stations, or airports, or motorways. You can't see if the cuts they have "bought" halfway round the world are happening - especially when they are based on projections of increases that would have happened, in theory, if your government hadn't stumped up the cash.
 
A study by the University of Stanford found that most of the projects that are being funded as "cuts" either don't exist, don't work, or would have happened anyway. Yet this isn't a small side-dish to the deal: it's the main course. For example, under proposals from the US, the country with by far the highest per capita emissions in the world wouldn't need to cut its own gas by a single exhaust pipe until 2026, insisting it'll simply pay for these shadow-projects instead.
 
It gets worse still. A highly complex system operating in the dark is a gift to corporate lobbyists, who can pressure or bribe governments into rigging the system in their favour, rather than the atmosphere's. It's worth going through some of the scams that are bleeding the system of any meaning. They may sound dull or technical, but they are life or death to countries like Leah's.
Trick one: hot air. The nations of the world were allocated permits to release greenhouse gases back in 1990, when the Soviet Union was still a vast industrial power - so it was given a huge allocation. But the following year, it collapsed, and its industrial base went into freefall - along with its carbon emissions. It was never going to release those gases after all. But Russia and the eastern European countries have held on to them in all negotiations as "theirs". Now, they are selling them to rich countries who want to purchase "cuts". Under the current system, the US can buy them from Romania and say they have cut emissions - even though they are nothing but a legal fiction.
 
We aren't talking about climatic small change. This hot air represents 10 gigatonnes of CO2. By comparison, if the entire developed world cuts its emissions by 40 per cent by 2020, that will only take six gigatonnes out of the atmosphere.
 
Trick two: double-counting. This is best understood through an example. If Britain pays China to abandon a coal power station and construct a hydro-electric dam instead, Britain pockets the reduction in carbon emissions as part of our overall national cuts. In return, we are allowed to keep a coal power station open at home. But at the same time, China also counts this change as part of its overall cuts. So one tonne of carbon cuts is counted twice. This means the whole system is riddled with exaggeration - and the figure for overall global cuts is a con.
 
Trick three: the fake forests - or what the process opaquely dubs "LULUCF". Forests soak up warming gases and store them away from the atmosphere - so, perfectly sensibly, countries get credit under the new system for preserving them. It is an essential measure to stop global warming. But the Canadian, Swedish and Finnish logging companies have successfully pressured their governments into inserting an absurd clause into the rules. The new rules say you can, in the name of "sustainable forest management", cut down almost all the trees - without losing credits. It's Kafkaesque: a felled forest doesn't increase your official emissions... even though it increases your actual emissions.
 
There are dozens more examples like this, but you and I would lapse into a coma if I listed them. This is deliberate. This system has been made incomprehensible because if we understood, ordinary citizens would be outraged. If these were good faith negotiations, such loopholes would be dismissed in seconds. And the rich countries are flatly refusing to make even these enfeebled, leaky cuts legally binding. You can toss them in the bin the moment you leave the conference centre, and nobody will have any comeback. On the most important issue in the world - the stability of our biosphere - we are being scammed.
 
Our leaders are aren't giving us Hopenhagen - they're giving us Cokenhagen, a sugary feelgood hit filled with sickly additives and no nutrition. Their behaviour here - where the bare minimum described as safe by scientists isn't even being considered - indicates they are more scared of the corporate lobbyists that fund their campaigns, or the denialist streak in their own country, than of rising seas and falling civilisations.
 
But there is one reason why I am still - despite everything - defiantly hopeful. Converging on this city now are thousands of ordinary citizens who aren't going to take it any more. They aren't going to watch passively while our ecosystems are vandalised. They are demanding only what the cold, hard science demands - real and rapid cuts, enforced by a global environmental court that will punish any nation that endangers us all. This movement will not go away. Copenhagen has soured into a con - but from the wreckage, there could arise a stronger demand for a true solution.
 
If we don't raise the political temperature very fast, the physical temperature will rise - and we can say goodbye to Leah, and to the only safe climate we have ever known.

Climate Rage

One last chance to save the world — for months, that's how the United Nations summit on climate change in Copenhagen, which starts in early December, was being hyped. Officials from 192 countries were finally going to make a deal to keep global temperatures below catastrophic levels. The summit called for "that old comic-book sensibility of uniting in the face of a common danger threatening the Earth," said Todd Stern, President Obama's chief envoy on climate issues. "It's not a meteor or a space invader, but the damage to our planet, to our community, to our children and their children will be just as great."

 

That was back in March. Since then, the endless battle over health care reform has robbed much of the president's momentum on climate change. With Copenhagen now likely to begin before Congress has passed even a weak-ass climate bill co-authored by the coal lobby, U.S. politicians have dropped the superhero metaphors and are scrambling to lower expectations for achieving a serious deal at the climate summit. It's just one meeting, says U.S. Energy Secretary Steven Chu, not "the be-all and end-all."

As faith in government action dwindles, however, climate activists are treating Copenhagen as an opportunity of a different kind. On track to be the largest environmental gathering in history, the summit represents a chance to seize the political terrain back from business-friendly half-measures, such as carbon offsets and emissions trading, and introduce some effective, common-sense proposals — ideas that have less to do with creating complex new markets for pollution and more to do with keeping coal and oil in the ground.

 

Among the smartest and most promising — not to mention controversial — proposals is "climate debt," the idea that rich countries should pay reparations to poor countries for the climate crisis. In the world of climate-change activism, this marks a dramatic shift in both tone and content. American environmentalism tends to treat global warming as a force that transcends difference: We all share this fragile blue planet, so we all need to work together to save it. But the coalition of Latin American and African governments making the case for climate debt actually stresses difference, zeroing in on the cruel contrast between those who caused the climate crisis (the developed world) and those who are suffering its worst effects (the developing world). Justin Lin, chief economist at the World Bank, puts the equation bluntly: "About 75 to 80 percent" of the damages caused by global warming "will be suffered by developing countries, although they only contribute about one-third of greenhouse gases."

 

Climate debt is about who will pick up the bill. The grass-roots movement behind the proposal argues that all the costs associated with adapting to a more hostile ecology — everything from building stronger sea walls to switching to cleaner, more expensive technologies — are the responsibility of the countries that created the crisis. "What we need is not something we should be begging for but something that is owed to us, because we are dealing with a crisis not of our making," says Lidy Nacpil, one of the coordinators of Jubilee South, an international organization that has staged demonstrations to promote climate reparations. "Climate debt is not a matter of charity."

 

Sharon Looremeta, an advocate for Maasai tribespeople in Kenya who have lost at least 5 million cattle to drought in recent years, puts it in even sharper terms. "The Maasai community does not drive 4x4s or fly off on holidays in airplanes," she says. "We have not caused climate change, yet we are the ones suffering. This is an injustice and should be stopped right now."

The case for climate debt begins like most discussions of climate change: with the science. Before the Industrial Revolution, the density of carbon dioxide in the atmosphere — the key cause of global warming — was about 280 parts per million. Today, it has reached 387 ppm — far above safe limits — and it's still rising. Developed countries, which represent less than 20 percent of the world's population, have emitted almost 75 percent of all greenhouse-gas pollution that is now destabilizing the climate. (The U.S. alone, which comprises barely five percent of the global population, contributes 25 percent of all carbon emissions.) And while developing countries like China and India have also begun to spew large amounts of carbon dioxide, the reasoning goes, they are not equally responsible for the cost of the cleanup, because they have contributed only a small fraction of the 200 years of cumulative pollution that has caused the crisis.

 

In Latin America, left-wing economists have long argued that Western powers owe a vaguely defined "ecological debt" to the continent for centuries of colonial land-grabs and resource extraction. But the emerging argument for climate debt is far more concrete, thanks to a relatively new body of research putting precise figures on who emitted what and when. "What is exciting," says Antonio Hill, senior climate adviser at Oxfam, "is you can really put numbers on it. We can measure it in tons of CO₂ and come up with a cost."

 

Equally important, the idea is supported by the United Nations Framework Convention on Climate Change — ratified by 192 countries, including the United States. The framework not only asserts that "the largest share of historical and current global emissions of greenhouse gases has originated in developed countries," it clearly states that actions taken to fix the problem should be made "on the basis of equity and in accordance with their common but differentiated responsibilities."

 

The reparations movement has brought together a diverse coalition of big international organizations, from Friends of the Earth to the World Council of Churches, that have joined up with climate scientists and political economists, many of them linked to the influential Third World Network, which has been leading the call. Until recently, however, there was no government pushing for climate debt to be included in the Copenhagen agreement. That changed in June, when Angelica Navarro, the chief climate negotiator for Bolivia, took the podium at a U.N. climate negotiation in Bonn, Germany. Only 36 and dressed casually in a black sweater, Navarro looked more like the hippies outside than the bureaucrats and civil servants inside the session. Mixing the latest emissions science with accounts of how melting glaciers were threatening the water supply in two major Bolivian cities, Navarro made the case for why developing countries are owed massive compensation for the climate crisis.

 

"Millions of people — in small islands, least-developed countries, landlocked countries as well as vulnerable communities in Brazil, India and China, and all around the world — are suffering from the effects of a problem to which they did not contribute," Navarro told the packed room. In addition to facing an increasingly hostile climate, she added, countries like Bolivia cannot fuel economic growth with cheap and dirty energy, as the rich countries did, since that would only add to the climate crisis — yet they cannot afford the heavy upfront costs of switching to renewable energies like wind and solar.

 

The solution, Navarro argued, is three-fold. Rich countries need to pay the costs associated with adapting to a changing climate, make deep cuts to their own emission levels "to make atmospheric space available" for the developing world, and pay Third World countries to leapfrog over fossil fuels and go straight to cleaner alternatives. "We cannot and will not give up our rightful claim to a fair share of atmospheric space on the promise that, at some future stage, technology will be provided to us," she said.

The speech galvanized activists across the world. In recent months, the governments of Sri Lanka, Venezuela, Paraguay and Malaysia have endorsed the concept of climate debt. More than 240 environmental and development organizations have signed a statement calling for wealthy nations to pay their climate debt, and 49 of the world's least-developed countries will take the demand to Copenhagen as a negotiating bloc.

 

"If we are to curb emissions in the next decade, we need a massive mobilization larger than any in history," Navarro declared at the end of her talk. "We need a Marshall Plan for the Earth. This plan must mobilize financing and technology transfer on scales never seen before. It must get technology onto the ground in every country to ensure we reduce emissions while raising people's quality of life. We have only a decade."

 

A very expensive decade. The World Bank puts the cost that developing countries face from climate change — everything from crops destroyed by drought and floods to malaria spread by mosquito-infested waters — as high as $100 billion a year. And shifting to renewable energy, according to a team of United Nations researchers, will raise the cost far more: to as much as $600 billion a year over the next decade.

 

Unlike the recent bank bailouts, however, which simply transferred public wealth to the world's richest financial institutions, the money spent on climate debt would fuel a global environmental transformation essential to saving the entire planet. The most exciting example of what could be accomplished is the ongoing effort to protect Ecuador's Yasuní National Park. This extraordinary swath of Amazonian rainforest, which is home to several indigenous tribes and a surreal number of rare and exotic animals, contains nearly as many species of trees in 2.5 acres as exist in all of North America. The catch is that underneath that riot of life sits an estimated 850 million barrels of crude oil, worth about $7 billion. Burning that oil — and logging the rainforest to get it — would add another 547 million tons of carbon dioxide to the atmosphere.

 

Two years ago, Ecuador's center-left president, Rafael Correa, said something very rare for the leader of an oil-exporting nation: He wanted to leave the oil in the ground. But, he argued, wealthy countries should pay Ecuador — where half the population lives in poverty — not to release that carbon into the atmosphere, as "compensation for the damages caused by the out-of-proportion amount of historical and current emissions of greenhouse gases." He didn't ask for the entire amount; just half. And he committed to spending much of the money to move Ecuador to alternative energy sources like solar and geothermal.

Largely because of the beauty of the Yasuní, the plan has generated widespread international support. Germany has already offered $70 million a year for 13 years, and several other European governments have expressed interest in participating. If Yasuní is saved, it will demonstrate that climate debt isn't just a disguised ploy for more aid — it's a far more credible solution to the climate crisis than the ones we have now. "This initiative needs to succeed," says Atossa Soltani, executive director of Amazon Watch. "I think we can set a model for other countries."

 

Activists point to a huge range of other green initiatives that would become possible if wealthy countries paid their climate debts. In India, mini power plants that run on biomass and solar power could bring low-carbon electricity to many of the 400 million Indians currently living without a light bulb. In cities from Cairo to Manila, financial support could be given to the armies of impoverished "trash pickers" who save as much as 80 percent of municipal waste in some areas from winding up in garbage dumps and trash incinerators that release planet-warming pollution. And on a much larger scale, coal-fired power plants across the developing world could be converted into more efficient facilities using existing technology, cutting their emissions by more than a third.

But to ensure that climate reparations are real, advocates insist, they must be independent of the current system of international aid. Climate money cannot simply be diverted from existing aid programs, such as primary education or HIV prevention. What's more, the funds must be provided as grants, not loans, since the last thing developing countries need is more debt. Furthermore, the money should not be administered by the usual suspects like the World Bank and USAID, which too often push pet projects based on Western agendas, but must be controlled by the United Nations climate convention, where developing countries would have a direct say in how the money is spent.

 

Without such guarantees, reparations will be meaningless — and without reparations, the climate talks in Copenhagen will likely collapse. As it stands, the U.S. and other Western nations are engaged in a lose-lose game of chicken with developing nations like India and China: We refuse to lower our emissions unless they cut theirs and submit to international monitoring, and they refuse to budge unless wealthy nations cut first and cough up serious funding to help them adapt to climate change and switch to clean energy. "No money, no deal," is how one of South Africa's top environmental officials put it. "If need be," says Ethiopian Prime Minister Meles Zenawi, speaking on behalf of the African Union, "we are prepared to walk out."

 

In the past, President Obama has recognized the principle on which climate debt rests. "Yes, the developed nations that caused much of the damage to our climate over the last century still have a responsibility to lead," he acknowledged in his September speech at the United Nations. "We have a responsibility to provide the financial and technical assistance needed to help these [developing] nations adapt to the impacts of climate change and pursue low-carbon development."

 

Yet as Copenhagen draws near, the U.S. negotiating position appears to be to pretend that 200 years of over-emissions never happened. Todd Stern, the chief U.S. climate negotiator, has scoffed at a Chinese and African proposal that developed countries pay as much as $400 billion a year in climate financing as "wildly unrealistic" and "untethered to reality." Yet he put no alternative number on the table — unlike the European Union, which has offered to kick in up to $22 billion. U.S. negotiators have even suggested that countries could fund climate debt by holding periodic "pledge parties," making it clear that they see covering the costs of climate change as a matter of whimsy, not duty.

 

But shunning the high price of climate change carries a cost of its own. U.S. military and intelligence agencies now consider global warming a leading threat to national security. As sea levels rise and droughts spread, competition for food and water will only increase in many of the world's poorest nations. These regions will become "breeding grounds for instability, for insurgencies, for warlords," according to a 2007 study for the Center for Naval Analyses led by Gen. Anthony Zinni, the former Centcom commander. To keep out millions of climate refugees fleeing hunger and conflict, a report commissioned by the Pentagon in 2003 predicted that the U.S. and other rich nations would likely decide to "build defensive fortresses around their countries."

 

Setting aside the morality of building high-tech fortresses to protect ourselves from a crisis we inflicted on the world, those enclaves and resource wars won't come cheap. And unless we pay our climate debt, and quickly, we may well find ourselves living in a world of climate rage. "Privately, we already hear the simmering resentment of diplomats whose countries bear the costs of our emissions," Sen. John Kerry observed recently. "I can tell you from my own experience: It is real, and it is prevalent. It's not hard to see how this could crystallize into a virulent, dangerous, public anti-Americanism. That's a threat too. Remember: The very places least responsible for climate change — and least equipped to deal with its impacts — will be among the very worst affected."

 

That, in a nutshell, is the argument for climate debt. The developing world has always had plenty of reasons to be pissed off with their northern neighbors, with our tendency to overthrow their governments, invade their countries and pillage their natural resources. But never before has there been an issue so politically inflammatory as the refusal of people living in the rich world to make even small sacrifices to avert a potential climate catastrophe. In Bangladesh, the Maldives, Bolivia, the Arctic, our climate pollution is directly responsible for destroying entire ways of life — yet we keep doing it.

 

From outside our borders, the climate crisis doesn't look anything like the meteors or space invaders that Todd Stern imagined hurtling toward Earth. It looks, instead, like a long and silent war waged by the rich against the poor. And for that, regardless of what happens in Copenhagen, the poor will continue to demand their rightful reparations. "This is about the rich world taking responsibility for the damage done," says Ilana Solomon, policy analyst for ActionAid USA, one of the groups recently converted to the cause. "This money belongs to poor communities affected by climate change. It is their compensation."

The heart of India is under attack by Arundhati Roy

 
 To justify enforcing a corporate land grab, the state needs an enemy – and it has chosen the Maoists
 

 

The low, flat-topped hills of south Orissa have been home to the Dongria Kondh long before there was a country called India or a state called Orissa. The hills watched over the Kondh. The Kondh watched over the hills and worshipped them as living deities. Now these hills have been sold for the bauxite they contain. For the Kondh it's as though god had been sold. They ask how much god would go for if the god were Ram or Allah or Jesus Christ.

 

Perhaps the Kondh are supposed to be grateful that their Niyamgiri hill, home to their Niyam Raja, God of Universal Law, has been sold to a company with a name like Vedanta (the branch of Hindu philosophy that teaches the Ultimate Nature of Knowledge). It's one of the biggest mining corporations in the world and is owned by Anil Agarwal, the Indian billionaire who lives in London in a mansion that once belonged to the Shah of Iran. Vedanta is only one of the many multinational corporations closing in on Orissa.
If the flat-topped hills are destroyed, the forests that clothe them will be destroyed, too. So will the rivers and streams that flow out of them and irrigate the plains below. So will the Dongria Kondh. So will the hundreds of thousands of tribal people who live in the forested heart of India, and whose homeland is similarly under attack.
 
In our smoky, crowded cities, some people say, "So what? Someone has to pay the price of progress." Some even say, "Let's face it, these are people whose time has come. Look at any developed country – Europe, the US, Australia – they all have a 'past'." Indeed they do. So why shouldn't "we"?
 
In keeping with this line of thought, the government has announced Operation Green Hunt, a war purportedly against the "Maoist" rebels headquartered in the jungles of central India. Of course, the Maoists are by no means the only ones rebelling. There is a whole spectrum of struggles all over the country that people are engaged in–the landless, the Dalits, the homeless, workers, peasants, weavers. They're pitted against a juggernaut of injustices, including policies that allow a wholesale corporate takeover of people's land and resources. However, it is the Maoists that the government has singled out as being the biggest threat.
 
Two years ago, when things were nowhere near as bad as they are now, the prime minister described the Maoists as the "single largest internal security threat" to the country. This will probably go down as the most popular and often repeated thing he ever said. For some reason, the comment he made on 6 January, 2009, at a meeting of state chief ministers, when he described the Maoists as having only "modest capabilities", doesn't seem to have had the same raw appeal. He revealed his government's real concern on 18 June, 2009, when he told parliament: "If left-wing extremism continues to flourish in parts which have natural resources of minerals, the climate for investment would certainly be affected."

 

Who are the Maoists? They are members of the banned Communist party of India (Maoist) – CPI (Maoist) – one of the several descendants of the Communist Party of India (Marxist-Leninist), which led the 1969 Naxalite uprising and was subsequently liquidated by the Indian government. The Maoists believe that the innate, structural inequality of Indian society can only be redressed by the violent overthrow of the Indian state. In its earlier avatars as the Maoist Communist Centre (MCC) in Jharkhand and Bihar, and the People's War Group (PWG) in Andhra Pradesh, the Maoists had tremendous popular support. (When the ban on them was briefly lifted in 2004, 1.5 million people attended their rally in Warangal.)

 
But eventually their intercession in Andhra Pradesh ended badly. They left a violent legacy that turned some of their staunchest supporters into harsh critics. After a paroxysm of killing and counter-killing by the Andhra police as well as the Maoists, the PWG was decimated. Those who managed to survive fled Andhra Pradesh into neighbouring Chhattisgarh. There, deep in the heart of the forest, they joined colleagues who had already been working there for decades.
 
Not many "outsiders" have any first-hand experience of the real nature of the Maoist movement in the forest. A recent interview with one of its top leaders, Comrade Ganapathy, in Open magazine, didn't do much to change the minds of those who view the Maoists as a party with an unforgiving, totalitarian vision, which countenances no dissent whatsoever. Comrade Ganapathy said nothing that would persuade people that, were the Maoists ever to come to power, they would be equipped to properly address the almost insane diversity of India's caste-ridden society. His casual approval of the Liberation Tigers of Tamil Eelam (LTTE) of Sri Lanka was enough to send a shiver down even the most sympathetic of spines, not just because of the brutal ways in which the LTTE chose to wage its war, but also because of the cataclysmic tragedy that has befallen the Tamil people of Sri Lanka, who it claimed to represent, and for whom it surely must take some responsibility.
 
Right now in central India, the Maoists' guerrilla army is made up almost entirely of desperately poor tribal people living in conditions of such chronic hunger that it verges on famine of the kind we only associate with sub-Saharan Africa. They are people who, even after 60 years of India's so-called independence, have not had access to education, healthcare or legal redress. They are people who have been mercilessly exploited for decades, consistently cheated by small businessmen and moneylenders, the women raped as a matter of right by police and forest department personnel. Their journey back to a semblance of dignity is due in large part to the Maoist cadre who have lived and worked and fought by their side for decades.
 
If the tribals have taken up arms, they have done so because a government which has given them nothing but violence and neglect now wants to snatch away the last thing they have – their land. Clearly, they do not believe the government when it says it only wants to "develop" their region. Clearly, they do not believe that the roads as wide and flat as aircraft runways that are being built through their forests in Dantewada by the National Mineral Development Corporation are being built for them to walk their children to school on. They believe that if they do not fight for their land, they will be annihilated. That is why they have taken up arms.
Even if the ideologues of the Maoist movement are fighting to eventually overthrow the Indian state, right now even they know that their ragged, malnutritioned army, the bulk of whose soldiers have never seen a train or a bus or even a small town, are fighting only for survival.
 
In 2008, an expert group appointed by the Planning Commission submitted a report called "Development Challenges in Extremist-Affected Areas". It said, "the Naxalite (Maoist) movement has to be recognised as a political movement with a strong base among the landless and poor peasantry and adivasis. Its emergence and growth need to be contextualised in the social conditions and experience of people who form a part of it. The huge gap between state policy and performance is a feature of these conditions. Though its professed long-term ideology is capturing state power by force, in its day-to-day manifestation, it is to be looked upon as basically a fight for social justice, equality, protection, security and local development." A very far cry from the "single-largest internal security threat".
 
Since the Maoist rebellion is the flavour of the week, everybody, from the sleekest fat cat to the most cynical editor of the most sold-out newspaper in this country, seems to be suddenly ready to concede that it is decades of accumulated injustice that lies at the root of the problem. But instead of addressing that problem, which would mean putting the brakes on this 21st-century gold rush, they are trying to head the debate off in a completely different direction, with a noisy outburst of pious outrage about Maoist "terrorism". But they're only speaking to themselves.
 
The people who have taken to arms are not spending all their time watching (or performing for) TV, or reading the papers, or conducting SMS polls for the Moral Science question of the day: Is Violence Good or Bad? SMS your reply to ... They're out there. They're fighting. They believe they have the right to defend their homes and their land. They believe that they deserve justice.
In order to keep its better-off citizens absolutely safe from these dangerous people, the government has declared war on them. A war, which it tells us, may take between three and five years to win. Odd, isn't it, that even after the Mumbai attacks of 26/11, the government was prepared to talk with Pakistan? It's prepared to talk to China. But when it comes to waging war against the poor, it's playing hard.
 
It's not enough that special police with totemic names like Greyhounds, Cobras and Scorpions are scouring the forests with a licence to kill. It's not enough that the Central Reserve Police Force (CRPF), the Border Security Force (BSF) and the notorious Naga Battalion have already wreaked havoc and committed unconscionable atrocities in remote forest villages. It's not enough that the government supports and arms the Salwa Judum, the "people's militia" that has killed and raped and burned its way through the forests of Dantewada leaving 300,000 people homeless or on the run. Now the government is going to deploy the Indo-Tibetan border police and tens of thousands of paramilitary troops. It plans to set up a brigade headquarters in Bilaspur (which will displace nine villages) and an air base in Rajnandgaon (which will displace seven). Obviously, these decisions were taken a while ago. Surveys have been done, sites chosen. Interesting. War has been in the offing for a while. And now the helicopters of the Indian air force have been given the right to fire in "self-defence", the very right that the government denies its poorest citizens.
Fire at whom? How will the security forces be able to distinguish a Maoist from an ordinary person who is running terrified through the jungle? Will adivasis carrying the bows and arrows they have carried for centuries now count as Maoists too? Are non-combatant Maoist sympathisers valid targets? When I was in Dantewada, the superintendent of police showed me pictures of 19 "Maoists" that "his boys" had killed. I asked him how I was supposed to tell they were Maoists. He said, "See Ma'am, they have malaria medicines, Dettol bottles, all these things from outside."
 
What kind of war is Operation Green Hunt going to be? Will we ever know? Not much news comes out of the forests. Lalgarh in West Bengal has been cordoned off. Those who try to go in are being beaten and arrested. And called Maoists, of course. In Dantewada, the Vanvasi Chetana Ashram, a Gandhian ashram run by Himanshu Kumar, was bulldozed in a few hours. It was the last neutral outpost before the war zone begins, a place where journalists, activists, researchers and fact-finding teams could stay while they worked in the area.
 
Meanwhile, the Indian establishment has unleashed its most potent weapon. Almost overnight, our embedded media has substituted its steady supply of planted, unsubstantiated, hysterical stories about "Islamist terrorism" with planted, unsubstantiated, hysterical stories about "Red terrorism". In the midst of this racket, at ground zero, the cordon of silence is being inexorably tightened. The "Sri Lanka solution" could very well be on the cards. It's not for nothing that the Indian government blocked a European move in the UN asking for an international probe into war crimes committed by the government of Sri Lanka in its recent offensive against the Tamil Tigers.
 
The first move in that direction is the concerted campaign that has been orchestrated to shoehorn the myriad forms of resistance taking place in this country into a simple George Bush binary: If you are not with us, you are with the Maoists. The deliberate exaggeration of the Maoist "threat" helps the state justify militarisation. (And surely does no harm to the Maoists. Which political party would be unhappy to be singled out for such attention?) While all the oxygen is being used up by this new doppelganger of the "war on terror", the state will use the opportunity to mop up the hundreds of other resistance movements in the sweep of its military operation, calling them all Maoist sympathisers.
 
I use the future tense, but this process is well under way. The West Bengal government tried to do this in Nandigram and Singur but failed. Right now in Lalgarh, the Pulishi Santrash Birodhi Janasadharaner Committee or the People's Committee Against Police Atrocities – which is a people's movement that is separate from, though sympathetic to, the Maoists – is routinely referred to as an overground wing of the CPI (Maoist). Its leader, Chhatradhar Mahato, now arrested and being held without bail, is always called a "Maoist leader". We all know the story of Dr Binayak Sen, a medical doctor and a civil liberties activist, who spent two years in jail on the absolutely facile charge of being a courier for the Maoists. While the light shines brightly on Operation Green Hunt, in other parts of India, away from the theatre of war, the assault on the rights of the poor, of workers, of the landless, of those whose lands the government wishes to acquire for "public purpose", will pick up pace. Their suffering will deepen and it will be that much harder for them to get a hearing.
 
Once the war begins, like all wars, it will develop a momentum, a logic and an economics of its own. It will become a way of life, almost impossible to reverse. The police will be expected to behave like an army, a ruthless killing machine. The paramilitary will be expected to become like the police, a corrupt, bloated administrative force. We've seen it happen in Nagaland, Manipur and Kashmir. The only difference in the "heartland" will be that it'll become obvious very quickly to the security forces that they're only a little less wretched than the people they're fighting. In time, the divide between the people and the law enforcers will become porous. Guns and ammunition will be bought and sold. In fact, it's already happening. Whether it's the security forces or the Maoists or noncombatant civilians, the poorest people will die in this rich people's war. However, if anybody believes that this war will leave them unaffected, they should think again. The resources it'll consume will cripple the economy of this country.
 
Last week, civil liberties groups from all over the country organised a series of meetings in Delhi to discuss what could be done to turn the tide and stop the war. The absence of Dr Balagopal, one of the best-known civil rights activists of Andhra Pradesh, who died two weeks ago, closed around us like a physical pain. He was one of the bravest, wisest political thinkers of our time and left us just when we needed him most. Still, I'm sure he would have been reassured to hear speaker after speaker displaying the vision, the depth, the experience, the wisdom, the political acuity and, above all, the real humanity of the community of activists, academics, lawyers, judges and a range of other people who make up the civil liberties community in India. Their presence in the capital signalled that outside the arclights of our TV studios and beyond the drumbeat of media hysteria, even among India's middle classes, a humane heart still beats. Small wonder then that these are the people who the Union home minister recently accused of creating an "intellectual climate" that was conducive to "terrorism". If that charge was meant to frighten people, it had the opposite effect.
 
The speakers represented a range of opinion from the liberal to the radical left. Though none of those who spoke would describe themselves as Maoist, few were opposed in principle to the idea that people have a right to defend themselves against state violence. Many were uncomfortable about Maoist violence, about the "people's courts" that delivered summary justice, about the authoritarianism that was bound to permeate an armed struggle and marginalise those who did not have arms. But even as they expressed their discomfort, they knew that people's courts only existed because India's courts are out of the reach of ordinary people and that the armed struggle that has broken out in the heartland is not the first, but the very last option of a desperate people pushed to the very brink of existence. The speakers were aware of the dangers of trying to extract a simple morality out of individual incidents of heinous violence, in a situation that had already begun to look very much like war. Everybody had graduated long ago from equating the structural violence of the state with the violence of the armed resistance. In fact, retired Justice PB Sawant went so far as to thank the Maoists for forcing the establishment of this country to pay attention to the egregious injustice of the system. Hargopal from Andhra Pradesh spoke of his experience as a civil rights activist through the years of the Maoist interlude in his state. He mentioned in passing the fact that in a few days in Gujarat in 2002, Hindu mobs led by the Bajrang Dal and the VHP had killed more people than the Maoists ever had even in their bloodiest days in Andhra Pradesh.
 
People who had come from the war zones, from Lalgarh, Jharkhand, Chhattisgarh and Orissa, described the police repression, the arrests, the torture, the killing, the corruption, and the fact that they sometimes seemed to take orders directly from the officials who worked for the mining companies. People described the often dubious, malign role being played by certain NGOs funded by aid agencies wholly devoted to furthering corporate prospects. Again and again they spoke of how in Jharkhand and Chhattisgarh activists as well as ordinary people – anyone who was seen to be a dissenter – were being branded Maoists and imprisoned. They said that this, more than anything else, was pushing people to take up arms and join the Maoists. They asked how a government that professed its inability to resettle even a fraction of the 50 million people who had been displaced by "development" projects was suddenly able to identify 1,40,000 hectares of prime land to give to industrialists for more than 300 Special Economic Zones, India's onshore tax havens for the rich. They asked what brand of justice the supreme court was practising when it refused to review the meaning of "public purpose" in the land acquisition act even when it knew that the government was forcibly acquiring land in the name of "public purpose" to give to private corporations. They asked why when the government says that "the writ of the state must run", it seems to only mean that police stations must be put in place. Not schools or clinics or housing, or clean water, or a fair price for forest produce, or even being left alone and free from the fear of the police – anything that would make people's lives a little easier. They asked why the "writ of the state" could never be taken to mean justice.
 
There was a time, perhaps 10 years ago, when in meetings like these, people were still debating the model of "development" that was being thrust on them by the New Economic Policy. Now the rejection of that model is complete. It is absolute. Everyone from the Gandhians to the Maoists agree on that. The only question now is, what is the most effective way to dismantle it?
An old college friend of a friend, a big noise in the corporate world, had come along for one of the meetings out of morbid curiosity about a world he knew very little about. Even though he had disguised himself in a Fabindia kurta, he couldn't help looking (and smelling) expensive. At one point, he leaned across to me and said, "Someone should tell them not to bother. They won't win this one. They have no idea what they're up against. With the kind of money that's involved here, these companies can buy ministers and media barons and policy wonks, they can run their own NGOs, their own militias, they can buy whole governments. They'll even buy the Maoists. These good people here should save their breath and find something better to do."
 
When people are being brutalised, what "better" thing is there for them to do than to fight back? It's not as though anyone's offering them a choice, unless it's to commit suicide, like some of the farmers caught in a spiral of debt have done. (Am I the only one who gets the feeling that the Indian establishment and its representatives in the media are far more comfortable with the idea of poor people killing themselves in despair than with the idea of them fighting back?)
 
For several years, people in Chhattisgarh, Orissa, Jharkhand and West Bengal – some of them Maoists, many not – have managed to hold off the big corporations. The question now is, how will Operation Green Hunt change the nature of their struggle? What exactly are the fighting people up against?
 
It's true that, historically, mining companies have often won their battles against local people. Of all corporations, leaving aside the ones that make weapons, they probably have the most merciless past. They are cynical, battle-hardened campaigners and when people say, "Jaan denge par jameen nahin denge" (We'll give away our lives, but never our land), it probably bounces off them like a light drizzle on a bomb shelter. They've heard it before, in a thousand different languages, in a hundred different countries.
Right now in India, many of them are still in the first class arrivals lounge, ordering cocktails, blinking slowly like lazy predators, waiting for the Memorandums of Understanding (MoUs) they have signed – some as far back as 2005 – to materialise into real money. But four years in a first class lounge is enough to test the patience of even the truly tolerant: the elaborate, if increasingly empty, rituals of democratic practice: the (sometimes rigged) public hearings, the (sometimes fake) environmental impact assessments, the (often purchased) clearances from various ministries, the long drawn-out court cases. Even phony democracy is time-consuming. And time is money.
 
So what kind of money are we talking about? In their seminal, soon-to-be-published work, Out of This Earth: East India Adivasis and the Aluminum Cartel, Samarendra Das and Felix Padel say that the financial value of the bauxite deposits of Orissa alone is $2.27 trillion (more than twice India's GDP). That was at 2004 prices. At today's prices it would be about $4 trillion.
Of this, officially the government gets a royalty of less than 7%. Quite often, if the mining company is a known and recognised one, the chances are that, even though the ore is still in the mountain, it will have already been traded on the futures market. So, while for the adivasis the mountain is still a living deity, the fountainhead of life and faith, the keystone of the ecological health of the region, for the corporation, it's just a cheap storage facility. Goods in storage have to be accessible. From the corporation's point of view, the bauxite will have to come out of the mountain. Such are the pressures and the exigencies of the free market.
 
That's just the story of the bauxite in Orissa. Expand the $4 trillion to include the value of the millions of tonnes of high-quality iron ore in Chhattisgarh and Jharkhand and the 28 other precious mineral resources, including uranium, limestone, dolomite, coal, tin, granite, marble, copper, diamond, gold, quartzite, corundum, beryl, alexandrite, silica, fluorite and garnet. Add to that the power plants, the dams, the highways, the steel and cement factories, the aluminium smelters, and all the other infrastructure projects that are part of the hundreds of MoUs (more than 90 in Jharkhand alone) that have been signed. That gives us a rough outline of the scale of the operation and the desperation of the stakeholders.
 
The forest once known as the Dandakaranya, which stretches from West Bengal through Jharkhand, Orissa, Chhattisgarh, parts of Andhra Pradesh and Maharashtra, is home to millions of India's tribal people. The media has taken to calling it the Red corridor or the Maoist corridor. It could just as accurately be called the MoUist corridor. It doesn't seem to matter at all that the fifth schedule of the constitution provides protection to adivasi people and disallows the alienation of their land. It looks as though the clause is there only to make the constitution look good – a bit of window-dressing, a slash of make-up. Scores of corporations, from relatively unknown ones to the biggest mining companies and steel manufacturers in the world, are in the fray to appropriate adivasi homelands – the Mittals, Jindals, Tata, Essar, Posco, Rio Tinto, BHP Billiton and, of course, Vedanta.
 
There's an MoU on every mountain, river and forest glade. We're talking about social and environmental engineering on an unimaginable scale. And most of this is secret. It's not in the public domain. Somehow I don't think that the plans afoot that would destroy one of the world's most pristine forests and ecosystems, as well as the people who live in it, will be discussed at the climate change conference in Copenhagen. Our 24-hour news channels that are so busy hunting for macabre stories of Maoist violence – and making them up when they run out of the real thing – seem to have no interest at all in this side of the story. I wonder why?
 
Perhaps it's because the development lobby to which they are so much in thrall says the mining industry will ratchet up the rate of GDP growth dramatically and provide employment to the people it displaces. This does not take into account the catastrophic costs of environmental damage. But even on its own narrow terms, it is simply untrue. Most of the money goes into the bank accounts of the mining corporations. Less than 10% comes to the public exchequer. A very tiny percentage of the displaced people get jobs, and those who do, earn slave-wages to do humiliating, backbreaking work. By caving in to this paroxysm of greed, we are bolstering other countries' economies with our ecology.
 
When the scale of money involved is what it is, the stakeholders are not always easy to identify. Between the CEOs in their private jets and the wretched tribal special police officers in the "people's" militias – who for a couple of thousand rupees a month fight their own people, rape, kill and burn down whole villages in an effort to clear the ground for mining to begin – there is an entire universe of primary, secondary and tertiary stakeholders.
 
These people don't have to declare their interests, but they're allowed to use their positions and good offices to further them. How will we ever know which political party, which ministers, which MPs, which politicians, which judges, which NGOs, which expert consultants, which police officers, have a direct or indirect stake in the booty? How will we know which newspapers reporting the latest Maoist "atrocity", which TV channels "reporting directly from ground zero" – or, more accurately, making it a point not to report from ground zero, or even more accurately, lying blatantly from ground zero – are stakeholders?
 
What is the provenance of the billions of dollars (several times more than India's GDP) secretly stashed away by Indian citizens in Swiss bank accounts? Where did the $2bn spent on the last general elections come from? Where do the hundreds of millions of rupees that politicians and parties pay the media for the "high-end", "low-end" and "live" pre-election "coverage packages" that P Sainath recently wrote about come from? (The next time you see a TV anchor haranguing a numb studio guest, shouting, "Why don't the Maoists stand for elections? Why don't they come in to the mainstream?", do SMS the channel saying, "Because they can't afford your rates.")
 
Too many questions about conflicts of interest and cronyism remain unanswered. What are we to make of the fact that the Union home minister, P Chidambaram, the chief of Operation Green Hunt, has, in his career as a corporate lawyer, represented several mining corporations? What are we to make of the fact that he was a non-executive director of Vedanta – a position from which he resigned the day he became finance minister in 2004? What are we to make of the fact that, when he became finance minister, one of the first clearances he gave for FDI was to Twinstar Holdings, a Mauritius-based company, to buy shares in Sterlite, a part of the Vedanta group?
 
What are we to make of the fact that, when activists from Orissa filed a case against Vedanta in the supreme court, citing its violations of government guidelines and pointing out that the Norwegian Pension Fund had withdrawn its investment from the company alleging gross environmental damage and human rights violations committed by the company, Justice Kapadia suggested that Vedanta be substituted with Sterlite, a sister company of the same group? He then blithely announced in an open court that he, too, had shares in Sterlite. He gave forest clearance to Sterlite to go ahead with the mining, despite the fact that the supreme court's own expert committee had explicitly said that permission should be denied and that mining would ruin the forests, water sources, environment and the lives and livelihoods of the thousands of tribals living there. Justice Kapadia gave this clearance without rebutting the report of the supreme court's own committee.
 
What are we to make of the fact that the Salwa Judum, the brutal ground-clearing operation disguised as a "spontaneous" people's militia in Dantewada, was formally inaugurated in 2005, just days after the MoU with the Tatas was signed? And that the Jungle Warfare Training School in Bastar was set up just around then?
 
What are we to make of the fact that two weeks ago, on 12 October, the mandatory public hearing for Tata Steel's steel project in Lohandiguda, Dantewada, was held in a small hall inside the collectorate, cordoned off with massive security, with an audience of 50 tribal people brought in from two Bastar villages in a convoy of government jeeps? (The public hearing was declared a success and the district collector congratulated the people of Bastar for their co-operation.)
 
What are we to make of the fact that just around the time the prime minister began to call the Maoists the "single largest internal security threat" (which was a signal that the government was getting ready to go after them), the share prices of many of the mining companies in the region skyrocketed?
 
The mining companies desperately need this "war". They will be the beneficiaries if the impact of the violence drives out the people who have so far managed to resist the attempts that have been made to evict them. Whether this will indeed be the outcome, or whether it'll simply swell the ranks of the Maoists remains to be seen.
 
Reversing this argument, Dr Ashok Mitra, former finance minister of West Bengal, in an article called "The Phantom Enemy", argues that the "grisly serial murders" that the Maoists are committing are a classic tactic, learned from guerrilla warfare textbooks. He suggests that they have built and trained a guerrilla army that is now ready to take on the Indian state, and that the Maoist "rampage" is a deliberate attempt on their part to invite the wrath of a blundering, angry Indian state which the Maoists hope will commit acts of cruelty that will enrage the adivasis. That rage, Dr Mitra says, is what the Maoists hope can be harvested and transformed into an insurrection.
 
This, of course, is the charge of "adventurism" that several currents of the left have always levelled at the Maoists. It suggests that Maoist ideologues are not above inviting destruction on the very people they claim to represent in order to bring about a revolution that will bring them to power. Ashok Mitra is an old Communist who had a ringside seat during the Naxalite uprising of the 60s and 70s in West Bengal. His views cannot be summarily dismissed. But it's worth keeping in mind that the adivasi people have a long and courageous history of resistance that predates the birth of Maoism. To look upon them as brainless puppets being manipulated by a few middle-class Maoist ideologues is to do them a disservice.
 
Presumably Dr Mitra is talking about the situation in Lalgarh where, up to now, there has been no talk of mineral wealth. (Lest we forget – the current uprising in Lalgarh was sparked off over the chief minister's visit to inaugurate a Jindal Steel factory. And where there's a steel factory, can the iron ore be very far away?) The people's anger has to do with their desperate poverty, and the decades of suffering at the hands of the police and the Harmads, the armed militia of the Communist Party of India (Marxist) that has ruled West Bengal for more than 30 years.
 
Even if, for argument's sake, we don't ask what tens of thousands of police and paramilitary troops are doing in Lalgarh, and we accept the theory of Maoist "adventurism", it would still be only a very small part of the picture.
 
The real problem is that the flagship of India's miraculous "growth" story has run aground. It came at a huge social and environmental cost. And now, as the rivers dry up and forests disappear, as the water table recedes and as people realise what is being done to them, the chickens are coming home to roost. All over the country, there's unrest, there are protests by people refusing to give up their land and their access to resources, refusing to believe false promises any more. Suddenly, it's beginning to look as though the 10% growth rate and democracy are mutually incompatible.
 
To get the bauxite out of the flat-topped hills, to get iron ore out from under the forest floor, to get 85% of India's people off their land and into the cities (which is what Chidambaram says he'd like to see), India has to become a police state. The government has to militarise. To justify that militarisation, it needs an enemy. The Maoists are that enemy. They are to corporate fundamentalists what the Muslims are to Hindu fundamentalists. (Is there a fraternity of fundamentalists? Is that why the RSS has expressed open admiration for Chidambaram?)
 
It would be a grave mistake to imagine that the paramilitary troops, the Rajnandgaon air base, the Bilaspur brigade headquarters, the unlawful activities act, the Chhattisgarh special public security act and Operation Green Hunt are all being put in place just to flush out a few thousand Maoists from the forests. In all the talk of Operation Green Hunt, whether or not Chidambaram goes ahead and "presses the button", I detect the kernel of a coming state of emergency. (Here's a maths question: If it takes 600,000 soldiers to hold down the tiny valley of Kashmir, how many will it take to contain the mounting rage of hundreds of millions of people?)
Instead of narco-analysing Kobad Ghandy, the recently arrested Maoist leader, it might be a better idea to talk to him.
In the meanwhile, will someone who's going to the climate change conference in Copenhagen later this year please ask the only question worth asking: Can we leave the bauxite in the mountain?
